BAM Wonen levert 48 duurzame appartementen in Voorburg op aan Vidomes 8 april 2021 BAM Wonen bv Appartementengebouw Rijnlandlaan Voorburg, 8 april 2021 - BAM Wonen levert 48 duurzame, sociale nul-op-de-meterhuurappartementen aan de Rijnlandlaan in Voorburg op aan Vidomes. Nog geen jaar geleden startte de bouw van dit project. Vandaag overhandigden Astrid van Eekelen, wethouder van de gemeente Leidschendam-Voorburg en Vidomes bestuurder Daphne Braal symbolisch de eerste sleutel aan één van de bewoners. Dit is het tweede project dat dit jaar aan Vidomes wordt opgeleverd. Duurzame sociale nul-op-de-meterhuurappartementen Het appartementencomplex heeft vijf woonlagen met in totaal 48 appartementen, met elk een woonoppervlak van 75 m2. Ieder appartement heeft een buitenruimte over de gehele breedte van de woning en een individuele berging op de begane grond. Het appartementencomplex is voorzien van twee liften en heeft een stalplaats voor scootmobielen op de begane grond. Alle appartementen krijgen een centraal verwarmingssysteem dat bestaat uit een water-water warmtepomp en vloerverwarming. Op het dak worden zonnepanelen geplaatst voor de elektriciteitsvoorziening voor onder andere de algemene ruimte. ‘Ik wens alle nieuwe bewoners van het Rijnlandpad ontzettend veel woongenot toe in hun nieuwe toekomstbestendige woning. Zij komen in een mooie groene buurt te wonen, centraal gelegen ten opzichte van winkels en openbaar vervoer’, aldus wethouder Van Eekelen. Tom Jongen, directeur bij BAM Wonen: ‘We werken momenteel met Vidomes aan verschillende projecten en die samenwerking verloopt zeer prettig. We wensen de toekomstige bewoners van deze NOM-appartementen een fijn thuis toe.’ Meer betaalbare sociale huurwoningen zijn nodig De woningnood is hoog en er is nauwelijks doorstroming op de sociale woningmarkt. ‘We willen meer betaalbare ‘energieneutrale’ huurwoningen bouwen, zowel appartementen als eengezinswoningen. Want de huurprijzen die particuliere verhuurders en beleggers hanteren zijn voor een groot deel van onze doelgroep niet te betalen. Een deel van onze nieuwe woningen hebben we gereserveerd voor senioren. Met deze nieuwbouw willen we inzetten op een goede doorstroming van Voorburgse huurders naar een beter geschikte woning in Voorburg waar zij langer zelfstandig thuis kunnen wonen’, aldus Vidomes bestuurder Daphne Braal. File photograph: Dara Mac Dónaill The main contractor on the new national children’s hospital project, BAM, is suing the hospital’s development board in a dispute over a €20 million costs claim. Proceedings were lodged in the High Court on Wednesday by BAM Building Limited, against the National Paediatric Hospital Development Board (NPHDB). It is understood the High Court proceedings followed the exhaustion of a mediation process mandated under the development contract – last year saw a similar case lodged, albeit by the development board against BAM. That case related to the legality of an instruction to move to phase B of the project – however, the new proceedings relate to a dispute over costs. Both BAM and the NPHDB had no comment on the case when contacted. However, it is understood the claim is for extra costs, which the contractor claims is due to delays caused by incomplete design and incomplete design information. The NPHDB has previously rejected the claim of incomplete design, made by BAM. In a statement released earlier this year, it argued that there has been “no material change” in the design of the new children’s hospital since the GMP was agreed with the contractor in December 2018. The company is seeking approximately €20 million in payment arising from the dispute, which industry sources estimated would cover about 45 per cent of the actual claim. It is understood the claimed delay period covers about 41 days during a two-year period across 2019 and 2020. The issue is understood to have been referred to the conciliator under the contract’s dispute resolution mechanism. Industry sources say the conciliator adjudicated in favour of BAM, but this was rejected by the NPHDB – BAM is now seeking the payment through High Court proceedings. A spokeswoman for the NPHDB said: “As this matter is now subject to High Court proceedings and, so not to prejudice those proceedings, the NPHDB will not be providing any comment.” Additional costs Only a handful of the hundreds of claims for additional costs at the project have been resolved, and it is thought the claim at the centre of the High Court action may be the first of several significant claims to come through the conciliation process. The Public Accounts Committee (PAC) was updated on the project earlier this year, and was told by the NPHDB that contractor claims for additional costs have hit about €300 million. That covers about 700 claims. The final sum to be spent on the hospital is expected to be about €1.7 billion, with construction costs set to compose €1.4 billion of that. The hospital was supposed to be completed by August 2022, but that has been pushed back to October 2022 due to the shutdown of the construction industry during the Covid-19 lockdown. However, the PAC heard earlier this year that the delays could be more significant than that. David Gunning, the chief executive of the NPHDB, told the PAC that it is currently withholding 15 per cent of payments due to its stance that a compliant programme of works illustrating BAM’s approach to delivering the new hospital is supplied. PAC also heard allegations that the main contractor was not advancing the construction due to “under resourcing”, and that BAM is “underperforming”. BAM has previously said it rejects any accusation that it does not resource the project correctly or is underperforming. Last year, the NPHDB told the Oireachtas Health Committee that it considered terminating its contract with BAM at the height of a bitter dispute over the company’s refusal to resume work on the site after Covid-19 restrictions were eased last summer.

Bij de High Court is woensdag een procedure aanhangig gemaakt door BAM Building Limited tegen de National Pediatric Hospital Development Board (NPHDB). Het is duidelijk dat de procedure van het Hooggerechtshof volgde op de uitputting van een bemiddelingsproces dat op grond van het ontwikkelingscontract was opgelegd - vorig jaar werd een soortgelijke zaak ingediend, zij het door de ontwikkelingsraad tegen BAM. Die zaak had betrekking op de wettigheid van een instructie om naar fase B van het project te gaan, maar de nieuwe procedure heeft betrekking op een geschil over de kosten. Zowel BAM als de NPHDB hadden geen commentaar op de zaak toen ze werden gecontacteerd. Het is echter duidelijk dat de claim voor extra kosten is, die de aannemer claimt als gevolg van vertragingen veroorzaakt door onvolledig ontwerp en onvolledige ontwerpinformatie. De NPHDB heeft eerder de claim van een onvolledig ontwerp van BAM afgewezen. In een verklaring die eerder dit jaar werd vrijgegeven, voerde het aan dat er "geen materiële verandering" heeft plaatsgevonden in het ontwerp van het nieuwe kinderziekenhuis sinds de GMP werd overeengekomen met de aannemer in december 2018. Het bedrijf eist ongeveer € 20 miljoen aan betaling die voortvloeit uit het geschil, wat volgens bronnen uit de industrie ongeveer 45 procent van de daadwerkelijke claim zou dekken. Het is duidelijk dat de geclaimde vertragingsperiode ongeveer 41 dagen beslaat gedurende een periode van twee jaar in 2019 en 2020.De kwestie wordt geacht te zijn doorverwezen naar de bemiddelaar in het kader van het geschillenbeslechtingsmechanisme van het contract. Bronnen uit de industrie zeggen dat de bemiddelaar in het voordeel van BAM heeft geoordeeld, maar dit werd afgewezen door de NPHDB - BAM streeft nu naar betaling via een procedure bij het Hooggerechtshof. Een woordvoerster van de NPHDB zei: "Aangezien deze zaak nu onderwerp is van een procedure van het Hooggerechtshof en, om die procedure niet te schaden, zal de NPHDB geen commentaar geven." Bijkomende kosten Slechts een handvol van de honderden claims voor extra kosten bij het project zijn afgehandeld, en men denkt dat de claim in het middelpunt van de procedure van het Hooggerechtshof de eerste van een aantal belangrijke claims is die via het bemiddelingsproces binnenkomen. Het ziekenhuis zou in augustus 2022 klaar moeten zijn, maar dat is uitgesteld tot oktober 2022 vanwege de sluiting van de bouwsector tijdens de lockdown van Covid-19. BAM heeft eerder gezegd dat het elke beschuldiging afwijst dat het het project niet correct financiert of ondermaats presteert. Vorig jaar vertelde de NPHDB het Oireachtas Health Committee dat het overwoog om zijn contract met BAM te beëindigen op het hoogtepunt van een bitter geschil over de weigering van het bedrijf om het werk op de site te hervatten nadat de Covid-19-beperkingen afgelopen zomer waren versoepeld.

BAM lodged proceedings in the High Court yesterday against the National Paediatric Hospital Development Board (NPHDB). It is understood that an agreed dispute management process has been exhausted. A spokesperson for the NPHDB said that, subject to High Court proceedings, it would not be commenting further. BAM had no comment to make. It’s understood that the claim went to an independent conciliator who ruled in BAM’s favour for €20 million. This was rejected by the NPHDB so BAM has begun legal action. The NPHDB is also suing BAM in separate High Court proceedings lodged last year. In February, the Public Accounts Committee heard that construction of the new hospital - beside St James's Hospital in the capital - had been delayed again and that it may not open until 2024. It was also revealed that costs are spiralling due to Covid shutdowns along with various construction delays and disputes which have pushed back the project. The board has submitted an updated report to the Department of Health and there will be a reset of timelines and costs once that is agreed. The hospital had been expected to cost €1.7 billion - €1.4 billion to build with another €300,000 for equipment and IT. However, the final figure is likely to be much higher once the latest delays have been factored in. So far 700 contractor claims have been lodged amounting to €300 million in associated costs.

Ik twijfel ook nog, ik denk dat ik ff wacht en probeer in te stappen ergens rond de 67 euro. Rekende er mee te houden dat dit wat langer kan duren, dus voor de langere termijn inderdaad.

Nog een (ver)late reactie van mijn kant. Of je in (winkel)vastgoed moet stappen, weet ik niet, maar als je het overweegt, overweeg dan ook om meteen call-opties te schrijven. Het aandeel is in de afgelopen periode (heel) volatiel geweest en dat vertaalt zich in de optie-koersen. Zo kun je je in ieder geval indekken tegen een mogelijk koersverlies. De handel is vrij dun, maar vandaag is er 1 call-optie dec. '21 uitoefenprijs 70 euro verhandeld voor 10,80 euro. Dat geeft dus meteen een rendement van 10,80/70,630 = 15,2% in 9 maanden! Met de opbrengst van de call-optie ben je ingedekt voor een koersverlies van 10,80 euro tot een koers van net onder de 60 euro.
