Volgens de bedrijven, waaronder Boskalis en Volker Wessels Stevin, brengt de gemeente realisatie van het project in gevaar door te weigeren de milieueffectrapportage (MER) en het ontwerpbestemmingsplan vrij te geven voor inspraak. Dat is tegen eerdere afspraken in, zeggen de bouwers, verenigd in het consortium Lago Wirense. Zij vinden dat het randmeerproject grote imagoschade heeft opgelopen en stellen de gemeente Wieringen daarvoor aansprakelijk. Het randmeer is een waterverbinding tussen IJsselmeer en Amstelmeer, in de kop van Noord-Holland. Met de uitvoering is ruwweg een miljard euro gemoeid. Wieringen, een voormalig Waddeneiland dat bij realisatie van het plan weer los komt te liggen van de rest van Noord-Holland, krijgt van de bouwers nog twee weken de tijd om een miljoenenclaim te voorkomen. Tijdens een extra raadsvergadering op 27 februari wordt besloten of de gemeente eerdere kritiek loslaat en alsnog gaat meewerken. De Noord-Hollandse commissaris van de Koningin Harry Borghouts drong vorige week bij de gemeente aan op medewerking van Wieringen. De provincie is een van de trekkers van het project dat bedoeld is om de Kop van Noord-Holland een economische impuls te geven. Als Wieringen halsstarrig blijft neemt de provincie de rol van de gemeente over, zo heeft Borghouts kenbaar gemaakt. Op last van de provincie zijn enkele weken geleden protestborden van tegenstanders van het randmeer uit weilanden naast de provinciale weg van Den Oever naar Den Helder verwijderd. Times may be tough for shipping but the dredging industry is in surprisingly good health. Tom Bailey reports The economic downturn may have brought with it a sense of gloom for many sectors of the maritime industry, but the unglamorous world of dredging has been quietly bucking the trend. And while small cracks are slowly starting to appear in the form of the scaled-down or postponed project here and there, there’s enough evidence to suggest that the outlook will continue to be healthy for some time to come. The ‘big four’ dredging companies – Netherlands-based Boskalis and Van Oord and Belgian companies DEME and Jan De Nul – certainly exude an air of confidence given their individual investments in fleet expansion. DEME has announced a €250M ($315M) outlay on three new vessels as part of a programme that will see the company add 15 newbuildings to its books by 2012, including four trailing suction hopper dredgers and four cutter suction dredgers. Meanwhile, keel laying for Jan De Nul’s cutter suction dredger Ibn Batutta – one of four large self-propelled cutter suction dredgers ordered at Croatian shipyard Uljanik Brodo-gradiliste – took place recently, with delivery expected later this year. It’s not just dredging companies’ fleets that are getting larger – increased demand is also driving up the size of the individual vessels. Van Oord recently christened Goliath which, as the name suggests, is the world’s largest backhoe dredger. The vessel is part of the company’s fleet renewal programme, which also includes the construction of the 32,000m capacity trailing suction hopper dredger Vox Dubai. Jan De Nul’s Cristóbal Colón, the world’s largest trailing suction hopper dredger with a hopper capacity of 46,000m, will begin trial dredging next month. The vessel, constructed by Construcciones Navales del Norte at the La Naval shipyard in Sestao, northern Spain, will be joined by sister vessel Leiv Eiriksson later this year. Meanwhile, existing vessels are expanding. Boskalis’ trailing suction hopper dredger Queen of the Netherlands finished a stint at the Port of Melbourne’s channel deepening project before heading to Singapore in November to be sliced in half and given a 50m-long extension that will increase the vessel’s hopper capacity from 23,400m to 35,500m by the time it’s ready to re-enter service next month. Several factors are driving demand for dredging, not least the proliferation of energy-related projects. Boskalis has secured three oil- and gas-related contracts in Europe and the Middle East worth about €100M. Two of the jobs are linked to the Nord Stream project, which involves the construction of a pair of 1,220km-long gas pipelines from Russia through the Baltic Sea to northern Germany. In the Baltic section, Boskalis will team up with Tideway to use 320,000 tonnes of rock to level and stabilise the seabed in preparation for the pipe laying. The company will also work at the shore approach in Germany in partnership with Rohde Nielsen, with work including the dredging and backfilling of a 23km-long trench for the pipes. The third of the contracts will see Boskalis dredge and backfill a 7km trench for an oil pipeline from the Safaniyah offshore field to mainland Saudi Arabia. Van Oord has clinched an engineering, procurement and construction contract for the Abu Dhabi Crude Oil Pipeline Project, which includes the offshore installation of three pipelines in the Emirate of Fujairah totalling 13km in length. The need for maintenance dredging to aid navigation is a further factor. These projects are essential under normal circumstances, but even more pressing in the event of the kind of natural disaster suffered at the port of Itajai in Brazil, where flash floods washed away or seriously damaged large sections of infrastructure. One of the port’s three berths was left crumbling and another completely devastated, while depth of the Itajai channel – which serves the container facilities at Itajai and Portonave – was reduced from a peak of 11m to just 7.1m. A consortium led by Chinese contractor Shanghai Dredging carried out emergency dredging at the site with water injection dredgers Tocantins and Iguazu, helping the port get back on its feet. Port construction projects also play a huge part in the demand for dredging – and they can be significant money spinners for the dredging companies involved. Boskalis and Van Oord signed a €1.1Bn contract for the first phase of land reclamation at the Port of Rotterdam Authority’s Maasvlakte 2 site last year. The two companies are also working together under a joint venture by the name of Combinatie Delflandse Kust to reinforce the coast as part of the Netherlands’ ‘Weak Links’ programme. The country has identified 10 problem areas along the coast which are in need of reinforcement to protect against a predicted change in wave patterns, sea level and wind force brought about by factors such as climate change. However, the picture is not entirely rosy. A few projects are being scaled back in the light of the economic downturn, whether they are pure dredging projects – such as the deepening and widening of the channel leading to Mombasa, which has been postponed for a third time – or port construction programmes like the $5Bn project at Punta Colonet in Baja California, Mexico, which has been pushed back and might yet be cancelled. While necessary dredging and infrastructure work in the Middle East continues apace, reports are emerging that some non-essential land reclamation projects are being put on hold. But at a time when other areas of shipping face a bleak outlook, the dredging industry looks to have enough momentum to ride out the storm. Tuesday, 17 March 2009 (MEED) MEED reported that at least five companies have submitted technical proposals for the estimated AED1bn ($272m) marine works at the Ruwais refinery in Abu Dhabi. The closing date for commercial bids is 5 April. The contract involves the dredging and reclamation of about 40 million cubic metres of material. The bidders include the local National Marine Dredging Company (NMDC), Van Oord and Royal Boskalis Westminster, both of the Netherlands and two Belgium-based firms, Jan De Nul and Dredging International. The Ruwais refinery has a 400,000 barrels a day (b/d) refining capacity and is part of Abu Dhabi's commitment to develop its downstream capacity. The project manager for the front-end engineering and design (FEED) phase is Fluor Corporation from the US, while Bechtel Corporation, also of the US, is the FEED contractor. Eerder dinsdag liet Vopak al weten dat Van Loon zijn functie in de RvC beschikbaar stelt. Van Loon kampt met gezondheidsproblemen. Gecontroleerd zand zuigen goud voor wetenschap 4 mei 2009 - 11:04 / water & geotechniek Een nieuwe manier van zand zuigen die baggeraar Boskalis toepast, is niet alleen gunstig voor bouwers maar levert bovendien een schat aan informatie op voor de wetenschap. Amateurpaleontologen hebben dat aangetoond in de Bossche nieuwbouwwijk de Groote Wielen. In het diepste geheim vonden ze de afgelopen jaren talloze en soms unieke resten uit de ijstijd. In het oude stroomgebied van de Maas net buiten de stad bouwt Den Bosch 6400 woningen bij, aan en in het water. Het zand dat voor ontwikkeling van de wijk nodig is, komt uit een grote zandwinput die Boskalis leeghaalt. Om goedkoop ophoogzand te scheiden van duurder drainage- en metselzand, sleept snijkopzuiger Den Otter laagje voor laagje als een kaasschaaf over de bodem. De methode is daarom weliswaar trager maar niet of nauwelijks kostbaarder en bovendien veiliger voor bestaande bebouwing in de wijk. Hét voordeel voor de verzamelaar is dat van elke hoop zand op de bouwplaats duidelijk is van hoe diep het materiaal komt en dus hoe oud het is. Verzamelaar Anton Verhagen is sinds 2005 vrijwel dagelijks te vinden op de zanddepots in de Groote Wielen. Tussen het zand van 8 meter diepte lagen ongeveer duizend uitstekend bewaarde botten van vijftien zoogdieren uit de ijstijd soms letterlijk voor het oprapen. Op de koude droge steppe aan de oude Maas liepen 40.000 jaar geleden neushoorns, mammoeten en wilde paarden rond, ontdekte de werkgroep waarvan Verhagen deel uitmaakt. Uit bewerkte stukken bot is vastgesteld dat ook prehistorische rendierjagers rond die tijd in het gebied hebben geleefd. De snijkopzuiger stuitte op een tot de verbeelding sprekend gigantisch dijbeen en opperarm van een mammoet. Maar meer informatie nog leverden alle kleine materialen die in een traditionele zuiger zouden zijn vermorzeld. Oudste Paleontoloog Dick Mol noemt bijvoorbeeld het gevonden schedeltje van een Poolvos die 21.890 jaar geleden leefde, de oudste die ooit gevonden is in Nederland. Door de gecontroleerde zuigmethode bleven verder unieke vliegenpoppen in zoogdierbotten bewaard. Voor het allereerst zijn deze broze poppen van de subarctische aasvlieg gedateerd en vastgesteld op ruim 26.000 jaar oud. Gemeenten, provincies, wetenschappers en hobbyisten kijken met veel belangstelling naar het project in Den Bosch. Anton Verhagen is ervan overtuigd: ,,Over tien jaar werken alle professionals op deze manier.'' In een boek presenteren Verhagen en Mol volgende week de resultaten van hun werk. Fox River, United States The bed of the Fox River is contaminated with PCB (polychlorinated biphenyls) over a distance of almost 19 miles. The project involves processing about 3 million m3 of contaminated dredged material. A large part of the clean sand extracted from the sediment will be re-used on site as well as in other local projects. Tetra Tech Inc. is the main contractor for the clean-up of the Fox River. Boskalis will process the contaminated dredged material, using a desanding and dewatering plant. Boskalis, with her subsidiary Dolman, specializes in soil and sediment treatment, and designed and built the completely new desanding and dewatering plant for this project in just eight months. Never before has a plant of this kind been built on such a large scale and in so little time. Gijón harbor expansion, Spain The harbor expansion in Gijón includes land reclamation for a new transshipment harbor for gas and bulk goods. A total of approximately 20 million m3 of sand will be reclaimed. The project will commence in June and will be executed in approximately ten months with medium-sized trailing suction hopper dredgers. The Boskalis market is driven by long-term factors such as increases in the global population, the growth of the global economy and international trade volumes, developments on the energy markets, and climate change. Boskalis responds successfully to these factors with a broad geographical and operational spread and a selective contracting strategy. The Fox River project is the indirect result of economic growth in the last century and an increased environmental awareness. Boskalis meldt ruim EUR100 mln aan opdrachten in VS, Spanje AMSTERDAM (Dow Jones)--Koninklijke Boskalis Westminster nv heeft twee opdrachten verkregen ter waarde van meer dan EUR100 miljoen in de Verenigde Staten en in Spanje. Dat maakt de baggeraar dinsdag bekend. In de Verenigde Staten heeft Boskalis van de Fox River Cleanup Group het contract verkregen voor de verwerking van met PCB's verontreinigde baggerspecie uit de Fox River in Wisconsin. De totale contractwaarde van dit project bedraagt volgens Boskalis $600-700 miljoen en het aandeel van Boskalis daarin is circa $120 miljoen (circa EUR89 miljoen). Dit project wordt volgens de baggeraar in de komende zeven jaar uitgevoerd. De tweede opdracht kreeg Boskalis in combinatie met Van Oord. Het gaat om de uitbreiding van de Spaanse haven in Gijon. De contractwaarde bedraagt ongeveer EUR65 miljoen. Het aandeel van Boskalis in de contractsom is ongeveer EUR35 miljoen. Nieuws VEB: Smit had aandeelhouders moeten raadplegen over bod 06-05-2009 15:47:00 AMSTERDAM (Dow Jones)--Smit Internationale nv had het voorgenomen bod van Koninklijke Boskalis Westminster nv niet mogen afwijzen zonder de aandeelhouders te raadplegen. Dat zegt een vertegenwoordiger van de vereniging van effectenbezitters (VEB) woensdag tijdens de Algemene Vergadering van Aandeelhouders (AvA) van Smit. Volgens de VEB was er een gebrek aan openheid en is er totaal geen communicatie met de aandeelhouders geweest. "Wij hebben niets vernomen, niets", aldus de VEB. De belangenvereniging stelt dat de directie geen cijfermatige onderbouwing voor de afwijzing heeft gegeven en dat de bevoegdheid tot het afwijzen of toekennen van een bod niet bij de directie, maar bij de aandeelhouders ligt. Han Noten, lid van de raad van commissarissen van Smit, stelt dat er nooit een formeel bod is geweest. "Er was een voorgenomen bod en dat is ingetrokken nadat Smit heeft aangegeven geen positieve aanbeveling aan de aandeelhouders te zullen verstrekken", zegt Noten. De commissaris stelt geen positieve aanbeveling te hebben willen geven omdat het bod te laag was, de strategie van Boskalis niet begrepen werd en de werknemers van Smit niet met een overname zouden zijn gediend. "Het bod lag beduidend onder de EUR62,50 per aandeel en de VEB had aangegeven een bod van EUR62,50 onacceptabel te vinden. Wij durfden hiermee niet eens naar de aandeelhouders te gaan", aldus Noten. AMSTERDAM (Dow Jones)--Smit Internationale nv voert momenteel geen gesprekken met Koninklijke Boskalis Westminster nv over een mogelijke overname van Smit door Boskalis. Dat zegt bestuursvoorzitter Ben Vree van Smit woensdag tijdens de Algemene Vergadering van Aandeelhouders (AvA). "We hebben normaal contact met Boskalis als zijnde een grote aandeelhouder, maar er speelt verder nul komma nul op dit moment. We hebben al onze aandacht nodig voor de recessie", zegt Vree. Boskalis nam in september 2008 een openbaar bod voor op Smit, maar trok dat weer in. Boskalis vergrootte in december wel het belang naar circa 25%. De Nederlandse regelgeving vereist dat er een openbaar bod moet worden uitgebracht wanneer het belang 30% is. Een vertegenwoordiger van de vereniging van effectenbezitters (VEB) stelde woensdag dat Smit het voorgenomen bod van Boskalis niet mogen afwijzen zonder de aandeelhouders te raadplegen. Volgens de VEB was er een gebrek aan openheid en is er totaal geen communicatie met de aandeelhouders geweest. "Wij hebben niets vernomen, niets", aldus de VEB. "Stel dat EUR58 per aandeel niet onjuist was. Het dividend zat daar nog in, dus er moet drie euro worden afgetrokken. Daarna moeten de boekenonderzoeken nog beginnen. Die drijven de prijs nooit op, maar hebben wel altijd verlagende effecten. U kunt nu een sommetje maken en dan klopt het ongeveer", aldus Noten. Of Boskalis nog geinteresseerd is in het overnemen van alleen de Terminals-divisie is bij Smit niet bekend. "Daarvoor wil ik de notulen van de vergadering van Boskalis volgende week graag zien", zegt bestuursvoorzitter Vree. Oud nieuws of niet? Rotterdam, 16 June 2009 - Van Oord has been awarded two project contracts to reinforce coastal defences in the Netherlands. The contracts involve a total sum of approximately EUR 48 million, with Van Oord’s activities accounting for around EUR 24 million. The first project involves sand suppletion along the coast in the Voorne region, where trailing suction hopper dredgers will deposit more than 2.2 million m3 of sand. The client is the Hollandse Delta Water Board. The project is scheduled to be completed in spring 2010. The second project involves reinforcing the coastal defences in Zeeland (Zeeuws-Vlaanderen region) and sand suppletion at Nolle-Westduin (in the Walcheren region). More than 3 million m3 of sand will be deposited on the foreshore and beaches of Zeeuws-Vlaanderen. The dunes at Nolle-Westduin will be reinforced, with 550,000 m3 of sand being carried from the sea over the dunes and deposited on the landward side. The client is the Department of Public Works and Water Management. The project will be completed before the end of this year. Van Oord has joined forces with Boskalis on both projects, which are part of the Public Works' ‘Weak Links' (‘Zwakke Schakels') programme. So-called Weak Links are sections of coast that will need to be reinforced before 2020 in order to satisfy hinterland flood safety requirements in the event of a rise in sea level or an increase in storm frequency, and to meet new wave boundary conditions. Van Oord finished reinforcing the Hondsbossche and Pettemer coastal defence this spring. It is currently reinforcing the Delfland Coast between Hoek van Holland and Scheveningen-Zuid. Boskalis verkrijgt offshore opdracht van € 90 miljoen in Argentinië (22/06/09 08:09 CET) Papendrecht, 22 juni 2009 Een consortium bestaande uit Koninklijke Boskalis Westminster N.V. en Allseas Group S.A. heeft een opdracht verworven voor de aanleg van een gaspijpleiding door de Straat van Magellan in het uiterste zuiden van Argentinië. De overeenkomst werd bij een officiële plechtigheid ondertekend in de aanwezigheid van de President van Argentinië, mevrouw Cristina Fernández de Kirchner. Nación Fideicomisos S.A. tekende de overeenkomst als opdrachtgever en beheerder van de Estrecho de Magallanes Trust. Het contract heeft een totale waarde van circa € 180 miljoen, waarin het aandeel van Boskalis circa € 90 miljoen bedraagt. Het project wordt naar verwachting voor het eind van 2009 afgerond. Het werk bestaat uit het op de zeebodem aanleggen van een nieuwe gaspijpleiding met een diameter van 24 inch die Kaap Espiritu Santo en Kaap Virgenes met elkaar zal verbinden, in de wateren buiten de oostelijke monding van de Straat van Magellan in Argentinië. De totale lengte van de pijpleiding, inclusief de onderdelen op de zeebodem en langs de kustlijn, bedraagt circa 38 kilometer. De diepte van het water (70 meter), sterke stromingen en hoge getijden zorgen voor uitdagende werkomstandigheden. De pijpleiding is van aanzienlijk strategisch belang omdat deze de gasvelden in het zuiden verbindt met het Argentijnse hoofdgasnetwerk. Boskalis zal verantwoordelijk zijn voor het baggeren en weer opvullen van een geul ten behoeve van de pijpleiding in het gebied vlak voor de kust in zowel het noordelijk als het zuidelijk deel van de zeestraat. Boskalis zal tevens het trekken van de pijpleiding vlak voor de kust en de aanlanding van de pijpleiding op zich nemen. Voor dit project zal een jumbo sleephopperzuiger ingezet worden. Het is veruit de grootste offshore-pijpleidingorder voor Boskalis dit jaar, stelt De Jong, die zegt dat de order aantoont dat het energiesegment van de markt nog in orde is, terwijl het totale orderboek in 2009 vertraagt.
