MIGA backs development of 420 MW Nachtigal hydropower in Cameroon
MIGA, a member of the World Bank Group, has issued EUR 164.5 million (USD 188 million) in guarantees to two investors in the Nachtigal Hydropower Company. The agency has provided breach of contract cover for up to 15 years to French power developer and operator EDF International, as well as STOA, a French infrastructure investment vehicle that focuses primarily on Africa.
MIGA guarantees have been provided alongside payment and loan guarantees from the IBRD, and an investment, loan and risk management swaps by IFC.
The 420 MW Nachtigal Hydropower Project on the Sanaga River, about 65 km northeast of Yaounde, will contribute an additional 30% of installed generation capacity in Cameroon, along with significant climate co-benefits.
The project is being developed on a build, own, operate and transfer basis under a 35-year concession agreement between the project company and the Republic of Cameroon, and a power purchase agreement exists between the company and Energy of Cameroon a privately-owned electricity distribution company. One of few hydropower public-private partnerships in Sub-Saharan Africa, the project will sell power to ENEO at a rate of EUR 0.061/kWh (USD 0.070) among the lowest tariffs for a hydropower plant.
Nachtigal will be connected to the Southern interconnected grid, which represents about 94% of Cameroon’s national electricity consumption.
MIGA Executive Vice President and Chief Operating Officer Keiko Honda said that “As a project in an IDA-eligible country, as well as one with significant climate change mitigation benefits, the Nachtigal Hydropower Project is a high priority for MIGA. Equally importantly, I am pleased this project has mechanisms to help address environmental and social concerns, which are of utmost importance to MIGA.”
As of 2015, total power generation in Cameroon reached 6,426 GWh, with a total installed capacity of 1,286 MW of which hydropower accounts for about 60% of total installed capacity.
Six out of 10 of Cameroonians have access to electricity, and peak demand is expected to quadruple by 2035. The country has the third largest hydropower development potential in Sub-Saharan Africa, and forecasts estimate that hydropower will represent about 75% of the energy mix by 2023.
A comprehensive environmental and social management plan has been prepared and addresses environmental impacts, health and safety, labor influx, and organizational capacity. An integrity due diligence review was undertaken by IFC.
The project was originally developed through the IFC Infraventures program.
Commenting on the transaction, Ms Marie-Laure Mazaud, deputy chief executive officer of STOA, added that "The Nachtigal Dam provides a concrete response to the significant demand for electricity in Cameroon, and is a reference project for the development of similar hydro projects in Africa in the near term. We are pleased to collaborate with the Republic of Cameroon, EDF, IFC and Africa50 to provide sustainable and accessible energy for the Cameroonian population. The social economic impact of Nachtigal project will be huge in terms of local employment and economic growth."

RusHydro to add solar to Nizhne-Bureyskaya hydropower plant'
Water Power Magazine reported that Russian energy firm RusHydro is to develop a pilot solar project on the Nizhne-Bureyskaya hydroelectric plant, helping to unlock additional output at the 320MW plant. The 1.275MW solar plant will feature PV modules manufactured by Hevel with overall area of 6700m2. It will have an expected annual production of 1.4GWh and is expected to reduce cost of electricity for the hydro plant’s own needs thus unlocking additional output.
The Amur region where the hydro plant is located is ideal for the development of PV generation with 240 sunny days in a year, says RusHydro. The ground-filled dam of Nizhne-Bureyskaya has 30,000m2 of open unshadowed space and the tailrace slope of the dam is facing South-West, making it an optimal location for capturing solar energy.
The plant will use heterojunction solar modules manufactured in Russia with unit capacity of 370W. The new generation PV panels have an efficiency rating of over 23%, or 20% more efficient than traditional polysilicon panels and are equally operational under both, low and high outdoor temperatures.
Nizhne-Bureyskaya is the second plant of the Bureysky hydropower complex and acts as counter-regulator for Bureyskaya hydropower plant.
The solar plant is expected to be commissioned at the end of 2019.

Blasts in India-assisted hydropower project site in Nepal
Times Now News reported that an unidentified group has exploded three improvised explosive devices near the powerhouse of under construction Arun III Hydropower project, which is being developed with India’s assistance in the eastern part of the Himalayan nation, according to a media report. The incident happened on Thursday near the power house of the hydro project that led to the damage of a generator and a boomer, the Himalayan Times reported.
Mr Rameshwor Pandit, Police Inspector, was quoted as saying in the report that “We are searching for the group involved in carrying out the explosions. Security personnel from Nepal Police and Nepal Army have been mobilised at the incident site following blasts.”
Arun-III is the largest capacity project in the country and is scheduled to be constructed within the next five years.

Polavaram to add 980 megawatts of hydel power to state grid
Times Of India reported that Polavaram project, considered the lifeline of Andhra Pradesh, will also make the state surplus in power generation. It will add about 980 megawatts of hydel power to the state grid. At present, the state has an installed capacity of 2,336 megawatts of hydel energy. Once Polavaram and other projects are completed, the total hydel power generation in AP will touch 4,600 megawatts.
Chief minister N Chandrababu Naidu, who reviewed developments in the energy sector with senior officials on Sunday, said the Polavaram dam, when completed, will help stabilisation of power grid in the state. By the time the dam is ready, there will also be integration of solar (2,840 megawatts) and wind (4,061 megawatts) power. Officials told the chief minister that engineering works of Polavaram hydel project are progressing as per schedule, with excavation work of power house scheduled to be completed by June.
The APGenco has planned to complete the project within five years at an estimated cost of INR 5,339 crore. Officials told the chief minister that the project will be ready before the 2022 deadline.
Mr Naidu directed officials to complete the Polavaram hydel plant (12 hydel units each with a capacity of 80 megawatts) at least six months ahead of the schedule, on a mission mode. He also emphasised the need on generating clean and green power. Mr Naidu said that “The state government is making efforts to supply the highest quality power to consumers without increasing power tariffs. The demand for electricity would increase due to the rapid economic growth in the state.”
Stating that there is a strong correlation between GDP growth and increase in power generation capacity, Mr Naidu said several global entities had showed interest to set up their business establishments in AP only because of the measures the state government has taken to provide water and energy security.
He said the second phase of reforms introduced by the state government led AP to bag many awards in power sector. The CM added that “The government has provided relief to 18 lakh farmers by supplying nine hours of free power per day. Polavaram will herald a unified development of irrigation, water supply to industries and providing drinking water apart from bulk hydro power generation.”

Kidston pumped storage hydro project
Genex Power Limited announced that it has entered into an agreement with the Joint Venture of McConnell Dowell/John Holland (MDJH-JV), to immediately commence an early works programme on the 250MW Kidston Pumped Storage Hydro Project (K2-Hydro or Project) at Genex’s Renewable Energy Hub at Kidston in North Queensland. Pursuant to the Agreement, the MDJH-JV will commence work on an agreed programme of works to accelerate the development of the Project ahead of Financial Close which remains on track for HI 2019.
The early works programme will focus on work surrounding the hydraulic design and related activity for the hydro turbines, one of the longest lead time items in the K2-Hydro construction programme, and will be followed by preliminary electrical design work and other project preparation activities.
Commenting on the commencement of the K2-Hydro early works, CEO of Genex, James Harding, stated that “Embarking on this early works programme with the MDJH-JV is a significant milestone for Genex as work gets underway on our biggest project which has been in planning for a number of years. Genex continues to work closely with Powerlink, the Queensland State Government, NAIF, ARENA, EnergyAustralia and other key stakeholders to finalise the remaining activities ahead of the Financial Close milestone.
The Kidston Pumped Hydro Project will play a vital role in facilitating and supporting the further penetration of renewable energy in the National Electricity Market. ”

Tanzania launches Africa’s 4th largest hydropower project
CGTN Africa reported that government of Tanzania has unveiled a USD 3 billion hydropower project, that upon completion, will be Africa’s fourth largest hydropower station. The contract has been awarded to a consortium of two Egyptian companies led by Arab Contractors.
Speaking during an official ceremony to officially hand over the site to contractors, the Tanzanian Minister of Energy, Merdad Kaleman, said Tanzania is committed to delivering the project through its own government funding. He said that “We want to deliver this project as a way to honour our Father of the Nation Mwalimu Nyerere who wanted to deliver the Rufiji Hydro Dam project but could not make it in 1980s, due to costs.”
According to Kaleman, the government of President Magufuli is committed to transforming the country from one ridden by power woes to an industrialized one, despite concerns voiced by some environmentalists.
The project output is almost double all current power sources combined.
He added the economic advantage of the project to the industrialising economy of Tanzania Taenergy outweighs the challenges. The minister said that “Apart from 2,115 MW electricity output, the project will unleash fishing tourism potentials and flood control mechanisms in the reservoir area.”
The project is expected to be completed in 3 years.

17 Tanzanian firms win tenders for logging in hydropower project area in game reserve
Xinhua reported that Tanzania's forest watchdog said 17 local companies have won tenders for logging in an area earmarked for the Stiegler's Gorge hydropower project in the Selous Game Reserve. Mr Dos Santos Silayo, Chief Executive of the Tanzania Forest Services Agency, said the firms started logging in the area in December last year. Mr Silayo in an interview with Xinhua said that "We expect that the logging process will take one and a half years beginning December last year.”
He said since the forest agency announced the logging tenders in May last year, no international company applied until the tenders were closed.
TFS said last year its intention was to clear the project area before implementation of the project started.
Mr Silayo said that "We opened the tenders for cutting down the trees so that they can be used for various purposes rather than destroying them.”
However, Mr Silayo said the successful tenderers will not be allowed to export the logs, according to the Forest Regulations of 2004 unless otherwise permitted by the minister responsible for natural resources and tourism.

Major boost for 4 hydro projects worth INR 45,000 crore
Economic Times reported that government expects a big push to hydropower sector having received clearances for four projects worth about INR 45,000 crore. Last week, the project investment board (PIB) of finance ministry recommended NHPC’s INR 28,000 crore Dibang project and a proposal to acquire and complete Lanco Infratech’s Teesta VI project worth nearly INR 5,400 crore.
NHPC bagged the 500-mw Teesta hydro power plant under insolvency proceedings for INR 907 crore. The project will require further investments of about INR 4,500 crore for completion and will now be put before the Union cabinet for approval. NHPC has installed generation capacity of 7071 mw and another 3800 mw under construction.
“The hydropower sector was almost written off due to the delays and languishing of the projects. The recent developments will revive investments in the sector.
While bigger PSUs are shying away from bidding in insolvency court, NHPC, a miniratna company with limited financial autonomy, has set precedence,” said a government official.
The National Green Tribunal had in its judgment on November 13 dismissed an appeal filed by appellant Pradip Kumar Bhuyan against the government for granting environment clearance to the project.

World Bank approves INR 11,000 crore for improving safety of hydro power dams
Economic Times reported that World Bank has accepted a proposal to provide INR 11,000 crore to India to improve safety and operational performance of its 733 large dams across 18 states over the next 10 years. The money will be utilised under the ongoing Dam Rehabilitation and Improvement Programme for its subsequent phases beginning 2020. Besides operation, maintenance and emergency action plans, the programme will also focus on revenue generation at dams through tourism, fisheries, water recreations and solar and hydro power.
Mr S Masood Husain, chairman of the Central Water Commission told that "The World Bank's country director confirmed the acceptance of the proposal to provide Rs 11,000 crore to rehabilitate over 700 dams during Phase-II & III of the DRIP while speaking at the International Dam Safety Conference, concluded in Bhubaneswar on Thursday, the World Bank has found India's work under ongoing DRIP "satisfactory".
India has currently 5,264 operational large dams, but 80% of them are over 25 years old and in need of maintenance and safety upgradation. As many as 213 large dams in India are over 100 years old.
Keeping past dam disasters in mind, the government had in 2012 launched DRIP aimed at improving safety and operational standards of 198 large dams in seven states - Uttarakhand, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Odisha and Tamil Nadu - by June next year.
The major dams which are to be covered under Phase-II & III of the DRIP include Bhakra dam (Himachal Pradesh), Srisailam (Telangana), Koyna and Jayakwadi (Maharashtra), Matatila, Ramganga and Raj Ghat (UP), Pong dam (HP), Ukai (Gujarat), Rana Pratap Sagar and Mahi (Rajasthan), Hirakud and Rengali (Odisha) and Umiam (Meghalaya) .

China's CGGC sign over USD 40 million accord with Ethiopia's grand hydro-dam project
Xinhua reported that Chinese construction and engineering company, China Gezhouba Group Co Ltd, has signed a contract agreement with the Ethiopian government to take part in the Grand Ethiopian Renaissance Dam. According to the contract agreement involving USD 40.1 million, CGGC will take part in pre-power generation activities of Ethiopia's grand hydro-electric dam, which will be regarded as Africa's largest hydro dam upon completion with a total volume of 74,000 million cubic meters, the Ethiopian Electric Power revealed.
Ethiopian Electric Power head, Abrham Belay, said during the signing ceremony in Ethiopia's capital Addis Ababa that the agreement with CGGC is expected to speed up construction of the dam.
EEP revealed that it signed another agreement with Voith Hydro Shanghai, which is part of the Voith Hydro that headquartered in Germany with specialization on manufacturing of turbines and turbine generator sets, for the installation and commissioning of six turbine generators at the GERD.
Meanwhile, the energy sector is one of Ethiopia's priorities as the country envisaged to become a light manufacturing hub in Africa together with a middle-income economy by 2025.

GE Renewable Energy awarded a USD 87 million hydropower contract in Cameroon
GE Renewable Energy was awarded a USD 87million contract by Nachtigal Hydro Power Company to provide seven 60 MW Francis turbines for the new Nachtigal hydropower plant in Cameroon. NHPC is a company jointly owned by the Republic of Cameroon, EDF, International Finance Corporation, Africa 50 and STOA. Owned and operated by NHPC, the new 420 MW hydropower plant will be located on the Sanaga river near the Nachtigal Falls, 65 kilometers away from the capital city of Cameroon. It is expected that Nachtigal will cover 30% of the country's electricity demand, amounting to an annual output of nearly 3 TWh.
The new hydropower station will secure an additional and reliable source of electricity for the country.
The project will be conducted with Elecnor in the consortium led by GE Renewable Energy.
GE's hydro teams are responsible for the whole coordination of the project, including the design, the manufacturing, the erection supervision and the commissioning of the turbines and generators, the control system and the mechanical Balance of Plant. The contract will be managed by GE Renewable Energy's Centers of Excellence located in Belfort, Grenoble (France) and Tianjin (China).
Mr Pascal Radue, President & CEO of GE's Hydro Solutions said that "Nachtigal hydropower plant is one of the pillars supporting the energy development plan that is implemented in Cameroon. We are proud to support the country in this significant transformation and work closely with Nachtigal Hydro Power Company. When the plant is fully in operation in 2023, the population will benefit from a facilitated, improved and sustainable access to renewable electricity."

Zambia, Zimbabwe shortlist companies to build hydro power plant
ANN Africa reported that Zambia and Zimbabwe have shortlisted American, European, and Chinese companies to build the Batoka Gorge hydro power plant. The Ministry of Finance said that preparatory studies, including engineering feasibility, for the twenty-four hundred mega watts station will be completed by the end of the first quarter.
The ministry said that the project will be on a build-operate-transfer model and will not put any fiscal strain on the two governments because no sovereign guarantees would be required.

Togo set to modernize Nangbeto hydropower plant
Construction Review Online reported that the Nangbeto hydropower plant in Togo is set to undergo rehabilitation and modernization after German company Voith Hydro won the contract to carry out the operation. Mr Heike Bergmann, Deputy Director of African Sales at Voith Hydro confirmed the reports and said the objective is for the facility to continue to provide energy to the Togolese and Beninese populations.
Mr Heike Bergmann said that “This project and the successful cooperation with our local partners provide us with a good basis for further modernization work in Central and West Africa.”
Nangbeto hydropower plant, located in the south of Togo, has a production capacity of 65 MW. The Benin Electricity Council, which is responsible for this work, commissioned the Nangbeto hydroelectric power plant in 1988. The energy it produces is sold to Togo Électricité, the public company responsible for electricity distribution, and to its sister company, the Beninese Electric Power Corporation, as well as to the Togolese Phosphates Agency. Its dam was built on Mano, a river with a rather irregular course.
Construction of this infrastructure cost more than USD 98 million which was provided by the World Bank and the African Development Bank (AfDB). The plant has been in operation for 35 years on the border between Benin and Togo.

Danfoss Editron to double lifespan of Siikakoski hydro plant
Danfoss Editron is demonstrating how electrification technology can extend the life of hydropower plants by providing two electric generators to Finnish energy group KSS Energia. The generators will play a key role in doubling the operational lifespan of the Siikakoski hydro plant in Kouvola, Finland. The Siikakoski plant, which has been in operation since the early 1960s, was taken over by KSS Energia in 1976 when it was connected to the company’s energy network that provides power to customers in the Kouvola region. Its existing machinery dates back to the 1960s and needs to be fully replaced in order to keep the plant running and capable of providing power to the local area.
Danfoss Editron is delivering a full generating system, including two 1300kW, 125rpm electric generators and two 600kVAr reactive power compensation units, as part of the plant’s upgrade. The new generators, which feature direct drive permanent magnet technology, are more compact and 20-30% lighter than traditional synchronous machinery. As well as offering very high efficiency, the generator’s permanent magnet technology also means that extremely low maintenance is required once the plant is operational. Danfoss Drives is providing the project’s state-of-art reactive power compensation system, which is based on the company’s active front end technology.
The first 1.3MW generator was successfully installed at Siikakoski at the end of 2018, with another 1.3MW unit expected to be commissioned by the end of 2019. Once fully operational, the 2.6MW plant will power approximately 500 homes in the local region annually for the next 50-60 years.
The Siikakoski project forms part of Danfoss Editron’s new renewables market offering. This service began with Danfoss’ acquisition of AXCO-Motors late last year, which boosted AXCO-Motors’ existing hydro offering with the diverse product portfolio of Danfoss Editron and Danfoss Drives. By coming together, Danfoss Editron can help provide renewable energy to rural areas via its sophisticated EDITRON system.

SynoHydro to invests in Nyabarongo hydro power plant in Rawanda
New Times reported that Rwanda’s efforts to achieve universal access to electricity by 2024 have received a boost after China’s SynoHydro announced it will invest USD 214 million in Nyabarongo-II Hydropower Plant. The 43.5 MW plant is expected to be in operation in five years time. According to Energy Development Corporation Limited, once complete, the project will contribute to over 11.5% of the total electricity on the national grid.
EDCL and SynoHydro Ltd signed an amendment to their June 6, 2018 agreement on the design, supply, construction, installation and commissioning of the plant.
In addition to electricity generation, Higaniro said the multipurpose dam will be used for flood control and paving way for irrigation systems and reclaiming land for agricultural activities downstream.
The first phase of the project, Nyabarongo I hydropower project, produces 28MW and is only designed for power generation purpose.

Chinese CGGC signs contract for Pakistani dam project at USD 1.9 billion
Xinhua reported that Chinese construction and engineering company China Gezhouba Group Co has signed a contract with Pakistani authorities to take part in a hydropower project valued at USD 1.9 billion in the south Asian country. The Mohmand hydroelectric project, located in Pakistan's northwestern province of Khyber Pakhtunkhwa, involves building a dam on the Swat River and installing four generators totaling 800 megawatts.
The consortium includes CGGC and Descon of Pakistan, with stakes of 70 percent and 30 percent respectively.
The project is designed to help protect local areas from floods, irrigate large areas of farmland, produce 2.86 billion kilowatt hours of electricity a year and provide local residents with 140 million cubic meters of drinking water per year.

Police in Georgia clash with protesters against hydro plant
Reuters reported that Georgian police used tear gas and rubber bullets on Sunday to break up a protest by residents of a mountainous region against the construction of a hydropower plant. Independent Rustavi-2 TV station reported that around 300 residents of the Pankisi gorge gathered near the village of Birkiani to protest against the planned plant, saying it could damage the environment and force them to leave their homes. Some threw stones at the police.
The TV station showed several residents with minor injuries from rubber bullets and said some police officers were also hurt.

Chinese built Genale Dawa III hydro power project in Ethiopia to start in H2 of 2019
Devdis Course reported that Ethiopia is planning to commission two Chinese-built energy projects in the second half of 2019. The Deputy Minister at Ethiopia ministry of water, irrigation Frehiwot Woldehanna told Xinhua that the 254 MW Genale Dawa III hydro project and an electricity transmission line connecting Ethiopia to Kenya is expected to be commissioned in the second half of this year.
The 254 MW Genale Dawa III hydro project is located in south-eastern Ethiopia and is currently being built by China Gezhouba Group at a cost of around USD 450 million. The 1,045 kilometres Ethiopia-Kenya electricity transmission line is divided between 612 kilometres on the Kenyan side and 433 kilometres on the Ethiopian side. The 1,045 kilometres electricity transmission project which is expected to need USD 1.2 billion to be completed is funded by the African Development Bank and the World Bank.
The Ethiopian side of the Ethiopia-Kenya electricity transmission line is currently being constructed by China Electric Power Equipment and Technology. The electricity transmission line will have a transmitting capacity of 2,000 megawatt once it is completed.
Woldehana said Chinese firms have played an important role in helping Ethiopia achieve its energy sector ambitions, affirming his government's commitment to continue energy sector partnership with Chinese firms. The energy sector is one of Ethiopia's priorities as the country envisages to become a light manufacturing hub in Africa together with a middle-income economy by 2025, as reported by Xinhua.
Ethiopia plans to increase its current 4,300 MW electricity generation capacity to 17,300MW by 2025, with power generation projects in hydro, wind, geothermal and biomass sectors.

Tanzania makes advance payment for Stiegler's Gorge hydropower project
Xinhua reported that the government of Tanzania made advance payment of about USD 309 million to an Egyptian company for the construction of the 2,115MW Stiegler's Gorge hydroelectric project. Mr Doto James, the Permanent Secretary in the Ministry of Finance, handed over a check for the amount to representatives of Egyptian state-owned Arab Contractors. The payment was part of an estimated cost of USD 3 billion to be whole funded by the government of Tanzania.
Last week, Tanzania's CRDB Bank Plc and the United Bank for Africa signed a USD 737.5 million bank guarantee to the Tanzania Electric Supply Company Limited for the implementation of the mega hydropower project.
The government of Tanzania signed 3 billion dollars landmark deal with Arab contractors on December 12th 2018. The project will be implemented for 36 months on a joint venture between Arab Contractors and Elsewedy Electric Company.
The project has attracted intense scrutiny with conservationists both at home and abroad calling for a comprehensive strategic environmental assessment before it is implemented in the Selous Game Reserve.

Vattenfall to add 600 MW more output from hydro power by 2023
Hydro power has enormous reservoirs, and is a huge 'green battery' that balances the energy system throughout the entire Nordic Region. More solar and wind in the energy system create a need for even greater flexibility, so that generation can be quickly sped up or slowed down. Consequently, hydro power plants need to be adapted to these new circumstances. Vattenfall invests SEK 1 billion per year in hydro power maintenance. A major project has been under way since 2015 to upgrade the power plants and raise their output and flexibility. By 2023, hydro power will have been expanded by 600 MW without a single new dam being built. This is equivalent to the output of half a nuclear power plant, or roughly 100 modern wind turbines, and is a significant contribution to Sweden's climate goals and Vattenfall's goal of enabling fossil-free living within one generation.
However, the primary purpose is to improve the ability to respond faster to changes in the need for generation, rather than to generate more electrical power.
Around 20 power plants have already been upgraded in various ways, increasing the available output by around 450 MW.
Mr Tord Eriksson, Head of Production, Vattenfall Vattenkraft said that "In most cases the efficiency and output of the plants is improved after the renovation, as new turbines, generators and transformers are more efficient than the ones being replaced. In other cases, other measures are being taken, such as reviewing the Land & Environment Court rulings and obtaining new ones.”
