    China Approving New Steel Facilities at a Rapid Pace

    SP Global reported that China is approving new steel facilities at a rapid pace, raising the specter of a steel oversupply that could once again undermine global steel prices. China approved eight steel capacity replacement projects over September to mid-October that will see 17.18 million tonne per year of pig iron and 13.56 million tonne per year of crude steel capacity commissioned in the next 3 to 4 years, according to S&P Global Platts analysis. The new projects are predicated on closures of 19.52 million tonne per year of pig iron and 15.21 million tonne per year of crude steel capacity. However, 5.18 million tonne per year of pig iron and 2.16 million tonne per year of crude steel capacity were already closed before the end of 2018. This means there will be just 14.39 million tonne per year of pig iron and 13.04 million tonne per year of crude steel capacity closed during 2020-23, resulting in a net increase of 2.79 million tonne per year of pig iron and 0.51 million tonne per year of crude steel capacity over the period.

    Though China has effectively banned additional steel production capacity, a net increase in overall output is occurring in two key ways: new facilities are replacing the ones that have, in some cases, been closed for a long time; and the iron and steel works are bigger and more efficient than the ones they are replacing.

    In total, 208.57 million tonne per year of new crude steel capacity will be commissioned over 2019-23, based on closures of around 228.97 million tonne per year, according to Platts analysis. Out of the total closures estimate, 58.05 million tonne per year have already been shut down prior to 2019.

    Platts estimates China's net crude steel capacity expansion will total 37.65 million tonne per year over 2019-23, of which 34.88 million tonne per year is due to come online in 2019. This will take China's total crude steel capacity to around 1.2 billion tonne per year by the end of this year.

    There are some in China's steel market who believe the real net crude steel capacity expansion figure could be even higher as new facilities can produce up to 20% more than the installed capacity.

    This is made possible through improved production technologies, by adding more scrap into the iron and steelmaking process, and by using higher grade iron ore.

    US Holds 50% Steel Tariff against Turkey

    It appears the United States will hold off on levying a 50% tariff on imports of Turkish steel. US President Donald Trump said that he would revive the 50% tariff on imports of Turkish steel in response to the country's military actions in Northeast Syria. But the two countries reached an agreement on October 17, with the US implying that it will refrain from imposing the steel tariff increase if Turkey halts its offensive. The White House said in issuing a joint statement with Turkey said that "Once Operation Peace Spring is paused, the US agrees not to pursue further imposition of sanctions under the executive order of October 14, 2019.”

    The US had increased the Section 232 tariffs against Turkey to 50% in August 2018 before halving them to the previous level of 25% in May of this year.

    Tata Steel Cuts Tarapur Unit Production by 15%

    The deepening slowdown in the automotive sector has resulted in Tata Steel's cold rolled steel unit here cutting production by 15% since the past six months. Tata Steel's head of cold rolling complex (west) Mr Ujjwal Desai told reporters that "The slowdown in the auto sector has impacted us since the past six months. Our capacity utilization which used to be 100% till last fiscal has come down to 85%.Inventory at the factory has also piled up as dealers have not picked up the finished products.

    He added that "We had witnessed a similar slowdown in FY01. However, we are hopeful that there would be a revival soon. Since September there has been a slight improvement in the demand sentiment.”

    The 3 lakh tonne plant t Tarapur in the Palghar district north of Mumbai, caters to nearly 30% of Tata Steel's supplies to the automotive sector. The prolonged slowdown is also likely to impact sales from the plant this year as capacity utilization has come down to around 85% now, a senior company official has said, adding last fiscal, the plant had revenue of INR 1,200 crore.

    Danieli Olivotto Ferrè Annealing Furnace Start at Tenaris Tamsa in Mexico

    Danieli Olivotto Ferre successfully started up a Tube Roller Hearth Annealing furnace at Tenaris Tamsa, in Veracruz. The furnace is designed to treat steel tubes coming from cold or hot processing with a maximum throughput of 5 tons/h. The flexible furnace is able to perform different heat-treatment cycles, including normalizing, annealing, tempering and stress relieving. The pipe to be treated has OD range from 15 to 120 mm, thickness from 1.5 to 20 mm and length up to 16 meters.

    An important feature of the furnace is the possibility to perform heat-treatment cycles under different protective atmospheres: reducing, 100% N2 and air. The reducing atmosphere is fed by a dedicated endothermic gas generator supplied together with the furnace.

    Tata Steel Jamshedpur Plant on High Alert Over Terrorist Threat

    After arresting Al-Qaeda terrorist Md Kalimuddin Mujahiri from Jamshedpur last month, Tata Steel Plant has been put on high alert. Suspecting a terror attack, Chief of Security at Tata Steel, Mr Gopal Prasad Chaudhary informed last week that the company has made foolproof arrangements and is ready to face any challenges in this regard. He said “The security in and around the steel plant has been beefed up after the information provided by the intelligence agencies. Electronic fencing has been installed all-around 17 km circumference of the steel plant through which the control command area of the plant will get alerted within seconds, if any intruder tries to barge into it.”

    He added that state and central forces have been deployed for the security of the plant

    Mr Chaudhary also said that all measures have been taken to protect the interests of the 15,000 permanent, 35,000 temporary employees working in the company along with that of the shareholders and investors.

    Arjas Steel to Double Capacity to 600KT per Annum

    Anantapur based Arjas Steel Private Limited, formerly known as Gerdau Steel India Private Limited, is planning to invest over INR 200 crore on expansion of its plant as well as planning to add a Research & Development. MD Mr Sridhar Krishnamoorthy said “We have an installed capacity of three lakh tonnes of special steel per annum, and the current manufacturing facility has reached its full capacity. So, we are looking at investing over INR 200 crore on new equipment and capacity expansion to make it a six lakh tonne unit in four years.”

    He said “Besides capacity expansion, the company is also planning to set up its own R&D center to better customize its products to suit the market requirements. We are looking at the requirements of electric vehicles, which have lot of applicability and demand in the market. While having a dedicated in-house facility here, we are also tying up with IITs and other premier institutions to meet our R&D requirements.”

    He added that the required investment would be sourced through internal accruals

    Private equity firm, ADV Partners, had acquired Arjas Steel from the Brazilian entity, Gerdau Steel, in the early part of this year for about USD 120 million. The present turnover of Arjas is about INR 1,450 crore and EBITDA margins stand at 15%.

    CMC to Close Rancho Cucamonga Steel Mill Melt Shop

    Many people are expected to lose their jobs at the Commercial Metals Company steel mill in Rancho Cucamonga. A corporate spokeswoman confirms they are closing a large part of the mill. CMC spokeswoman Ms Susan Gerber said “The burdensome regulatory environment and cost of doing business in California has put the Rancho Cucamonga melt shop at a severe cost disadvantage in the highly competitive rebar market. Therefore, CMC has decided to shutter the melt shop and supply the rolling mill with billet from excess melt capacity throughout our system of lower cost mills.”

    The melt shop is what will be closing. This is where old steel is melted into rebar for construction.

    Metalloinvest Launches Shipments of Premium Quality Pellets from Mikhailovsky GOK

    Metalloinvest has launched the shipment of premium quality pellets from Mikhailovsky GOK. Pellets with a basicity of 1.0 (Fe content of >63%, compressive strength of >240 kg/pellets) were produced from a mixture of concentrate from Mikhailovsky GOK and Lebedinsky GOK and supplied to ArcelorMittal and Nippon Steel. Metalloinvest has been implementing a number of comprehensive measures at Mikhailovsky GOK designed to improve the quality of iron ore concentrate and pellets. The installation of Derrick Fine Screening Technology at the beneficiation plant and modernisation of the pellet plants at the pelletising unit is ongoing.

    The equipment at Mikhailovsky GOK’s Pellet Plant #3 was modernised for the production of pellets with high basicity. In particular, a new high-performance limestone weighing system was installed with an advanced automated control system. The capacity of the limestone feed bins was increased. At the site for thickening, filtration and raw pelletising, works were completed to expand the service sites.

    Industrial production was preceded by a series of pilot laboratory studies followed by pelletising in real conditions. Specialists from NPVP TOREX, part of Metalloinvest, took part in the laboratory and industrial tests.

    Following the introduction of fine screening technology, further improvements to the quality characteristics of the concentrate produced at Mikhailovsky GOK will allow the enterprise to expand the production of pellets with high basicity. Sections of the beneficiation plant with fine screening technology produce concentrate with Fe content 67%, and a lowered silica content.

    Reducing the level of silica in the concentrate allows to achieve the necessary basicity of pellets with fewer fluxing additives. Thus, the productivity of pellet plants is increased while maintaining the necessary strength of the pellets.

    At another Metalloinvest enterprise, Lebedinsky GOK, pellets with increased basicity have been in production for the past three years.

    JSW Steel Raises INR 2,000 crore From LIC

    JSW Steel has raised INR 2,000 crore from Life Insurance Corporation through a bond offering. The company has raised fresh funds from 10 year bonds, at a yield of 8.79% payable quarterly. JSW Steel said that the funds from LIC will be used to meet long-term working capital requirements, refinancing of existing debt, general corporate purpose and ongoing capital expenditure.

    A Memorandum of Agreement was signed between RINL VSP and National Research Development Corporation a leading Technology Transfer Organization under Ministry of Science &Technology. The MOU facilitates for rendering consultancy services to RINL in the filing of Patents, Copyrights, Trademarks and Design Applications both in India and abroad and also for licensing of said technologies on case to case basis for commercial exploitation.

    Kerala Pollution Board Inspects 15 Steel Rerolling mills in Kanjikode

    Times Of India reported that Kerala state pollution control board has inspected 15 steel rerolling mills in Kanjikode industrial area on the allegation of serious air pollution from these factories. It is found that in the area, these steel units lack proper pollution control measures and people living here have been suffering from health problems. The district environment engineer of KSPCB, M N Krishnan said that more than 15 steel companies lack proper pollution control measures. He said that the night inspections of these companies are also going on to find out about the complaint of air pollution from these units.

    K Ayyapan of Koyyamarakkad said that though his house is one kilometre away from the steel factories and near the railway track, the smoke with the smell of burning of rubber had reached his house leading to suffocation. Another resident of Koyyamarakkad, R Krishnaswamy, said that during the night, due to the polluted air, sleeping is very difficult. Since he is a heart patient breathing has become difficult. Nearly 20 people in the area developed health problems during the last two days allegedly due to the polluted air, the local people said. Women and children also experienced health problems and suffocation from the foul smell of the air coming out from the industrial units. Some people had also vomitted. The smoke had also spread to the national highway passing through the area.

    TATA Steel Plans Double at Wires Unit by 2025

    TATA Steel plans to more than double current capacity at its wires unit in India by 2025, in line with its overall roadmap to also grow its steelmaking volume. The unit, called Tata Steel Global Wires India, at present produces four lakh tonne of wires across its three units in the country. These units are present in Tarapore, Indore and Jamshedpur. The company now wants to increase capacity to 8 lakh tonne by 2025. As it expands capacity, the company also wants to increase its market share in the country to 23% by 2025 from the present 14%.

    The wires are used across sectors such as auto, infrastructure and power. The Tata Steel unit has leadership position individually in these sectors. About 44% of the production goes into the retail sector; auto: 24%, infrastructure: 28% and power: 4%.

    US DoC Finds AD & CVD on Imports of Stainless-Steel Kegs from China & Germany

    US Department of Commerce announced affirmative final determinations in the antidumping duty and countervailing duty investigations of imports of refillable stainless-steel kegs from China and Germany, finding that exporters from these countries have sold stainless-steel kegs at less than fair value in the United States at rates ranging from 0 to 77.13% and 7.47%, respectively. In addition, Commerce determined that exporters from China received countervailable subsidies at rates ranging from 16.21 to 145.23%. In 2018, imports of stainless-steel kegs from China and Germany were valued at an estimated USD 16.4 million and USD 2.9 million, respectively.

    The petitioner is the American Keg Company, LLC (Pottstown, PA). The US International Trade Commission is currently scheduled to make its final injury determinations on or about December 2, 2019. If the ITC makes affirmative final injury determinations, Commerce will issue AD and CVD orders. If the ITC makes negative final determinations of injury, the investigations will be terminated and no orders will be issued.

    US Steel Idles Production Line at Iron Range Minntac plant

    US Steel as saying that US Steel will idle one of its production lines at the Minntac taconite plant in Mountain Iron in response to changing market conditions but layoffs are not expected. Company officials noted softening market conditions that include lower prices for tubular steel plus lower demand and lower prices for flat-rolled steel products. Minntac, which has 1,800 union and non-union workers, can produce 16 million net tons of iron taconite pellets a year. US Steel said i "In order to reflect changing market conditions and the need to adjust our raw materials accordingly, we plan to take advantage of this situation by performing additional maintenance on our five Minntac agglomerators for enhanced reliability in preparation for improved market conditions. We do not anticipate any employment impacts as a result of this action."

    In June, US Steel idled two blast furnaces in the United States and one blast furnace in Europe to better align its global production with its order book. Now, the company is making changes at its Mountain Iron taconite plant in Minnesota, which converts iron ore into tacontie pellets that get converted elsewhere into steel.

    India to Replace Plastic Water Bottles in Trains with Stainless Steel Cans

    The Print reported that if the Indian government has approved a consumer affairs ministry proposal, railway passengers, especially on premium trains such as Tejas Express and Vande Bharat Express, could soon get aluminium or steel water cans instead of plastic water bottles. Government officials told ThePrint that the ministry is in talks with the Steel Authority of India to produce these cans in two of the most common grades of food grade stainless steel 18/8 and 18/10, also known as Type 304. A source in the consumer affairs ministry said that “We are in talks with SAIL for making water bottles/cans for the railways’ Rail Neer brand. These will be initially offered to passengers aboard premium trains such as Tejas Express and Vande Bharat Express.”

    The source said the government is also in consultation with private players, and an expression of interest has also been put up by PepsiCo and Coca Cola to introduce aluminium cans for drinking water, through their respective Aquafina and Dasani brands. The multinational giants are planning to sell drinking water in aluminium cans in the US by 2020.

    Mr Siddhartha Singh, public relations officer of the Indian Railways Catering and Tourism Corporation said that “We will certainly consider steel/aluminium cans to replace plastic bottles and are resolved to replace plastic bottles phase-wise.”

    US Steel Corp Honored by Indiana Manufacturers Association

    United States Steel Corporation has been inducted into the 2019 Indiana Manufacturers Association Hall of Fame. US Steel employs more than 4,000 in that region and was selected for its contributions to the industry, employees and community.

    Mr Dan Killeen, general manager at US Steel's Gary Works steelmaking facility in Gary, Ind said that “We are honored to be inducted into the Indiana Manufacturers Hall of Fame.     Novus Expansion Creates 174 New Jobs in Lawrence County

    Novus Advanced Manufacturing said that it will expand its operations in the Lawrence County community of St. Joseph, creating 174 new jobs for the region in a USD 2 million investment. Novus Advanced Manufacturing, a subsidiary of Hunt Services, Inc,. is a manufacturer of steel framing components and accessories for the construction of commercial and residential structures. The company specializes in manufacturing steel panels for the hospitality and retail center sectors. The announcement was made in partnership with the Tennessee Department of Economic and Community Development, a state office that seeks to attract new corporate investment to the state and works to facilitate expansion of those businesses with a presence in the state.

    Mechel Seeks Compensation for Donetsk Steel Plant

    According to Russian daily Vedomosti, Russian oligarch Igor Zyuzin has asked the government for a multi-million dollar refund to compensate for a steel plant lost by his firm in Eastern Ukraine. Mechel is also trying to negotiate a huge loan restructuring as the company says it cannot afford to make debt repayments to Russia’s largest state banks. The refund request relates to the Donetsk Electrometallurgical Plant, bought by Mechel for more than USD 500 million in 2009, but seized by pro-Russian Donetsk People’s Republic local authorities in 2016 during the war with Ukrainian government forces in Eastern Ukraine. According to the paper, Mr Zyuzin wrote to deputy prime minister Dmitry Kozak this summer requesting 18 million rubles (USD 280 million) in compensation. Mr Zyuzin also told deputy prime minister Kozak that Mechel’s cash flow problems mean it can only afford to repay the interest not the outstanding debt on its estimated USD 5.5 billion stock of loans to state banks.

    The plant previously produced around one million tonnes of steel a year, although production at the site was halted in December 2012 due to unfavorable market conditions.

    Whyalla Steel Mill Has Fundamental Problems – Mr Saneev Gupta

    The Guardian reported Whyalla steel mill in South Australia, things are decidedly grittier. The mill, which was among assets the British billionaire bought from failed company Arrium in 2017 for about $750m, is losing money and even Mr Saneev Gupta says it will require several years and hundreds of millions of dollars more before it turns a profit. He said “It’s sub scale and old technology, a tough steel market, these are all the ingredients for a problem.”

    Whyalla itself, Gupta says, has fundamental problems. He said “It certainly clearly was in trouble when I first came to look at it. In fact the very first discussions I had, they were very unfortunate, they were really about the fact that, OK, if it is going to die, how long is it going to take and what do you do with a town that has no other business? I have invested hundreds of millions of dollars trying to change that. I don’t think it’s an easy answer … there is no thinking that you can wave a magic wand and you have a solution.”

    OneSteel Manufacturing, the Gupta company which owns and operates the steel mill, lost AUD 195 million in the 2018 financial year, on top of a AUD 120 million loss the previous year.

    Russia to Revive Ajaokuta Steel – Nigerian Minister

    Nigeria’s federal government is in partnership with the Russian government plans to revive Ajaokuta Steel Company. Nigeria’s minister of mines and solid minerals development Mr Olamilekan Adegbite said that the Russian government want to put Ajaokuta back on its feet and that the federal government is looking at different methods to engage them. Mr Adegbite said that the Russians have shown interest to help Nigeria revive Ajaokuta with their own money.

    The minister said “They want to put Ajaokuta back and we are looking at different methods to engage them. Because it is almost completed, they bring in some money to finish what is there and operate it for a while; realise their investment, profit and transfer it back to Nigeria. I think this is the best path to revive Ajaokuta and I believe within the tenure of our time, we will achieve this."

    He further said that the main feature of President Muhammadu Buhari’s visit to Russia next week is to discuss the reviving of the steel company.

    According to the minister, the Russians have shown interest to help Nigeria revive Ajaokuta with their own money.
