    NioCorp Developments Ltd. Reaches Agreement on Commercial Terms of Institutional Investment of up to US$10.5 Million, Subject to Definitive Agreement

    CENTENNIAL, Colo. (November 23, 2015) -- NioCorp Developments Ltd. ("NioCorp" or the "Company") (TSX: NB; OTCQX: NIOBF; and FSE: BR3) is pleased to announce it has reached an agreement on the major commercial terms of a convertible security investment (the "Investment") with a New York-based institutional fund manager of up to US$10.5 million in NioCorp. Finalization of the Investment remains subject to the investor's final due diligence review, approval by investor's investment committee, TSX approval, and finalization of a security package for the Investment.

"We look forward to shortly announcing full details of this financing and to continuing to progress toward completion of a bankable feasibility study for our Elk Creek, Nebraska niobium / scandium / titanium project."

    According to NioCorp's October 2015 Preliminary Economic Assessment (PEA), its Elk Creek project is projected to have a pre-tax net present value (NPV) of US$3.07 billion (US$2.30 billion after-tax), a pre-tax internal rate of return (IRR) of 31.7% (27.6% after-tax), and average pre-tax cash flow of US$438 million per year after upfront capital costs of US$979 million. These projections were calculated using an 8% discount rate.

    The project is expected to produce 7,490 tonnes per annum (tpa) of Ferroniobium, 97 tpa of Scandium Trioxide and 23,960 tpa of Titanium Dioxide over a 32-year operating life, according to the October 2015 PEA. Niobium is a crucial component in high strength, low-alloy ("HSLA") steels for bridges and buildings, high pressure oil and gas pipelines, lightweight and fuel efficient cars and is also used in the manufacture of stainless steel, MRI machines, wind turbines and jet engines. Scandium is used as an alloy with aluminum, dramatically increasing strength and weldability while improving corrosion resistance. Its properties are useful in the aerospace and transportation industries, and are critical in advanced fuel cell technologies.

    There can be no assurance that the Investment will close, as execution of definitive agreements, completion of due diligence, and receipt of TSX acceptance are still required.

    Goedemorgen,

    Niocorp heeft grote sprongen gemaakt.

    Afgelopen week was er een update. Momenteel wordt er personeel aangetrokken in voorbereiding op het definitief bouwen van de mijn. Volgens de CEO Mark Smith staat de bouw nog voor 2016 gepland.

    Afgelopen week was er plotseling nog een mogelijkheid om relatief goedkoop te kopen maar vele mensen zagen deze kans.

    Momenteel wordt er nog gewerkt aan een studie die belangrijk zal gaan zijn voor de uiteindelijke financiering/planning bouw maar waar nu nog specialistisch onderzoek wordt gedaan om eventueel later meer van te kunnen profiteren.

    Niocorp heeft al de ondersteuning van Thyssen Krupp en de Duitse overheid.
    Schijnbaar zijn de Amerikaanse instanties zelf ook al geïnteresseerd.

    Beleggen is vooruitdenken en met nog maar 3/4 jaar voor de boeg voor mogelijke bouw en met een nog kortere tijd voordat studie en gevolgen bekend worden gemaakt dringt de tijd.

    "Minerals Closer to Home in Nebraska"

    "Nebraska is not considered a mining state, but it can claim deposits of niobium, scandium, and titanium.
    Although none are key in the race towards high-capacity batteries, each are designated critical minerals
    and are the subject of supply chain concerns and of U.S. strategic planning. Niobium is mostly used
    in steel and other superalloys making them lighter and stronger. Scandium is used in aluminum alloys
    and ceramics with projections for use in aerospace and fuel-cell applications. Titanium is also used in
    metal alloys and as a pigment.26
    The presence of economically significant deposits of these important minerals has been known since
    the early 1970s. Field exploration was conducted in the 1970s and 1980s at a site near Elk Creek in
    southeast Nebraska. The current owner of the site, NioCorp, began detailed exploration studies and
    completed27 a feasibility study in 2019. A 2022 report found that a significant amount of REEs may be
    present as well, suggesting Nebraska may have the second largest deposit in the United States.28
    NioCorp has already spent $60 million for exploration, permitting, and feasibility studies on its Elk
    Creek Project.29 It has secured all federal construction permits through the Nebraska Department of
    Environment and Energy, signed a contract with the Nebraska Department of Economic Development
    for $200 million in tax credits and secured purchase contracts for portions of its niobium and scandium
    output. One of these contracts with a German firm may make the project eligible for guaranteed loans
    from the German government. However, after years of preparation there is still no mine."
