Whitehaven Coal Sees Weaker Thermal Coal Prices

Whitehaven Coal has warned thermal coal prices have continued to exhibit weakness. Whitehaven says a number of factors are to blame including the impact of ongoing market conditions such as low seaborne LNG prices into Europe and Asia, Chinese import restrictions and the generally negative sentiment on global GDP stemming from the trade tensions between the United States and China.

The company’s September quarter of run of mine coal production was 4.4 million tonnes, up 22 per cent on the year earlier period. Meantime, September quarter saleable coal production was also higher, up 23 per cent on the same time last year to of 4.9 million tonnes. The miner’s FY20 guidance remains unchanged since issued to the market on 15 August 2019.

Waratah Coal Renews Plan to Build Coal Mine in Queensland's Galilee Basin

Mr Clive Palmer’s Waratah Coal has renewed plans to build a massive coal mine in Queensland's Galilee Basin that would dwarf Adani's Carmichael project. Waratah Coal won federal government environmental approval for its Galilee Coal project in 2013, but has not progressed its proposal until now. The company has applied to the Queensland Government for a mining licence and environmental authorisation to build two open-cut pits and four underground mines to produce 40 million tonnes of coal a year.

Notification of the renewed application has alarmed environmentalists and landholders. Activist group Lock the Gate condemned the destructive proposal, previously known as China First, which it said would destroy grazing land.

Mr Don Blankenship Making US Presidential Bid

AP reported that former coal executive and ex-federal prisoner Don Blankenship says he'll seek the Constitution Party's presidential nomination next year. West Virginia Constitution Party chairman Jeffrey-Frank Jarrell says Blankenship made the announcement Saturday during the party's national committee meeting in Pittsburgh.

Blankenship finished third in the 2018 Republican primary for a US Senate seat held by West Virginia Democrat Joe Manchin. Blankenship's general election bid to run as the Constitution Party's nominee was then blocked.

Blankenship is the ex-CEO of Massey Energy, which owned a West Virginia mine where a 2010 explosion killed 29 workers. He spent a year in federal prison for misdemeanor safety violations related to the explosion.

GCC Energy’s King II Coal Mine Life Extended by 20 years

A coal mine in La Plata County has been approved for expansion, a move that is expected to extend the life of the mine for at least another 20 years. Preparing for its coal reserves to run out, GCC Energy, which has operated the King II mine near Hesperus since 2007, asked the Bureau of Land Management in 2018 for a lease to expand the mine by 2,462 acres, opening access to an estimated 12 million tonnes of coal. The BLM last week announced the request has been granted.

Gina Lotito, vice president of energy and sustainability for GCC Energy, said in an email to The Durango Herald that the BLM’s decision will keep 100 jobs in the county.

Coal Seam Fire Discovered near Dolores

A coal seam fire has been discovered burning underground 13 miles northeast of Dolores on the San Juan National Forest. Forest Service personnel discovered the fire October 9. It is burning along a coal seam just east of Forest Road 525, and has been active since summer 2018 when the Plateau Fire occurred. A release said “The seam is extremely hot and will continue to burn for an indefinite period of time, producing minimal amounts of smoke and a strong odor of creosote that will be noticeable. The ground in and around the coal seam is extremely unstable, and the area should be avoided. It will continue to burn underground as long as the coal resources exist.”

A team of experts will be brought in sometime during 2020 to gather data on the potential of underground resources present and predict the underground fire activity.

The area of the coal seam fire is less than one acre, said Patrick Seekins, fire management officer for the Dolores Ranger District. It is within the burn area of the Plateau Fire and has been contained below the surface. The fire is at the head of Beaver Canyon west of the Dolores Norwood Road (Forest Road 526) and east of Forest Road 525.

There are no road or trail closures at this time due to the fire. Warning signs indicating a nearby fire have been placed on Forest Road 525.

SECL's Coal Supplies to Rise with New Railway Track Line

A 44 km-long new railway line in Chhattisgarh under East Rail Corridor from Kharsia to Korichapar commenced operations on October 12. This will enable coal evacuation from two large coalfields at Mand-Raigarh and Korba under the largest coal-producing subsidiary of Coal India, South Eastern Coalfields. Chattisgarh East Railway, a special purpose vehicle floated by SECL, the government of Chattisgarh and IRCON International undertook the construction of the 136 km East Rail Corridor at an investment of INR 3,055 crore. It will connect Kharsia, Korichapar, Dharamjaygarh and Korba. While SECL holds a 64% stake in this tri-partite SPV, Chattisgarh government and IRCON holds 10% and 26% respectively. "Synergy between all the parties of the SPV helped the line to go operational in record time," said a Coal India statement, issued on Thursday.

SECL has started loading two rakes of coal per day from Bijari, Baroud and Jampali mines of Mand-Raigarh which will increase further five to six rakes per day pushing up coal supplies to power stations in Maharashtra and Gujarat. Plans include adding more loading points on the track to increase loading quantities.

Arch Coal Reports Third Quarter 2019 Results

Arch Coal Inc has reported net income of USD 106.8 million in the third quarter of 2019, compared with net income of USD 123.2 million, or $6.10 per diluted share, in the prior-year period. The company had adjusted earnings before interest, taxes, depreciation, depletion, amortization, accretion on asset retirement obligations, amortization of sales contracts, and non-operating expenses of USD 106.6 million in the third quarter of 2019, which includes a USD 1.5 million non-cash mark-to-market loss associated with the company's coal-hedging activities. Not included in adjusted EBITDA is a USD 39.0 million gain resulting from the settlement of a 1970s-era land dispute. This compares to USD 124.9 million of adjusted EBITDA recorded in the third quarter of 2018, which included a USD 10.4 million non-cash mark-to-market loss associated with the company's coal-hedging activities. Revenues totaled USD 619.5 million for the three months ended September 30, 2019, versus USD 633.2 million in the prior-year quarter.

Mr John W Eaves, Arch's chief executive officer, said "During the quarter, Arch again exhibited operational excellence and generated strong cash flows across its operating platform despite a pull-back in coking coal prices. Our core Metallurgical segment turned in an excellent cost performance, overcoming elevated costs in the final longwall panel at the Mountain Laurel mine, and our legacy thermal segments generated five times more cash than they expended in capital. In addition, we made significant progress on our ongoing capital return program, investing USD 91.4 million to buy back nearly 1.2 million shares, bringing total repurchases since May 2017 to nearly 10 million shares, or approximately 40 percent of initial shares outstanding."

Zimbabwe Power Company wants to mine own coal-

The Zimbabwe Power Company plans to invest in coal production to feed its thermal plants as it is unhappy with existing coal mining companies who are failing to meet demand. ZPC head of operations, Engineer Kenneth Maswera, told Energy and Power Development Minister, Fortune Chasi, during a recent tour of the Hwange Thermal Power Station plant, that initial steps have been taken to ensure the utility produces its own coal to augment supplies by private firms.

He said “Honourable Minister we are considering mining coal ourselves as a long-term measure to avert the current challenges. We had been granted mining rights in the Western areas. However, the structure of the company we had partnered with changed and this affected the implementation of the project. We may still pursue the issue plan.”

Chinese Coal Imports in 2019 set to Rise Beyond 300 Million tonnes

China is on track to boost imports of the fuel by more than 10% this year, countering earlier expectations that shipments would be capped by Beijing at the same level as 2018. China's coal imports have already surged 9.5% in the first nine months of 2019 to 250.57 million tonnes and at least 18.84 million tonnes of seaborne coal are due to arrive this month. As a result, total volumes are likely to reach 276 million tonnes well before the end of the year as compared to 281.23 million tonnes in 2018.

Whitehaven Coal Ltd said "Signs are emerging of a modest recovery in coal import volumes into China, which has led to recent market speculation that the Chinese government may allow a relatively modest uplift in annual imports to around 300 million tonnes.”

Energy consultancy IHS Markit expects that China may bring in around 320 million tonnes of coal this year.

Navajo Transitional Energy shuts Spring Creek Coal Mine in Montana

Navajo Transitional Energy Co, the new owner of Cloud Peak Energy's Powder River Basin coal mines, has shut the Spring Creek mine in Montana, citing an impasse with a state agency regarding sovereignty. NTEC said the Montana Department of Environmental Quality refused to issue the company an operating permit, forcing the company into an immediate and indefinite shuttering of operations. NTEC said that “After months of productive conversations, the agency last week demanded a full and complete waiver of sovereign immunity. We are shocked and disappointed that the state is taking this position and putting the future of Spring Creek at risk. We have done everything in our power to [assure] the state that we will operate under their laws, but we simply cannot consent to a full waiver of the rights preserved in our treaties -- to do so would put the foundations of Indian Country at great risk."

The NTEC said it will continue to work with the state agency to solve the issue and get miner employees back to work.

European Thermal Coal Prices to Remain Under Pressure in H1 – Sberbank

Russian bank Sberbank analyst Ms Maria Krasnikova said that European physical coal prices will continue to face pressure in the first half of 2020, as power generators preferred to burn cheaper and less CO2-intensive. Ms Krasnikova estimated the ARA CIF reference to average USD 61-62 per tonne in the first quarter and USD 55/ per tonne in the second quarter. She said “As long as the gas market is oversupplied, there will be a strong pressure in the coal market.”

CIF ARA prices had hovered around USD 55-75 per tonne in Q1 and Q2 this year and around USD 90 per tonne in the same period in 2018.

Coal India's ECL’s Underground Coal Mines Shut on Sundays & Holidays

ET reported that production at almost all underground coal mines of Coal India subsidiary Eastern Coalfields will be suspended on Sundays and holidays following continued financial loses. CIL said in view of losses in the last three months, it has been decided to curtail wasteful expenditures. The company has also decided to curtail Sunday manpower for inspection and maintenance by 25%. This will, however, not be applicable for manpower for statutory obligations. The board of this subsidiary has further decided to curtail overtime engagement by 25% of the present sanctioned limit since the beginning of this month.

A senior Coal India executive said “Output per man shift is less than one for almost all 54 underground operational mines at Eastern Coalfields. Underground mines like Jhanjra and Sarpi where mass production technology has been deployed, including continuous mining, report output per man shift of more than one regularly. Although, we have not yet finalised the financial results for the July-September period, we have realised the company is running in loses due to an increase in production costs including a rise in salaries and wages and hence the cost-cutting measures.”

Suspending operations saves expenditure on inputs like diesel and power as well as salaries and wages.
