    Al Tuwairqi may take Pakistan to international court

    The Tribune reported that Saudi Arabia-based Al Tuwairqi Holding Company, which had served the government of Pakistan with a notice to pay PKR1 billion in damages because of stalled operations at its steel mill, has threatened to take its case to the international court of arbitration.

    According to officials familiar with the development, Al Tuwairqi Holding served the notice on the Ministry of Industries and Production, giving it a month’s time to pay PKR 1 billion in damages. The deadline has already ended on July 7 and now the two sides will be facing each other in the International Chambers of Commerce for a legal battle.

    Tuwairqi Steel Mills, a joint venture between Saudi Arabian and South Korean companies, had planned to set up Pakistan’s largest steel complex with a production capacity of 1.28 million tons per annum. However, the project was stalled due to a dispute over the gas pricing issue.

    The phase-I of the direct-reduced iron plant of Tuwairqi Steel had been completed with an investment of USD 340 million while the investment in phase-II and III was expected to be made in the range of USD 850 to USD 900 million. This, however, was dependent on commercial success of the DRI plant.

    In May 2004, according to a memorandum of understanding signed with the Saudi Arabian government, Pakistani authorities had agreed to create a level playing field for the supply of gas to Tuwairqi Steel. According to the management of Tuwairqi Steel, the mill was guaranteed gas supply at a lower tariff to enable it to compete in the international market. In this regard, the Ministry of Industries sent a summary to the Economic Coordination Committee (ECC) three times last year and recommended a gas tariff of Rs123 per million British thermal units for five years.

    In the ECC meeting, the ministry argued that though the mill was seeking a financial incentive of Rs4 to Rs5 billion per annum, its DRI plant would contribute an estimated Rs12 billion to Pakistan’s economy.

    Gerdau may look to sell Indian assets - BL Report

    The Hindu Business Line reported that sources close to the development told BusinessLine that grappling with a whopping USD 7.23-billion debt, Brazil based steel maker Gerdau SA is looking to sell off assets, including those in India, Central and South America.

    The report quoted the source as saying that “These assets are considered to be of low return and not very beneficial to the company’s overall operations. Following the sales, Gerdau would look at focusing on US and Brazil operations.”

    However the company’s Indian office said in an e-mail response “The company often evaluates opportunities to optimise operations by assessing the best possible ways to develop and grow the business and generate greater returns to our shareholders. There is no decision taken for our operations in India. The business is improving day-by-day and reaching the strategic goals set for the year.”

    Gerdau’s largest investment in India is a 300,000 tonne specialty steel plant at Tadipatri in Andhra Pradesh. In 2007, it had entered into a joint venture, called Kalyani Gerdau, with Kalyani Steels to acquire the plant from SJK Steel. While Gerdau and Kalyani held 45 per cent each, the previous owner and financial institutions held the balance 10 per cent. In 2013, Gerdau bought out Kalyani from the joint venture.

    The specialty steel supplier produces flat steel and iron ore in Brazil, and is the largest producer of long steel in America, with steel mills across Brazil, Argentina, Canada, Chile, Colombia and Dominican Republic, among others.

    Government to invest in Tata's steel UK sites if there is a viable future – Mr Cairns

    Wales Online reported that Welsh Secretary Mr Alun Cairns stressed there would be conditions before the UK Government invested cash in Tata's steel operations. He told MPs that “Taxpayers’ money will only be invested in Tata’s steelmaking sites if the operations have a sustainable future.”

    Aberavon Labour MP Stephen Kinnock laid out his concerns when Mr Cairns came before the Welsh Affairs committee.

    Mr Crians warned of a narrative in which the British side of the business is allowed to wither on the vine in order to consolidate and strengthen the competitive position of the Dutch side of the business. He said “The UK Government stands to invest hundreds of millions of pounds in the operation and with that of course would come conditions. And that would offer the reassurance that there would be a genuine strategy because of course we would need to conduct proper due diligence for any sort of investment that the taxpayer would support.”

    Striking a positive note, he said “The evidence we can see is that ThyssenKrupp is prepared to invest significant sums of money into a joint venture scheme, supported – or with the offer of support – from the UK Government and that in itself we can take encouragement from because that shows they are prepared to spend money, and if you are prepared to spend money then [it’s] fair to assume there’s not going to be the worst possible outcomes.”

    He continued: “The taxpayer money will only be used if there is a viable, sustainable future in steelmaking. It wouldn’t be of anyone’s interests to invest money into a plant that we didn’t believe [had] a long-term viable future.”

    Mr Cairns said it would “completely undermine our negotiating position if we chose to completely ignore the obligations that being a member of the European Union brings”.

    Mr Cairns argued that the fact Wales had qualified for EU regional funding on three occasions suggested a new approach should be explored. He said: “If we’re qualifying for the third time, which sadly we are, then I think this is an opportunity to step back, to reconsider how projects should be pursued and how they should be funded.”

    Mr Cairns added: “It’s not about the amount of money you put in. It’s more about the outcomes that projects deliver and if we’re going to focus the debate on ‘Will Wales get its £300m or £350m of structural funding from the Treasury instead of from Europe?’, I think that misses the point. Let’s see if there are better outcomes that we can receive for whatever sum of money that we believe to be appropriate in terms of responding.”

    Liaoning government steps in with rescue plan for Dongbei Special Steel

    Dongbei Special Steel Group Co Ltd, an unlisted Chinese steelmaker whose first debt default helped spark a bond market sell-off in April, said on Tuesday it was unable to make payment on another bond. It announced the default on a CNY 870 million (USD 130 million) two-year private placement note, which matured Monday, on the website of China’s interbank market operator on Tuesday.

    Global Times reported that the government of Northeast China's Liaoning Province has submitted a plan to the central government under which a troubled local steel mill would swap 70 percent of its debt into equity, with the banks that extended the loans being converted into equity holders. The move comes after resistance by current holders of the bonds to any move to convert the debt into equity. A senior provincial official confirmed to the Global Times that he is aware of such a proposal, verifying media reports that authorities in Liaoning are lobbying the central government to agree to the plan to save debt-ridden Dongbei Special Steel Group.

    The State-owned company, which is based in Dalian and makes specialized steel for the vehicle sector, has repeatedly defaulted on its bonds this year. The defaults involve about CNY 4 billion (USD 590 million). Its bondholders include institutional investors, which were not identified in media reports.

    The development coincided with the publication of a central government document on Monday that called for an overhaul of China's investment and financing system to stimulate market vitality. The guideline was posted on the website of the State Council, the cabinet, on Monday. It mentioned letting financial institutions hold stakes in companies in a trial, a move that some experts have interpreted as a sign of approval for such debt-equity swaps.

    US expands its WTO challenge to China export limits to chromium, other metals

    The US Trade Representative said that the United States has expanded its challenge at the World Trade Organization to China's export restraints on raw materials to include export duties on chromium, as well as its export quotas on antimony, indium, magnesia, talc and tin.

    The USTR said in a statement that those raw materials "are key inputs into high-value U.S.-made products in vital industrial sectors, including aerospace, automotive, construction, and electronics. China's export restraints on these materials, including duties and quotas, provide an unfair competitive advantage to China at the expense of American workers and manufacturers."

    It said that the move follows a request on July 13 for consultations with China on export quotas on nine different raw materials.

    In totaal maakten de 66 staalproducerende landen in de afgelopen maand 136 miljoen ton staal. Dat is 1,9 procent minder dan in juni 2015. In mei was er sprake van een fractionele daling op jaarbasis.

    In China steeg de staalproductie op jaarbasis evenwel met 1,7 procent naar 69,5 miljoen ton. Het land is de grootste producent en consument van staal. In Japan nam de productie met 2,7 procent toe.

    In Duitsland was sprake van een productiedaling van 2,1 procent, in Frankrijk was dit 5,1 procent en Spanje zelfs een terugval van 13,7 procent. In Italië steeg de productie daarentegen met 5,9 procent.

    De Verenigde Staten produceerden in juni 6,8 miljoen ton staal. Dat was een daling van 0,1 procent ten opzichte van de productie een jaar eerder.

    De bezettingsgraad van de 66 staalproducerende landen daalde in juni met 3,3 procentpunt op jaarbasis naar 69,4 procent. Op maandbasis nam de bezettingsgraad af met 2,0 procentpunt.

    De mondiale staalproductie is in juni gelijk uitgekomen aan een jaar eerder. Dit bleek woensdag uit cijfers van brancheorganisatie World Steel Association.

    In totaal maakten de 66 staalproducerende landen in de afgelopen maand 136 miljoen ton staal, gelijk aan juni vorig jaar. Over de eerste zes maanden daalde de productie evenwel met 1,9 procent.

    Beursblik: Deutsche Bank verhoogt koersdoel ArcelorMittal

    Koersdoel naar 5,50 euro.

    Deutsche Bank heeft donderdag het koersdoel voor ArcelorMittal verhoogt van 4,50 naar 5,50 euro met een ongewijzigd Houden advies.

    De analisten stelden hun verwachtingen voor het bedrijfsresultaat (EBITDA) van de staalfabrikant voor 2016 tot en met 2018 met 6 tot 23 procent opwaarts bij vanwege de aangepaste verwachtingen voor de staal en ijzerertsprijzen. Desondanks blijven de marktvorsers twijfel houden over de vooruitzichten voor de vraag, toevoegend dat de huidige marges op spotprijzen waarschijnlijk niet houdbaar zijn.

    De Duitse bank verwacht dat ArcelorMittal in het tweede kwartaal van 2016 een bedrijfsresultaat zal rapporteren van 1.712 miljoen dollar. Een door de staalreus verzamelde consensus onder 19 analisten kwam uit op een bedrijfsresultaat van 1.491 miljoen dollar.

    Op een rood Damrak noteerde het aandeel ArcelorMittal 2,6 procent hoger op 5,15 euro.

    Countrywise crude steel production in June and H1 of 2016

    World crude steel production for the 66 countries reporting to the World Steel Association (worldsteel) was 136 million tonnes in June 2016, the same figure as June 2015. World crude steel production in the first six months of 2016 was 794.8 million tonnes, a decrease of -1.9% compared to the same period of 2015.

    Tata Steel aims to double Indian workforce's productivity

    Business Standard reported that Tata Steel Ltd plans to double the productivty of its workforce in its domestic operations in the next five years as it seeks to be more competitive. This will be achieved in various ways including a reduction in the size of the workforce through a voluntary retirement scheme which the steelmaker has put in place and a lower annual recruitment plan

    Tata Steel did not respond to a request for comment on the plan. In its annual report published this week though, Tata did acknowledge that employee productivity continues to be a focus area.

    In the financial year 2015-16, employee productivity rose to 701 tonnes of crude steel per full time employee (FTE), up from 623 tonnes of crude steel per FTE during the previous year, according to Tata's annual report.

    The company official said Tata now aims to more than double employee productivity from these levels by 2020-21.

    Tata will also focus on further automation and restructuring at its flagship 10 million tonnes a year plant at Jamshedpur, which will help bring down its costs

    New steel rolling mill Caledan creates 28 jobs near Caerphilly

    BBC reported that 28 jobs are being created with a GBP 1 million investment in a new cold steel rolling mill in south Wales. Caledan, based in Hengoed, Caerphilly county, is backed by GBP 134,000 from the Welsh Government. It will make steel frame sections for the building industry, mainly using steel from Tata in Llanwern, Newport.

    Caledan managing director Mr Chris Morton said Welsh Government support had been "vital" as the project could otherwise have gone to the Midlands.

    He said "We can now take advantage of a gap in the market to purchase and produce the cold steel strip locally for our own uses and to supply the wider construction industry. It will result in increased efficiencies and savings for our business and, as we will also be supplying the local market, it will create additional savings on logistics and cut the carbon footprint."

    Economy Secretary Ken Skates added: "The Welsh Government is committed to supporting the steel industry in Wales and I am pleased this project aims to do just that. The investment not only secures a new venture but will create new jobs and enhance opportunities within the local supply chain."

    Britsh Steel names Mr Roland Junk as chairman

    Gazette Live reported that British Steel has named its executive chairman who will take charge until a permanent chief executive is found. British Steel, the renamed business of Tata Steel ’s operations in Lackenby and Skinningrove, has named industry veteran Mr Roland Junck as its new executive chairman.

    Mr Junck has been working with the senior management team at British Steel as an advisor since the middle of June.

    However the firm said a search for a permanent chief executive is ongoing and once completed, Mr Junck will become non-executive chairman.

    Mr Roland Junck has extensive experience in the global metals industries, especially the steel and zinc sectors. Most recently he was chief executive of Nyrstar, the major global zinc producer. He also served as the first chief executive of European steel giant ArcelorMittal following its creation in 2006. He previously held several senior managerial positions within business units in Arcelor and its predecessors; including in the company’s long products business.

    Greybull partner Marc Meyohas said: “Roland’s appointment to the position of executive chairman is a significant step forward for British Steel. Roland’s extensive industry experience will be most valuable to British Steel and its turnaround plan.”

    New UK business secretary Mr Greg Clark visits Port Talbot steelworks

    Shropshire Star reported that Mr Greg Clark, the new Secretary of State for Business, Energy and Industrial Strategy, visited the Port Talbot works on Wednesday and met workers and union officials, including Roy Rickhuss, general secretary of Community.

    Mr Rickhuss said: "I am encouraged that Greg Clark has met with steelworkers in his first week on the job. He will have left today in no doubt that Community will keep the pressure on this Government to keep their promises to protect the steel industry.”

    He said "The new Secretary of State clearly understands the scale of the challenge still facing the industry, but his words to steelworkers today must be followed by firm actions to help save their jobs. By visiting Port Talbot, he will have seen first-hand that the highly skilled workforce is the foundation on which any success for this industry will be built.”

    He added "Although today's meeting was in South Wales, the Secretary of State appreciates that steel is a UK-wide industry and that the current challenges affect all steel plants and all companies.”

    He said "We welcome the renewed desire to put industrial strategy at the heart of Government and I was pleased that Greg Clark today signalled his intention to involve trade unions in that important process."

    Nucor Corporation announced that it has agreed to acquire Joy Global's steel plate mill in Longview, Texas, for approximately USD 29 million. The mill produces carbon and alloy plate products with heat-treating capabilities and has an annual capacity of 180,000 tons.

    Ex chairman of Hebei Steel under investigation for graft

    Reuters reported that China's top anti-graft body said it was investigating a senior government official of Hebei province who was also once ex-chairman of a top steel mill, as the government pushed ahead with an anti-corruption campaign.

    Wang Yifang was probed for "violating party discipline", the Central Commission for Discipline Inspection said in a one-line statement on late Tuesday, using a term that the government agency normally uses for corruption. The statement did not elaborate.

    58-year old Wang became a deputy director of finance and economics of Hebei's People's Congress after leaving Hebei Steel, China's top steel producer, in 2013 as chairman.

    Chinese President Xi Jinping has sought to crack down on corruption since assuming office almost four years ago, vowing to go after both powerful "tigers" and lowly "flies". Xi has brought down numerous senior officials from big state-owned enterprises and government bodies.

    Ezz Steel Q1 net loss widens to USD 15.4 million

    Egypt’s Ezz Steel reported a first-quarter net loss, after tax and minority interests, widened to 136.896 million Egyptian pounds ($15.42 million) from 136.305 million a year earlier.

    Sales rose to 4.966 billion pounds in the first quarter from 4.793 billion pounds a year ago, Egypt’s largest steelmaker said on Wednesday.

    Like other heavy industries in Egypt, steel companies’ profitability has suffered in recent years from weak exports and a chronic gas shortage. High gas prices have led to factories operating at less than 50 percent.

    Ezz Steel operates four plants in Egypt and controls more than half the country’s steel market.
