Hike import duty on stainless steel and remove on ferro nickel - ISSDA PTI reported that seeking 5 per cent duty hike on stainless steel finished flat products and elimination of import duty on ferro nickel, industry body ISSDA said the move will help government earn INR 100 crore a year in revenue. Indian Stainless Steel Development Association President K K Pahuja told PTI “We have done some back-of-the-envelop calculation. If both of these things (increasing basic customs duty on stainless steel finished flat products from 7.5 per cent to 12.5 per cent and elimination of duty on ferro nickel and stainless steel scrap) are taken together the government will be a net revenue gainer.” The industry body had been pursuing with the government for zero duty on ferro nickel and stainless steel scrap and duty increase on stainless steel finished flat products. Both ferro nickel and stainless scrap, key raw materials for stainless steel manufacturing, attract an import duty of 2.5 per cent. He told “It help in two ways. Government will be revenue gainer that is one part but once its gives a boost to the local industry it further revives the economy gives the multiplier effect. More people get employment and so on and therefore it further raises revenue for the government.” The stainless steel industry, he said, is facing threat due to the unchecked imports coming into the country and added that the stainless steel industry should be treated at par with the carbon steel. Vale update on Nickel in 2016 Production of nickel reached a record of 311,000 t in 2016, being 7.0% higher than in 2015. Nickel production reached a quarterly record of 83,000 t in 4Q16, 9.2% higher than in 3Q16 and in line with 4Q15 mainly due to 3Q16 planned maintenance shutdowns in Thompson and New Caledonia, strong production performances in the Canadian, Clydach and Asian refineries alongside increasing production in Long Harbour. China's nickel imports mirror shifts in supply chain - Andy Home Reuters reported that exports of ore to China always drop at this time of year due to the rainy season, which affects both mining and shipping. But China's trade figures for January showed imports of Philippine nickel ore were still 20 percent lower than last year's level. And the betting is that they will continue trending lower after the Philippines' feisty environmental minister, Regina Lopez, ordered the closure of over half the country's mines, many of them nickel operations. China's import picture is also one of growing diversification of supply, not least from Indonesia, the other political wild-card in the nickel supply chain. China's imports of ore from the Philippines were 779,000 tonnes last month, the lowest January reading since 2012, when the country was still a second-tier supplier after Indonesia. All that changed when Indonesia enacted its ban on the export of unprocessed minerals, including nickel ore, at the start of 2014. The Philippines stepped into the gap left by Indonesia and has since become China's dominant nickel ore supplier. Hence the market excitement when Lopez lived up to her previous eco-warrior credentials and ordered the closure of 23 mines and the suspension of five others, putting at risk close to 9 percent of global nickel supply. The political storm is still raging in the Philippines itself but January's low imports may well be the first sign of what to expect going forwards. So too, though, might be the fact that China's overall nickel raw materials imports were still up by 4 percent in January despite that sharp drop in Philippine supply. And key to that pick-up was the apparent resumption of imports from Indonesia. China bought 123,300 tonnes from Indonesia in January, the highest monthly tally since April 2014, when Indonesian exports were winding down after the implementation of the export ban. Indonesia has this year generated its own nickel supply shock by saying it will partly relax its ban on nickel ore exports, albeit with a series of complex caveats. Has someone already started shipping ore? It seems unfeasibly fast given the government only announced its revised policy last month. And there have been occasions in the past when China's customs department misclassified iron ore with high nickel content as nickel ore. However, this particular component of China's nickel import picture will bear close scrutiny in the months ahead as the market tries to calculate the net impact of less ore from the Philippines and more from Indonesia. The broader trend in China's nickel raw material imports, however, is one of diversification in terms of both geography and materials. New Caledonia, in particular, has emerged as a new ore supplier to China. Imports totaled 492,000 tonnes last year, compared with zero in 2015, and another 108,000 tonnes entered China last month, the highest monthly total since 2007. The supply uncertainty generated by the Philippines and Indonesia has been something of a blessing for New Caledonian producers, who were left reeling by last year's closure of their main customer, Australia's Queensland Nickel. The New Caledonian government authorized the export of 700,000 tonnes last year and has upped the quota this year, albeit with the slightly curious stipulation that ore can't be sold to Chinese NPI producers. But whoever's buying the stuff, it's clearly entering China and in increasing quantities. The second major trend at work in terms of China's nickel supply is the amount of nickel pig iron that is now coming directly from Indonesia. This reflects the build-out of processing capacity, led by Chinese players, in the country. This, after all, was the intended political aim of the 2014 ban in the first place. Confusingly, this Indonesian material is lumped into the "ferronickel" category by Chinese customs, but the give-away is its relatively low value. The average import price in January was USD 1,512 per tonne, compared with USD 3,000-4,000 per tonne for suppliers from other countries. Imports of "ferronickel" from Indonesia mushroomed to 747,000 tonnes last year from 214,000 tonnes in 2015. And the trend is continuing to accelerate with January's imports of 88,135 tonnes the second highest monthly total on record and more than double last year's figure. The Caribbean country only emerged as a supplier to China in the second half of last year. Actually, that should read "re-emerged" since it was once a steady exporter. But Glencore placed its Falcondo nickel operations on care and maintenance towards the end of 2013. It was one of only a handful of price-related closures in a supply chain that has been found to be stubbornly price inelastic even while politically sensitive. Glencore sold Falcondo to a private company called American Nickel Ltd in 2015 and the inference from the Chinese trade figures is that some production at the 30,000-tonne year operations has resumed. Dit bleek dinsdag uit een besluit van de Europese Commissie. In februari van 2016 begon de Europese Commissie een onderzoek naar het dumpen van staal door China in 2015, volgend op een klacht van de Europese branchevereniging voor de staalsector Eurofer. Dinsdag besloot Brussel definitief om dumping van zwaar plaat staal door China te belasten. De in oktober vorig jaar gecommuniceerde heffingen van 65 tot 74 procent werden daarbij gehandhaafd. Jindal Stainless gets DRDO licence to produce high nitrogen stainless steel PTI reported that foraying into the defence market, India's largest stainless steel maker Jindal Stainless Ltd today signed a licence agreement with the DRDO, mostly used in strategic military platforms and weapons systems like missiles. Calling it a major milestone, DRDO chairman Dr S Christopher said production of high nitrogen steel (HNS) in India will significantly help the country's ambitious defence indigenisation programme besides ensuring cost efficiency for production of weapons systems. The Jindal Stainless (Hisar) Ltd (JSHL) said it is the first company to receive licence from the DRDO for commercial production of HNS, the technology for which has been developed jointly by the steel maker and Hyderabad-based Defence Metallurgical Research Laboratory (DMRL) of DRDO. The HNS has cleared multiple levels of ballistic tests in different calibers. The JSHL signed the pact with the DRDO in presence of Minister of State for Defence Subhash Bhamre. The DRDO said any private sector steel company can approach it for licence to produce HNS, a ballistic and blast protection material. Jindal Stainless said it is also working to produce additional variants of HNS with enhanced blast and ballistic protection to cater to niche requirements of the Indian Defence sector. It said HNS exhibits higher energy absorption level, enhances crash worthiness to the entire artillery system and has significantly higher impact values with a far superior material for blast protection. China wil overcapaciteit in staal verder terugbrengen Planbureau wil ook lagere steenkoolproductie. (ABM FN-Dow Jones) China wil de capaciteit van de eigen staalindustrie verder terugbrengen. Dit bleek zondag uit cijfers van het nationale planbureau. Het planbureau wil de productiecapaciteit met ongeveer 50 miljoen ton terugbrengen. De productie van steenkool moet zelfs met tenminste 150 miljoen ton worden verlaagd dit jaar. Afgelopen jaar bracht de Chinese overheid de overcapaciteit in de staalindustrie met 45 miljoen ton terug en bij steenkool was dit met 250 miljoen ton. 26 smelters in Indonesia will be operational in 2017 TEMPO.CO quoted chairman of the Indonesian Nickel Miner Association Mr Ladjiman Damanik as saying that there will be 26 fully operational nickel smelter by the end of this year. Mr Ladjiman stated that "Those are the ones that are in progress, it will be operational by the end of this year.” He explained that there are currently six fully operational smelters that with a cumulative annual production capacity of 300 to 400 thousand tonnes. By the end of the year, all of the new smelters are predicted to have a total annual production capacity of 1 million tonne. Mr Ladjiman confirmed that Chinese investors are interested in constructing nickel smelter in Indonesia. Mr Ladjiman also stated that the value of nickel will likely to increase this year as the United States is currently stepping up investments in the infrastructure sector. However, Mr Ladjiman said that he cannot predict the exact number of the increase. He said that "I haven't seen the latest number, I can't predict how much.” Source : TEMPO.CO

According to SMM data, nickel ore inventories at seven major Chinese ports were down 220,000 tonnes last week. South Korea to extend anti dumping tariffs on stainless steel from Japan, India and Spain for 3 years Yonhap reported that South Korea's agency handling trade remedies said Friday that it has decided to extend the current anti-dumping tariffs imposed on some foreign stainless steel products by three additional years. The Korea Trade Commission said it will ask the finance ministry to continue to slap anti-dumping tariffs of 3.56 to 15.39 percent on stainless steel products imported from Japan, India and Spain for three more years. The commission launched an investigation into the impact imported products have on the market on June 3 last year to decide whether or not to extend the tariffs. The agency said after its probe revealed that South Korean steel companies could suffer damages if anti-dumping tariffs on the three countries' products are ended. The Ministry of Strategy and Finance is required to make a decision by June 3 on whether to continue anti-dumping tariffs on the foreign stainless steel bars. Source : Yonhap
Nickel Asia profit down Nickel Asia Corp saw a 3.4% drop in its 2016 net income owing to lower nickel prices and sales volume. In a report to the local bourse, Nickel Asia said net earnings reached PHP 1.97 billion compared to PHP 2.04 billion in 2015 due to equity losses from investments in both Taganito Nickel Corp and Coral Bay Nickel Corp. Earnings before interest, tax, depreciation and amortization amounted to PHP 5.69 billion, down 13% year on year. Mr Gerard Brimo president and CEO of Nickel Asia said that “We were faced with a very low nickel price for the second consecutive year, which hit a 13 year low early in 2016. Notwithstanding this and its effect on the profitability of the processing plants, we managed to show positive results.” Nickel Asia’s four operating mines sold a total of 19.3 million wet metric tonnes of nickel ore, two percent lower than the previous year. The drop in shipment volumes was due to the delayed start of shipments from its Hinatuan and Cagdianao mines due to the prolonged rainy season and resulting sea swells in northeastern Mindanao. Het moet een onderhoudsbeurt krijgen, melden Den Haag FM en het AD. Premier Mark Rutte en toenmalig burgemeester Jozias van Aartsen hadden het beeld half februari onthuld. Het staat aan het Lange Voorhout, vlakbij een tramlijn. Volgens een deskundige worden de problemen veroorzaakt door de rails. ,,Door de tram die over de rails rijdt, komt er staalstof vrij. Dat komt op het roestvrij staal en dat gaat vreten aan elkaar waardoor je de roest krijgt. Ook zit er veel stof en vuiligheid in de lucht. Dat gaat in kleine gaatjes van het metaal zitten waardoor de roest kan ontstaan'', aldus Ruud van de Zande van Danderzei design tegen Den Haag FM. De gemeente Den Haag zegt dat er aan een oplossing wordt gewerkt.
