Schuld studenten stijgt AMSTERDAM - Het Nationaal Instituut voor Budgetvoorlichting (Nibud) maakt zich grote zorgen over de schulden van studenten. Aan het einde van hun studie hebben studenten gemiddeld zo’n € 14.657 schuld, zo blijkt uit de meest recente cijfers. Dat betekent ten opzichte van vorig jaar een stijging van 10 procent. Het Nibud is bang dat dit schuldenbedrag de komende jaren verder zal oplopen wanneer studenten extra moeten gaan betalen als ze langer studeren. Ook kabinetsplannen om de basisbeurs en het recht op de ov-studentenkaart te beperken, leiden tot hogere schulden, aldus het budgetinstituut. Wanbetalers maken hogere schulden BUSSUM (ANP) - Wanbetalers in Nederland hebben in het afgelopen kwartaal hogere schulden gemaakt. Een openstaande rekening die bij een incassobureau terechtkwam, bedroeg gemiddeld 1659 euro. De vorige keer dat het land geld leende, schoot de rente omhoog naar 6,4 procent. De regering-Berlusconi wil opnieuw een obligatielening van acht miljard uitschrijven met een looptijd van 10 jaar. Pentagon gaf 20 miljard teveel uit Volgens een onderzoekscommissie heeft het Amerikaanse ministerie van Defensie in de laatste tien jaar meer dan twintig miljard euro teveel betaald aan contracten met private bedrijven in Irak en Afghanistan. Redding-op-redding-op-redding... De afgelopen jaren lijkt wel een periode van te vroeg juichen te zijn geweest. Iedere keer weer werd het sein alles veilig gegeven terwijl alles juist niet veilig was: Fortis is tip-top in orde en we konden gerust gaan slapen. Not. Quantitative easing 1 (QE1) zou alle problemen in de Verenigde Staten oplossen. Not. QE1 bleek niet genoeg dus kwam het goede idee om er QE2 tegenaan te gooien zodat alles goed zou komen. Not. Het euro-reddingsfonds van 750 miljard euro zou alles in orde maken. Not (al helemaal niet doordat het niet eens echt 750 miljard euro was). De Europese Centrale Bank (ECB) liet allerlei onzinnige dingen toe (Grieks rommelpapier mocht toch als onderpand dienen; de Ieren mochten allerlei spooktransacties als onderpand gebruiken, et cetera) en de crisis zou eens en voor altijd bezworen worden. Not. Grieks reddingsplan nummer één zou afdoende zijn. Not. Deel twee idem. Nu is er sprake van deel drie (of deel 2b als u wilt), maar dat is nog niet doorgegaan omdat de Finnen onderpand willen en de rest van de geldschieters nu ook en Griekenland heeft daar niet genoeg onderpand voor (wat ook een hele grote alarmbel zou moeten zijn, maar iedereen negeert het). Verder zou de private sector ook pijn moeten nemen (met name de banken) maar de geëiste participatiegraad van 90% is tot nu toe blijven haken op 70%, dus misschien is er niet genoeg of zelfs helemaal geen deelname van de private sector aan het Griekse reddingsplan. Weer te vroeg gejuicht. Italië kondigt 45 miljard euro aan bezuinigingen aan waardoor grote problemen vermeden kunnen worden. Maar het plan is nog niet goedgekeurd want de Italiaanse senaat ligt dwars. Weer geen redding dus. De ECB besluit Italiaans en Spaans staatspapier te kopen. Redding? Nee, maar de ECB heeft in ieder geval genoeg behangpapier in huis om half Frankfurt te behangen. Weer geen redding dus. Het gaat slecht in de Verenigde Staten dus QE3 moet wel aangekondigd worden (afgelopen week). Not. Tijdelijke effecten U begrijpt dat ik nog een tijdje door kan gaan met het opsommen van de een na de andere mislukte redding. Maar het moet gezegd worden dat de briljante reddingsacties wel tijdelijke effecten hadden. De fluctuaties in de beurzen is er een van. Tue Aug 30, 2011 2:53am EDT (Repeats story first filed on Monday, fixing table formatting) By Paul Carrel FRANKFURT, Aug 29 (Reuters) - The European Central Bank cut its bond purchases last week more sharply than expected, to 6.651 billion euros, further scaling back its intervention after its renewed foray into debt markets helped stabilise Italian and Spanish yields. ECB President Jean-Claude Trichet highlighted the bank's discomfort with intervening in debt markets in comments he made to European parliamentarians on Monday just as the bond buying data was released. "The fact that markets are dysfunctional is, in our opinion, the responsibility of governments," he said in Brussels. "They are issuing their own securities. They have the responsibility for the credibility of their own securities." A Reuters poll had forecast the ECB would spend 10 billion euros ($14.5 billion) on the bond-buy programme last week. The reduction in the purchases from 14.3 billion euros in the prior week followed a similar pattern to the ECB's first intervention in the debt market last year, when it also reduced its bond buys after making an impact in the first week. The ECB reactivated its controversial bond-buying programme earlier this month after a fierce market attack brought Italy and Spain closer to succumbing to the euro zone's debt crisis. The central bank's latest purchases, which span the period Aug. 18-24, sent the programme's total to 115.5 billion euros. The ECB said 1.327 billion euros in bonds held under the programme matured last week. The bank does not break down the purchases. The ECB resumed its purchases following a 19-week pause in the programme, despite opposition from a four-man group on its policymaking Governing Council, led by Germans Jens Weidmann and Juergen Stark. Critics of the purchases say they push the ECB into the fiscal policy arena, overstepping its mandate and threatening its independence. A majority of the bank's policymakers, however, felt obliged to act as action from euro zone governments failed to stem the spread of the bloc's debt crisis. Trichet's comments came after Federal Reserve Chairman Ben Bernanke stopped short last Friday of detailing further action to boost the U.S. recovery and said the onus for boosting long-term growth prospects lay at the feet of the White House and the U.S. Congress. INTERNAL SPLIT The ECB wants euro zone governments to do more to tackle the debt crisis and only revived the bond-buy plan because it was the sole European institution able to move fast enough to fend off a market attack that threatened to rip apart the bloc. The internal split over the purchases within the ECB has raised questions about its appetite to remain in markets. As usual, the ECB will take one-week deposits from commercial banks on Tuesday to neutralise the monetary impact of the purchases and the inflationary pressure they create. "Although the ECB's purchases seem to have been effective in stabilising Italian and Spanish bond yields over the past few weeks, the central bank's commitment to sterilising the purchases implies that the size of the programme will probably be too limited to have a sustained impact on the large bond markets of Spain and Italy," said ABN Amro economist Aline Schuiling. "We think the real end game in terms of containing the crisis is fiscal rather than monetary. It lies in more significant steps towards fiscal union, which could involve increasing the size of the EFSF as a first move," she added. However, efforts to bolster the rescue fund's role -- which would also enable the ECB to hand over its bond-buying task -- are meeting resistance in national parliaments. Some 23 lawmakers from German Chancellor Angela Merkel's own coalition have said they would not back the reforms of the European Financial Stability Facility (EFSF) in a vote next month, German media reported at the weekend. The ECB has said it will "actively implement" its bond programme although board member Juergen Stark has said it is a temporary measure designed to buy time for troubled states. Purchases take 2-3 days to settle, meaning that when the ECB is buying, the weekly figures do not necessarily give the full picture. The ECB and the 17 euro zone national central banks can buy government and corporate bonds from banks and other investors under the programme, but not directly from governments. Government deposits Introduction Government deposits held with the Eurosystem are one of the autonomous factors influencing liquidity conditions in the euro area. Autonomous factors are items on the balance sheet of the Eurosystem which are not under the direct control of the ECB’s liquidity management, but have an influence on the aggregate current account holdings of the banking sector. Government deposits are reported under position L 5.1 in the Weekly financial statement of the Eurosystem. Since 1999, government deposits, aggregated at the euro area level, have continuously been the most volatile autonomous factor, causing a large part of the errors in the forecast of liquidity needs underlying the allotment decisions for the open market operations of the ECB. Broken down by country, in 2006, the highest volatility of government deposits was experienced in Italy, followed by Spain, Ireland and Greece. The institutional agreements prevailing in these four countries are described below. In Belgium, Germany, France, Luxembourg, the Netherlands, Austria, Portugal and Finland, the volatility of government deposits is low. Consequently, the forecast errors in these countries are usually also negligible.
