    Cherepovets Steel Mill reduced specific energy consumption per ton of product

    Severstal’s The Cherepovets Steel Mill said that for 9 months of 2019 reduced the consumption of almost all energy resources per ton of products compared to last year. The economic effect amounted to 156 million rubles. According to the director general of the Severstal Russian Steel division, Mr Vadim Germanov, a reduction in performance was achieved by reducing the consumption of electricity, fuel and oxygen. In particular, electricity consumption decreased by 17.6 million kWh, fuel - by 12.5 thousand tonnes (tonne of standard fuel), oxygen - 19.7 million m3. The specific energy consumption indicator of PJSC Severstal for 9 months of 2019 is 5.762 Gcal per ton of liquid steel.

    Mr Vadim Germanov said that “The main factors that influenced the reduction of specific energy costs are the implementation of investment measures and the operational control of energy consumption. Coke-agglomeration, steelmaking and rolling production showed high efficiency in the use of resources.”

    For 9 months of 2019, the generation of own electricity amounted to 3212.2 million kWh, so the plant independently provides itself with electricity by 72.7%. During January-June this year, CherMK completed the reconstruction of the turbogenerator No. 5 of the TPP-PVS, the updated unit was put into operation, which has already achieved record levels in daily electricity generation - 13,838.9 thousand kWh.

    The Indian market has been suffering as the lowest priced subcontinent location for some time now, and given this market’s performance for much of the summer & monsoon months, there certainly seem fewer signs that the situation will improve, especially as 2019 winds itself down. Indeed, Alang Buyers appear painfully aware about the number of HKC vessels in the market and especially given that such sales are limited to an India only delivery, we can certainly expect some absurdly low and exploitative prices to be offered - due to a lack of competitive options available to Ship Owners / Cash Buyers alike.

    A Petrobras auction was finalized this week as three tankers were sold on an en bloc ‘as is’ basis a Brazil delivery, at some impressively firm numbers. The PIRAI (13,584 LDT), PIRAJUI (13,530 LDT) and PEDREIRAS (14,228 LDT) were all fixed at USD 289/LT, USD 282/LT and USD 302/LT respectively.

    These units could easily end up being Pakistani or Bangladeshi candidates closer to delivery and depending on the market situation, once these units complete their long voyage across from Brazil.

    WILMINGTON (AFN/BLOOMBERG) - ArcelorMittal en het Amerikaanse AK Steel hebben een langlopend patentdispuut beëindigd. De twee partijen hebben het geschil bijgelegd en dat akkoord is goedgekeurd door een rechtbank in de Amerikaanse staat Delaware. Er zijn geen nadere details bekend.

    De zaak loopt al meer dan zes jaar. De Amerikaanse tak van ArcelorMittal klaagde AK Steel in 2013 aan vanwege vermeende patentschending bij staal voor gebruik in de auto-industrie. Eerder werd ArcelorMittal in het ongelijk gesteld in de zaak, waarop het bedrijf hoger beroep aantekende. Ook daarin ving ArcelorMittal bot.

    WEST CHESTER, Ohio, Oct. 28, 2019 (GLOBE NEWSWIRE) -- AK Steel (AKS) announced today that it has entered into a licensing agreement involving its aluminized boron press hardenable steel product, ULTRALUME® PHS. This product is a high strength, high formability steel that is hot stamped into parts for the automotive industry.

    Under this agreement with ArcelorMittal, AK Steel has full rights to manufacture and sell its ULTRALUME® PHS product for hot stamping and its customers are permitted to stamp and use the product in the United States, Canada and Mexico.

    AK Steel will be the sole licensee, along with the licensor's subsidiaries, permitted to produce aluminized boron press hardenable steel in the United States, Canada or Mexico to be processed pursuant to ArcelorMittal’s licensed patents about the press hardening of parts made of aluminized boron high strength steel. This licensing agreement is a part of the settlement of a patent infringement case that has been pending in the Federal District Court for the District of Delaware between the parties.

    AK Steel expects to significantly expand its sales of this important automotive product as a result of the dispute being resolved.

    Global Forum on Steel Excess Capacity to End

    A Global Forum on Steel Excess Capacity to produce steel will end this year due to China's opposition to continuing the framework. The forum's third ministerial meeting took place in Tokyo on Saturday, bringing together 32 members. Japan's new Economy, Trade and Industry Minister Mr Hiroshi Kajiyama chaired the meeting. A chair's statement issued after the gathering says that “As compared to three years ago, the gap between steelmaking capacity and demand has shrunk. The global steel industry needs further efforts to address the problem. But the forum will expire at the end of this year in line with its terms of reference. China objected to maintaining it, saying the current framework has achieved its goals.”

    The forum was established in 2016 to discuss overproduction of steel, such as by China. The product is then exported at unfairly low prices. Excess steel capacity has been cut from a 2015 peak of 700 million tonnes, and is currently at 400 million tonnes.

    Mr Dharmendra Pradhan invites Japanese steel companies to invest in India

    India’s Union Steel Minister Mr Dharmendra Pradhan has invited Japanese steel companies Nippon Steel and Daido Steel to invest in India. Mr Pradhan tweetd "Met with representatives of Daido Steel Co Ltd in Tokyo. Daido is one of the world's largest specialty steel manufacturers also dealing in high-performance materials, magnetic materials, parts for the automobile industry and industrial equipment. Met with Katsuhiro Miyamoto and Taisuke Nomura from Nippon Steel Corporation's Global Business Development team. India has a large market with a growing economy and steel consumption. Nippon is enthusiastic to expand its investments in India. Invited them to bolster their presence under the #MakeInIndia initiative of Modi Govt. and participate in India's growth story.”

    The Minister also highlighted the investor-friendly steps taken by India recently, like reduction in corporate tax, bettering Rank in Ease of doing business, tax incentives for new companies and new investment.

    Discussions with Ataer for British Steel are Continuing – Official Receiver

    British Steel Official Receiver said “While discussions with Ataer are continuing, discussions with other parties who have expressed continued and renewed interest in acquiring the whole British Steel business will now be possible. Ataer remain very much interested in acquiring the business and we remain in detailed discussions with them to conclude a sale."

    Leader of Redcar and Cleveland Borough Council, Councillor Mary Lanigan said “We welcome the ongoing discussions with Ataer and other parties who are interested in the British Steel business. We have two successful plants in our Borough at Lackenby and Skinningrove and they are vital part of our economy, providing jobs and prosperity for many families.     The Office of the US Trade Representative at the close of the Global Forum on Steel Excess Capacity ministerial meeting held in Tokyo, Japan said “The United States thanks Japan for hosting this ministerial and for the energy it has brought to its chairmanship of the Global Forum process this year. The United States has been an active and committed partner in this process, supporting Japan’s efforts to seek prompt implementation of the Forum’s past policy recommendations, which are aimed at reducing excess capacity as well as restoring balance and market function in the global steel sector. The decision by a vast majority of Global Forum members to continue the work of the Forum beyond 2019 is a recognition that severe excess capacity is a continuing crisis. The Global Forum’s policy prescriptions and information-sharing process will not alone resolve the crisis of excess capacity in the global steel sector. This will only happen when those that have created the problem take concrete steps toward true market-based reform. Participation in the Global Forum process is a signal of each member government’s commitment to adhere to principles intended to ensure market-based outcomes.”

    It added “The United States will continue to work with like-minded partners to seek long-term solutions to the crisis of global excess capacity and the market distortions and global imbalances that it causes. This includes, but is not limited to, exchanging information on the policies and practices of countries at the root cause of the crises, whose measures generates and sustain steelmaking capacity misaligned with market forces.     Iranian Researchers Produce Alloy Analyser

    Researchers at an Iranian knowledge-based company could manufacture a machine to analyse alloys which can be used in the steel industries. Mr Abouzar Heidarzadeh, the manager of an Iranian knowledge-based company, said that designing and building of the quantum-meter metal analyser has been completely done by Iranian researchers. He said "The machine is able to analyse metals within minutes at a high speed which can provide the caster with information about the metal's specifications and qualities so that the final product will be produced at a high quality. The machine is one of the most sensitive and strategic machines in the steel industry.”

    Iran is a leading producer of steel in the world.

    Vietnam Continues Anti-dumping Duty on Cold Rolled Stainless Steel

    On October 21, 2019, the Ministry of Industry and Trade of Vietnam issued Resolution 3162 / QD-BCT, making the first anti-dumping sunset review of cold-rolled stainless steel products originating in mainland China, Taiwan, Malaysia and Indonesia and decided to continue to impose anti-dumping duties on enterprises involved. The resolution entered into force on 26 October 2019 and is valid for five years.

    On July 9, 2013, Vietnam launched an anti-dumping investigation into imported cold-rolled stainless steel products originating in mainland China, Taiwan, Malaysia and Indonesia. On October 5, 2014, Vietnam formally imposed anti-dumping duties on cold-rolled stainless steel products in the above-mentioned countries. In October 2018, Vietnam launched the first anti-dumping sunset review of cold-rolled stainless steel products from mainland China, Taiwan, Malaysia and Indonesia.

    Odisha Farmers Allege Land Encroachment by JSPL

    Odisha TV reported that locals of as many as three villages in Chhendipada area have levelled serious allegations of encroachment of public lift irrigation project land by Jindal Steel and Power Limited in Angul district. An investigation by OTV revealed that while Jindal authorities have filled up the canal system constructed for the lift irrigation project, the district administration seems to have turned a blind eye towards the development. Taking note of allegations by the locals on illegal activities by JSPL, the then district collector directed Banarpal Tehsildar on July 18, 2011 to conduct field enquiry and take necessary steps for eviction if JSPL authorities are found to be illegally occupying the area.

    According to sources, the State government constructed a micro lift irrigation project in Parang adjacent to JSPL plant in 2002 after acquiring land from the locals.

    However, even 10 years after completion of the project, the farmers are yet to get any benefits from the project and the locals have blamed the JSPL authorities of arbitrarily encroaching at least 4.5 acre land meant for the project.

    Usiminas Announces Q3 Results

    Brazilian steelmaker Usiminas posted a third-quarter net loss on Friday, missing market expectations as iron ore sales volumes declined and costs of goods sold increased. It swung to a quarterly net loss of 139 million reais from a net profit of 289 million reais a year ago.

    Arvedi to Cut HR Coil Output

    The Cremona plant will reduce hot-rolled coil output by 70% over November and December, as a result of intensified global trade tensions, the downturn in the Italian economy and imports from Turkey. The facilities have an output capacity of 3.4 million tonne Per year and produce hot-rolled and pickled coils, hot-dip galvanised and pre-painted coil. The move also has implications for scrap consumption in Italy as the company is electric arc furnace-based. The ongoing crisis in the automotive industry in Germany has substantially affected the coils market, the company said in a statement sent to customers and obtained by Argus. Coupled with lower-priced imports, this has created an unfavourable market environment.

    The downtime will be used to bring maintenance forward.

    MISIF Blames Alliance Steel for Malaysian industry’s losses

    The Malaysian Iron and Steel Industry Federation has blamed Chinese steelmaker Alliance Steel Sdn Bhd for the losses incurred by the local steel industry in the last three quarters. Misif president Datuk Lim Hong Thye claimed that Alliance Steel had been crowding out the local steel bar manufacturing segment since October last year and producing only a small amount of beam and medium section products that were supposed to be Alliance Steel’s mainstay as these are not commonly produced in Malaysia. He said that “We can see the results of every one (steelmakers) just gone down the hill. This is something that we’ve also discussed with Miti (Ministry of International Trade and Industry) for allowing such a big player to come in for like (similar) products. Even though they promised to produce beam and medium section, and only a small portion of bar and wire rod, it ended up that (bar and wire rod) is the majority of the products they are producing and it is causing a bad situation in Malaysia,.”

    He said Malaysia’s rebar price today at slightly over RM1,900 per tonne is some RM300 below China’s domestic price of RM2,200 per tonne. He added that “One month ago, the price was as low as RM1,800 in Malaysia. It’s a bad situation. There’s no reason why Malaysia’s price should be so far below China’s.”

    Alliance Steel is the largest steel plant in Malaysia with an annual production of 3.5 million tonnes. It is the largest investor in the Malaysia-China Kuantan Industrial Park. The steel company is owned by Guangxi Beibu Gulf Port International Group Co Ltd and Guangxi Shenglong Metallugical Co Ltd.

    US Commerce Announces New Anti-Dumping Investigation Of Mexican Steel Rebar

    The US Department of Commerce has opened an inquiry into whether companies are circumventing anti-dumping and countervailing duty orders on steel rebar from Mexico by bending the product "at one or both ends." The Commerce Department press release announcing the inquiry did not specify which companies are being investigated. Mexico was the fourth-largest foreign supplier of steel rebar in 2018. Imports of rebar from Mexico in 2018 were valued at USD 51 million.

    Port Laredo, the Port of Houston and El Paso, Texas, account for around 70% of imports of Mexican rebar coming into the US.

    The newest rebar inquiry is the second time in the last five years that the Commerce Department has investigated Mexican companies for possible dumping of rebar into the US market.

    The department also recently investigated Turkey, but determined there was no dumping of rebar.

    The most recent case with the U.S. Department of Commerce was filed by the Rebar Trade Action Coalition.The Rebar Trade Action Coalition's individual members include: Byer Steel Group, Inc., of Cincinnati, Ohio; Commercial Metals Co., of Irving, Texas; Gerdau Armisteel US, Inc., of Tampa, Florida; Nucor Corp. of Charlotte, North Carolina; and Steel Dynamics, Inc., of Pittsboro, Indiana.

    In the past five years, the Rebar Trade Action Coalition has filed cases against Mexico, Turkey, Japan and Taiwan.

    Companhia Siderurgica Nacional announced its results for the third quarter of 2019 which are presented in Brazilian Reais and in accordance with International Financial Reporting Standards issued by the International Accounting Standards Board and with Brazilian accounting practices, which are fully convergent with international accounting standards, issued by the Accounting Pronouncements Committee and approved by the Brazilian Securities and Exchange Commission, pursuant to CVM Instruction 485 of September 1, 2010.

    All comments presented herein refer to the Company's consolidated results for the third quarter of 2019 (3Q19) and comparisons refer to the second quarter of 2019 (2Q19) and the third quarter of 2018 (3Q18). The real/US dollar exchange rate was R$ 4.1644 on 09/30/2019, R$3.8322 on 06/30/2019, and R$3.8748 on 12/31/2018.
    Operating and Financial Highlights

    1. Adjusted EBITDA of R$1,567MM, down by 34% and 4% over 2Q19 and 3Q18, respectively, impacted by the blast furnace #3 maintenance and less favorable price achievements in mining.

    2. Mining EBITDA reached R$1,352MM, second best in a series, even with the strong volatility in seaborne freight and quality premium.

    3. Historical record in iron ore production at 8.654Mton, following the evolution of dry stacking and filtering operations.

    Global Crude Steel Production in 9 Months up by 3.9% YoY – worldsteel

    World crude steel production for the 64 countries reporting to the World Steel Association was 151.5 million tonnes in September 2019, a 0.3% decrease compared to September 2018. World crude steel production was 1,391.2 million tonnes in the first nine months of 2019, up by 3.9% compared to the same period in 2018. Asia produced 1,000.1 million tonnes of crude steel, an increase of 6.3% over the first nine months of 2018. The EU produced 122.5 million tonnes of crude steel in the first nine months of 2019, down 2.8% compared to the same period of 2018. North America’s crude steel production in the first nine months of 2019 was 90.6 million tonnes, an increase of 0.3% compared to the same period of 2018. The CIS produced 76.0 million tonnes of crude steel in the first nine months of 2019, down by 0.1% over the same period of 2018.
