    PM to inaugurate Kishanganga hydro project

    Economic Times reported that Prime Minister Narendra Modi is likely to visit Jammu and Kashmir for two days later this month during which he will inaugurate a hydro-electricity project and participate in the 100th birth anniversary celebrations of Ladakhi spiritual leader Kushak Bakula and a university convocation.

    While the dates are yet to be officially announced, the officials said most probably the prime minister will arrive here on May 19 and dedicate to the nation the 330 MW Kishanganga hydroelectric project, whose progress was monitored by the PMO. The project, located at Bandipore in North Kashmir, envisages diversion of water of Kishan Ganga river to underground power house through a 23.25-km-long head race tunnel to generate 1713 million units per annum.

    The Kishanganga project was started in 2007 but on May 17, 2010, Pakistan moved for international arbitration against India under the provisions of the Indus Waters Treaty 1960 that regulates the use of waters in the shared rivers.

    The Hague-based International Court of Arbitration allowed India in 2013 to go ahead with construction of the project in North Kashmir and upheld India's right under the bilateral Indus Waters Treaty to divert waters from the Kishanganga for power generation in Jammu and Kashmir.

    AES Gener to restructure Chile hydro power project

    REUTERS reported that AES Gener in Chile announced a more than USD 3 billion plan to restructure its Alto Maipo hydroelectric project as it seeks to revive the venture following a series of setbacks last year. Alto Maipo which includes two power plants and a vast array of tunnels running deep under the Andes Mountains outside of Santiago slid into technical default last July after it dismissed one of its contractors, leading to cost overruns.

    AES said Austria's Straba would finance part of the project, receiving USD 392 million over 20 years once it is finished. AES said in a securities filing that "The agreed financial restructuring will fully cover the estimated costs of the project and continue with its development and construction.”

    Alto Maipo has been the subject of regular protests by residents of the Maipo river valley, who say the project would cut off lake water that flows to the Maipo river, affecting the water supply, farming and tourism.

    The problems facing Alto Maipo illustrate the difficulties with mega projects in Chile. Others planned in recent years - such as larger hydropower project HidroAysen- were ultimately halted amid strong local opposition and ballooning costs.

    Duke Energy to sell five small hydroelectric plants to Northbrook Energy

    Duke Energy Carolinas announced that through a competitive bidding process, it will sell five small hydroelectric plants in the Western Carolinas region to Northbrook Energy. The transaction will save customers money over time, while ensuring a continued source of clean energy. The facilities, which have a combined 18.7-megawatt generation capacity, are Bryson, Franklin and Mission hydro stations in the Nantahala area, and Tuxedo and Gaston Shoals hydro stations in the Green/Broad River Basin.

    DEC will purchase all of the energy generated by these facilities for five years through power purchase agreements with Northbrook Energy.

    Mr Randy Herrin, Duke Energy Vice President, Carolinas Regulated Renewables said that "This sale will deliver long-term benefits for our customers and shareholders. Over the past few years, the cost to operate these facilities has risen significantly. Through this transaction, the plants will continue to serve our customers with clean renewable energy, but at a lower cost."

    Mr Chuck Ahlrichs, President of Northbrook Energy said that "Northbrook is pleased with the opportunity to supplement its renewable hydroelectric portfolio in the Carolinas and leverage its local operating efficiencies. Nearly 22 years after our first purchase of hydropower assets from Duke Energy, we are excited to build on our success in the region by expanding employment opportunities and proffering hydropower's baseload capabilities in support of the region's demonstrated desire to deploy intermittent renewables such as wind and solar."

    Northbrook Energy is a privately-held, independent power producer that has been in the hydroelectric business for more than 30 years. The company operates hydro assets in 12 states, including the Carolinas. Northbrook partnered with New Energy Capital Partners, LLC to finance the acquisition of these hydroelectric plants.

    Based on the upkeep investments needed over time, DEC determined it was in the best interest of customers to sell the facilities. Financial terms of the transaction, which will result in net savings for customers over time, are not being disclosed presently. DEC will seek approval from state regulators to establish a regulatory asset for the retail portion of the difference between sales proceeds and net book value.

    The completion of the transaction is subject to approval from the Federal Energy Regulatory Commission to transfer the hydroelectric licenses to Northbrook Energy, as well as other state regulatory approvals.

    Northbrook Energy will be required to comply with all FERC license requirements as well as existing agreements entered into by DEC, which Northbrook will assume.

    Closing is expected to occur in the first quarter of 2019.

    PM inaugurates Kishanganga Hydroelectric Project

    Prime Minister Shri Narendra Modi inaugurated Kishanganga Hydroelectric Project and laid the Foundation Stone of the Pakal Dul Power Project in Jammu & Kashmir. Pakal Dul, with 1000 MW capacity, will be the largest Hydro Power Project in Jammu & Kashmir on completion. It is also the first storage Project in Jammu & Kashmir. The 330 MW Kishanganga Hydro Electric Project, located in Bandipora District of Jammu and Kashmir is a run of river scheme. All units of the project have been sychronised on 30.03.2018 and the annual generation of the main project is 1712.96 MU. The Project has been proposed to be completed at a cost of INR 5882 crore.

    Kishangana H E Project will provide a free power of 13 % to the state, which will be around INR 133 crore per year. There are other benefits to the state like- Employment to the people of J&K, infrastructure development etc. It is estimated that the project engaged about 1850 local persons during construction stage and 750 local persons during operation stage through direct and indirect employment. The Project was handed over to NHPC for execution by the State Government after an MoU was signed between J&K Govt. and Ministry of Power, Govt of India in July 2000.

    The project cost of Pakal Dul as per CCEA sanction is INR 8112.12 crore and it is supported by the Government of India as well as the Government of J&K. Timelines of implementation is 66 Months from the start of the Project. It shall be leading to additional Generation of 650 MU in downstream projects as it is a storage type project and shall improve the water availability during the lean season.

    Pakal Dul project will have immense benefits for J&K. Around 3000 persons shall be employed directly/ indirectly during construction phase of the project. Further, around 500 persons shall be employed directly/indirectly during operation phase of the Project. It has been agreed that the Govt. of J&K shall be getting 12 % free power after 10 years of commissioning of the Project and water usage charges as applicable. Additional 1 per cent free power will go towards Local Area Development Fund. Govt. of J&K has first right to purchase balance power of NHPC (49%) & PTC (2%). Furthermore, local population will be benefitted by the improvement and widening of roads and improvement of bridges under the Project.

    Montenegro power firm EPCG sees surge in Q1 profit on healthy hydro

    Economic Times reported that net profit at Montenegro's power utility Elektroprivreda Crne Gore soared in the first quarter to 30.8 million euros ($36 million), boosted by healthy power generation. The company said in a monthly newsletter that EPCG recorded just 235,000 euros net profit in the same period of 2017, when drought curbed hydropower generation and boosted imports.

    The utility said its revenues rose 32 percent to 91.7 million euros and costs fell 15 percent to 61.5 million euros. It said it generated 1,685 gigawatt-hours (GWh) of electricity, up 138 percent from the first quarter of 2017.

    Mr Branislav Pejovic CFO said that "Good hydrology helped the financial result. The quarterly revenues grew 14.3 percent more than anticipated.”

    Montenegro's government increased its stake in EPCG this month to 70.16 percent from 57 percent, after Italy's biggest regional utility A2A, which holds the remainder, decided to pull out from EPCG.

    EPCG operates around 870 megawatts (MW) of installed capacity.

    Laos proposes new Mekong power project

    LAOS will undertake a prior consultation with Mekong River Commission members over a new Mekong hydropower project, the MRC Secretariat has announced. The Mekong River Commission Secretariat released a media statement saying that it had received an official notification from the Lao government that it would undertake the formal process of prior consultation on its Paklai hydropower project. The planned run-of-river dam will be located in the Paklai area in the northern province of Xayaboury. Electricity generation facilities would operate continuously year-round and produce 770MW of power, the MRC media statement said. Prior consultation

    The Lao government proposed the prior consultation with Mekong River Commission members over the Paklai hydropower project as part of its obligations under the 1995 Mekong Agreement. The MRC Secretariat will, within one month, review the document and verify its completeness against the prior consultation procedures before forwarding the case to the MRC’s Joint Committee, a body consisting of four member countries’ representatives at the head-of-department level where the consultation takes place. The prior consultation is part of the MRC’s procedural rules on cooperation on water use of the Mekong mainstream: Procedures for Notification, Prior Consultation and Agreement.

    This process normally lasts six months, but could be extended further by the Joint Committee. The MRC has so far experienced three prior consultation cases the Xayaboury, Don Sahong, and Pakbaeng hydropower projects, all of which are situated on the Mekong mainstream in Laos.

    Jangi hydro power project in Himachal Pradesh likely to get cabinet nod

    Economic Times reported that hanging fire for the past 12 years, the issue of Jangi-Thopan-Powari hydro power project, proposed on Satluj river in Kinnaur district, is likely to come up for approval during the cabinet meet on July 24.

    Initially, the project was proposed to have a generation capacity of 960 MW, but now it has been reduced to 600 MW. Residents of areas likely to be affected are already opposed to this project. The tender for the project was first floated in 2006. But in the last 12 years, project allocation had remained a challenge for the state government. The cabinet in July 2013 had decided to go for rebidding for its allotment following legal dispute.

    The state government earlier had allotted the project to Brakel Corporation as two separate entities (Jangi-Thopan and Thopan-Powari) of 480 MW each following competitive global bidding process. But, the cabinet later decided to re-bid the Jangi-Thopan and Thopan-Powari projects as a single Jangi-Thopan-Powari project of 960 MW capacity as per the new hydel policy. Sources said now, the generation capacity has been reduced by 360 MW and the proposal would be placed before the cabinet for approval on Tuesday.

    Meanwhile, green activists have claimed that the project would have adverse impact on the fragile ecology of Kinnaur district. Environment activist Manshi Asher from Himdhara said, "Given that these are high-altitude regions and are ecologically fragile and more at risk due to climatic variations, these should be declared as 'eco sensitive zones' where no major construction activity should be allowed," she added.

    Bosnia hydropower project draws interest from 19 firms

    REUTERS reported that nineteen international firms have expressed interest in taking part in the construction and financing of the 160 MW Dabar hydropower plant in southeastern Bosnia.

    Country's hydropower production manager Ilija Tamindzija told Reuters that they include General Electric, Strabag, Turkish Enka, as well as seven Chinese firms such as Dongfang Electric Corp and Norinco International Cooperation.

    The Dabar plant on the Trebisnjica river will be part of a planned 250-MW hydropower complex, Gornji Horizonti, which is designed also to incorporate two smaller hydropower plants, Nevesinje and Bileca.

    The cost of building the Dabar plant is estimated at 200 million euros (USD 234 million).

    Mr Tamindzija said interested partners would soon be invited to submit formal bids for the plant, which will produce 251 gigawatt hours of electricity a year.

    Partners should finance at least 85 percent of the project's value, and their investment would be repaid in electricity or cash. The rest would be financed by HET.

    Hydro power plants in Himachal Pradesh shut; shortage in north India

    Economic Times reported that heavy rain in Himachal Pradesh led to an abnormal rise in the level of the silt content in the Satluj river, forcing the authorities to keep the operation of three mega hydropower plants shut on the third day. The closure of the projects disrupted power supply to the northern states, including Delhi.

    An official with the Satluj Jal Vidyut Nigam Ltd (SJVNL) told IANS that "The 1,500 MW Nathpa Jhakri plant and 412 MW Rampur Hydro Electric Project has been closed since August 7 as the silt content in the river rose more than the permissible limit.”

    The company operates both the hydro projects. SJVN operates the Nathpa Jhakri hydropower project in Kinnaur district, while the Rampur plant is located in Shimla district.

    An official said that likewise, the 1,000 MW Karcham Wangtoo Hydroelectric Project, also located in Kinnaur district, has been closed, officials said in Shimla. The projects are likely to resume operation on Friday,

    The closure of the hydro plants has led to a power crisis in the northern region. The northern power grid came under strain as the states procuring power from the projects were forced to overdraw from the grid.

    The projects supply power mainly to Punjab, Haryana, Chandigarh, Himachal Pradesh, Delhi, Jammu and Kashmir, Rajasthan, Uttar Pradesh and Uttarakhand.

    These outages have resulted in shortage of power by 800-1,000 MW in the state, Himachal Pradesh State Electricity Board Ltd Chief Engineer (System Operations) Suneel Grover told IANS.

    Uganda president Mr Museveni inspects construction work of China-financed hydro power plant

    Xinhua reported that Ugandan President Mr Yoweri Museveni recently inspected the construction work of the country's largest hydro power plant financed by China. Museveni accompanied by government officials, Chinese ambassador to Uganda and local leaders toured Karuma Power Plant in the midwestern district of Kiryandongo. Mr Museveni said that "I want to thank the Chinese government because we made a contribution from the government of Uganda money, but the bigger money came from a soft loan from China."

    Uganda contributed 15 percent as counterpart funding while China Export and Import Bank is providing financing of up to 85 percent. The total cost is 1.4 billion dollars for the generation plant.

    He also hailed Sinohydro, the main contractor of the electricity infrastructure for the good work of ensuring the provision of 600 megawatts instead of the initial 200 megawatts that was suggested by the other companies.

    Bosnia's regional government readies for hydro power plant tender

    Reuters reported that energy ministry of Bosnia's autonomous Serb Republic is in final stages of preparations to call a tender for the construction of Buk Bijela hydro power plant, revising its capacity up by around a third to between 120 and 125 megawatts. The region's power utility ERS in 2016 won rights to build and then operate the plant on the Drina river in eastern Bosnia for 50 years and help diversify Bosnia's energy mix. The initial value of the project, set to commence this year and take five years to complete, was put at around 193 million euros (USD 221 million).

    Unlike its Balkan neighbours, which rely on imports to cover much of their demand, Bosnia is able to export power thanks partly to its hydro power capacity, which provides 40 percent of its electricity. The rest of its power comes from coal-fired power plants.

    ERS operates two coal-fired power plants with a combined capacity of 600 MW and three big and several small hydro power plants with a total capacity of 617 MW.

    Several Chinese companies have expressed interest in taking part in the construction and financing of the Buk Bijela project.

    Armenian to tighten license for hydro power plant construction

    ARKA reported that Armenian government intends to tighten requirements for provision of a license for building a hydro power plant. Haykakan Zhamanak (Armenian Time) reported that the intention is prompted by the environmental problems which emerged as a result of using rivers.

    As per report the government has submitted to the National Assembly a package of amendments to the law on water. The amendments propose to prohibit construction of hydro power plants on rivers where endemic fish species or species mentioned in Red Book live.

    According to the media source, there are many restrictions in the current law, and if the law has been respected before, many environment damaging hydro power plants would have not been built in the country. --0---

    SJVN aims to produce 5,000 MW in 5 years

    Times Of India reported that SJVN, a joint venture of the Centre and Himachal Pradesh government which manages hydropower projects on the Satluj river, is aiming to enhance its installed capacity from the existing 2,000 Mw to 5000 Mw in five years with an investment of INR 16,000 crore. While INR 5,000 crore will be raised through equity, INR 11,000 crore will be sourced by way of debt financing from banks. Revealing plans of the company, SJVN chairperson and managing director Mr Nand Lal Sharma said SJVN was heading for unprecedented growth and the company had projects of international repute in its kitty. He added that “SJVN has envisaged internal growth targets of an installed capacity of 5000 Mw by 2022-23, 12000 Mw by 2030, and 25000 MW by 2040,” he added.

    He said SJVN would produce an additional 4018 Mw once all its proposed and ongoing projects would be finished. “Projects with a potential of 1572MW generation capacity are under construction, 1848 Mw under pre-construction and investment approval, and 598MW capacity is in the investigation stage,” he said.

    He said SJVN was in the process of executing more power projects in the states of Himachal Pradesh, Uttarakhand, Bihar and Gujarat, and had even forayed into the neighboring Nepal and Bhutan.

    Congo inks deal for USD 14 billion Inga hydroelectric project

    Reuters reported that Congo signed a joint deal with a consortium led by China Three Gorges Corporation and another Spanish-led consortium to develop its USD 14 billion Inga 3 hydroelectric project.

    Inga 3 is part of a $50 billion-$80 billion project to expand hydroelectric dams along the Congo River, but it has repeatedly been delayed by red tape and disagreements between Congo and its partners.

    SMC unit to expand Pangasinan hydropower plant capacity

    Business Mirror reported that STRATEGIC Power Development Corp the independent power producer administrator of the 345-megawatt San Roque power plant in Pangasinan, wants to expand the power capacity of the hydro facility to 1,200 MW. SPDC is a unit of SMC Global Power Holdings Corp., the power business of conglomerate San Miguel Corp.

    SMC President Ramon S. Ang said that “We have already planned this. After we pay PSALM [Power Sector Assets and Liabilities Management Corp.], we can now convert San Roque to pump hydro and produce 1,200MW.”

    On December 15, 2009, SPDC successfully bid for the appointment to be the IPPA for the San Roque power plant and received a notice of award on December 28, 2009. SPDC assumed administration of the power facility on January 26, 2010, in accordance with an IPPA agreement with PSALM.

    SPDC is set to take over the 345-MW hydroelectric multipurpose power project in 2024.

    Mr Ang encouraged investors to put up more renewable-energy projects. “Filipinos should put up more pump hydro and battery storage. In some areas, you can put up wind and solar.”

    In August last year, SPDC announced plans to build a 500-MW pumped storage hydro project in Tarlac province.

    Himachal Pradesh Cabinet decides to allot 780 MW Kinnaur hydro project to SJVN

    Economic Times reported that Himachal Pradesh Cabinet has decided to provide 25 per cent subsidy for setting up of private hospitals in rural areas in the state. The Cabinet meeting held under the chairmanship of Chief Minister Jai Ram Thakur decided to introduce the 'Swasthya Mein Sahbhagita Yojna' to ensure improved access and affordability of quality healthcare services in rural areas, he said.

    Under this scheme, 25 per cent capital subsidy up to investment of Rs 1 crore in building, machinery and equipments will be provided to any individual, firm, company, trust or society to establish a private allopathic hospital in prescribed area as per established standards, the spokesperson said, adding that it would also be provided 5 per cent interest subsidy for three years on maximum loan of INR 75 lakh.

    The Cabinet also decided to allot 780 MW Jangi-Thopan-Powari Hydro Electric Project in Kinnaur district for execution to the Satluj Jal Vidyut Nigam (SJVN).

    The Cabinet decided to upgrade eight government primary schools to middle schools and two middle schools to high schools in Sirmaur, Mandi and Una districts along with creation and filling up of requisite staff.

    Statkraft acquires hydropower in Brazil

    Statkraft has signed an agreement with EDP Energias do Brasil to acquire a cluster of eight operational hydropower plants in the state of Espírito Santo in Brazil. The portfolio has a total installed capacity of 131.9 MW and will expand Statkraft’s operations in Brazil.

    In Brazil Statkraft owns 81 per cent of Statkraft Energias Renováveis (SKER) with the Brazilian pension fund FUNCEF owning the remaining 19 per cent. The generation portfolio consists of six hydropower plants and four wind farms. In addition, Statkraft has a minority ownership in four other hydropower plants. In total the portfolio is 318 MW, while the acquisition of the eight hydropower plants will bring Statkraft’s fleet in Brazil to around 450 MW.

    Under the agreement Statkraft Energias Renováveis (SKER) will take over 100 per cent of EDP Energias do Brasil’s shares in EDP PCH (owner of 7 operational hydropower plants) and Santa Fe Energia (owner of 1 operational hydropower plant). The transaction is subject to regulatory approvals.

    Statkraft’s Executive Vice President Jürgen Tzschoppe said that “This acquisition is a good fit with our strategy to build scale profitably in the markets where we are already present. It also positions Statkraft well for further development in Brazil, a key growth market for Statkraft.”

    JSW Energy to revive 240 MW hydro project, eyes acquisitions

    Economic Times reported that Sajjan Jindal-led JSW Energy, that is reviving an old hydropower project plan and is scouting for acquisitions, has warned that the sector needs immediate attention as problems have crippled new projects. The company is hoping to revive a 240-MW project it had planned in the Chamba district of Himachal Pradesh in 2007, which had to be put on the backburner as there were no buyers for electricity then. It now aims to build it with an investment of ?2,500 crore, with the hope to sign a power purchase agreement soon.

    The company is upbeat on the hydropower units it had acquired from Jaiprakash Power as it has been able to scale up generation by improving operations and introducing better maintenance programmes to increase the number of productive days.

    Mr Sharad Mahendra, chief operating officer of the energy business at JSW Energy said that “We want the government to ask banks to finance hydropower projects because they are not very keen. Even the loan tenure needs to be changed to match the long gestation period of these projects. Also, the recognition of depreciation needs changes as it will make the projects more competitive.”

    De natuur staat nergens zo erg onder druk als in de zoetwatergebieden op aarde, blijkt uit de Living Planet Index die vandaag verschijnt. Het tweejaarlijkse rapport van het Wereld Natuur Fonds en wetenschappelijke instituten luidt de noodklok over de enorme achteruitgang van het leven in rivieren, moerassen en deltagebieden. Van de oorspronkelijke populaties zoogdieren, vogels, reptielen, amfibieën en vissen die daar in de jaren 70 nog leefden, is nog maar 17 procent over. Vooral in tropische gebieden gaat de situatie hard achteruit.

    Oorzaken zijn vervuiling, overbevissing, landbouw (irrigatie en inpoldering) en de grootschalige aanleg van stuwdammen. Vrij stromende rivieren worden steeds zeldzamer, concludeert het rapport. Nu al zijn er in de wereld meer dan 50.000 grote dammen. Komende jaren komen daar nog zeker 3600 al geplande stuwdammen bij.

    Klimaatdoelen
    In bergachtige gebieden zijn waterkrachtcentrales in stuwdammen dé manier om op grote schaal groene energie op te wekken. Terwijl we in het platte Nederland vooral inzetten op wind- en zonne-energie, zien veel landen met meer hoogteverschil waterkracht als sleutel om de klimaatdoelen van Parijs te halen.

    Dat de natuur de dupe is van die manier om de CO2-uitstoot op aarde te verminderen, is een wrange conclusie, erkent Bart Geenen, hoofd van het zoetwaterprogramma van WNF. ,,We zijn niet tegen stuwdammen. Je kunt ook goede stuwdammen bouwen, waar vissen en sediment kunnen passeren. Maar helaas zien we dat er nu veel slechte worden gepland, op ongelukkige plaatsen en in kwetsbare natuurgebieden.”

    In totaal zijn de populaties wilde dieren in de wereld sinds 1970 wereldwijd met gemiddeld 60 procent afgenomen, volgens de nieuwe Living Planet Index. Zuid- en Midden-Amerika spannen de kroon met een dramatische afname van 89 procent. Tekenend is volgens het WNF dat afgelopen vijftig jaar 20 procent van het Amazone-regenwoud is verdwenen.
