HANOI -(Dow Jones)- Vietnam's State Securities Commission is seeking the government's approval to narrow the daily trading band of shares from the current 5% so as to limit sudden plunges in the stock market's key index, SSC Chairman Vu Bang said Tuesday. He didn't give any other details but said that the proposal was put together in the face of a "fast decline of the key index." Speaking to state-owned Vietnam Television, Bang said the index has fallen significantly in recent times because many banks are trying to offload collateral shares for cash as share prices have dropped to new lows. Hanoi-based analysts said the government's anti-inflation efforts launched in the first two months of this year have drained banks of dong funds, forcing them to sell mortgaged stocks for cash. Vietnam's key index, the VNidex, has dropped 46.4% so far this year, and 55% from its peak in March last year, said Phan Hong Quan, director of Euro Capital Securities. He added that Vietnam's stock market is experiencing a short-term correction after a period of hot growth pushed prices up to unrealistic highs. "The market's average price on earnings ratios is just 12, much lower from above 20 some months ago," Quan told Dow Jones Newswires. "Retail investors are fleeing, but institutional players are ready to enter as prices have become very attractive," Quan said. He expects government agencies to step in to support the market if the key index drops below 450. Since 2003, the SSC has allowed a 5% daily trading limit - the percentage by which share prices can rise or fall each day. In 2001, it had reduced the limit to 2% from 7% to lower risks for investors after the key index started to fall fast after reaching a relative high. Vietnam's stock market ended 4.7% lower Tuesday with most of the 153 stocks falling by the daily limit. -By Nguyen Pham Muoi, Dow Jones Newswires; 844-8250732; phammuoi.nguyen@dowjones.com (END) Dow Jones Newswires March 25, 2008 03:59 ET (07:59 GMT)

    Hun reactie:
    Dear Investors,

March 2008 is proving to be the worst month in the Vietnam Stock Market’s recent history. The drop of 21% in the VN-Index from 1 March to 25 March has had a negative impact on VOF’s NAV, which will be made available a few days after the end of March.

    What’s happening
Since 1 January 2008, the VN-Index decreased 46% to 497 points (25 March 2008). About one year ago, the VN-Index hit its record high of 1,170 points.

    Why?
Inflationary pressure of almost 16% (year-on-year for February 2008) has forced the State to implement certain measures to reduce liquidity in the system. This has lead to higher interest rates (upwards of 18% at one time, and now down to a cap of 12%) and sell-offs in the listed market.

We believe the market has gone through the margin call level and now into the unwinding or clearing of repo shares level. Repo shares are shares being used as collateral for loans. As the market drops the coverage ratio drops leading to margin calls and eventually to the stage of contract liquidation. We believe the market will continue to sell (more than buy) until the inventory of repo shares is depleted.

Further, the State Securities Commission has declared that starting 27 March 2008, the price trading band will be reduced from 5% to 1% for the Ho Chi Minh City Stock Exchange and from 10% to 2% for the Hanoi Stock Exchange. This was done before in 2001 with relative success when the market was decreasing rapidly. We believe this is a temporary measure.

We believe that tightening the trading band will slow the selling and give time for the State Capital Investment Corporation to buy the inventory of repo shares and, with luck, return the market to normalcy.

    Impact on VOF
As at 29 February 2008, VOF’s exposure to the listed market was 34% of total NAV. This component of VOF’s portfolio will certainly decline with the VN-Index (the figures will be provided a few days after month end). VOF’s exposure to the OTC market was 25%. We believe this component will also decline but not as steeply as the VN-Index. VOF’s remaining portfolio of private equity, property assets and other assets will see a much lesser impact.

What VinaCapital is doing about this?
VinaCapital continues to execute its investment strategy by investing in privately negotiated deals while looking for exits in these investments when they list in the future. Given the valuation downturn, we are now able to negotiate better terms and valuations. Further, we believe valuation is “relatively” inexpensive for listed assets and have allocated a small amount to accumulate listed shares deemed to have the following characteristics (1) highly liquid, (2) good management, and (3) in sectors that we are bullish on. We are also exploring exit opportunities via trade sales for matured cases such as Masan, Kido and Vinacafe.

We would like to invite you to join the investor conference call for more update of the capital market. Speakers are Andy Ho, MD, Head of Investment and Don Lam, CEO of VinaCapital.

The call will be started at 16.30 Vietnam time on Tuesday, 1st April, 2008. Please see attached the dial in details.

We look forward to speaking to you soon.

    Sincerely,

Vietnam is wat mij betreft gewoon klein extra gokje.

China heb ik eind vorig jaar afgebouwd (lucky me), maar heb wel een relatief groot belang in robeco emerging markets fund.
