En om het nieuwe jaar onmiddellijk te beginnen waar we vorig jaar eindigden, hier nog een artikel van Valor Economico over de implicaties van de uitsluiting van de 23 leveranciers door Petrobras. The oil company said, for example, that it is preparing new bidding processes for refineries. The contests include the construction and assembly of interconnection and tanking at Comperj (which were being handled by the Jaraguá/Egesa consortium); and construction and assembly of the flare system, cooling tower and administrative building of Comperj, besides additional works in the coke unit of Rnest (all under the responsibility of Fidens Engenharia). According to an executive of a major national contractor who asked not to be named, the interconnection package of the Rio refinery's production units alone is estimated at about R$700 million. Still, according to the source, the temporary ban announced on Monday by Petrobras raises doubts in the market about which companies will perform the services, and this scenario could further delay the completion of projects. The 23 companies blocked as a precaution by Petrobras can also be locked out of other major contracts, such as the new bidding for the modules, before contracted with Iesa Óleo e Gás. Under the original agreement of $720 million, Iesa had pledged to build 24 gas-compression modules for six FPSOs (floating production storage and offloading platforms) that will operate in the pre-salt and which are essential to enable the growth curve of production, expected by Petrobras to reach 3.2 million barrels/day in 2018. But the supplier has not delivered any of the ordered equipment. Petrobras will also go to the market in the coming months to rehire the construction and assembly of Fertilizer Nitrogen Unit III, in Três Lagoas (Mato Grosso do Sul). The oil company announced last month the termination of an agreement with the UFN3 consortium, formed by Chinese company Sinopec and Brazilian group Galvão Engenharia, due to “breach of contract.” According to Petrobras, construction of UFN III is 82% complete. The company said in a statement that the provisional ban is aimed at protecting Petrobras and its partners from damages that could be “difficult to redress financially and from harm to its image.” The measure was adopted after the company accessed the content of a plea-bargain agreement by former downstream director Paulo Roberto Costa, besides the testimony of money dealer Alberto Yousseff and Toyo Setal executives Augusto Mendonca Neto and Julio Camargo. Petrobras also explained that the provisional ban cannot be confused with the final penalty, which still depends on the results of analyses conducted by administrative inquiries. According to Petrobras's Procurement Manual, the oil company can impose administrative penalties on companies that negotiate with it and practice unlawful acts harmful to the company. The allowed penalties, considering the severity of the act committed, include warnings, suspension from participating in Petrobras biddings for a maximum period of two years, fine or full ban from participating in Petrobras System biddings. On Tuesday, the day after the measure was announced, not all companies had been notified by Petrobras. The company’s statement did not specify any deadline for the contractors to respond. Some of the notified companies, however, confirmed that they have received a statement stipulating a 15-day period to respond, although the terms were not specified as business or calendar days. They include Galvão Engenharia and Tomé Engenharia. Queiroz Galvão, Odebrecht and Camargo Corrêa said Tuesday afternoon that they had not been notified yet. If Petrobras decides for the definitive removal of the companies from biddings, the profile of the oil-and-gas supply chain is expected to change. The oil company itself admits it might resort to international suppliers to continue its investment plan. “Petrobras will seek suppliers of goods and services in order to ensure competitive procedures, aiming to contract the best conditions for the company. This might possibly involve foreign companies. As for local content, if it is found to be an obstacle to achieving targets, Petrobras will seek alternatives to solve the issue,” the state-run company said in a statement. Industry sources claim that the ban of large contractors should open room for new competitors, especially partnerships among medium-sized domestic enterprises and with outside contractors. “There is a trend of nationalization of companies with more regional operations and foreign players arriving in partnership with these medium-sized Brazilian companies,” said a source in the industrial engineering sector. One executive of a large Brazilian contractor said the market expects the ban of companies involved in Car Wash to facilitate the Brazilian expansion mainly of American companies, but also Chinese competitors such as Sinopec, which already operates in the country.

Ik zie er geen FPSO's bij staan, het is mij niet duidelijk of er dit jaar FPSO's besteld zullen worden (laat staan wat de positie van SBM in dat verband is). De problemen lijken Petrobras zo te zien ernstig boven het hoofd te groeien. Het wordt dit jaar interessant om te zien of deze club ondanks het ongelooflijk complexe en wijdvertakte corruptieschandaal, EN ondanks de dramatische daling van de olieprijzen, er weer een beetje bovenop komt. Spannend!
@pim f Ik was te veralgemend: dit artikel is niet bedoeld als opsomming van komende werken, maar enkel om aan te geven dat er werk voor derden openvalt na het schorsen van de 23 bedrijven (waarbij SBM niet inbegrepen is, dat was al eerder geschorst). Maar er is een zeer omvangrijk investeringsprogramma. Zo moeten binnenkort de Jupiter FPSO's aanbesteed worden.

Een boost? Na jaren gewacht te hebben na mijn aankoop op circa € 16 ben ik vandaag begonnen de boel te gaan verkopen. De ontwikkelingen bij Petrobras (zie ondermeer commentaar Pim f) brengen mij tot deze drastische stap.

De Hedgefunds zijn het jaar stevig begonnen. Vanuit hun perspectief misschien logisch. Zij hopen op verkoop reakties van de retail aandeelhouders. Het liefst zien zij SBM dezelfde route gaan als IM in 2014! SBM heeft inmiddels alles gedaan wat het zou kunnen doen. Het is nu wachten, en dat duurt lang. Wat verder verbeterd kan worden is de communicatie met de aandeelhouders. Meer spreiding van de business is ook een absolute must!
De nieuwe minister bevoegd voor energie - en dus ook voor Petrobras - bevestigt dat de regering Petrobras ten volle zal verdedigen en dat de ongerichte subsidiëring van elektriciteitskosten wordt beëindigd. Het maritieme bedrijf uit Sliedrecht neemt een meerderheidsbelang in Brastec Technologies, dat apparatuur maakt voor de olie- en gasindustrie. Dat heeft IHC maandag bekendgemaakt. De overnamesom werd niet vermeld. Met de stap krijgt IHC nadrukkelijker voet aan de grond in de 'belangrijke Braziliaanse markt'. Bovendien krijgt het via de aankoop het Nederlandse SAS Offshore in handen. Dat bedrijf maakt onder meer apparatuur die in de offshore olie- en gasindustrie gebruikt worden voor het leggen van pijpen.
