laten we dit draadje eens tot en met de 18e openhouden; ik grasduin wat op amerikaanse sites en kom steeds dit soort berichten tegen (deze komt van Bloomberg). Die wijzen allemaal op de feitelijke spelregels; in hoeverre zal men zich inderdaad hierdoor laten hinderen? Wellicht een leuke discussie waard ? Plosser Says Fed Can Address Markets Without Rate Cut (Update1) By Anthony Massucci and Vivien Lou Chen Sept. 8 (Bloomberg) -- Federal Reserve Bank of Philadelphia President Charles Plosser said there is an ``underlying stability'' in the U.S. economy and policy makers need not always cut interest rates in response to financial-market turmoil. ``Disruptions in financial markets can be addressed using the tools available to the Federal Reserve without necessarily having to make a shift in the overall direction of monetary policy,'' Plosser said today at a conference in Waikoloa, Hawaii. Plosser said while the housing slump has lowered forecasts for the expansion and there is ``considerable uncertainty'' about the outlook, he expects economic growth to return ``toward trend later in 2008.'' The drag from housing will ``gradually'' ease, concluding sometime next year. The comments suggest that Plosser has yet to conclude a reduction in the Fed's benchmark rate is critical to safeguard the economy, which lost jobs for the first time in four years in August. The Philadelphia Fed chief doesn't vote on the rate- setting Federal Open Market Committee until next year. Lowering the benchmark rate is an ``option if financial sector problems spill over to significantly harm the outlook for the broader economy,'' said Plosser, 58, who took office a year ago. And, when shocks threaten market stability, a central bank ``must be prepared to act promptly,'' he said. Plosser said that the U.S. has coped with blows in the past, such as the devastation of Hurricane Katrina in 2005 and oil- price shocks, and that a decline in one industry ``does not always imply major problems in the economy as a whole.'' Economy's `Stability' ``It is important to understand and appreciate this underlying stability of the economy in the face of temporary disturbances as we seek to assess monetary policy,'' Plosser told the Pennsylvania Association of Community Bankers convention. Investors and economists said yesterday there's little doubt Fed policy makers will lower the main rate after a government report showed employers unexpectedly cut 4,000 from payrolls in August. The FOMC meets on Sept. 18 and interest-rate futures indicate it will lower the target rate for overnight loans between banks by at least a quarter point from 5.25 percent. ``The Committee usually does not base its decision to change monetary policy on any one number,'' Plosser said, without referring specifically to the August jobs report. Answering questions following his speech, Plosser said the outlook for inflation is ``still up in the air,'' and it's not clear that the moderation in prices of recent months will be sustained. Still a `Stigma' Plosser noted that the Fed has already taken several steps to ease stress in financial markets, including injecting cash into the system and cutting the rate for direct loans to banks. There's still a ``stigma'' attached to borrowing from the Fed's discount window, and the central bank is working to improve the situation, he said. ``Providing liquidity does not necessarily require a more fundamental change in the direction of monetary policy as implemented by a change in the fed funds rate target,'' he said. In 1999, the Fed added cash to the banking system before the 2000 changeover without cutting rates, Plosser noted. A day before the employment report, four Fed district bank chiefs in separate remarks declined to endorse a rate cut. Kansas City Fed President Thomas Hoenig and Dennis Lockhart of the Atlanta Fed said they hadn't seen sure signs of a housing spillover into the broader economy. St. Louis Fed President William Poole and the Dallas Fed's Richard Fisher said the effects of the turmoil so far were unclear. `Act as Needed' Chairman Ben S. Bernanke said in an Aug. 31 speech that the Fed ``will act as needed'' to protect the wider economy from the credit-market rout. Plosser said July 11 in a London speech that he agreed with many economists that growth would pick up to 2 percent to 3 percent this year. At the time, he said declines in homebuilding and house prices had ``so far not derailed the prospect that economic growth will return toward trend at the end of 2007 and in 2008.'' Many economists estimate the U.S. economy's trend rate of growth at close to 3 percent. Plosser is a former professor and business-school dean at the University of Rochester.
Het lijkt me duidelijk dat de echte economie geraakt wordt als er 2 miljoen Amerikanen hun huis kwijt dreigen te raken. Dat betekent namelijk dat nog veel meer Amerikanen ook hogere lasten krijgen en dus minder kunnen besteden. Tel daarbij op dat lenen moeilijker en duurder wordt door de credit-crunch en een recessie is geboren. Die rate-cut komt er wel, al is het maar een kwartje om de markten niet al te zeer teleur te stellen. Voor echt herstel is meer nodig. Snel zakken met de FED-funds-rate naar 3 procent is dan minstens nodig. Maar misschien heeft de FED wel in de gaten dat de Dollar dan toch echt door het putje gaat. Misschien is de beste optie nog wel zakken tot 4,5 procent en dan een langdurige milde recessie om het systeem weer op orde te krijgen. W3.
De omstandigheden om een renteverlaging te bewerkstelligen zijn vrijdag gecreeerd zonder gezichtsverlies of zwichten voor de druk uit de markt kan de FED nu de rente verlagen,eerder kon dat niet zij hadden immers eerder gesteld dat zij niet de financieele problemen wilden oplossen van marktpartijen die dit zelf hebben veroorzaakt. Nu kan onder het mom van een mogelijk naderende recessie en harde landing door deze slechte banencijfers alsnog de problemen van die marktpartijen opgelost worden. Het probleem is: - als rente niet wordt verlaagd, aandelen gaan zakken - als 0,25 verlaagd, ook zakken want toch niet genoeg - als 0,50 verlaagd, weet ik niet, kans bestaat ook zakken want "bezit van de zaak einde van de smaak", of men vind juist dat alles zo erg is...
tja, dan moet mij toch een vraag van het hart; welk probleem wordt eigenlijk opgelost als de rente met 0.5 of voor mijn part 1% wordt verlaagd? Komt daarmee meer krediet beschikbaar of worden de verliezen van financiele bedrijven en ARM-houdende hypotheekeigenaren ietwat minder? Laten we wel wezen, in essentie is de rente in de VS al laag te noemen; welke activiteiten worden op dit moment niet ontplooid vanwege de rentestand? Wat we zien is dat risico eindelijk gaat tellen als factor in de bepaling van de prijs van geld; dat betekent dat de renteopslag omhooggaat. Het enige echte effect van een Fed renteverlaging is dat dan de renteopslag effecten worden verminderd doordat de basis iets verlaagd wordt. Als de banken elkaar nog steeds niet vertrouwen (want verlies is nu eenmaal verlies) en de mensen kunnen een hypotheek die op werkelijk risico is geprijsd niet betalen, wat schieten we er dan mee op ? Even op een rijtje: voordat risico geld waard werd, prijsbepaling van een lening: Fed rate + bank opslag +risico opslag = 7% huidige situatie: Fed rate + bank opslag + risico oplag = 11% Fed verlaagt 1% Fed rate + bank opslag + risico opslag = 10% Dus moet ook de risico opslag waarde dik naar beneden wil een fed verlaging zinvol zijn. Is dit zuiver psychologisch? Nee, want in de eerste situatie was de risico opslag gewoon te laag. Geld lenen kost nu eenmaal geld; a=a Uiteindelijk zal de "zinvolheid" van een fed verlaging afhangen van wat de banken allemaal denken dat de risico opslag moet zijn, En als die een recessie gaan vrezen (bevestigd door de fed verlaging) gaat de opslag echt niet naar beneden. Moet de Fed dan verder verlagen? Tja, dan komen we in een "circular discussion" Eigenlijke vraag: is het psychologisch effect van een verlaging genoeg om de financiele markten te genezen?

En wat gebeurd er nu als ze helemaal niet verlagen, maar hem laten staan of zelfs verhogen? Ik begrijp hier namelijk uit als ze verlagen dat ze aangeven dat er echt een probleem is en als ze dat niet doen, ze aangeven dat het wel mee valt. zelf denk ik dat een verlaging ook geen nut heeft en dat dit alleen het probleem opschuiven is naar een latere periode. zullen ze dan weer moeten verlagen? het probleem kan beter nu opgelost worden dan dat we dit telkens terug zien komen, dit lijkt naar mijn idee uiteindelijk naar nog meer verlies.
Wat te zeggen van een tijdelijke renteverlaging gedurende een half jaar met een half %. Om de mogelijke harde landing op te vangen.

Ze verlagen. De FED loopt achter de marktrente aan. Is dus een gevolg, geen oorzaak. Dezelfde reden waarom Trichet niet verhoogd heeft. Pacito

Dat is meer risico premien die banken doorvoeren vanwege wantrouwen en gevaren. Maargoed een stijging is een stijging, of dit nou door een cb komt of door een bank die risico premies oplegt, dat maakt niet uit.
en banken rekening die stijging van hun kostprijs van geld echt wel door aan klanten. inderdaad komt die stijging door gestegen risicopremie. bijgevoegd een grafiek van risicopremie op kort bancair geld, de zogenaamde TED spread. (T-bills vs Eurodollars, oftewel 3m staatspapier versus 3m interbancair tarief). niet schrikken hoor.
