    What We Found in Trump’s Drained Swamp: Hundreds of Ex-Lobbyists and D.C. Insiders

    Here’s what we found: At least 187 Trump political appointees have been federal lobbyists, and despite President Trump’s campaign pledge to “drain the swamp,” many are now overseeing the industries they once lobbied on behalf of. We’ve also discovered ethics waivers that allow Trump staffers to work on subjects in which they have financial conflicts of interest. In addition, at least 254 appointees affiliated with Trump’s 2016 presidential campaign and at least 125 staffers from prominent conservative think tanks are now working in the federal government, many of whom are on teams to repeal Obama-era regulations.

    Drilling down even further, at least 35 Trump political appointees worked for or consulted with groups affiliated with the the billionaire libertarian brothers Charles and David Koch, who also have a network of advocacy groups, nonprofits, private companies and political action committees. At least 25 Trump appointees came from the influential Heritage Foundation, a conservative think tank founded in 1973, and at least two came from Heritage Action, its related political nonprofit. Heritage says the Trump administration, in just its first year, has enacted nearly two-thirds of its 334 policy recommendations.

    The pipelines between conservative policy think tanks — namely the Heritage Foundation and the Koch Brothers’ Freedom Partners Chamber of Commerce — and the Trump administration are clear, as is their effect on federal policy.

    Former Trump Officials Are Supposed to Avoid Lobbying. Except 33 Haven’t.
    The former officials — including ex-Interior Secretary Ryan Zinke — have found ways to sidestep the administration’s ethics pledge. At least 18 of them are now registered federal lobbyists and the rest work in jobs that closely resemble lobbying.

    Ex-lobbyists play prominent roles in the Trump administration. The acting administrator of the Environmental Protection Agency (and nominee for the permanent job), Andrew Wheeler, is a former coal industry lobbyist. David Bernhardt, the acting Interior Department secretary and nominee for the permanent position, was chair of a lobbying firm’s natural resources division.

    By our count, at least 230 former and current registered lobbyists have worked in the Trump administration.

    Military Construction Funds and Local Politics that Will Shape GOP’s Stance on Trump’s Emergency Declaration

    House Speaker Nancy Pelosi is urging colleagues on both sides of the aisle to support a resolution terminating President Donald Trump’s national emergency declaration on border security. The bill, scheduled to be voted on within 16 days, will almost certainly pass, and then go to the Senate. There, it is legally required to receive a vote within another 18 days (under 50 USC § 1622). Only four Republicans need to break ranks and vote with Democrats for the resolution to pass.

    A growing number of GOP senators have already expressed reservations about the President’s end run around Congress and the use of emergency authority for border security. But the vote on the resolution may ultimately be less about principled constitutional objections and more about concern over the President taking essential military construction dollars from senators whose states rely heavily on those appropriations. A look at where the money for a border wall might actually come from is instructive.
