    SEBI Approves Shyam Metalics IPO

    Kolkata based long steel products and ferroalloy focused Shyam Metalics and Energy, which filed preliminary IPO papers with the capital markets regulator SEBI 27 February 2021, obtained its observation on May 11. Shyam Metalics and Energy Ltd received SEBI's approval to raise INR 1,107 crore through an initial public offering. According to the draft red herring prospectus, the IPO comprises fresh issuance of equity shares worth up to INR 657 crore and an offer for sale to the tune of IR 450 crore by existing shareholders. The company intends to utilise the net proceeds from the fresh issue for repayment or prepayment of INR 470 crore of its debt and that of its subsidiary, Shyam SEL and Power Ltd and for other general corporate purposes.

    The portion reserved for qualified institutional buyers will be upto 50% of the offer, non-institutional investors to have upto 15% of the portion reserved while upto 35% will be reserved for the retail investors. Those participating in the OFS are Subham Capital, Subham Buildwell, Kalpataru Housefin & Trading, Dorite Tracon, Narantak Dealcomm and Toplight Mercantiles.

    Shyam Metalics and Energy operates three manufacturing plants that are located at Sambalpur in Odisha, and Jamuria and Mangalpur in West Bengal. The company sells thermo mechanically treated bars and structural products under the SEL brand name.

    US Steel Production Capacity Utilization Climbs to 79% in Week19

    The American Iron and Steel Institute reported that in the week ending on May 15, 2021, domestic raw steel production was 1,799,000 net tons while the capability utilization rate was 79.2%. Production was 1,223,000 net tons in the week ending May 15, 2020 while the capability utilization then was 54.6%. The current week production represents a 47.1% increase from the same period in the previous year. Production for the week ending May 15, 2021 is up 1.4% from the previous week ending May 8, 2021 when production was 1,774,000 net tons and the rate of capability utilization was 78.1%.

    Adjusted year-to-date production through May 15, 2021 was 33,888,000 net tons, at a capability utilization rate of 77.5%. That is up 7.3% from the 31,588,000 net tons during the same period last year, when the capability utilization rate was 69.9%.

    Broken down by districts, here’s production for the week ending May 15, 2021 in thousands of net tons: North East: 151; Great Lakes: 616; Midwest: 187; Southern: 767 and Western: 78 for a total of 1799.

    Rio Tinto Develops New Water Atomized Steel Powder for 3D Printing

    Rio Tinto has successfully developed and tested a new water atomized steel powder designed for 3D printing applications at its Rio Tinto Fer et Titane metallurgical complex in Sorel-Tracy in Quebec. The water atomized steel powder delivers mechanical properties superior to conventional metal manufacturing techniques, paving the way for advances in the use of 3D printing technology for metal parts. RTFT is developing a range of additional powder grades with advanced properties for 3D printing to meet customer needs.

    Rio Tinto Iron and Titanium Managing Director Ste´phane Leblanc commented: “This is a new generation of steel powders designed for 3D printing at RTFT’s metallurgical complex, where we have over 50 years of experience in making steel and iron powders. Our new additive manufacturing steel powder grade, produced with the largest water atomizer in North America, brings a very competitive raw material addition to the growing 3D market.”

    Rio Tinto develops new water atomized steel powder for 3D printing

    Rio Tinto’s Critical Minerals and Technology Centre in Sorel-Tracy partnered with Germany-based KSB SE & Co. KGaA, one of the world’s leading manufacturers of pumps and valves and a pioneer in industrial additive manufacturing, to develop and test the performance of the new powder in 3-D printing applications. Full-scale industrial parts have already been produced and tested, including parts for a liquid iron casting equipment at Rio Tinto’s Sorel-Tracy site which is an industry first.

    RTFT operates an open cast ilmenite mine at Lac Tio near Havre-Saint-Pierre, on Quebec’s North Shore. The ore is used to produce high-quality titanium dioxide feedstock, pig iron, steel and metal at RTFT’s metallurgical complex in Sorel-Tracy, Quebec. Together, the sites employ over 1,600 people. RTFT has operated in Quebec for 70 years and pioneered the process of removing iron from ilmenite. In the last decade, RTFT has focused on developing, marketing and fine-tuning the UGS process, which produces slag with a very high titanium dioxide content sold to pigment producers.

    Founded in 1967, RTFT’s Critical Minerals and Technology Centre conducts research on process improvement and develops new products. The Centre features state-of-the-art equipment and highly specialized instruments, such as inductively coupled plasma spectrometers, X-ray diffractometers, atomic absorption units, image analyzers, scanning electron microscopes and powder metallurgy testing laboratory.

    Black Iron Selects Cargill for Iron Ore Off Take Pact

    Black Iron Inc announced that it has selected Cargill Incorporated for off take rights on the initial four million tonnes per year of production from its Shymanivske iron ore project and a USD 75 million finance facility to be used for Project construction. Subject to completion of due diligence and successful conclusion of negotiations, Cargill will offtake the production and extend financing of US$75 million for the construction of the Project through a finance facility. Drawdown on this funding will be subject to certain conditions being met, as is customary for this type of transaction, mainly related to the Project being fully permitted and financed for construction. Black Iron and Cargill will now start work on definitive binding offtake and financing agreements which reflect the Proposal. Based on the proposal agreed between Black Iron and Cargill (the “Proposal”), the offtake agreement will be for an initial term of ten years and will include a profit-sharing component which will align the interests of both parties and thereby generate a strong interdependent relationship of benefit to both parties. On the profit share, Black Iron will receive 100% of the 65% iron content fines benchmark price, currently ~$230 per tonne, and share with Cargill a portion of the incremental sale price of its 3% higher (68%) iron content and low impurity magnetite product.

    Cargill’s metals business focuses on iron ore and steel trading. Connecting iron ore miners around the world with steel mills and steel end users in key markets, Cargill Metals trades over ~50 million tonnes of iron ore per year and is also a strategic investor of a number of mining operations in North America and Northern Europe.

    Black Iron and Cargill Metals agree that, as the world is becoming more environmentally conscious it will naturally turn to ores with a higher iron content and in forms such as pellets/pellet feed that reduce emissions in the production of steel.

    Black Iron’s planned 68% iron content magnetite pellet feed is in the top 4% of global production by iron content and is anticipated to reduce emissions generated in the production of steel by an estimated 30% as compared to the more commonly consumed 62% iron content hematite fines. It is envisaged that the high-quality product from the Shymanivske iron ore project will attract a premium price in a variety of markets.

    The selection of Cargill as Black Iron’s preferred offtake purchaser has triggered the following activities to bring the Project to a fully financed state for construction:

    Update of the Project’s feasibility study will commence upon receipt and review of proposals already requested.

    1. Selection and negotiation of binding terms with the preferred engineering, procurement and construction contractor who proposes to invest ~US$65 million in the Project.

    2. Commencement of third-party due diligence with a consortium of major international financial institutions on binding agreements for senior debt, US$100 million royalty investment and political risk insurance

    3. The above activities will be supported by the outputs from the environmental impact assessment and Ukraine land transfer work currently ongoing which were previously announced.

    Vale Investing in West III Project

    Brazilian iron ore giant Vale announced that its Board of Directors approved the establishment, by its subsidiary Vale International SA, of a Joint Venture with Ningbo Zhoushan Port Company Limited, a subsidiary of Zhejiang Provincial Seaport Investment & Operation Group Co Ltd, to build, own and operate the West III Project in Shulanghu Port in Zhoushan City in Zhejiang Province in China. The West III Project consists in expanding the Shulanghu Port facilities, developing a stockyard and loading berths with additional 20 million tonnes per year capacity. By participating in the Project, Vale will secure a total port capacity of 40 million tonnes per year in Shulanghu, which will help Vale to optimize its overall supply chain costs.

    The Project has total multiyear investments of RMB 4.3 billion (USD 624 million, full equity, 100% basis) and it includes acquisition of land rights and the development of port capacity of 20 million tonnes per year, including the construction of a new stockyard and two loading berths, subjects to regulatory approvals.

    Vale will own 50% of the JV and both parties intend to obtain third-party loan of up to 65%, but not less than 50% of the total investment. With these assumptions, Vale's capital contribution to the project will vary between USD 109 million and USD 156 million, approximately. The construction of the project, which is expected to take up to three years, will start after both parties obtain the anti-trust and other regulatory approvals in China.

    The Project secures strategic port capacity for Vale in China, as Shulanghu Port berths Valemaxes and allows Vale's shipping and distribution costs optimization.

    In 2015, Vale launched the Brazilian Blend Fines, a product resulting from blending fines from Carajas, in the Northern System, with fines from the Southern and Southeastern Systems, which complement each other in terms of physical, chemical and metallurgical characteristics. The BRBF is produced at the Teluk Rubiah Maritime Terminal in Malaysia and at seventeen ports in China, including Shulanghu. This process reduces the time needed to reach Asian markets and increases our distribution capillarity by allowing the use of smaller vessels. The blending strategy also allows more efficient mining plans and increases the use of dry processing methods, which in return reduce capital expenditures, extend the life of our mines and reduce the use of water in our operations: a key flexibility to cope with the short-term challenges.

    ArcelorMittal ACIS Q1 Performance Update

    ArcelorMittal reported that ACIS segment crude steel production in Q1 of 2021 was stable at 2.7 million tonnes as compared to 4Q 2020. Crude steel production was 10.5% lower as compared to 3.0 million tonnes in Q1 of 2020 primarily in South Africa, including the scope impact of the permanent closure of the Saldanha facility in Q1 of 2020. Steel shipments in Q1 of 2021 increased by 9.3% to 2.6 million tonnes as compared to 2.4 million tonnes in Q4 of 2020, mainly due to the recovery in demand in South Africa and improved Kazakhstan volume, primarily due to timing of export shipments postponed from 4Q 2020.

    Sales in Q1 of 2021 increased by 36% to USD 2.0 billion as compared to USD 1.5 billion in Q4 of 2020, primarily due to higher average steel selling prices (+26.6%) and higher steel shipments (+9.3%). Operating income in Q1 of 2021 was USD 472 million as compared to USD 177 million in Q4 of 2020 and an operating loss of USD 60 million in Q1 of 2020. EBITDA was USD 546 million in Q1 of 2021 as compared to USD 266 million in Q4 of 2020, primarily due to positive price-cost effect and higher steel shipments. EBITDA in Q1 of 2021 was significantly higher as compared to USD 47 million in Q1 of 2020, primarily due to positive price-cost effects.

    SAIL DSP Dispatches 53 Axles for LHB Coaches

    Steel Authority of India Limited's Durgapur Steel Plant has developed and dispatched the first consignment of 53 steel axles to Indian Railway’s Modern Coach Factory Rae Bareli for use in Linke Hofman Busch coaches on 15 May 2021. Three units of SAIL, DSP, ASP, and VISL had started working with synergy in this direction to develop LHB Axles for Railways. While DSP produced the hot metal, ASP converted it into steel, and VISL produced forged LHB axles from it. After getting forged axles from VISL Bhadravati, DSP did the heat treatment and machining of axles as per the railway drawing. All the machined axles then underwent dimensional modification as well as NDT inspection under supervision of RITES Limited in Durgapur.

    It is known that Indian Railways are switching over from BG Coaches to LHB Coaches in a big way to improve railway safety standards.

    The development and supplies of the steel axles is significant to meet rising demand from Indian Railways, which is shifting from the use of Broad Gauge coaches to more specialized and modern LHB coaches requiring a new generation of steel axles to improve railway safety standards.

    Metso Outotec Grants License to Primetals for SG IOP for India

    Primetals Technologies and Metso Outotec Oyj have entered into an exclusive license agreement enabling Primetals Technologies to use the Metso Straight Grate Iron Ore Pelletizing (SG-IOP) technology for the Indian market. Through this agreement Primetals Technologies will further strengthen its offering of iron ore pelletizing plants for customers in India. The license provides Primetals Technologies the exclusive right to execute pelletizing plants in India based on Metso SG-IOP reference projects with grate sizes ranging from 272 to 816 square meters implemented in India over the past decades. This complements the existing portfolio of Circular Pelletizing Plants.

    The license agreement comes as a result of the Metso Outotec merger clearance process in India. The combination of Metso’s Minerals business and Outotec was conditionally approved by the Competition Commission of India in June 2020, subject to the transfer of Metso’s SG-IOP capital equipment business in India to a suitable buyer through a technology licensing arrangement. The license enables Primetals Technologies to design, engineer, supply and commission pelletizing plants based on Metso SG-IOP technology and to engage in respective aftermarket services in India.

    Primetals Technologies’ pellet plant offerings will be complemented by its comprehensive environmental portfolio (MEROS off-gas cleaning technology) as well as advanced automation systems for travelling grate technology. Maximized localization of engineering services and manufacturing of equipment through Primetals Technologies India will increase the attractiveness of offerings for the Indian market.

    NLMK Dansteel Supplies Plates for Wind Power Project in France

    NLMK Group’s plant located in Denmark NLMK DanSteel has supplied heavy plate for an offshore wind farm project in the Bay of Saint-Brieuc, the first major wind farm in Brittany in France. NLMK DanSteel’s high-quality steel is used to manufacture components for wind turbine towers. The Saint-Brieuc Bay wind farm, covering an area of 75 square kilometer, will consist of 62 wind turbines. It is scheduled for launch in 2023. With the wind farm’s capacity close to 500 MW, there will be enough energy generated to supply electricity to more than 800,000 people, a quarter of Brittany’s population.

    Leveraging the benefits of a recent capacity upgrade, NLMK DanSteel is planning to actively expand its product offering for the wind power sector.

    Ukraine’s Steel Production in Jan-Apr 2021 up by 7% YoY

    Ukrainian steel makers association Ukrmetalurgprom said that Ukrainian metallurgical enterprises in January-April this year have increased the production of general rolled products by 7.4% compared to the same period last year to 6.414 million tonnes. In the first four months of the year steel production has increased by 7.2% to 7.138 million tonnes, pig iron by 9.1% to 7.075 million tonnes,

    In April, 1.680 million tonnes of rolled products, 1.847 million tonnes of steel, 1.762 million tonnes of pig iron were produced, while in the previous month 1.575 million tonnes of rolled products, 1.779 million tonnes of steel, and 1.805 million tonnes of pig iron.

    USITC Keeps AD Duty on Steel Nails Imports from 5 Countries

    The US International Trade Commission determined that revoking the existing antidumping and countervailing duty orders on imports of steel nails from Korea, Malaysia, Oman, Taiwan, and Vietnam would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. As a result of the Commission’s affirmative determinations, the existing orders on imports of this product from Korea, Malaysia, Oman, Taiwan, and Vietnam will remain in place.

    This action comes under the five-year (sunset) review process required by the Uruguay Round Agreements Act. The Uruguay Round Agreements Act requires the Department of Commerce to revoke an antidumping or countervailing duty order, or terminate a suspension agreement, after five years unless the Department of Commerce and the USITC determine that revoking the order or terminating the suspension agreement would be likely to lead to continuation or recurrence of dumping or subsidies (Commerce) and of material injury (USITC) within a reasonably foreseeable time.

    Severstal Introduces Unique Cryogenic Valves

    Russian steel maker PJSC Severstal has mastered the technology for the production of Ak500-class cryogenic valves. This is a new product of the Cryonix line, which retains its properties at temperatures down to minus 165 degree Celsius and is unique for the Russian metallurgy. The production technology was developed in the production of long products and tube-shaped rolled products of the Cherepovets Metallurgical Plant together with experts on the development of the product category Long Products and the Directorate for Technical Development and Quality. The selected chemical composition, as well as the parameters of heating, rolling and cooling allowed the specialists to obtain the profile required in terms of mechanical properties that meets the requirements of domestic and foreign standards.

    Cryogenic valves retain their properties at extremely low temperatures, which makes them applicable in narrow areas of industrial construction, for example, in the construction of terminals for liquefied natural gas. Cryogenic properties of the Cryonix Ak500 fittings have been confirmed by tests at leading research institutes.

    The Cryonix product line includes rebar, cryogenic flat products and products from it, as well as promising developments such as large diameter cryogenic steel pipes. The joint venture Linde Severstal is a supplier of high-tech spiral heat exchangers.

    Med Steel Inaugurated in Erbil in Kurdistan Region of Iraq

    Kurdistan 24 reported that the Kurdistan Region’s government has inaugurated a USD 100 million steel factory in Erbil Province in northern Iraq. Kurdish Region Prime Minister Mr Masrour Barzani alongside Kurdistan Regional Government ministers and a number of local and foreign investors cut the ribbon of the newly constructed project, named Med Steel, in a ceremony in Erbil. The project, which has an annual production capacity of 350,000 tonnes of steel, is built on an approximately 40,000 square meter site southwest of the Kurdish capital.

    According to the project’s investors, Med Steel is the biggest steel factory in Iraq and the Kurdistan Region.

    MMK Increases Shipments of Metal Products in Containers

    At the end of 2020, the Magnitogorsk Iron and Steel Works shipped 745.5 thousand tonnes of metal products in specialized containers, which is 220% compared to the same indicators of the previous year. Among the main advantages of using containers for the transportation of metal products: simplicity, convenience and speed of unloading from specialized containers in comparison with open wagons, as well as the absence of the need to unload, store and load reusable fasteners (frames) used for delivery in open wagons, which reduces the costs of the consignee. In addition, the use of containers makes it possible to increase the level of service by organizing multimodal delivery schemes directly to the consignee's gate, thereby ensuring the delivery of small consignments to points where there are no own railways.

    But the most important thing is that containers provide additional protection of metal products from mechanical stress and damage during transportation and handling operations, and in the case of closed containers, they also protect against precipitation. Ensuring the safety of the cargo allows us to meet the requirements of consumers for the quality of the supplied products.

    At present, PJSC MMK ships only rolled metal products in containers. It is planned that in April the share of rolled steel delivered by containers will amount to 16% of the total shipment of rolled metal products. Within three months, MMK expects to bring this figure to 20%.

    Ukraine Extends Steel Scrap Export Duty for 5 Years

    Ukrainian President Mr Volodymyr Zelensky signed the law, already approved by Ukraine's parliament, on 15 May extending the duty on the export of ferrous scrap for the next five years, effective from May 15, 2021, to September 15, 2026. This extends the period of validity of the export duty rate of EUR 58 per tonne for waste and scrap of ferrous metals for five years. An extension of the duty at the current price was submitted in early March, following discussions at the beginning of this year and a request from Ukrainian steelmakers in mid-February. The parliament's committee on environmental policy and management endorsed the extension proposal in early April. Such conditions have been created to prevent a shortage of ferrous scrap in Ukraine, which will contribute to the smooth operation of the domestic metallurgical industry, preserving jobs and increasing tax revenues to budgets of all levels. In addition, the extension of the duty is expected to reduce greenhouse gas emissions, which is in line with Ukraine's intentions to join the European Green Deal.

    Ukraine's scrap export duty was a point of contention when the country was working towards joining the World Trade Organisation, which it finally did at the beginning of 2008. The EU refused to endorse Ukraine's WTO membership unless the country agreed to reduce or remove its scrap export duty, which was at EUR 35 per tonne at the time. Ukraine subsequently agreed to cut the duty to EUR 10 per tonne for six years from the date of accession. Ukraine increased its ferrous scrap export duty to EUR 30 per tonne in September 2016 and gradually increased it to the current level of EUR 58 per tonne in September 2019.

    The introduction and gradual increases of the export duty reduced the domestic scrap shortage to zero in 2018 from 300,000t in 2017 and around 600,000t in 2015, demonstrating the need for the export duty. But scrap market participants disagree with the economic rationale of the extension. Domestic scrap collection decreased by almost 39% in 2015-20 to just above 3 million tonne from 4.3 million tonne. And scrap exports collapsed to just 26,400 tonnes from 1.21 million tonne over 2015-20, while delivery to steelmakers fell to 2.89 million tonne from 3-3.32 million tonne. The number of scrap recycling companies in Ukraine fell to 900 today from around 1,800 in 2015.

    Mill Steel Co Mourns Loss of Former CEO & Chairman David Samrick

    Mr David Samrick, former CEO and Chairman of Mill Steel Co, peacefully passed away surrounded by his family on May 14, 2021. Mr Samrick's career in the family business began in 1965 at the young age of 19. With his aptitude for leadership and keen business insight, he was promoted to President in 1976, then CEO and Chairman in 1985. Mr Samrick, alongside his fellow partners, led the company in double-digit growth for over five decades until recently transitioning the role of Chairman to his niece and founder Harry Samrick's granddaughter, Ms Pam Heglund.

    Under Mr Samrick's direction, with the firm belief that quality and superior service are key, Mill Steel expanded its geographic footprint across the Midwest and Southern United States to service its diverse portfolio of customers. His dedication to the company's associates, business partners and customers earned him the honor of Metal Center News Service Center Executive of the Year in 2014.

    Ze werd Nederlands kampioene golfsurfen (denk aan die mooie plaatjes op krullende golven) en is dus zó vaak te vinden op het water voor haar woonplaats Wijk aan Zee. ,,Vanaf daar zie ik dan die duinen met die lichtjes van Tata Steel daar achter. Dan vind ik het best een mooi plaatje, maar het kan natuurlijk niet. Je weet wat je allemaal inademt, uit onderzoek is duidelijk gebleken dat er gevaarlijke stoffen worden uitgestoten die grote effecten hebben op de volksgezondheid. En de overheid grijpt gewoon maar niet in.”

    Anne Albers is een van de inmiddels ruim achthonderd personen die aangifte doet tegen Tata Steel. De staalgigant die zo verweven is met het dorp Wijk aan Zee is al langere tijd in opspraak. Verenigd in de stichting FrisseWind.nu proberen omwonenden de industriële reus te dwingen de uitstoot van schadelijke stoffen te doen verminderen.

    Daarom spant advocaat Bénédicte Ficq een strafzaak aan tegen de rechtspersoon Tata Steel én tegen de ‘feitelijke leidinggevers’ van het bedrijf, dat wil zeggen de mensen die daadwerkelijk de beslissingen nemen. De mensen dus die in haar ogen - en in die van vele omwonenden - bewust de volksgezondheid in gevaar brengen. De aangifte richt zich dus niet tegen de eigenaren uit India. ,,We gaan niet tegen spoken vechten,” aldus Ficq.

    De advocaat en de honderden aangevers willen het bedrijf voor de strafrechter slepen omdat het bewust ‘stoffen in de bodem, lucht of oppervlaktewater zou brengen’ die een gevaar zijn voor de volksgezondheid. Een strafbaar feit waar twaalf jaar cel op staat. Enkele maanden geleden kondigde Ficq de aangifte aan namens dertig partijen, waaronder stichting Duinbehoud. Daarna ‘explodeerde’ de belangstelling. Vandaag neemt Ficq de stapel van achthonderd aangiften mee en er komen er nog zo’n tweehonderd aan.

    Een van hen is dus Anne Albers. Haar hele leven was Tata Steel in haar omgeving een vast gegeven. Totdat ze begon met haar studie Landscape & Environment Management. ,,Ik ben mede daardoor altijd bezig met het verbeteren van het milieu en ik wéét hoe belangrijk dat is. Deze strafzaak lijkt mij een goed middel om het bedrijf onder druk te zetten. Of ik hoop dat ze echt in de cel belanden? Ja, als je echt strafbare feiten hebt begaan, dan dus wel. Als je iemand neerschiet kom je daarvoor ook in de cel. Ik wil dat Tata Steel z'n verantwoordelijkheid neemt voor de schadelijke uitstoot. De rechter moet zich hier maar over uitspreken”, aldus de golfsurfer, paaldanseres en paardrijdster die al eerder in interviews zei dat ze ‘met haar opleiding probeert de wereld een stukje mooier te maken’. ,,Ik geloof erg dat alle kleine beetjes helpen. Dat maakt uiteindelijk een groot verschil.”

    Bij Tata Steel worden ze ondertussen steeds zenuwachtiger. Het bedrijf staat sinds de aankondiging van de rechtszaak vaker in de publiciteit. Onlangs kwamen daar de uitkomsten van een RIVM-onderzoek bovenop: daaruit bleek dat specifieke gezondheidsklachten en zelfs chronische hartaandoeningen, longkanker en diabetes vaker voorkomen de regio rond Tata Steel. Het bedrijf zelf wijst steeds op de eigen ‘Roadmap Plus’, een pakket investeringen van 300 miljoen euro om de uitstoot van schadelijke stoffen te verminderen. Maar het RIVM-onderzoek is ondertussen pure munitie voor Ficq en co.: ,,De aangifte vandaag is een belangrijk ijkpunt. Justitie neemt deze zaak zéér serieus. Het gaat beginnen.”

    Chinese Measures for Commodity Supply & Stable Prices

    China’s State Council's Executive Meeting chaired by Premier Mr Li Keqiang has decided that China will work to ensure the supply of commodities and keep their prices stable, to maintain steady economic performance. Mr Li said "We must carefully analyse the reasons behind this round of rapid increase in commodity prices and focus on the crux of the issue, to adopt measures in a targeted and holistic approach. While the market continues to play a decisive role in resources allocation to ensure the supply of commodities and keep their prices stable, the government must better fulfil its responsibility. Any monopoly and hoarding will be cracked down upon under the law to step up market regulation.”

    A host of steps were decided to strengthen two-way adjustment of supply and demand, including raising export tariffs on certain iron and steel products, temporarily exempting tariffs on pig iron and scrap steel, and cancelling export tax rebates for some steel products, to increase supply in the domestic market. Dedicated efforts will be made to advance structural adjustments and discourage projects with high energy consumption. The country's rich coal resources will be further tapped. Key coal companies will be encouraged to raise production and supply while ensuring safety and the capacity of wind, solar, hydro and nuclear power will be increased to ensure energy supply during summer peak time.

    Opening-up will be pushed forward, to re-calibrate the import, export and buffer reserves of commodities, facilitate custom clearance and better leverage international and domestic markets and resources, to more effectively ensure supply and keep prices stable.

    Market regulation will be strengthened. Industry associations should play their due role in enhancing industry self-discipline. The regulation of futures and spot markets will be better coordinated and targeted measures will be taken when appropriate to screen abnormal transactions and malicious speculations. Irregularities such as making and executing monopoly deals, spreading false information, price gouging and hoarding will be dealt with to the full extent of the law and brought to light.

    Efforts will be made to maintain the stability of monetary policy and keep the RMB exchange rate broadly stable at an adaptive, balanced level, to guide market expectations as appropriate.

    Assistance will be provided to help market entities, especially micro and small businesses and self-employed individuals, cope with rising costs and other difficulties in their production and operation.

    Since the beginning of this year, due to multiple factors especially the transmission of global price rise, some commodities have seen extended price rally, with the prices of some varieties hitting new records.

    30% Natural Gas & Hydrogen Blend in Steel Forging in Italy

    The world's first test of a 30% natural gas & hydrogen blend in the forging processes used in industrial steelmaking was held in Rho in province of Milan at the Forgiatura A Vienna plant. The trial involved the use of the hydrogen & gas mix to heat the furnaces of the Forgiatura A. Vienna plant and was successfully carried out on site after a series of studies and laboratory tests lasting about a year. The companies involved in the initiative were: Snam, one of the world's leading energy infrastructure companies and developer and promoter of the project; RINA, a multinational inspection, certification and engineering consultancy, which handled the engineering analyses and laboratory phase; and GIVA Group, a global leader in steelmaking, which made Forgiatura Vienna available for the field test. The blend of methane and hydrogen was supplied by Sapio, an Italian company specialising in the production and marketing of industrial and medical gases.

    The use of the hydrogen and natural gas blend did not require any plant modifications and had no impact either on the equipment used (industrial burners) or on the characteristics of the final heat-treated product.

    The project's potential in terms of environmental sustainability and economic competitiveness is significant. It is estimated that the permanent use of a 30% green hydrogen blend, fuelled by renewables, on the total gas consumed by the three GIVA Group’s steel forging plants for its industrial processes would lead to a significant reduction in CO2 emissions in the order of 15,000 tonnes per year, equivalent to 7,500 cars. It would consequently result into CO2 emissions savings amounting to approx. 800,000 euros per year (calculated on the current purchase of certificates) while ensuring the value and integrity of the steel forging manufacturing process and its long-term environmental sustainability.

    The use of hydrogen in hard-to-abate industrial applications such as steelmaking will play a key role in achieving domestic and EU climate neutrality targets by 2050. Looking ahead, green hydrogen is the ideal solution for CO 2-free steelmaking and processing.

    UK Proposes Steel Import Safeguards Extension for Few Products

    The UK's Department of International Trade has published an intended preliminary decision to extend UK steel import safeguards and tariff rate quotas for three years from July 1 on certain product categories. The Trade Remedies Investigations Directorate of the Department for International Trade has published its Statement of Intended Final Determination which sets out its findings on the UK’s steel safeguard measures. TRID reviewed 19 categories of steel imports that are covered by the existing trade remedy measures, covering 253 different products in total. TRID’s report recommends that the existing trade remedy measures on imports are extended on 10 categories and revoked on nine categories. For the 10 product categories on which TRID has recommended that the measures should be extended, it has determined that there was an import surge, that future injury to UK producers was likely to be caused if the measures were removed, and that extension meets the Economic Interest Test. TRID has determined that Tariff Rate Quotas remain the most appropriate form of measure to be applied for these categories, with imports outside the Quotas facing a tariff of 25%.

    For 9 product codes, TRID found that there is no production in the UK, so the measures are not needed. For six of the nine revoked categories, it found that there was no increase in imports to the UK between 2013 and 2017, meaning that the measures cannot be extended. For the other three revoked categories, it was found that the import increase was not significant enough, or was not likely to cause injury, or that extending a measure did not meet the Economic Interest Test.

    After leaving the European Union, the UK "transitioned" the existing EU tariff rate quotas, introduced in 2018 under its safeguard scheme, to the UK. In October 2020, TRID started a transition review of the quotas for the UK market, which has now been completed. This considered whether certain products had been imported into the UK in increased quantities during the investigation period, whether imports were likely to reoccur, and whether there would be serious injury to UK producers if those goods were no longer subject to tariff rate quotas.
