    Peabody to Close Wambo Underground Thermal Coal Mine in New South Wales

    Argus reported that US energy firm Peabody will close its 2.5 million tonne per year Wambo underground thermal and semi-soft coking coal mine in New South Wales in Australia to align production with weaker demand and offset the effect of lower coal prices. The firm will stop coal production from the underground mine for 59 days from 19 June, after high-grade thermal coal and semi-soft coking coal prices fell to four-year lows amid Covid-19 related falls in seaborne demand. It will continue some development work that could see the mine restart in mid-August.

    The Wambo underground mine, which is in the Hunter valley region of NSW, sold 2.2 million tonne of semi-soft coking and thermal coal in 2019. The closure will not affect the 3. million tonne per year Wambo open-cut mine, which is combining with Switzerland-based mining firm Glencore's United mine to form the million tonne per year United Wambo joint venture. The United Wambo joint venture was formally created in October-December 2019 following government approval and joint production is due to start late this year. The joint venture will see operating costs temporarily rise in 2020 during the transition to the new structure, as well as incurring around $60mn in capital costs in 2020, at a time when most mining firms are focused on reducing costs to maximum.

    212 Test COVID-19 at Czech Coal Mine OKD

    Czech coal producer OKD has closed the Darkov coal mine in the city of Karvina after over 200 workers tested positive for COVID-19. OKD had to call in medics from the Czech Army to provide support at the facility, after 212 cases were identified there during testing of 2,400 workers and their families. Only workers who are necessary to deal with ventilation and water pumping remain in the mine.

    Darkov is located in Silesia along alongside a Polish region that has also seen large outbreaks in its mines.

    The history of the present Darkov Site dates back to the mid 19th century. At that time, several new mines were established and they were merged under Darkov Mine later on. These were in particular the following mines: Gabriela (established in 1852), Hohenegger (1880) and Austria (1898). These mines underwent numerous changes; their names changed several times.In the 1950s, they were merged into the “Velkodul 1. maj” that was renamed Darkov Mine on 2 May 1991. There were some organizational changes after the year 1990. At the beginning of 1993 the sites Darkov and Mír merged.As coal reserves were depleted in the 9. kveten Site coal field, Sites 2 and 3 were merged on 1 April 2012 into a single site – Darkov Site. It was then renamed Darkov Mine in autumn 2013.

    CIL CMPDIL to see viability of merger of NTPC's two mines in Chhattisgarh

    Coal India's consultancy arm CMPDIL has been roped in by NTPC to make separate mining plans for Banai and Bhalumuda coal mines in Chhattisgarh with an aim to maximise the extractable reserves by merging operations of the two mines. An official said "In March 2018, NTPC requested the coal ministry to consider merger of these mines. After pursuing it for the past two years, in February this year, the coal ministry asked NTPC for separate mining plans and asked the PSU to try for more mine capacity."

    Another official close to the development said the two mines were unexplored at the time of allocation to NTPC and the power PSU carried out detailed exploration and prepared geological reports by engaging CMPDIL.

    According to the preliminary estimates before exploration, total extractable reserve assessed by the coal ministry was about 1,000 million tonne from these two mines. But after preparation of geological reports, it was found that total extractable reserves from both the blocks will just be 500 million tonne because of difficult geo-mining conditions.

    Shandong Province to Reduce Coke production by 38% in 2020

    Reuters reported that China's Shandong Province plans to cap 2020 coke production at 30.7 million tonnes and total coking capacity at 44.2 million tonnes to reduce coal consumption in the industrial hub and to eliminate out dated and polluted production facilities

    Shandong Province produced 49.21 million tonnes of coke in 2019.

    PIL Filed Against Coal Mining in Dehing Patkai

    Activists Mrinmoy Khataniar and Amar Jyoti Deka have filed a public interest litigation at the Gauhati High Court on May 26 against the Indian gvernment preliminary approval to Coal India for mining inside Dehing Patkai forest, stating that it violates right to life guaranteed under Article 21 of the Constitution. The petition highlights that the Dehing Patkai rainforest has a significant cultural and ecological importance in the lives of the people of Assam, and it is home to several rare and endangered species of plants, animals, birds, insects and other biodiversity. A large number of Asiatic elephants also live there, which houses a number of corridors for the mammals in and around the Saleki proposed reserve forest, the area where illegal mining by Coal India was going on for 16 years since 2003. Highlighting that several ethnic tribes also reside in the region, the PIL asserted that uncontrolled and rampant mining” has not only damaged the natural resources, but at the same time also led to unimaginable air and water pollution, thereby threatening public health at large.

    It also stressed that the Stage-I clearance by the Centre for 57.2 hectares out of 98.59 hectares was given on the basis of wrong information provided by CIL and so the company should not have been awarded any approval at all. CIL was carrying out activities in another 16 hectares without any approval, leaving only about 25 hectares as an unbroken area

    The petitioners have made nine respondents in the case Government of India, Ministry of Environment, Forest and Climate Change, Assam government, the chief secretary, the principal chief conservator of forest and head of forest force and the principal chief conservator of forest wildlife. The National Board of Wildlife, the State Board of Wildlife, Coal India and its chief general manager have also been made parties in the case.

    Dehing Patkai Wildlife Sanctuary is spread across 111.42 square kilometres, while the Dehing Patkai Elephant Reserve with 937 square kilometres of area surrounds the sanctuary in its periphery across Dibrugarh and Tinsukia districts.

    Shanxi to Reduce Coal Washing Capacity

    Reuters reported that the energy administration of China's Shanxi province said the province will slash its annual coal-washing capacity by half to 1.8 billion tonnes and reduce the number of plants to 1,200 by the end of September. Shanxi said it aims to cut surplus coal washing capacity, including small washing plants with annual capacities below 1.2 million tonnes and plants that do not meet tougher environmental standards. At least 80% of the coal produced from Shanxi in 2020 will have to be washed to improve its quality and reduce emissions. Less than a third of the coal-washing companies that local authorities have given green lights have actually met the environmental standards and acquire legal land-use rights

    The Shanxi energy administration urged city governments to tighten their scrutiny of environmental certificates at the washing companies that are allowed to operate.

    At the end of 2019, the province had 2,704 coal washing and preparation plants with an annual capacity totalling 3.84 billion tonnes

    China produced 3.75 billion tonnes of coal in 2019, with about a quarter of that coming from Shanxi province.

    China’s Coking Coal Imports Surge in April

    According to Chinese customs data China imported 6.21 million tonnes of coking coal in April, up by 12% from 5.52 million tonnes in March, but down by 16% from a year earlier as Mongolia reopened its border and Chinese buyers ramped up purchases of cargoes that were diverted from regions still under Covid-19 lockdowns.

    CIL MCL Expands Overburden Removal

    Coal India Limited’s Odisha based subsidiary Mahanadi Coalfields Ltd witnessed a 42.6 % expansion in overburden removing. CIL said that MCL has cleared 27.51 million cubic metres of best soil and extraneous topic in comparison to 19.29 million cubic metres in past 12 months, a quantity build up of 8.22 million cubic metres leading to 42.6 % expansion.     CPI Pitches to Stop Coal Block Privatisation

    The Communist Party of India has requested Chief Minister K Chandrasekhar Rao to prevent the attempts of the Centre to privatise 11 coal blocks of Singareni Collieries, as part of its stimulus package. In a letter addressed to the CM, State CPI secretary Chada Venkata Reddy said that SCCL was established by the erstwhile Nizams in 1943 and provided employment to about one lakh workers at one time.

    However, the Centre was conspiring to privatise 50 coal blocks across the country and a Central team was already visiting the coal mines.

    The Centre, as part of its privatisation plans, had identified 11 coal blocks of Singareni and plans were afoot to hand them over first to Coal India before privatisation.

    Thermal Coal Supply to Power Sector Shrinks in April

    The supply of coal to the power sector by state-owned Coal India has dropped 22 per cent to 31.95 million tonnes in April amid slump in the fuel demand in the country on account of COVID-19-induced lockdown. Coal India Limited has supplied 40.90 million tonnes of April 2019. The coal supply by state-owned Singareni Collieries Company Ltd to the power sector also dropped by 38.6% to 2.86 million tonnes in April, from over 4.66 million tonnes in the year-ago period, the report said.

    A Central Electricity Authority report said that as on April 30, 2020, there were 50.89 million tonnes of coal stocked up at the power houses in India, enough to last for 31 days. CIL itself has a pit-head stock of about 76 million tonnes as on April 30.

    70% of Coal Mining Enterprises Shut Down in Donbas

    Ukrinform reported that since the beginning of the occupation of certain areas of Donetsk and Luhansk regions, approximately 70% of all coal mining enterprises and mines have been shut down. Eastern Human Rights Group lawyer and director Vira Yastrebova said this during the presentation of the Group's reports on the situation in the temporarily occupied territories of Donetsk and Luhansk regions, an correspondent reports. Vira said “The cynicism of the actions of the Russian Federation lies in the fact that 70 percent of coal mining enterprises and mines have been shut down over the years of occupation, salaries have been reduced significantly, no pension payments, no freedom of peaceful assembly or unionization. All those were usurped and is aimed at the political influence of those people who call themselves the so-called 'trade union leaders and promote non-existent quasi-republics.”

The starting point in the creation of the organization was preceded by numerous human rights violations in the war zone. On July 27, 2014, in the city of Debaltseve, a group of lawyers (immigrants) signed a protocol on the creation of the human rights organization “Eastern Human Rights Group”. The word "Eastern" in the name of the organization was chosen in connection with the military conflict in the east of Ukraine.

    Wollongong Coal announced that for personal reasons, Mitchell Jakeman, CEO, will resign from his employment effective 31 May 2020. As an interim measure, Warwick Lidbury, Mine Manager will be performing the duties of acting CEO while the Company decides whether to make an internal or external appointment. Warwick holds a Site Senior Executive qualification from Queensland, Mine Manager’s Certificate in NSW and Queensland, and a Degree in Safety Science. Warwick has over 44 years’ black coal mining experience, including being a General Manager of a mining company in Queensland and managing coal mines in both NSW and Queensland. He has extensive knowledge in mine safety, first-workings mining methods and longwall operations.

    Wollongong Coal Limited is an Australian mining business which owns and operates Russell Vale Colliery and Wongawilli Colliery in the Southern Coalfields Region of New South Wales. Jindal Steel and Power Limited has recently acquired a majority controlling stake and management control of Wollongong Coal. JSPL, listed on the Indian Stock Exchange, is an international steel and power company with operating steel capacity of about 7 Mtpa and power generation capacity of about 2500 MW. The majority of Wollongong Coal’s production is sold to JSPL. Originally known as South Bulli, Russell Vale Colliery is one of the oldest operating coal mines in Australia, its origins dating back to 1887. It is located approximately 10 km north of Wollongong and approximately 60 km south of Sydney. The mine is spread over 6,421 hectares and comprises three coal seams, the Bulli, Balgownie and Wongawilli seams. Wongawilli Colliery is located approximately 15 km south-west of Wollongong and 80 km south-west of Sydney with the mine’s history dating back to 1916. Wollongong Coal’s mines are ideally situated in close proximity to the Port Kembla Coal Terminal, with Wongawilli Colliery having direct rail access to the port.

    Second Petition Filed to Save US Coal Industry

    A second petition has been filed to save the US coal industry. The petition asks the EPA to repeal its Endangerment Finding for Greenhouse Gases under Section 202(a) of the Clean Air Act (74 FR 66,496, Dec 15, 2009) and this time specifically requests summary dismissal of the Hazardous Air Pollutants Petition. Dozens of environmental groups led by Food & Water Watch are seeking a declaration that CO2 and five other greenhouse gases be regulated as Hazardous Air Pollutants under Section 112 of the Clean Air Act. This would certainly mean the end of coal combustion for electricity in the US and would also mean the end of natural gas and oil for electricity generation.

    This second new Petition in support of coal was filed by the Center for the Study of Carbon Dioxide and Global Change and was prepared by the Centers’ Fred Palmer, JD Senior Fellow - CO2 Policy and head of Saving US Coal, and Frank Clemente PhD Senior Fellow Energy Analytics. The Petition builds on the central theme that CO2 emissions and fossil fuel use enhance life and are not a current or future threat to public welfare.

    Atmospheric CO2 is not the all-important greenhouse gas Food & Water Watch claim it to be, says the Petition. Rising atmospheric CO2 is actually benefitting humanity and the natural world and the Petition includes a visual display of key metrics that confirm the relationship between fossil fuel use and human progress. Additional evidence is provided showing that the EPA 2009 Endangerment Finding is scientifically flawed.

    Both these Petitions are designed to save what’s left of the U.S. coal industry by calling upon the EPA to overturn its 2009 Endangerment Finding and also requesting summary dismissal of the Air Toxic Petition. The threat to both natural gas and oil are also very real and taking these actions are the only way that America can keep its reliable electricity grid.

    India May Launch Coal Blocks Auction Process on June 11

    Media reported that Indian government is likely to launch the process of coal blocks auction under commercial mining on June 11 and around 50 mines are expected to go under the hammer. Report quoted an official as saying “Government will come out with the notice inviting tender for auction of coal mines for sale of coal on June 11. Around 50 coal blocks are likely to be put on sale.”

    The coal ministry proposes to launch the auction of coal mines through an event in the national capital followed by a series of events in different parts of the country to create sensitisation on the amendments made in Acts and Rules by the Centre and generate private sector interest and participation, according to a government notice. In a bid to organise and manage the event the coal ministry will appoint a programme management partner, it said.

    CIL Aiming to Curb Thermal Coal Imports

    Indian government has decided to bring to zero import of coal for blending purpose by domestic coal-based power plants in the current fiscal, and has asked state owned Coal India Limited to enter into a pact with power generation companies for domestic supply of coal. Coal India Ltd informed its subsidiaries “Several initiatives are being taken for supply of domestic coal as import substitution and the same has been deliberated in the meetings held on April 4 in Ministry of Coal and in the Ministry of Power chaired by Additional Secretary Power. It has been decided to bring the level of import of coal for the purpose of blending by the domestic coal-based power plants to zero level in this fiscal. It was also decided in the said meeting to tie up the long-term requirement of import substitution through MoU. Accordingly, the supply of coal through import substitution, a model MoU has been prepared, which has been legally vetted. The MoU will be an integral part of the fuel supply agreement. Performance incentive as well as other provisions including compensation for short supply/lifting shall be dealt as per FSA provisions."

    Further, the Central Electricity Authority will issue directions to all such power plants/power generation companies to sign memorandum of understanding with coal companies and ensure dry fuel is supplied to such power sector units over and above their fuel supply agreement entitlements. Under FSA, fuel supplies are governed by legally enforceable agreements between the seller and the consumer under specific terms and conditions.

    The country imported 247.1 million tonnes of coal in 2019-20, about 5 per cent higher than 235.35 million tonnes imported during 2018-19.

    Shenhua yet to Lodge Mining Application for Watermark Coal Project

    Northern Daily Leader reported that Chinese state-owned Shenhua Watermark Coal Pty Limited has just over a month to apply for a mining licence for its Watermark coal project near Breeza, out of Gunnedah. The mining licence application comes at a cost of AUD 200 million and is necessary if the company is to avoid triggering a clause that will allow the state to terminate the proposal.

    When the NSW government renewed Shenhua's exploration licence on July 19, 2018, it included a cancellation clause which allows government to effectively terminate the project on June 30, 2020, if the company fails to bring the project to production stage which it does by applying for a mining licence. The clause also includes a 15 per cent per year increase in the mining licence fee.

    Should Shenhua successfully apply, construction on the mine cannot begin until all its environmental management plans are ticked off. Shenhua is yet to submit its water, biodiversity, rehabilitation and koala EMPs to the NSW government. Some of the EMPs have been revised as many as five times.

    Assam Assures No Coal Mining in Dehing Patkai

    Assam state minister Parimal Suklabaidya said the government will not allow opencast mining by destroying trees in Dehing Patkai Wildlife Sanctuary. He said "We will not allow opencast mining by destroying a forest. We will not even think about it. Our history and tradition are involved with Patkai. Swargadeu Sukapha, the first Ahom king, entered Assam through this Patkai valley and ruled Assam. Our government does not want this tradition to be destroyed.

    Assam Chief Minister Sarbananda Sonowal had ordered Suklabaidya, who is the forest minister, to visit Saleki, which is a part of Dehing Patkai Elephant Reserve, to conduct a field survey on the backdrop of protests against coal mining inside the forest.

    Dehing Patkai Wildlife Sanctuary is spread across 111.42 sq km, while the Dehing Patkai Elephant Reserve with 937 sq km of area is surrounding the sanctuary in its periphery across Dibrugarh and Tinsukia districts.

    Coal Earnings Set to Plunge 50% in North America - Moody’s

    Moody’s Investors Service said that earnings for North American coal miners may plunge by more than half this year as the coronavirus pandemic makes a weak market even worse, according to. Moody’s analysts Benjamin Nelson wrote “Coal consumption will be crushed in 2020 We expect a sharp and sustained slowdown in economic activity will result in lower economic growth, reduced demand for electricity and reduced demand for steel.”

    Earnings before interest, taxes, depreciation and amortization will slide by more than 50% in 2020, with thermal coal production down more than 25%, according to the report. The ratings company has had a negative outlook on the industry since August.

    Already facing an inexorable decline as utilities shift away from the dirtiest fossil fuel, Moody’s said the struggling coal industry won’t be able to count on help from Washington “as the U.S. government directs financing toward industries more likely to rebound as the crisis eases.”

    4 Singareni Coal Workers Killed in Explosion

    Local media reported that four coal mine workers of state owned Singareni Collieries Company Ltd were killed and three others injured in an explosion in the coal mine in Telangana's Peddapalli district on Tuesday.The incident occurred in the open cast mine-I of Ramagundam Region-III of Singareni as the explosives meant to blast the rocks went off accidentally

    Officials said the explosion occurred when the workers were filling some rocks for blasting them. The detonators exploded much before the expected time, resulting in the tragedy.

    The Director General of Mines Safety will soon conduct an inquiry into the incident and ascertain whether the contractor had sufficiently trained the manpower to handle explosives.

    The Singareni Collieries Company Ltd is a government-run coal mining company jointly owned by the Telangana and the Central governments on a 51:49 equity basis. It has18 opencast and 27 underground mines in Telangana and nearly 49,000 workers work in these mines.

    Hargreaves Services to End All Coal Mining in UK

    Durham UK based Hargreaves Services has decided to cease all coal mining operations by July 2020. The effect of this decision will be to incur an exceptional cost of GBBP 3.7 million in the year ended 31 May 2020, comprising employment related liabilities of GBP 1 million and accelerated restoration accrual, plant and mining asset depreciation of GBP 2.7 million. As reported on 4 May 2020, the Group has not experienced any material impact from Covid-19 other than in its Property business where work on the Blindwells residential site near Edinburgh has been suspended. It remains unclear as to when our contractors will be able to restart on site. Additionally, some small value sales of non-core property assets in Scotland which were expected to complete in May have also been delayed as a result of Covid-19.

    For the year ended 31 May 2020, other than the impact caused by the Covid-19 delays in the Property business, the Board expects to report underlying results* in line with the market expectations which were in place prior to their withdrawal on 26 March 2020.

    Net debt at 31 May 2020 was GBP 27.3 million, including GBP 13.7 million of leasing debt, compared with GBP 40.3 million at 30 November 2019 and GBP 23.1 million as at 31 May 2019.
