    WASHINGTON - De Amerikaanse regering van president Joe Biden dient in het Congres een wetsontwerp in over het geven van een verblijfstatus aan illegalen. Dat zou miljoenen mensen uitzicht bieden op het staatsburgerschap, melden Amerikaanse media donderdag.

    Biden heeft zich altijd gekeerd tegen het strenge migratiebeleid van zijn voorganger Donald Trump en beklemtoonde op de eerste dag van zijn presidentschap dat hij er onmiddellijk werk van ging maken.

    De legalisering van illegalen, waarvan bijna de helft uit Mexico komt, is al lang een prioriteit van Democratische en liberale politici die ervan uitgaan dat illegalen bijdragen aan de economie en er toch steeds minder illegalen komen.

    Trump

    Trump heeft juist het uitzetten en tegenhouden van illegalen al sinds zijn verkiezingscampagne van 2016 verbaal tot zijn speerpunten gemaakt. Ook zou hij een muur langs de Mexicaanse grens bouwen.

    Praktisch gezien bleven de deportaties van illegalen ver achter bij waarmee Trump had gedreigd.

    Onder zijn Democratische voorganger Barack Obama werden er in diens eerste regeerperiode bijna drie keer meer illegalen uitgezet dan onder Trumps regering.

    Als van het aantal uitzettingen zou kunnen worden afgeleid hoeveel illegalen er zijn, komen er inderdaad minder. In 2010 zetten de VS nog naar schatting 230.000 mensen zonder verblijfsstatus uit en in 2020 ruim 50.000.

    Dreamers

    Biden wil nu stoppen met uitzetten en feitelijk een amnestie regelen, ook voor de zogeheten 'Dreamers'. Dat zijn honderdduizenden mensen die als kinderen illegaal zijn gekomen en hun volwassen leven in de VS zijn begonnen.

    Zij genoten rechtsbescherming tot 2017 toen de regering Trump dat afschafte.

    Het is niet bekend hoeveel mensen illegaal in de Verenigde Staten zijn. De meeste schattingen stellen ergens tussen de tien en twaalf miljoen mensen.

    Onder hen bijna twee miljoen uit Centraal-Amerika (voornamelijk El Salvador, Guatemala en Honduras) en bijna anderhalf miljoen uit Azië.

    Volgens onderzoekers zijn de meeste illegalen al heel erg lang in de VS, naar schatting twee derde al langer dan tien jaar. De VS tellen hoe dan ook erg veel 'nieuwkomers' onder de bevolking.

    Zo zijn van de bijna 330 miljoen inwoners rond de 45 miljoen niet in de VS geboren.

    Vandaag 1ste dag hearing, in de Senate judiciary committee, van Merrick Garland voor zijn aanstelling als Attorney General bij het department of Justice

    Joyce Alene, @University of Alabam LawSchool Prof Legal analyst @MSNBC@NBCNews :

    Merrick Garland: Willing to step away from lifetime appointment as a federal judge because of the importance of DOJ and the rule of law.

    Garland calls family separation policy "shameful" & commits to cooperating with Congressional oversight hearings on this issue as well as annual oversight hearings. "Of course" he says, "I will cooperate" after Durbin notes there was no such participation over the last 3 years.

    Judge Garland says he spoke with judiciary ethics advisors ahead of hearing and that while Canon 3 bars comment on any pending cases, he is free to talk about policy.

    Asked about whether he discussed Hunter Biden with POTUS, Garland says Biden's commitment that decisions about investigations & prosecutions would be up to DOJ was "the reason I was willing to take on the job."

    Asked about Trump's view he could "do whatever he wanted with the Justice Dept.," Garland says the President is constrained by the Constitution — novel & reassuring after the last 3 AG's.

    Lindsey Graham congratulates Judge Garland and says he thinks he's a great choice for AG

    Garland agrees that covering up wrongdoing is never a reason for DOJ to avoid answering questions from Congress. This is really important, given that it's was Barr did. But it's shocking that it was a necessary question/answer for an AG confirmation when you think about it.

    Sen. Cornyn asks Garland to confirm that politics won't affect his decisions about prosecutions, which Garland, of course, affirms. And all I can wonder is where Cornyn was for the last 4 years?

    Garland tells Sen. Klobuchar he will reassure DOJ employees his job is to protect their work from political interference. Again, this should go without saying. Again, this is novel after watching Barr meddle in the Stone, Flynn, etc. cases.

    Garland says he's very committed to requiring AG sign off before subpoenas can be issued to journalists. This begs the whole question of who a journalist is, as the internet continues to evolve ahead of the law.

    On 2nd Amendment, Garland says his views are informed by precedent, including the holding in Heller about fundamental rights. He says the President can pursue his policy goals, subject to the limitations of the Constitution.

    On the day after what would have been John Lewis's 81st Birthday, Judge Garland commits that if confirmed, he will work with Congress to restore voting rights protections & believes measure that make it possible for more people to vote are good.

    Garland expresses concerns about the high number of exonerations following death penalty sentences and its "racially disparate impact" (ie it's applied more to black defendants than white ones). He says he expects direction from the President on the policy issue.

    We zien in de V.S. de kapitaalrente oplopen.
    We zien de prijzen van grondstoffen stijgen.

    Een aantal vooraanstaande economen vreest dat het $1.9 biljoen stimuleringspakket van Sleepy Joe Biden zal leiden tot inflatie.

    En vandaag zinspeelde minister van financiën Janet Yellen op verhoging van de vennootschapsbelasting (corporate tax) en vermogenswinstbelasting (capital gains tax)

    Inflatie lijkt zich dus aan te dienen en veel Amerikaanse beleggers trekken alvast hun conclusies en nemen winst. Geen wonder dat de Amerikaanse beleggers gas terugnemen en de torenhoge noteringen van vooral techfondsen stukje bij beetje afwaarderen.
