Rusland al drie maanden grootste olieleverancier van China Updated 29 min geleden 2 uur geleden in FINANCIEEL PEKING (ANP/BELGA/RTR) - Rusland is al drie maanden op rij de grootste olieleverancier van China. Ook levert het land dat eerder dit jaar Oekraïne binnenviel en daarom zijn grondstoffen in het Westen minder makkelijk kwijt kan, meer steenkool aan China. Rusland draait de oliekraan volledig open voor China. ANP/HH Dit volgt uit nieuwe cijfers van de Chinese douane. De olieleveringen bedroegen in juli 7,2 miljoen ton. Dat is bijna 8% meer dan een jaar eerder. De invoer van steenkool ging zelfs met 14% omhoog naar 7,4 miljoen ton, wat neerkomt op het hoogste niveau in vijf jaar. De Russische president Vladimir Poetin verklaarde eerder al dat de export van olie richting Azië flink is toegenomen. Behalve China heeft ook India veel behoefte aan fossiele energiebronnen. De Aziatische landen profiteren nu ook van gunstigere prijzen van Russische grondstoffen. China verlaagt rente Geen verrassing. (ABM FN-Dow Jones) De Chinese centrale bank heeft maandag de rente verlaagd. Dit maakte de People's Bank of China vannacht bekend. De eenjarige loan prime rate werd verlaagd van 3,70 naar 3,65 procent en de vijfjarige variant ging van 4,45 naar 4,30 procent. De laatste keer dat de eenjarige loan prime rate werd verlaagd, was in januari. De vijfjarige variant werd in mei nog verlaagd. De verlagingen komen niet als een verrassing. Afgelopen week werd nog een andere interbancaire rente met 10 basispunten verlaagd. De Peoples Bank of China komt met de verlaging nu de economische cijfers zwakker uitvallen. Apple plans to make iPhone 14 in India amid China woes - Bloomberg News Aug 23 (Reuters) - Apple Inc plans to start manufacturing iPhone 14 in India as the U.S. tech giant seeks alternatives to China after Xi administration's clashes with Washington and lockdowns across the country disrupted production, Bloomberg News reported. The company has been working with suppliers to ramp up production in India and shorten the lag in manufacturing new iPhones from the typical six to nine months for previous launches, the report said on Tuesday, citing people familiar with the matter. The company has been shifting some areas of iPhone production from China to other markets including India, the world's second-biggest smartphone market, and is also planning to assemble iPad tablets there. Joanna Davies, head of China economics at Fathom, said that houses on average take a “staggering” eight years to be completed as supply is “drip fed into the system”. Ms Davies told the Telegraph: “With the cumulative stock of spare capacity at a staggering ten billion square metres, it appears China has resorted to demolitions to reduce some of this excess. “China’s residential housing starts have long exceeded completions, resulting in a growing stock of housing ‘under construction’. “The amount of floor space reported as being ‘under construction’ in 2021 sits well below what floor space ‘started’ minus ‘completed’ suggests that amount should be.” She said the “only explanations for that gap” are construction being paused on properties and demolitions. Beijing moved to cut mortgage costs on Monday as it boosts efforts to prop up the property market. Its central bank reduced the five-year loan prime rate - which impacts mortgage costs - by 0.15 percentage points to 4.3pc, equalling the record cut made in May. China has also announced special loans for developers worth 200bn Chinese yuan (£25bn) to help them complete unfinished homes that have already been sold. Estimates by S&P suggest that property sales in China will slump by a third this year, a drop worse than during the financial crisis. Chinese Aluminium Imports Shrink in July Strategic Research Institute Published on : 25 Aug, 2022, 5:30 am According to data from the General Administration of Customs, China's aluminium imports in July 2022 slid 38% YoY to 192,581 tonnes as domestic production rose to a record and overseas supplies tightened. Total imports in the first seven months were 1.27 million tonnes, down 28% YoY China produced 3.43 million tonnes of aluminium in July as smelters did not have to contend with the power restrictions imposed last year. Imports of bauxite were at 10.59 million tonnes in July, up 12% MoM from June's 9.42 million and compared with 9.25 million in July 2021.
China komt met miljardenpakket om economische groei aan te jagen ANP Producties - 1 uur geleden © ANP BEIJING (ANP/BLOOMBERG) - China steekt nog eens 1 biljoen yuan, omgerekend ruim 146 miljard euro, in de economie om daarmee de groei aan te jagen. De financiering is grotendeels gericht op infrastructuuruitgaven. Beijing kondigde verschillende maatregelen aan. Zo wordt 300 miljard yuan aan banken overgemaakt. Dat geld is bedoeld voor investeringen in infrastructuurprojecten en komt bovenop de 300 miljard yuan die eind juni al was aangekondigd. Lokale overheden krijgen daarnaast 500 miljard yuan aan speciale obligaties toegewezen. De steun is ook gericht op energieopwekking. Door de grote droogte is er in China sprake van energieschaarste. Beijing stelde dat energiebedrijven 200 miljard yuan aan obligaties zullen mogen verkopen. Daarbovenop wordt nog eens 10 miljard yuan aan subsidies aangeboden aan de landbouwsector. Kenners menen dat het nieuwe pakket niet voldoende zal zijn om de groei van de tweede economie dusdanig aan te jagen om de officiële doelstelling van 5,5 procent te halen. Daarvoor zijn de problemen in China te groot, zo klinkt het. De Chinese economie gaat gebukt onder de ineenstorting van de vastgoedmarkt. Daarnaast wordt de groei geremd door de strenge coronamaatregelen. China hanteert een zero-covidbeleid om infecties uit te bannen. Beleidsmakers in China lieten eerder al doorschemeren dat het voor het land een hele kluif zal worden om de doelstelling van 5,5 procent groei te halen.

Het land kampt met de grootste uitbraak van het coronavirus sinds half mei, aangewakkerd door uitbraken in vakantieoorden die zich over het land verspreiden nu reizigers terugkeren. Afgelopen voorjaar zorgde de strengste coronalockdown in China sinds het begin van de coronapandemie ervoor dat containergoederen bijna 2 weken in de haven van Shanghai stilstonden. Een nieuwe verstoring van de wereldwijde logistieke keten was het directe gevolg en dat leidde ook in Europa tot vertraging bij de uitlevering van omvormers en zonnepanelen. Zero covid 2 jaar geleden werd China nog geprezen door de wereldgezondheidsorganisatie WHO voor het succes bij het verslaan van het coronavirus. Maar het aandringen op en het vasthouden aan een zero covidbeleid dringt het land in het nauw. In 7 dagen tijd zijn in China meer dan 18.000 nieuwe infecties gemeld met uitbraken in Hainan, Tibet en Xinjiang, een belangrijke regio voor de productie van polysilicium voor zonnepanelen. De perceptie van de Chinese regering in Peking is namelijk niet veel veranderd sinds het virus eind 2019 voor het eerst opdook in Wuhan: het is een bedreiging voor de volksgezondheid die koste wat kost moet worden geëlimineerd. Daarom vereist China nog steeds isolatie van patiënten en hun nauwe contacten, evenals quarantaine voor iedereen die uit het buitenland komt. Elke uitbraak in eigen land wordt geconfronteerd met een spervuur ????van gerichte tests, contactopsporing en quarantaines om te proberen het in de kiem te smoren, met stadsbrede afsluitingen als laatste redmiddel. De toegenomen besmettelijkheid van het coronavirus heeft het land daardoor inmiddels meermaals in problemen gebracht en blijft zorgen voor lockdowns. Grote onzekerheid China is hierdoor zo’n beetje het laatste land ter wereld dat nog steeds probeert de overdracht van het coronavirus uit te bannen, een strategie die met succes werd gebruikt door onder meer Singapore, Australië en Nieuw-Zeeland vóórdat er vaccins beschikbaar waren. Waar de westerse economieën het coronavirus achter zich lijken te hebben gelaten, blijft het voor China vooralsnog een sluipmoordenaar. Verstoringen door mogelijke lockdowns zijn een grote onzekerheid voor de economie, die ook wordt geconfronteerd met een vastgoedcrisis, recordhoge jeugdwerkloosheid en ernstige droogte die heeft geleid tot stroomstoringen in fabrieken en het verlagen van de productie van onder meer zonnepanelen. Nieuwe stroomcrisis China: fabrikanten verlagen productie van zonnepanelen Vanwege de ergste droogte in meer dan een halve eeuw tijd heeft de provincie Sichuan in China industriële bedrijven op rantsoen gezet en de hoogste fase van alertheid geactiveerd. Onder meer JinkoSolar is getroffen. Afgelopen najaar werden in tientallen provincies in China fabrikanten van silicium, wafers, zonnecellen en zonnepanelen door stroombeperkingen in de problemen gebracht. Waar die problemen zich dit jaar nog niet voordeden, is dat nu door extreme droogte in de Chinese provincie Sichuan wel het geval. De uitzonderlijke hitte van meer dan 40 graden Celsius en droogte heeft de energieproductie van waterkrachtcentrales fors doen teruglopen. 1961 ‘Sichuan wordt geconfronteerd met de hoogste temperaturen en de ergste droogte van de afgelopen 60 jaar’, duidt Morgan Stanley-analist Simon Lee in een onderzoeksrapport waarover persbureau Bloomberg beschikt. De regenval langs de Yangtze-rivier is sinds juli 45 procent lager dan normaal en bevindt zich op het laagste niveau sinds 1961. De piekvraag naar elektriciteit is in Sichuan volgens lokale autoriteiten gestegen tot 65 gigawatt, een stijging van 25 procent ten opzichte van vorig jaar. Tegelijkertijd is de dagelijkse opwekking van waterkracht met 51 procent gedaald en staat het reservoirniveau op 1,2 miljard kubieke meter water, een daling van 4 miljard kubieke meter ten opzichte van vorig jaar. De extreme weersomstandigheden en stroombeperkingen zouden volgens investeringsbank Goldman Sachs het grootste risico vormen voor de rijsttoevoer, gevolgd door aluminium en batterijmaterialen. Toch wordt verwacht dat de impact van het stroomtekort op de Chinese economie kleiner zal zijn dan in 2021, toen stroomonderbrekingen meer wijdverbreid waren en de stijgende steenkoolprijzen energiecentrales ontmoedigden om hun productie te verhogen. Dichtstbevolkt Sichuan vertegenwoordigt minder dan 5 procent van de Chinese economie, maar is wel een van de dichtstbevolkte provincies van China – met een bevolking zo groot als die van Duitsland – en het is een belangrijk productiecentrum voor zonnepanelen en batterijen voor elektrische voertuigen. Bloomberg meldt bij monde van Larry Hu, hoofd van China Economics bij Macquarie Securities, dat de provincie Sichuan ongeveer 20 procent van het lithium, 5 procent van het aluminium en 13 procent van het polysilicium produceert dat in China vervaardigd wordt. ‘De aanhoudende stroomrantsoenering kan leiden tot een tijdelijke verstoring van de toeleveringsketen’, aldus Hu. ‘Dat kan zich vertalen in hogere kosten van elektronische producten zoals batterijen voor elektrische auto's, maar de impact zou van korte duur moeten zijn.’ Toyota en JinkoSolar Bedrijven als Toyota en CATL hebben al enkele dagen fabrieken in de regio gesloten. Bloomberg meldt dat ook zonnepaneelfabrikant Jinko Solar 2 van zijn fabrieken in Sichuan op ‘een beschermend niveau’ laat draaien en de productie fors heeft verlaagd. Het is onduidelijk wanneer de fabrieken hun volledige productie kunnen hervatten. Sichuan introduceerde afgelopen januari een noodplan voor de energievoorziening. Maatregelen in het plan zijn onder meer het starten van noodaggregaten om eerst aan de stroomvraag van huishoudens, belangrijke gebruikers en regio’s te voldoen en het maximaliseren van de productie van olie, gas en kolen. Volgens het noodplan van Sichuan stelt een ‘noodrespons’ van niveau 1 de provincie in staat om hulp te zoeken bij de staatsraad om de crisis te beheersen, en verhoogt het de frequentie van communicatie tussen energieleveranciers en de provinciale overheid. Onzeker JinkoSolar meldt dat de lokale overheid sinds 15 augustus provinciebrede stroomrantsoeneringsmaatregelen heeft opgelegd om het stroomtekort in de regio te verminderen. Als gevolg van deze maatregelen is de productiecapaciteit van de fabrieken van JinkoSolar in de provincie tijdelijk aangetast. ‘We houden de situatie actief in de gaten en hebben verschillende maatregelen geïmplementeerd om de negatieve impact van de stroomrantsoenering op de bedrijfsvoering en financiële prestaties te minimaliseren, inclusief het laten overnemen van de productie door de andere productiefaciliteiten.’ Het bedrijf benadrukt daarbij dat onzeker blijft hoe lang de energierantsoeneringsmaatregelen zullen aanhouden en wanneer de productiefaciliteiten van JinkoSolar in Sichuan de volledige productie kunnen hervatten. Hogere omzet maaltijdbezorger Meituan Kleiner verlies onder de streep. (ABM FN-Dow Jones) De Chinese maaltijdbezorger Meituan heeft in het tweede kwartaal een hogere omzet behaald, ondanks dat het coronavirus weer oplaaide in China. Dit bleek vrijdag uit de kwartaalcijfers. De omzet verbeterde met 16,4 procent op jaarbasis naar 50,94 miljard Chinese yuan, omgerekend zo'n 7,4 miljard dollar. Onder de streep resteerde een verlies van 1,1 miljard yuan, tegenover 3,4 miljard yuan in dezelfde periode een jaar eerder. De omzet uit lokale handel, waaronder maaltijdbezorging en winkel-, hotel- en reisactiviteiten, steeg met 9,2 procent tot 36,78 miljard yuan. In de eerste zes maanden steeg de omzet met ruim 20 procent naar 97,2 miljard yuan. Het verlies liep terug van 8,2 naar 6,8 miljard yuan. Eerder deze maand meldde persbureau Reuters dat Tencent van plan is om een deel of zijn gehele miljardenbelang in Meituan te verkopen. Tencent heeft een belang van 17 procent in Meituan. Een grootaandeelhouders van Tencent is juist weer het in Amsterdam genoteerde Prosus, dat recent het belang van Just Eat Takeaway in iFood kocht. SEC bereikt akkoord over audits China ADR's in de lift. (ABM FN-Dow Jones) De U.S. Securities and Exchange Commission heeft een akkoord bereikt met het ministerie van financiën in China en de Chinese beurstoezichthouder over inspecties en onderzoeken van auditkantoren in China en Hongkong. Dit werd vrijdag aangekondigd door de SEC. "Het is de eerste keer dat we zulke gedetailleerde en specifieke toezeggingen van China hebben ontvangen dat ze inspecties en onderzoeken toestaan die voldoen aan de Amerikaanse regels", zei SEC-voorzitter Gary Gensler in een verklaring. Gensler benadrukte daarbij dat de overeenkomst "alleen zinvol zal zijn als de Public Company Accounting Oversight Board daadwerkelijk auditkantoren in China kan inspecteren en onderzoeken. Als dat niet het geval is, zullen ongeveer 200 in China gevestigde bedrijven met een notering in de VS worden geconfronteerd met een verbod op de handel in hun effecten in de VS als ze deze accountantskantoren blijven gebruiken." De vastgoedcrisis zit in een nieuwe fase. Kopers weigeren hun hypotheekleningen af te lossen nu talloze bouwprojecten stilliggen. Hoe zorgwekkend is dat? ‘Een imploderende vastgoedmarkt is altijd pijnlijk, leert de economische geschiedenis. Het Chinese vastgoed is onwaarschijnlijk duur geworden: het is in zijn geheel driemaal zoveel waard als al het Europese vastgoed, terwijl de Europese economie groter is dan die van China.’ Hoe ziet u het eindigen voor China? ‘China kan een van vijf paden volgen: verder investeren en de schuldgroei zien exploderen, de onproductieve investeringen vervangen door meer consumptie, meer netto-export of productieve investeringen in technologie en tot slot de onproductieve investeringen vervangen door niets anders. In dat laatste scenario zal de groei onvermijdelijk sterk afnemen. Dat is ook het scenario dat alle voorgaande landen gevolgd hebben.’ ‘Het probleem met het vervangen van de slechte investeringen in vastgoed en infrastructuur is dat ze zo’n groot deel van de Chinese economie uitmaken. China’s investeringen vertegenwoordigen een uitzonderlijk hoge 40% tot 45% van het bbp, tegenover 15% tot 20% voor de VS en Europa en 30% tot 35% voor landen die veel investeren. Van die 40% tot 45% komt een groot stuk van vastgoed en infrastructuur. Extra investeringen in tech kunnen dat nooit opvangen. De techsector is typisch een klein onderdeel van de economie, des te meer in China.’ ‘Het handelsoverschot verder opdrijven is niet mogelijk voor een grote economie als China: de wereld kan dat extra exportvolume gewoon niet absorberen. Chinese cities rush to lockdown in show of loyalty to Xi's 'zero-Covid' strategy More than 70 Chinese cities have been placed under full or partial Covid lockdowns since late August, impacting more than 300 million people, as local authorities rush to stamp out infections at all cost in the final countdown to leader Xi Jinping’s expected third term. Since August 20, at least 74 cities with a combined population of 313 million have imposed lockdowns that cover entire cities, districts or multiple neighborhoods, according to CNN’s calculations. They include 15 provincial capitals and Tianjin, a provincial-level municipality. Many of the restrictions are still in place. According to Chinese financial magazine Caixin, 33 cities are currently under partial or full lockdowns. Experts say more cities are likely to be added in the coming weeks. The sweeping restrictions that upend lives and businesses stand in stark contrast with the return to normal life in much of the world, where societies have mostly pivoted to living with the virus. But China insists that zero-Covid is saving lives. Health officials have cited the relatively low elderly vaccination rate and inadequate rural healthcare as hurdles to relaxing restrictions, but Chinese public health experts say political factors have played an outsized role, too. Xi, a staunch advocate for the country’s uncompromising zero-Covid strategy, is poised to be anointed as the country’s top leader for another five years at the 20th Party Congress, scheduled to start on October 16. The highly choreographed affair is meant to be a moment of celebration and vindication of the achievements of the Party – and of Xi personally over his decade in power. And a severe outbreak risks undermining that triumphant image, experts say. “The Party wants to make sure nothing untoward, such as a major outbreak, could potentially threaten social stability, shadow the leadership transition process – and not to mention tarnish Xi’s personal leadership credibility,” said Yanzhong Huang, a senior fellow for global health at the Council on Foreign Relations. Earlier this year, a painful two-month lockdown in Shanghai sparked a public backlash and crippled the economy, leading some to question the zero-tolerance approach. In response, Xi issued a strong warning against critics, vowing to “resolutely fight against any words and acts that distort, doubt or deny” his zero-Covid policy. Officials across the country have taken note. The main lesson they learned from Shanghai, Huang said, is to act more decisively and immediately when facing even the smallest of potential outbreaks. For local officials, doubling down on zero-Covid is a way to toe the Party line, demonstrate their loyalty to Xi, and prevent any large-scale outbreak that could jeopardize their career weeks before the Party congress. “This provides a strong incentive for them to undertake heavy-handed, extreme preemptive measures,” Huang said. “In the coming month and a half, we’re going to see more cities under lockdown.” Sweeping lockdowns and rising discontent The sweeping lockdowns – sometimes in response to just a handful of cases – have hit several metropolises home to more than 10 million people as well as major industry hubs. In southwestern China, the mega city of Chengdu placed its 21 million residents under lockdown on Thursday. On Sunday, authorities extended the lockdown for most of the city and ordered more mass testing from Monday to Wednesday. The city’s digital system used to register Covid tests has crash repeatedly due to the sudden surge in entries, resulting in long lines at testing sites. Photos circulating on social media show health workers raising their arms and holding mobile phones up in the air – in a futile attempt to receive better signals. Neusoft Corporation, the Chinese company providing the software, blamed the crashes on “network malfunction” in a statement released over the weekend. On Sunday, a Chengdu mother said in a tearful video monologue that she lost her critically ill son after he was forcefully quarantined for a week and missed the crucial time window to treat his heart disease. CNN has been unable to interdependently verify her claims and the government has yet to respond, but the video went viral on social media, sparking widespread anger and sympathy. The costs of zero-Covid have also played out in smaller cities or counties that received far less media or public attention. Daqing, a city of 2.7 million residents known for its oil fields in northeastern Heilongjiang province, has also locked down major districts after reporting hundreds of cases last week. The restrictions drew little attention until Friday, when Su Guangyu, a 27-year-old resident, posted online that his pregnant wife miscarried after being denied medical care due to the lockdown. Following an online outcry, Daqing authorities said in a statement Saturday they would “thoroughly investigate” the case. In the western region of Xinjiang, some residents in Yining county have taken to social media to call for an end to the month-long lockdown, which has led to shortages of food and other daily necessities, according to their posts. And in the central metropolis of Wuhan, the original epicenter of the pandemic that imposed the world’s first Covid lockdown, residents in the Panlongcheng residential community staged a protest over the weekend, demanding authorities lift their week-long lockdown, according to social media footage. While initially supportive of the zero-tolerance approach, a growing part of the Chinese public has become increasingly frustrated with the unending restrictions on their daily life, as well as the devastating blow to the economy. But Huang at the Council on Foreign Relations said so far, the social discontent remains manageable for the state. “It has not reached a tipping point yet. The majority of people are still swayed by the government narrative on the necessity of zero-Covid,” he said, citing entrenched fears toward the virus and its long-term health impacts. China approves world's first inhaled Covid vaccine for emergency use (CNN)China has become the first country to green-light an inhaled Covid-19 vaccine, paving the way for potential use of the needle-free product in the country, where suppressing the spread of Covid-19 remains a top priority. The vaccine maker, CanSino Biologics, said in a statement Sunday that China's medicines regulator had approved the inhaled dose for emergency use as a booster vaccine. The product, known as Convidecia Air, delivers a vaccine dose through a puff of air from a nebulizer that is then inhaled by mouth. CanSino's injected Convidecia Covid-19 vaccine is already in use in China and has been approved in a handful of other countries. According to a database maintained by the World Health Organization (WHO), CanSino's new product is one of two specifically "inhaled" vaccines that had reached clinical phase development, as a number of companies worldwide research innovative ways to deliver Covid-19 protection via the nose and mouth. The clearance of the inhaled shot comes as multiple Chinese cities enforce large-scale Covid lockdowns and mass testing drives in response to small-scale outbreaks. The country continues to adhere to a stringent zero-Covid policy, even as the rest of the world learns to live with the virus. More than 70 Chinese cities have been placed under full or partial Covid lockdown since late August, impacting more than 300 million people, according to a CNN tally. A low vaccination rate among the elderly is one medical reason used by Chinese authorities to justify the ongoing disease control measures. Meanwhile, new variants of the coronavirus have impacted the protection offered by first-generation vaccines around the world, including China's homegrown vaccines that provide less robust antibody protection compared with mRNA vaccines developed in the West. Booster and vaccination campaigns -- and the development of next-generation products -- are ongoing within China. It remains unclear what place the new inhaled vaccine will fill in this landscape. CanSino cautioned in a company filing that some regulatory steps remain before the vaccine can go to market, and said its product would face "fierce competition" domestically, where nine vaccines have so far received authorization. In a news release, CanSino said Convidecia Air "can induce strong humoral, cellular and mucosal immunity." The manufacturer didn't provide data to support those claims, but referred to studies in The Lancet medical journal. In a small study published in August, CanSino researchers reported that in people who'd had two injected doses of the CoronaVac vaccine, a booster of the inhaled vaccine increased antibody levels compared with a third injected dose of CoronaVac. CoronaVac, a shot developed by Beijing-based Sinovac used widely in China and globally, uses a different kind of technology from Convidecia, so the inhaled dose provided a heterologous, or mix-and-match, boost. The study didn't test whether the inhaled dose kept people from getting infected or preventing them from passing Covid on to others. Globally, drug manufacturers are racing to make next-generation vaccines that can improve protection against Covid, including those that use innovative methods of delivering doses. Clinical trials are underway to test more than a dozen spray vaccines to see if they can create so-called mucosal immunity. This boosts certain antibodies in the nose and mouth, specifically, with the goal of preventing an infection from taking hold in the first place. There's hope that these non-shot vaccines, which are given as drops, sprays or tablets to the mouth and nose, may also prevent the infection from spreading from person to person -- something injected vaccines don't do very well following the emergence of new variants of the virus. CanSino's Convidecia vaccine is similar to the Johnson & Johnson and Oxford AstraZeneca vaccines. It uses a harmless virus called an adenovirus to ferry instructions for making Covid's spike proteins into cells so the body can create antibodies against them.
