    Lay Offs – Tenaris - 100 jobs go at Hickmen plant

    Blytheville Courier News reported that Tenaris confirmed Friday that it has permanently laid off approximately 100 employees at the Hickman facility. Tenaris Media Relations Specialist Carolina Mendoza said, "Tenaris values their people and their contributions. This was certainly a very difficult decision but it was due to the prolonged economic downturn."

    A Tenaris press release said that the “Adjustments are due to the price of oil, which hit a 12-year low, and the continued reduction of drilling activity. The number of active rigs in the US is currently close to 650, down more than 60 percent since the onset of the industry downturn. Compounding the situation are excess inventories, created in part by ongoing imports of unfairly traded OCTG.”

    The company's release also said “Tenaris will continue to monitor market conditions and will align its workforce and production levels as needed. Tenaris is committed to US manufacturing, moving forward with strategic investment plans to better position the company for sustainable growth in the future."

    Mississippi County Economic Developer Mr Clif Chitwood said: "It's unfortunate but it is in the nature of their business that they have cyclical downturns...both the county and the state are ready to support Tenaris in any way they can...when they start to ramp back up, before anything can be done, certainly every company must align themselves along with sales in order to just stay in business. Tenaris is a great company and it's a great company for Mississippi County."

    Tenaris produces steel pipe products and related services for the energy industry. Their customers include most of the world's leading oil and gas companies.

    Indian government yet to decide on MIP for steel – Ms Teaotia

    The Financial Express reported that India’s commerce secretary Ms Rita Teaotia said on Monday that the Indian government hasn’t yet decided on whether to fix a minimum import price for steel, as it is in the process of assessing arguments of various stakeholder

    She told "On the MIP on steel, there has been a lot of discussions on the steel sector and the difficulties being faced by the integrated steel units. There is also the downstream sector, which has been representing and arguing for their continuing access to low cost imported steel to balance the domestic supplies. A decision on the matter "is to be taken by the government.”

    She added “Despite the increase in steel imports, 85% of demand is still being met domestically. Most of the steel producers are also running at 80% of their capacity.”

    While steel producers seek such a curb, especially to guard against dumping, consuming industries want the continuation of cheaper imports.

    The government has already imposed a 20% safeguard duty on steel imports until March 2016, and has raised the peak customs duty to 15% this financial year from 10%. However, the steel ministry is reported to have sought even a further hike in the customs duty to 25%, arguing that the measures already taken haven’t succeeded in containing massive imports. The country’s steel imports have surged by 29% during the April-December period, primarily due to “predatory pricing” by countries like China.

    Layoffs - TATA Steel UK –1,050 further job cuts announced

    Daily Mail reported that Tata Steel’s boss has launched a scathing attack on the Government while announcing a further 1,050 job cuts at plants across the country. Tata confirmed 750 jobs would go at its Port Talbot plant in South Wales along with 200 in support functions. A further 100 jobs are at risk at steel mills in Trostre in West Wales, as well as Corby and Hartlepool in England. The setback comes just months after Tata announced plans to cut 1,200 jobs, with 900 lost at Scunthorpe and 270 in Scotland. The rest were being laid off at other UK sites.

    In a statement confirming the job losses, chief executive of Tata Steel's European operations Karl Koehler, said: "I know this news will be unsettling for all those affected, but these tough actions are critical in the face of extremely difficult market conditions which are expected to continue for the foreseeable future. We need the European Commission to accelerate its response to unfairly traded imports and increase the robustness of its actions. Not doing so threatens the future of the entire European steel industry.”

    He said "And while we welcome progress on UK energy costs, the Government must take urgent action to increase the competitiveness of the UK for its vital steel sector. This includes lowering business rates and supporting energy efficiency and anti-dumping cases so we can compete fairly.”

    He said “Tata Steel has been a hugely supportive investor, and has invested £1.5bn in its UK operations. We now need all stakeholders to do their utmost to meet the unprecedented challenges the steel sector is facing.”

    Venezuelan steel mill Sidor increases production in 2015

    According to media reports, steel output at Venezuela’s state run steelmaker Sidor rose 2.7 percent in 2015. Sidor produced 1.06 million tonnes of steel, while average steel output during the year was 89,005 tonnes. December’s steel output reached 86,916 tonnes, 31.6 percent up from 66,031 tonnes in November.

    Despite the increased steel output in December and in 2015, Sidor’s output levels reached about a fourth of its capacity.

    Wire rod production at Sidor declined 26.8 percent in 2015 to 138,480 tonnes. Rebar output, which was mainly destined to housing programs, rose 12.1 percent to 118,031 tonnes. Sidor’s tinplate output diminished 25 percent in 2015 to 13,414 tonnes.

    Chinese major steel makers suffer USD 8 billion in losses in 11 months of 2015 - CISA

    Reuters reported that China Iron and Steel Association said on Monday that China’s major steel firms lost CNY 53.1 billion (USD 8.07 billion) from January to November last year, as prices fell because of overcapacity and slumping demand. CISA member firms saw their total earnings decline 19.3 percent over the 11 months, with more than half making losses

    CISA’s chairman Mr Zhang Guangning said in a speech at the association’s annual conference last week that was posted on the group’s website (www.chinaisa.org.cn) Monday that China’s total annual crude steel capacity is now 1.2 billion tonnes

    He said “With about a third of the country’s total capacity now standing idle, China has still not established a mechanism that would allow loss making steel enterprises to exit the market. Some enterprises want to exit, but an exit route has not been opened up.. a some local governments continue to urge steel firms to produce in the interests of local economic development and social stability.”

    He added “Steel consumption in China peaked in 2013, while output in the world’s biggest producer peaked the following year. The period of high market demand growth has already passed into history, and from now on overall demand will slowly decline.”

    Mr Zhang said there were 36 anti-dumping investigations into Chinese steelmakers last year, double the 2014 number.

    The association consists of around 100 medium- and large-sized steel mills covering nearly 80 percent of national output.

    Crude steel output in China fell 2.2 percent to 738.4 million tonnes in the first 11 months of 2015, but apparent steel demand fell 5.5 percent to 645 million tonnes over the 11-month period

    Vale and BHP Billiton present plans for Rio Doce river recovery

    Reuters reported that miners Vale SA and BHP Billiton Ltd have presented plans for recovery of the Rio Doce river after a dam burst at their iron ore venture unleashed toxic mud in November, Brazil's Environment Minister Ms Izabella Teixeira said on Monday.

    Ms Teixeira said the government had estimated 20 billion reais ($5 billion) were needed to clean up the river but did not say how much the companies had offered to pay.

    She said progress had been made on the negotiations, however.

    Samarco iron ore tailing dam had severe structural issues a year ago - Engineer

    Business Insider Australia reported that an engineer says the Samarco iron ore mine in Brazil, jointly run by BHP and Vale, was told about “severe” structural problems in one of its dams a year before it collapsed. According to a report in the Wall Street Journal, engineer Joaquim Pimenta de Ávila in September 2014 inspected a crack in its the waste-storage facility while working for Samarco. He recommenced the mine increase monitoring and reinforce the dam with a buttress.

    Pimenta de Ávila spoke to the Journal after a statement he gave to the police in December was published by a local newspaper.

    So far, 17 people have been confirmed dead from the waste dam collapse in November which sent a wall of mud downstream. The dead include five members of a village and 12 people who were working on the dams. Two are still unaccounted for.

    The federal and state governments in Brazil have taken the Samarco iron ore mine, BHP and Vale to court seeking clean-up costs and damages. The action demands a fund of BRL 20 billion ($A7 billion). BHP’s share would be half that, about $A3.5 billion.

    Iron ore inventory at Chinese port poised to cross 100 million tonnes

    Reuters reported that iron ore stockpiles at China's ports are headed back above 100 million tonnes. According to China Merchants Futures, the holdings will probably surge as low cost supplies rise and steel mills rein in output before and during a nationwide, week long holiday next month. Both Citigroup and Australia & New Zealand Banking Group say the threshold for the stockpiles is set to be exceeded, flagging the risk that it'll add to pressure for prices to drop.

    According to data from Steelhome, the inventories rose 1.7 per cent to 94.55 million tonnes last week, an eight month high

    Mr Zhao Chaoyue, an analyst at China Merchants Futures, said "The increase will be driven by higher shipments from Australia and Brazil, especially in the final months of 2015, against a seasonally weak period for China demand. Target may be breached before the Lunar New Year break, which starts February 8.”

    Citigroup, which last week raised the possibility that iron ore may sink into the USD 20s a ton, has said the port stockpiles will probably climb above 100 million tons in the first half before tapering lower. Citigroup head of Asia commodity research Ivan Szpakowski said in a January 14 interview "I don't think there's an appetite for people to hold that much inventory on a sustainable basis. I don't think traders or steel mills want to hold that much inventory, especially if demand is weak and prices are weak."

    ANZ analyst Anurag Soin said in an email on Monday “Stockpiles are likely to rise in February predicting that the 100 million ton figure will probably be topped next month. The increase would be driven by strong shipments from overseas as well as slowing demand from real estate and infrastructure.”

    Mills in China typically join other industries in scaling back output over the Lunar New Year break as construction slows and workers take time off. After the holiday, more mills will resume operations, lifting demand for ore and cutting the port holdings

    MELBOURNE (AFN/BLOOMBERG) - BHP Billiton verwacht dat zijn ijzerertsproductie dit jaar lager uitvalt dan eerder werd voorspeld. Naast een tragere groei van de wereldeconomie kampt het Australische concern met een productiestop in Brazilië, veroorzaakt door een dijkdoorbraak waarbij 17 mensen omkwamen. Rivaal Rio Tinto verlaagde zijn productieprognose dinsdag al.

    BHP, 's werelds grootste mijnbouwbedrijf, denkt nu dat de productie in het jaar tot 30 juni in totaal 237 miljoen ton zal zijn. In juli voorspelde het bedrijf nog 247 miljoen ton. Bij Samarco, een gezamenlijke onderneming met het Braziliaanse Vale, wordt al enige tijd niet meer gewerkt. De Braziliaanse overheid bestempelde de dijkdoorbraak als de grootste milieuramp in de geschiedenis van het land.

    BHP zit al een tijdje in de hoek waar de klappen vallen. Het bedrijf schreef vorige week bijna 5 miljard dollar af op zijn Amerikaanse olie- en gasproductie uit schalievelden en kwam woensdag met een nieuwe last van 450 miljoen dollar. De aandelen daalden in Sydney tot de laagste stand in 11 jaar.

    US ITC continues investigation on Vietnamese steel pipe imports

    VNS reported that the United States International Trade Committee has decided to continue anti-dumping investigation on Circular Welded Carbon-Quality Steel Pipes imported from Viet Nam. The investigation will also extend to imports from other countries, including Oman, Pakistan and the United Arab Emirates.

    Under the ITC's preliminary determination in the case, it said investigations would continue because of indications that the import of CWP from these countries had threatened the American industry with prices that were lower than those in the US market.

    The United States Department of Commerce (DOC) had announced in November the initiation of anti-dumping duty investigations of CWP imports from Viet Nam and other countries.

    The investigation had been sparked on October 28, with the filing of a lawsuit against the DOC and ITC by American plaintiffs, including Bull Moose Tube Company, EXLTUBE, Wheatland Tube and Western Tube and Conduit, based on charges of dumping and anti-subsidies.

    In 2014, imports of CWP from Viet Nam were valued at an estimated US$60.6 million.

    The dumping margin on Vietnamese CWP was at its highest rate of 113.8 per cent, followed by Oman at 98.87 per cent to 105.58 per cent and the United Arab Emirates, from 47.06 per cent to 54.27 per cent.

    Under the ITC's determination, the DOC will continue its investigation. The preliminary results are scheduled for release on April 5, 2016.

    Japanese steel mills optimistic to get better price for SBQ steel plates from South Korean shipyards

    TEX reported that negotiations on steel plates for shipbuilding for Korea by the Japanese blast furnace mills are expected to go into full swing soon. The Japanese mills made offers at levelling off of price at the end of last year for shipments of this quarter (January-March) or the first half of this year. Among the Japanese mills, there was a pessimistic outlook that prices might be reduced but since the beginning of the New Year, the situation has changed, and such view begins to be appearing that there is a possibility of levelling off of prices.

    A decrease in prices of raw materials like iron ore having been one of Japan's pessimistic factors for this quarter has stopped, and there is even a rebound in prices of them. For this reason, a pressure to request for a decrease in prices is to recede on the grounds of a fall in prices of raw materials. And, as China's domestic prices of plates are rebounding, a possibility for Chinese mills to move to an increase in prices for Korea begins to appear for shipments of the next quarter (April-June).

    Furthermore, such view is appearing that some Chinese blast furnace mills may adjust shipments of ship plates for Korea. It is directly because some Chinese mill got a plate order of 300,000 tons from Saudi Arabia and also got that of several tens of thousand tons from India. Against a backdrop of such view, the export capacity became tightened due to a large quantity of orders.

    If Chinese mills adjust export shipments of plates for Korea, it is thought to have an impact on the Japanese and Korean mills. It is because if even partly, supply is tightened, a price decrease becomes unnecessary. Meantime, it is said that the financial status of Korean shipbuilders has been worsened in this quarter more than the second half of last year. For this reason, shipbuilders of that country are seen to strengthen a request for a price decrease further. Attention is also paid at this stage to how POSCO settles domestic prices of plates.

    Incidentally, Chinese leading mills already ended negotiations on plates for Korea at slightly decreased prices (around $10) for shipments of this quarter.

    ArcelorMittal SA rights offer two thirds subscribed

    Reuters reported that ArcelorMittal SA said on Monday that 68% of its R4.5bn rights offer had been taken up and its parent group would subscribe for the remainder, amounting to about R1.4bn.

    The Johannesburg-listed firm, a unit world number one steelmaker ArcelorMittal Group, launched the rights issue last November as it battled falling steel demand, cheap imports and higher costs.

    The company’s share price fell 83% in 2015, underscoring the scale of investor concerns about its performance and the arduous nature of its operating environment.

    ArcelorMittal said earlier this month that it planned to use R3.2bn of the rights issue to reduce debt with the remainder earmarked for company operations.

    The rights issue was equal to about three-quarters of its current market capitalisation.

    It was priced at about R6.50 a share. Its closing price on Friday was R5.37.

    MEA steel fabricators upbeat on dodging oil price impact

    Saudi Gazette reported that despite low oil prices, the steel fabrication and metal working industry is looking to sustain its growth in the UAE and the region.
    Steel fabricators are banking on commitments by regional governments to continue spending aimed at keeping the economies growing. Besides, most Gulf countries have reiterated their decisions to carry on with their infrastructure plans, a move that will keep the order books full for fabricators.

    Aimed at providing the regional steel fabrication and metal working industry a leg up, the 12th SteelFab 2016 got under way at Expo Centre Sharjah on Sunday. It will continue until Wednesday. The four-day exhibition was inaugurated by Sheikh Khalid Bin Abdullah Bin Sultan Al Qassimi, Chairman of Sharjah Sea Ports and Customs, in the presence of Saif Mohammed Al Midfa, CEO, Expo Centre Sharjah; other officials, dignitaries and industry representatives.

    Mr Saif Mohammed Al Midfa, CEO, Expo Centre Sharjah, said “The UAE is the least affected by low oil prices… thanks to our diversification policies and increased reliance on the non-oil sector. In fact, the non-oil sector now contributes nearly 69% of our GDP. This has had a direct and positive bearing on the steel fabrication sector, which is now an essential cog in the wheel of our economic growth.”

    The steady demand from the core sectors led by the continuing infrastructure projects are encouraging regional fabricators to look at acquiring cutting-edge equipment, advanced technologies and applications for all their metal forming, fabricating, welding and finishing needs, thus underscoring the importance of SteelFab and its increasing exhibitor as well as visitor turnout every year.

    The 12th SteelFab 2016 is showcasing more than 370 exhibitors representing nearly 1,000 brands from 43 countries at all the six halls of Expo Centre Sharjah, besides new special focus areas, special pavilions, live displays, technical seminars and product presentations. The past edition of the show had featured 350 exhibitors and attracted 10,324 trade visitors – a 15% rise – from 83 countries.

    Domestic steel scrap prices in EU up by 3% in December 2015

    Scrap Monster reported that the latest statistics released by the European Association of Iron and Steel (EUROFER) suggest marginal rise in domestic scrap steel prices during December last year. The average scrap prices rose nearly 3% over the previous month. However, the scrap prices were down significantly by almost one-third during the month when matched with those during Dec ’14.

    During December last year, old scrap (E3) scrap prices averaged at €159/ton, marginally up by 3.92% over the previous month. The prices had averaged at €153/ton during Nov ’14. The E3 steel scrap prices were down significantly by 33.74% when matched with December 2014. The prices had averaged at €240/ton during Dec ‘14

    The prices of new scrap low residuals uncoated (E2/E8/E6) averaged at €157/ton during December 2015. The prices were up slightly by 1.29% when matched with the previous month. However, the prices dropped significantly by over 33.19% when compared with December 2014.

    Imported steel posing a serious threat to Vietnamese steel makers - VSA

    VNS reported that Viet Nam risks being flooded by imported steel products, warned Nguyen Van Sua, Vice Chairman of the Vietnam Steel Association (VSA), at a meeting in Ha Noi last week to review the association's performance in 2015. Mr Sua cited the increasing volume of rolled steel, steel bars and galvanised steel products imported from foreign countries.

    Statistics released by the VSA showed that about 13.7 million tonnes of steel products were imported in 2015, up 23 per cent year-on-year, and more than 1.8 million tonnes of steel billets, up 198 per cent from the previous year's figure. Over 1.6 million tonnes of rolled steel and steel wire were imported last year while the country was able to produce only 1.1 million tonnes of rolled steel.

    According to the VSA Vice Chairman, steel from China amounted to more than 8.4 million tonnes, worth over US$3.7 billion, and accounting for 60 per cent of Viet Nam's imported steel. The figures represent year-on-year increases of 57 per cent in volume, and 13.6 per cent in value, he said.

    Japan, the Republic of Korea and Taiwan (China) are the other major steel exporters to Viet Nam, making up 35 per cent of the country's total imported steel.

    According to him, strong rises in imports are hindering the growth of domestic producers.

    The official noted that his association will propose to the State measures to provide local businesses with integration information, implement trade defence measures, and manage the quality of imported steel products, especially those from China.

    EU to open probe on ILVA State aid on Wednesday - Report

    ANSA reported that the European Commission will formally announce Wednesday the opening of a probe into State aid to the troubled ILVA steelmaker the Italian government is trying to clean up and revamp

    As per report “The probe will cover the issue of the aid not being notified, among other things.”

    The report quoted a source as saying that the European Competition Commissioner Margrethe Vestager has informed EU authorities of the initiative.

    According to the sources, however, the probe will only concern aid to production and not aid for the environmental clean-up at the highly polluting plant at Taranto.

    A government decree funnelled money into ILVA last year to save jobs while cleaning up the works, which have been linked to high cancer rates in the Puglia city.

    US and Canada steel service center shipment declines continue in December

    Metal Service Center Institute announced that steel shipments declined from 2014 levels in December for both steel and aluminum in the US and Canada at roughly the same rates as last month. Inventory levels continue to decline, slowly coming into line with current shipment levels.

    In December 2015, U.S. service center steel shipments decreased by 11.4% from December 2014. Steel product inventories decreased 16.2% from December a year ago.

    In December 2015, Canadian service center shipments of steel products decreased by 19.2% from December 2014. Steel product inventories decreased 21.7% from December a year ago.

    Bolivia chooses Sinosteel for El Mutun iron and steel project

    Xinhua reported that Bolivia's Minister of Mining Mr Cesar Navarro announced that Chinese company Sinosteel has won the bid for the El Mutun iron ore exploration project, during which it will build a processing plant

    He told a press conference that “We must choose a company with experience and a strong financial backing. This makes Sinosteel qualified.”

    Another Chinese company, Henan Complant Mechanical, has also reached the final round of licensing. However, it lost to Sinosteel during the vote from the board of Empresa Siderurgica del Mutun (ESM), the state company overseeing the bid. Sinosteel's winning bid, accepted by ESM, proposed to develop the projects for USD 450 million. Henan Complant Mechanical's bid was lower at USD 419 million.

    According to Navarro, Sinosteel will build a pelleting and direct reduction plant and a steelworks with a continuous casting mill. The objective is to produce 150,000 tons of rolled steel a year within the next decade. This would cover 60 percent of Bolivia's domestic demand, which currently imports all its rolled steel from the likes of Brazil and Peru.

    The El Mutun iron ore exploration project has been halted since 2012 when Indian company Jindal failed to re-activate production there.

    Layoffs - TATA Steel UK - Union calling on government to take action

    South Wales Evening Post reported that calls have been made for the Government to take immediate action to save the steel industry in the UK. Following Tata Steel's announcement that more than 1,000 jobs will be lost in the UK, with the majority going at Port Talbot, steelworkers' union Community has urged the UK Government to intervene.

    Community's general secretary Mr Roy Rickhuss, said: "Our immediate thoughts are with all the steelworkers and their families who may be affected by today's announcement. We will be doing all we can in the coming weeks to support our members at this difficult time. We will be vigorously challenging the company's proposals to ensure they do not further weaken the integrity or capacity of our steel plants."

    Mr Rickhuss said the announcement was no reflection on the skills and commitment of the Tata Steel workforce, but was another chapter of the UK's ongoing steel crisis and the lack of a proper government response. He said "This industry needs meaningful action from the UK Government which up to now has been characterised by fast talking but slow delivery, despite persistent warnings from Community that delays in implementing support for steel would have an impact on jobs. Even now, promised compensation for energy intensive industries is yet to be received.”

    He urged “The UK Government must step up and work with trade unions and businesses to ensure this industry exists for generations to come."

    He added: "As well as government support, it is absolutely vital that Tata Steel make clear their long-term commitment to steelmaking in the UK. The workforce has made significant sacrifices in recent years, on the assurance that jobs would be protected. However, rather than delivering on this promise, Tata have simply continued to slash jobs. Tata Steel must now come clean about their long term commitment to the UK."

    He also said: "Port Talbot is a town built on steel, my father and grandfathers worked here, but we risk losing these jobs forever without more action from government to create a level playing field on which we can compete. Thousands of families in Port Talbot rely on the steelworks, it is a source of pride and employment for our town, we cannot afford to lose it."

    Continuous bloom caster and rolling mills from Primetals Technologies started up at Hyundai Steel in Dangjin

    In October 2015, a continuous bloom casting machine, a large bar rolling mill and a small bar and wire rod mill supplied by Primetals Technologies were started up at the new special steel mill of Korean steel maker Hyundai Steel in Dangjin. The caster is designed to produce 1.1 million metric tons of blooms per year. It features the 200th application of the monitoring system Mold Expert. The large bar rolling mill produces one million metric tons of end round products as well as billets for the small bar and wire rod mill. The order had been awarded to Primetals Technologies in early 2014. Both caster and large bar rolling mill were started up almost a month ahead of the scheduled date.

    Hyundai Steel, situated in Incheon and Seoul, South Korea, belongs to the Hyundai-Kia Automotive Group and runs six production facilities in South Korea and a further one in China. At present, the company is constructing a new plant at the Dangjin site to produce special steels for the automotive industry. In future, bar and wire are to be produced here as primary material for engine and gearbox parts. Annual production of 400,000 metric tons of wire rod and 600,000 metric tons of straight bar and bar-in-coil is planned.

    The four-strand continuous bloom caster from Primetals Technologies has an annual capacity of 1.1 million metric tons. The caster is equipped with mold-monitoring system Mold Expert. In combination with air mist spray cooling and interior-cooled rollers in the strand guidance system, further technology packages ensure uniformly high quality of the blooms cast. Still hot, these are then fed for direct use in the bar line. This saves energy during reheating and improves operating safety because there is no need for transport of blooms, for example by crane.

    The large bar mill encompasses a duo reversing breakdown stand and a finishing train with rolling/sizing stands. The large bar mill also provides billets to be further processed in the small bar and wire rod mill, which Primetals Technologies also supplied. This combination mill has a capacity of 800,000 tons and is designed to roll 160 tons per hour. It includes a continuous roughing and intermediate mill feeding a sizing block supplied by Germany-based Friedrich Kocks GmbH & Co KG for production of bars, a rod outlet with a rod Reducing Sizing Mill (RSM) and also a bar-in-coil (BIC) outlet. Both the rod and BIC outlets have slow and fast cooling capability. The small bar and wire rod mill has the highest production rate for a combination mill, and is particularly designed for low-temperature rolling. This improves the metallurgical structure and mechanical properties of end products and enhances flexibility during the rolling operation.

    Special mechatronics packages and an integrated automation solution ensure the necessary high product quality throughout the plant.
