    Northern GOK to Upgrade Production Facilities

    Northern GOK of Metinvest Group has unveiled its 2020 investment programme. The financing will be directed to the modernization and overhaul of equipment and the construction of strategic facilities. This year, the enterprise plans to commence the hot tests of the second stage of its crusher and conveyor systems at Pervomaysky open pit mine. This project will shorten the haul distance of heavy dump trucks, reduce the cost of production and improve the efficiency of mining. As part of the implementation of Kryvyi Rih's environmental program, three electric precipitators on LURGI 552 A induration machine will be replaced and put into operation in the pellet production shop. Modern gas cleaning equipment will reduce dust emissions into the atmosphere by 500 tons per year.

    As part of the technical retooling program, four heavy-duty ECG-12 excavators will be purchased for the open pit mine operations, as well as mills and separators to the beneficiation plant will be procured.

    The plans include the restoration of open pit mine and railway equipment, repair of equipment of OK-306 induration machine, modernization of the fine material tract at LURGI 552 A and B machines.

    ArcelorMittal Brasil Obtains New Environmental Certifications

    ArcelorMittal Brasil starts at the front and is the first steel producer in Latin America to acquire the Environmental Product Declaration for Hot Rolled Coils, Galvanized Coils and Galvalume. The products, intended for civil construction, are developed in the industrial plants of the Flat Steel segment: Tubarão / ES and Vega / SC. The statements issued by the German agency Institut Bauen und Umwelt are based on ISO 14025 and EN 15804 standards.

    Audited independently, the documents gather data on the life cycle and environmental impacts of products. It is a pioneering action aimed at demonstrating the environmental impacts of products. “Transparency in showing the impacts of ArcelorMittal Brasil's products is the main aspect of DAP. The certification considers the extraction and production processes, including the end of the product's life ”, explains Guilherme Abreu, General Manager for Sustainability.

    VEB bekritiseert kapitaalverhoging ArcelorMittal

    (ABM FN-Dow Jones) De Vereniging van Effectenbezitters wil dat ArcelorMittal bij zichzelf te rade gaat, omdat het staalbedrijf al jaren geen waarde creëert en telkens opnieuw geld nodig heeft van zijn aandeelhouders, dat vervolgens wordt uitgegeven aan te dure overnames. Dat stelde de beleggersclub in aanloop naar de jaarvergadering van het staalbedrijf.

    Het aandeel ArcelorMittal verloor in mei in één dag 17 procent, nadat het staalbedrijf liet weten dat het 2 miljard dollar vers kapitaal nodig heeft om de hoge schulden terug te dringen.

    De belangenvereniging vraagt zich af of de nieuwe kapitaalverhoging wel nodig is, nu CFO Aditya Mittal heeft gezegd dat het dieptepunt van de coronacrisis voor het staalconcern al lijkt te zijn gepasseerd.

    In elf jaar tijd heeft ArcelorMittal vier keer nieuw risicodragend kapitaal opgehaald, voor 12,5 miljard dollar, aan aandelen en convertibles, wat ongeveer gelijk is aan de huidige beurswaarde, merkte de VEB op.

    En dat gebeurt volgens de belangenvereniging steeds pro-cyclisch, bij een ongunstige lage koers, zodat de winst van de zittende aandeelhouder extra hard wordt geraakt door de verwatering. Vervolgens laat het bedrijf weer de schulden te hoog oplopen door grote overnames als de economie goed draait, wanneer bedrijven duur zijn. De VEB noemde met name het Italiaanse Ilva, waarover nog steeds wordt onderhandeld.

    Het rendement op geïnvesteerd kapitaal is door dit alles structureel lager dan 9 procent. De VEB heeft daarom ArcelorMittal in een brief om uitleg gevraagd en wil ook dat het bedrijf een strategiedag organiseert om de toekomstplannen toe te lichten.

    Ook vraagt de belangenbehartiger of de coronacrisis zal leiden tot afboekingen op de balanswaarde en of er geen staalfabrieken in Europa zullen moeten worden gesloten.

    Tata Steel Netherland Workers Vote to Strike

    Tata Steel Netherland’s trade union FNV Metaal said Workers of Tata Steel Netherlands have voted in favor of industrial action to protest planned redundancies. FNV said “If the management of Tata Steel does not meet our requirements before June 10, we will prepare for actions.”

    There have been protests at the plant following the sudden departure of its CEO Theo Henrar, while Tata Europe announced that there would be no compulsory layoffs at its IJmuiden plant until October 2021

    India Extends Anti-Dumping Duty on 304 Stainless Steel Imports China, Malaysia and Korea

    Indian government has extended anti-dumping duty on imports of hot rolled flat products of stainless steel 304 series from China, Malaysia and Korea till December 4, 2020. The duty was first imposed onJune 5, 2015, for five years. The duty was imposed in the range of USD 180-316 per tonne.

    The commerce ministry’s investigation arm Directorate General of Trade Remedies vides a notification dated June 3rd said that the anti-dumping duty imposed under this notification shall remain in force up to and inclusive of the 4th December, 2020, unless revoked, superseded or amended earlier.”.

    The principal notification No. 28/2015-Customs (ADD) dated the 5th June, 2015, was published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R. 462(E), dated the 5th June, 2015.

    US Steel idles Lorain Tubular Operations

    Morning Journal reported that United States Steel has commenced the indefinite idling of the company’s Lorain Tubular Operations. Company spokeswoman Meghan Cox said “After further study of current demand, we must make additional adjustments to respond to the sudden and dramatic decline in business conditions resulting from the worldwide COVID-19 pandemic.”

    On March 23, the company announced 250 workers would be cut due to the indefinite idling of the steel plant, which made pipes used in gas and oil drilling. In May, the company announced it would continue indefinite idling of the No 3 Seamless Mill at Lorain Tubular Operations. The work was expected to be completed by late May. US Steel announced it would accelerate the previously announced indefinite idlings of the No 1 and No 2 Weld Mills and associated heat-treat and finishing operations at the Lone Star Tubular Operations in Texas.

    The company also announced it would indefinitely idle the plant’s No 2 Heat Treat Line, Finishing Line 2, Pipe Main Finishing Line and related supporting departments, which will result in a complete idling of the facility upon conclusion.

    Extreme Slide in Business Activity in India Seen Once Again During May

    Business activity across India's service sector fell drastically during May as the unfavourable economic effects of the coronavirus disease COVID-19 pandemic impaired business operations, restricted consumer footfall and led demand to collapse. While most measures came off the unprecedented lows seen in April, survey data still pointed to extreme month-to-month declines in output and new orders. Spare capacity continued to rise, albeit to a far lesser degree than in May as prolonged shutdowns led to a rise in incomplete work at some companies. Meanwhile, employment continued to fall in response to weak demand and expectations of further challenging conditions. The IHS Markit India Services Business Activity Index recorded 12.6 in May. Although the headline figure rose from April's unprecedented low of 5.4, it remained at a level which, prior to the coronavirus pandemic, was unparalleled in over 14 years of data collection and pointed to an extreme drop in services activity across India.

    May data were collected 12-27 May 2020.

    According to panel member reports, output sank sharply due to extended business shutdowns and very weak demand conditions. Latest survey data pointed to a substantial decline in new work intakes at Indian service providers during May. Measures imposed to stem the spread of COVID-19 were a key reason behind the latest drop in sales, as per anecdotal reasons. The rate of decrease was marginally softer than seen in April, but was nonetheless steep by historical comparisons.

    New business from overseas markets collapsed on an unprecedented scale once again during May, with around 95% of surveyed companies reporting a fall in foreign demand when compared to April. The global COVID-19 pandemic was overwhelmingly mentioned as the factor causing international business to decrease.

    With many businesses remaining shut down during May, the extent to which spare capacity grew slowed markedly as a number of firms reported a build-up in unfinished work due to id le operations. Nevertheless, backlogs of work declined overall. In response to absent demand pressures and low business requirements, employment at Indian service sector companies was reduced during the latest survey period. The rate of job shedding remained strong by historical comparisons, despite easing since April.

    Lower staffing levels also coincided with a further deterioration in business sentiment. Output expectations for the coming 12 months slumped to their most negative since records began in December 2005 amid forecasts of prolonged economic weakness domestically and overseas.

    Lastly, prices data showed deflationary trends across both input costs and output charges midway through the second quarter. However, while the rate at which output price fell slowed, operating expenses dropped at the fastest rate in the survey history.

    Commentingon the latestsurvey resu Its, Joe Hayes, Economist at IHS Markit, said "Service sector activity in India is still effectively on hold, latest PMI data suggest, as output fell at an extreme rate once again during Moy Given the stringency of the lockdown measures imposed in India, it is no surprise to see the severity of the declines in April and May "Demand for services, both domestically and overseas, continued to plummet in May as clients' businesses remained closed and footfall remains drastically below normal levels. "With economic output set to fall enormously in the first half of2020, it is clear that the recovery to pre-COVID-19 levels of GDP is going to be very slow."

    South Korean Court to Seize Assets of Nippon Steel over Forced Labor during WWII

    Arirang reported that a South Korean court has decided to deliver public notice of its decision last year to seize the local assets of Japanese steelmaker Nippon Steel and Sumitomo Metal over its use of Koreans in forced labor during World War Two. The company has failed to respond to the ruling, so public notice means the court will consider notice to have been delivered. That will take effect August 4th.

    South Korea's Supreme Court ordered the Japanese company to compensate four South Koreans for the forced labor they endured and for their unpaid work. To fund the compensation, the court decided to seize the company's assets.

    Shougang Places another Major Order with Tenova LOI Thermprocess

    In December 2019, the Chinese company Shougang Qian’an Electrical Vehicle Steel Co Ltd signed another major order with Tenova LOI Thermprocess, a leading global company in the field of heat treatment plants based in Essen. The order includes the heat treatment portion furnace system for two annealing and coating lines for non-grain-oriented electrical strip. The two furnace systems, for which the basic design is almost complete, bear the internal designation SACL 7 & 8 and will meet the highest requirements for the production of non-grain-oriented electrical steel. As is well known, they are at the core of every treatment line for electrical steel with a special and exact temperature control, changing gas compositions, a precisely working slow and fast cooling system as well as an automated working method that is as model-based as possible.

    The scope of the contract includes engineering, the largely turnkey delivery of all furnace-related key components, as well as supervision of assembly and commissioning including training. In addition to the electrical equipment belonging to the furnaces, the control components as well as the associated software and a mathematical furnace management model are also supplied. Local provision and support is provided by Tenova Technologies Tianjin Co. Ltd., a Tenova’s subsidiary in China.

    The large number of references for comparable systems, the short implementation time and the proven mathematical model were important factors that led Shougang to choose LOI-technology. Shougang has been successfully operating seven modern lines for the heat treatment of electrical steel (GO) for years, where the heat treatment part - the heart of the system - has always been supplied by Tenova LOI (2x APL, 3x DCL, 2x FCL und 3x MBAF).

    Texas Steel Conversion warns of layoff amid oil bust

    Houston Chronicle reported that Texas Steel Conversion, which manufacturers metal tubing and pipe for the oilfield industry, said in a notice that it may begin laying off workers at the company’s six locations this month. Texas Steel Conversion wrote in a letter to the state “Due to the COVID-19 pandemic and the current oil and gas market, all 491 employees, in all job functions, are potentially at risk of losing their position. TSC is reducing its workforce due to the impact COVID-19 has had on the oil and gas industry. TSC has no plans to shut down operations.”

    The company expects to begin layoffs June 15. The cuts may come in stages, the company notice said.

    An oil price bust has caused oil and gas operators to slash drilling activity in recent months, and tens of thousands of oil and gas industry workers across Texas lost their jobs in April.

    Texas Steel Conversion was founded in 1975 and headquartered in Houston. In 2000, it began manufacturing drill pipe; the company has four manufacturing facilities in Houston and one in Bryan, Texas, near College Station. Texas Steel Conversion also has one Houston sales location.

    MMK and SMS to Implement Targeted Commissioning

    In 2018, Magnitogorsk Iron & Steel Works had awarded an order to SMS group covering the extensive modernization of the finishing mill mechanical equipment and the fundamental revamp of the electrical and automation system of hot strip mill 2500 at the Magnitogorsk site. The modernization of the hot strip mill, established in the 1960s and supplied by a Soviet manufacturer, was scheduled to be implemented during several shutdown periods until mid-2020.

    Within the modernization scope, SMS group equipped the finishing stands with new hydraulic adjustment systems and work roll bending systems. These powerful actuators enable MMK to produce strips within close geometrical tolerances. In addition, SMS group installed new equipment for changing work and backup rolls and a new high-pressure hydraulic system for the finishing stands. The modernization allows MMK to expand the portfolio of the plant, to improve product quality and reduce operating and maintenance costs. The rolling mill capacity will rise by 500,000 tons per year.

    Also part of the large-scale project was a completely new X-Pact® automation system from SMS group, which was first installed in the SMS group test center for testing and pre-optimization under realistic conditions in line with the Plug & Work concept. The automation system includes basic automation elements and process models such as X-Pact® Pass Schedule Calculation for roughing and finishing stands, the Profile, Crown and Flatness Control X-Pact® PCFC, the X-Pact® Cooling Section Control model for strip cooling, a pacing system for the entire hot strip mill, the X-Pact® Vision operating and visualization system as well as a wide range of measuring equipment.

    SMS group furthermore renewed the drive technology of the finishing mill and supplied six main drives including converters, two new spur gears and six mill pinion gear units as well as new drive spindles.

    The revamp strategy provided for the modernization to be implemented during several shutdowns until mid-2020. Due to the present crises caused by the COVID-19 pandemic, great demands are made on all parties, not least the companies fighting to maintain the economic performance, and hence for a speedy return to normality.

    MMK used the lower sales volume to be expected due to the crisis and decided, at the end of February 2020, to realize the great repair shutdown in its hot strip mill 2050 despite adverse circumstances and while respecting the health measures required by law.

    Existing travel restrictions in Russia and the European Union presented additional obstacles. However, at the end of March, based on an almost 100-year-old trusting relationship, the CEOs of both Management Boards agreed per video conference to initiate allnecessary steps to procure, by means of special permit, visas for a group of selected experts and to grant them entry to the region by charter flight. The group was joined by a team from GE Power.

    Bluescope to Supply Steel Plates for Building Frigate to ASC Shipbuilding

    BAE Systems subsidiary ASC Shipbuilding signed a contract with BlueScope Steel AIS for the supply of steel for the prototyping phase of the Hunter class frigate construction programme. Under the AUD 2.6 million contract, BlueScope will deliver more than 1,500 tonnes of steel plate to ASC Shipbuilding’s Osborne shipyard in Adelaide.

    BlueScope Chief Executive, Australian Steel Products, John Nowlan, said the company had a long history of supplying steel for defence projects – 20,000 tonnes of steel was used to construct the ANZAC class frigates. Nowlan said: “This contract is an important first step in potentially supplying steel into the build phase of the nine submarine hunting warships.”

    Jindal Stainless Limited Export Orders Rebound in May-June period

    India’s largest stainless steel manufacturer Jindal Stainless Limited has regained its footing in export volumes by ramping-up production for global markets. With India yet to completely lift the lockdown, JSL’s strategic initiative to recapture volumes in the export markets is yielding encouraging results. In the month of May, JSL despatched export orders of over 12,000 tonnes, comprising more than 40% of the entire share of its despatches. In a normal month, this percentage hovers around 18-20%. In June, the Company is slated to despatch over 18,000 tonnes, taking the export volume back to pre-COVID-19 period.

    JSL has gradually ramped-up its operations since the re-opening of its manufacturing facility in the first week of May. By the end of May, JSL’s downstream facilities were operating at about60% of installed capacity, and the overall capacity utilization reached about 40%. With the gradual easing of lockdown, utilization will be ramped up in June. For uninterrupted operations and smooth flow of goods throughout the supply chain, JSL is closely coordinating with local authorities.

    SINGAPORE (AFN/BLOOMBERG) - De prijs van ijzererts zat maandag in de lift nadat de Braziliaanse mijnbouwer Vale de werkzaamheden bij een grote ijzerertsmijn moest stilleggen vanwege een uitbraak van het coronavirus onder werknemers.

    De prijs van een ton ijzererts steeg maandag in Singapore met 6 procent tot meer dan 103 dollar, het hoogste niveau sinds augustus vorig jaar. Een rechtbank dwong Vale de werkzaamheden bij het Itabira-mijnbouwcomplex te onderbreken nadat 188 werknemers positief hadden getest op het virus. Die ijzerertsmijn is goed voor ongeveer 10 procent van de productie van Vale. Het bedrijf moet nu eerst voldoen aan bepaalde veiligheidsregels voordat de activiteiten weer hervat mogen worden.

    Vale waarschuwde dat op de Braziliaanse markt mogelijk tekorten aan ijzererts kunnen ontstaan. Het bedrijf houdt wel vast aan zijn productieverwachtingen voor het gehele jaar. Overigens zijn de verschepingen van ijzererts vanuit Australië sterk aan het stijgen.

    ArcelorMittal Ilva Plant Union to Strike Over Job Plans

    Reuters reported that Unions representing workers at the Ilva steel plant in southern Italy called a strike for Tuesday to protest at reported plans by ArcelorMittal for thousands of job cuts at the struggling facility. The call by the FIM, FIOM and UILM unions came after Industry Minister Stefano Patuanelli accused the group of failing to respect the terms of a rescue agreement signed with the government in March. Patuanelli said on Saturday that an industrial plan presented by the group last week was not in line with the March agreement and that ArcelorMittal appeared to be using the COVID-19 emergency as an excuse for not sticking to the agreement.

    Under that agreement, ArcelorMittal agreed to suspend plans to walk away from the plant in the southern city of Taranto, which it acquired in 2018, in exchange for a significant injection of state funding.Italian media reported at the weekend that a new industrial plan presented to the government late on Friday included 5,000 job cuts. A spokeswoman for ArcelorMittal confirmed the group had presented a plan but declined to provide details.

    Nippon Steel to Reline Blast Furnace 3 at Nagoya Works

    Nippon Steel Corporation has decided to reline the No 3 blast furnace of its Nagoya Works. It said “In light of a decline in domestic steel demand, intensified competition in the overseas market, and need of large-scale investment for renewal of the Company’s steelmaking facilities over the medium- to long-term, we decided on February 7, 2020 to implement new production facility structural measures according to our basic policy to establish an optimal production structure centered on competitive upstream integrated production. As about 20 years have passed since its last relining, we have decided to reline the No. 3 blast furnace at this time in order to maintain and further enhance competitiveness of the Nagoya Works upstream integrated production, which is a key to appropriately respond to customer needs and to prevail jointly with customers in global competition.”

    After the relining, advanced IT and other leading-edge technologies from Japan and abroad will be adopted in the No. 3 blast furnace to realize stable production and higher productivity.

The Nagoya Works plays a role by supplying upstream-processed materials of high-grade steel sheet to other steelworks.

    CCI Finds Price Fixing by Tata Bearing, SKF, NEI & Schaeffler for Bearings

    Reuters reported that the Competition Commission of India has ruled that units of Sweden’s AB SKF, Germany’s Schaeffler AG, and Tata Steel, along with local firm National Engineering Industries, are guilty of colluding and fixing prices of vehicle ball bearings. CCI said that it It holds NEI, Schaeffler, SKF and Tata Bearing guilty of contravening the country’s antitrust laws. However, the CCI added it had decided not to impose a penalty, saying the ends of justice would be met if the parties cease such cartel behaviour and desist from indulging in it.

    The CCI began a probe into the matter in 2017 after receiving information that the entities had been colluding on bearings prices from 2009-2014, to pass on higher raw material costs to customers in the auto sector. The order showed the case was initiated after Schaeffler filed a so-called leniency application, in which companies seek lesser penalties and make disclosures about their activities. National Engineering Industries also filed a similar plea under the leniency programme.

    The United States International Trade Commission determined that there is a reasonable indication that a US industry is materially injured by reason of imports of prestressed concrete steel wire strand from Argentina, Colombia, Egypt, Indonesia, Italy, Malaysia, Netherlands, Saudi Arabia, South Africa, Spain, Taiwan, Tunisia, Turkey, Ukraine, and United Arab Emirates that are allegedly sold in the United States at less than fair value and subsidized by the government of Turkey. As a result of the Commission’s affirmative determinations, the US Department of Commerce will continue with its antidumping and countervailing duty investigations concerning imports of this product from Argentina, Colombia, Egypt, Indonesia, Italy, Malaysia, Netherlands, Saudi Arabia, South Africa, Spain, Taiwan, Tunisia, Turkey, Ukraine, and United Arab Emirates, with its preliminary countervailing duty determination due on or about July 10, 2020, and its antidumping duty determinations due on or about September 23, 2020.

    The merchandise covered by these investigations is prestressed concrete steel wire strand, produced from wire of non-stainless, non-galvanized steel, which is suitable for use in prestressed concrete, both pre-tensioned and post-tensioned, applications. The product definition encompasses covered and uncovered strand and all types, grades, and diameters of PC strand. PC strand is normally sold in the United States in sizes ranging from 0.25 inches to 0.70 inches in diameter.

    JSW Steel to raise up to INR 1,000 Crore through NCDs

    JSW Steel’s Committee of Directors at its meeting held on Friday have approved the allotment of 10,000, 8.50 per cent rated, listed, unsecured, redeemable, non-convertible debentures bearing a face value of INR 10 lakh each, aggregating to INR 1,000 crore on private placement at par to the investor identified by the company's board at its meeting held on June 04, 2020.
