    Geen eurogroep meeting volgende week, lijst kennelijk niet goed ontvangen in Brussel. Ben benieuwd wat er volgende week gaat gebeuren... op 9 april moet Griekenland een flinke betaling doen aan het IMF,

    Meanwhile, it has transpired that Brussels has cancelled the expected Eurogroup meeting on Wednesday, which was expected to greenlight the tranches so badly needed by the Greek economy.

    "It is unrealistic to expect a Eurogroup meeting next week, it could be held in two weeks," said a senior community official to Eleni Varvitsioti, a correspondent of SKAI TV.

    The official explained that the technical discussions in Athens have been painfully slow and exacerbated by the furnishing of incorrect data by the Greeks. According to him, the Brussels Group discussion cannot only be based on a short list of reforms but on all items in the programme. This requires active work in Athens, which however has failed to materialise.

    As the creditors have emphasised, the reforms will have to be approved by the Brussels Group first, then the list should be discussed at a higher level, then be handed over to the Euro Working Group, and finally reach the Eurogroup.

    "We don't need nice words, we want procedures, decisions, diagrams and figures," Brussels said.

    Greek government officials have repeatedly ruled out the possibility of including "recessionary" measures, such as cuts to salaries and pensions, in the list.

    The list comprises 18 urgent measures designed to put into the coffers an extra €3.2 billion this year expected to come mainly from successfully combating tax evasion. According to reports, the list contains measures intended to tax hidden capital, fight smuggling, licence the media, introduce a fiscal receipts lottery designed to encourage consumers to ask for fiscal receipts when buying goods or services, etc.

    Government officials have insisted that the measures "will not afflict employees, pensioners and people with medium and low incomes", and that reforms for the first time would not come at the expense of ‘the usual suspects’ but rather of the well-to-do.

    It has also been said, that the proposals have been quantified and endorsed by the General Secretariat of Public Revenue of the Greek Ministry of Finance.

    Greece will reportedly have a primary budget surplus of 1.5% of GDP for 2015, and a positive growth of 1.4%.

    In de zoektocht naar kapitaal heeft Griekenland nu alsnog de grootste haven van het land in de etalage gezet. Dat schrijft het Duitse weekblad Der Spiegel. De verkoop van een meerderheidsbelang van 67 procent in de haven van Piraeus zou binnen enkele weken moeten plaatsvinden.
    Bij het aantreden van de nieuwe Griekse regering onder leiding van de linkse partij Syriza zou een einde gemaakt worden aan het beleid van bezuinigingen en privatisering. Nu lijken de nieuwe machthebbers toch te zijn gezwicht als gevolg van de acute financiële nood. Ook de vorige regering van premier Antonis Samaras was al van plan de haven van de hand te doen.

    Naar verluidt zouden investeerders uit China de zeehaven van Piraeus willen inlijven. Zo heeft het Chinese staatsbedrijf Cosco al sinds 2009 een belang in de containerhaven, die het ook al exploiteert. De Griekse vicepremier Giannis Dragasakis brengt op dit moment een bezoek aan de Volksrepubliek. Hij nodigde onder meer Cosco uit een bod te doen op de haven. Het is vooralsnog niet duidelijk hoeveel de verkoop van de haven moet opbrengen voor de Griekse regering.

    Griekenland heeft haast met de zoektocht naar geld. Zonder noodsteun of andere inkomsten zou de schatkist van de noodlijdende Grieken volgende maand leeg zijn.

    Putin for the rescue?

    Griechenland kämpft verzweifelt gegen die Pleite. Weil die Verhandlungen mit den Geldgebern stocken, sucht Athen nun nach Unterstützung in Russland. In Brüssel und Berlin beobachtet man die Annäherungsversuche misstrauisch.

    Het noodlijdende Griekenland zoekt steun bij Rusland. In Brussel wordt deze toenadering met argusogen bekeken.
    Dat meldt de Duitse nieuwssite Spiegel Online zondag.

    Volgens de site wil de Griekse overheid aan Moskou vragen of de gasprijs voor Griekse huishoudens omlaag kan.

    Bovendien wil de regering van Alexis Tsipras proberen de export van onder meer vers fruit richting Rusland weer op gang te brengen. Sinds afgelopen zomer boycot Rusland een hele reeks producten uit de EU.

    De Griekse minister van Energie Panagiotis Lafazanis en de voorzitter van het parlement Thanasis Petrakos zouden het verzoek maandag moeten indienen. De mannen zijn dan voor een tweedaags bezoek in Moskou.

    Ze ontmoeten daar onder anderen de Russische minister van Energie Alexander Nowak en bestuursvoorzitter van Gazprom Alexej Miller.

    Belangrijk

    "Voor Griekenland is dit bezoek zeer belangrijk", zegt Petrakos tegen de Duitse nieuwssite. "We willen onze betrekkingen met Rusland in de energiesector aanhalen en hopen in ruil daarvoor aanzienlijke voordelen te krijgen."

    Lafazanis vertegenwoordigt een extreemlinkse vleugel van regeringspartij Syriza. Hij wil dat Griekenland een eigen politiek programma doorvoert en niet toegeeft aan zijn internationale geldschieters.

    Griekenland heeft snel geld nodig, omdat de staatskas bijna leeg is. Het land zou nog een bedrag van 7,2 miljard euro krijgen uit een eerder toegezegd en vervolgens verlengd hulppakket. Maar om daar aanspraak op te maken, moet het land zijn geldschieters nog wel overtuigen met hervormingsplannen.

    Griekenland heeft afgelopen vrijdag een lijst met hervormingen ingediend. De maatregelen moeten Athene 3,5 miljard euro opleveren.

    Leningen

    De Griekse premier Tsipras zal op 8 april zelf naar Moskou komen. Daarmee is een eerder gepland bezoek met een maand vervroegd. Kenners verwachten dat hij Rusland om leningen zal vragen. Tot nu toe heeft Tsipras dergelijke plannen tegengesproken.

    Griekenland heeft onlangs wel voor het eerst toegegeven ook buiten de eurozone financiering te zoeken. Vicepremier Yannis Dragasakis is recentelijk teruggekeerd uit China. Dit voedt de geruchten dat het land op zoek is naar Chinese investeringen.

    Volgens bronnen zou Griekenland graag zien dat Rusland en China investeren in staatsbedrijven zoals de haven van Thessaloniki en Piraeus.

    In Brussel zijn er zorgen over de toenaderingspoging van Griekenland, meldt Spiegel Online. De angst bestaat dat de Russische president Vladimir Poetin op deze manier de EU-lidstaten uiteen kan drijven en meer invloed op Zuid-Europa kan krijgen.

    Greek proposals for a revised bailout program don’t have enough detail to satisfy the government’s international creditors, eurozone officials said, making it more likely that Athens will need to go several more weeks without a new infusion of desperately-needed cash…

    “The proposals were piecemeal, vague and the Greek colleagues could not explain technically what some of them actually implied,” a eurozone official said. “So, let’s hope that they present something more competent next week.”

    Senior eurozone finance officials will hold a teleconference on Wednesday to discuss the situation, officials said. But they said it is highly unlikely eurozone ministers will meet before mid-April to release more money for Greece. That means Athens will have to scrape together cash to pay salaries and pensions at the end of the month and make a €460 million debt repayment to the IMF on April 9.

    'Griekse belastingontwijking via Nederland'
    AMSTERDAM -
    Nederland helpt bedrijven in Griekenland met het ontwijken van belastingen. Via brievenbusfirma's in ons land worden miljoenen aan Grieks belastinggeld weggesluisd naar belastingparadijzen in bijvoorbeeld het Caribisch gebied. Dat staat in een maandag gepubliceerde studie van Stichting Onderzoek Multinationale Ondernemingen (SOMO).
    Belastinginkomsten
    Zo liep de Griekse overheid volgens SOMO afgelopen twee jaar tenminste 1,7 miljoen euro aan belastinginkomsten mis door belastingontwijking van het Canadese mijnbouwbedrijf Eldorado Gold. Door een ingewikkelde holdingstructuur verschuift de multinational rente-inkomsten van zijn Griekse dochter Hellas Gold via brievenbussen in Nederland naar Barbados.
    Brievenbusfirma's
    Volgens SOMO gebruiken veel buitenlandse investeerders in Griekenland een belastingroute via Nederland of Luxemburg. Ongeveer 80 procent van de directe investeringen uit Nederland in het noodlijdende Zuid-Europese land loopt via brievenbusfirma's, aldus de onderzoekers. Dit feit is volgens hen nog te veel onderbelicht gebleven in de discussies over de oorzaken van de Griekse financiële situatie.
    SP-Kamerlid Arnold Merkies wil staatssecretaris Eric Wiebes van Financiën hier dinsdag over spreken in het wekelijkse vragenuurtje in de Tweede Kamer. „Als we Griekenland erop wijzen dat ze beter hun belasting moeten innen, dan kunnen we het niet maken om het tegelijkertijd mogelijk te maken dat multinationals daar geen belasting betalen”, zegt Merkies.

    De Griekse regering acteert nu in Moskou, ALSOF ze al niet meer bij de EU horen (laat staan de Eurozone). Laat gaan, laat gaan daarom. Niet zo verkrampt vasthouden aan de terraszitters. Uberhaupt schandalig dat zo'n land gas nodog heeft, hele jaar zon > zonnepanelen overal > gratis energie. Luie flikkers.
    Brussel, ook wij dus, laten ons maar steeds chanteren. Laat Poetin ze maar goedkoop of gratis gas geven, zo fantastisch staat Rusland (en indirect dan uiteindelijk Poetin) er ook niet voor

    BRUSSEL (AFN) - De internationale geldschieters van het noodlijdende Griekenland hebben meer informatie nodig van de Griekse regering over haar hervormingsplannen. De geldverstrekkers buigen zich al enkele dagen over de jongste conceptlijst Griekse voorstellen. Maar het werk is nog niet afgerond.

    Dat benadrukte een woordvoerder van de Europese Commissie maandag in Brussel. Deskundigen van de commissie, de Europese Centrale Bank en het Internationaal Monetair Fonds onderhandelen samen met een Griekse delegatie over de plannen van Athene. De voorstellen moeten uiteindelijk door alle eurolanden worden goedgekeurd, voordat Griekenland op verdere financiële steun kan rekenen.

    Lijst die Griekenland heeft ingeleverd is eigenlijk geen lijst maar een paar ideeën? Waar zijn die Grieken toch mee bezig?

    At the same time, representatives of the creditors argue that the list submitted by Athens is far from being defined as reform proposals. In statements to Reuters, a euro zone official states, "Greece did not submit a reform list on Friday. They just showed some ideas over the weekend. The discussions from Friday to Sunday were meant to help the Greeks prepare a list to be sent on Monday." He added, "We still look forward to receiving something on Monday."

    According to the publication, in its current form, the list does not contain sufficient explanations in order to gain the trust of creditors. "It lacks details and much more technical work will be needed to turn it into something sufficiently comprehensive and credible to be put to the Eurogroup", another European representative told Reuters.

    Asked how long it would take to form the final list, he replied that it would take "several more days", adding that it is not in Greece’s interest to submit a list that has no chance of being approved and that it would be better if Athens has more time to prepare it properly.

    According to the economic edition Forbes the reform list of the Greek cabinet is not able to "make the grade," thus bringing the threat of an accident even closer. The author of the article, Tim Worrstall, writes, "We have at least one report, stating that the Greek proposals are not considered adequate. This is only confirming my long held opinion that the most likely scenario is for Greece to not keep its promises and leave the euro, not by any sort of plan but almost by accident. This will happen because the negotiations will fail to reach an agreement. Tsipras, Varoufakis and others from SYRIZA think they can get more from the Troika, i.e. the Germans than they actually can. Their offers thus fall short as they offer what they think they can get, rather than what is likely to be accepted."

    Volgens een of andere pensioen expert is zijn de tante pensioenen een hoofdoorzaak van de financiële problemen van de Griekse overheid. De pensioenen kosten 27 miljard euro. 15 miljard wordt betaald door werkgevers en werknemers. 12 miljard moet door de staat betaald worden. Zie verder hieronder.

    Geen wonder dat de troika de hervormingsplannen zonder dat daar iets staat over de hervormingen van de pensioenen niet accepteert.

    The public debate on the Greek crisis is focused mainly on its consequences. Its causes and the domestic ones among them, however, are rarely discussed. It is no coincidence that, recently, some analysts are trying to emphasise in their speeches that, unlike all other European countries with "memorandums," Greece is the only one in which the cause of the crisis is the failure of the public sector.

    An important part of it is the pension system. Five years after the beginning of the crisis, articles with the following headlines still appear in the Greek media, "Last chance for early retirement" for insured under the age of 60. At the same time, unemployment rate is record high, about 26% and stagnation in the economy after the announcement of early elections in December 2014 threatens the sustainability of the strongest economic enterprises and companies.

    In an attempt to present the real situation of the Greek pension system, GRReporter presents an analysis by political commentator Kostis Lympouridis, which was published in the newspaper Real News on 29 March 2015 under the title, "The social security system - our national bankruptcy."

    The Greek social security system is totally bankrupt, although the government does not recognize it. I know that all of its members hate figures and they have long proved that. I will present only a few specific data to show that the social security system is the national bankruptcy of Greece.

    Every year we pay 27 billion euro for pensions. Employer and employee contributions cover only 15 billion euro of them. The remaining 12 billion euro come from the state budget, that is, from the taxes we pay. If you consider these 12 billion euro a small sum, have in mind that the total amount of the income tax collected from individuals throughout the year is 7 billion euro whereas the revenue from the burdensome property tax amounts only to 2.5 billion euro.

    These figures show that if we could solve the problem of the social security system, we would be able to entirely remove both the property tax and the entire income tax for individuals. In addition, certain funds would remain so that to finally emerge from the crisis.

    I wonder how a left government that preaches social justice considers as fair the payment of average pensions in the range of one thousand euro to people aged under 65 (official data) from the taxes of people with salaries of 500 euro. How it considers as fair the fact that it continues to burden this bankrupt system with new rows of 50-year-old pensioners each passing day. This is illogical, unfair and outrageous.

    - 2015 privatizations to bring in €1.5bn (€700ml less than previous target). Privatizations to include Piraeus Port Authority, 14 regional airports, Horse Racing Agency.

    Fiscal measures are calculated to bring in €3.7bn. These measures are as follows:
    - €725ml from tax checks in deposits that were sent abroad
    – €350ml from fight against VAT fraud
    – €350ml from TV licenses
    – €600ml from tax & social security arrears arrangement
    – €300ml from reform of Personal Tax Code
    – €270ml from tax receipts lottery, acc to Portugal model
    – €250ml from fight against oil and tobacco smuggling
    – €225ml from enhanced tax collecting measures
    – €200ml from Internet gambling

    Cost of non-implementation of previous bailout measures up to €1bn:
    – Greek gov't says will not implement automatic deficit cuts in supplementary pension funds (estimated ~€326ml)
    – Christmas welfare for pensioners that live below poverty level (est. €600ml)
    – Social Solidarity welfare program to remain intact (€82ml)

    A bad bank for NPLs
    – Greek gov't proposes setting up a bad bank in association with EIB, by using EFSF/HFSF's €10.9bn leftover monies and initiating a non-judicial settlement scheme.
