ISSADA sees negligible impact of AD duty on cold rolled stainless steel

Indian Stainless Steel Development Association announced that that impact of this Anti Dumping Duty on CR stainless steel will be negligible as the import trend has now shifted to higher widths and the same has been highlighted in the customs notification as well as the Final Findings of the Directorate General of Anti Dumping & Allied Duties

Mr NC Mathur President ISSDA said “The real benefit of this duty will only be evident only when the government initiates Anti Circumvention petition by the industry on widths above 1250mm.”

He said “ISSDA would urge the government to initiate the Anti Circumvention petition by the industry urgently. This will bring a slight reprieve to the domestic stainless steel industry which is under severe financial stress and is operating at nearly 60 % of its stalled capacity.”

It is to be noted that the existing duty on Cold Rolled stainless steel flat products is being circumvented as the imports now have shifted to higher widths i.e. above 1250mm and also width below 600mm. It is pertinent to note that the Final finding of DGAD had brought out few relevant points. Final finding states that dumping of Cold Rolled Flat Products of Stainless Steel continues inspite of imposition of Anti Dumping Duty.

The Anti dumping Duty on import of Cold Rolled Flat Products of Stainless Steel was effective till 21 April, 2015. Review of this Anti Dumping Duty could be done the same product only hence the industry was unable to include higher widths of imports under this duty protection.

Analysts warn that too much nickel is being produced

The Sudbury Star reported that Glencore CEO Mr Ivan Glasenberg, amid calls to slash production, says that as much as 70 per cent of global nickel output is unprofitable as the big nickel producers really screwed up by expanding too fast.

He said "People are bleeding cash, and when I say bleeding, it's big cash. We don't understand why people don't react in the same manner as we do. Big mining companies, other mining companies keep operations open, praying for better prices."

Evy Hambro, manager of BlackRock's World Mining Fund, Glencore's fourth-biggest shareholder, said last week that “The nickel market seems to be very, very depressed relative to the cost curve. How much longer do you think we're going to see some of this production remain around before it's forced to be taken out of the market?"

While Societe Generale SA earlier this month forecast the nickel market to be in deficit in both 2016 and 2017, years of excess production has expanded stockpiles, the news agency said. Inventories reached a record of about 900,000 tons, equal to almost six months of global demand, Macquarie Group Ltd. estimated last month.

Glencore said it controls two nickel operations that don't make money at current prices. Mr Glasenberg said on the call that the Murrin Murrin mine in Australia was unprofitable and may be closed and that its recently built Koniambo mine in New Caledonia was a "difficult" one. Glencore inherited the project through its 2013 acquisition of Xstrata Plc.

In Sudbury, Glencore operates the Nickel Rim and Fraser mines, a mill and a smelter and employs about 1,200 people.

Nickel has plunged 44 per cent this year, the worst performing main contract on the London Metal Exchange. Prices touched the lowest since June 2003 last month.

Japanese steel mills to start talks for stainless sheets before Chinese New Year

TEX reported that negotiations for shipment of the latter half of January are going to start towards the Chinese New Year, and the Japanese mills are watching customers' attitude. As the nickel price has plunged again to the level of $3 per pound, they are watching whether customers will request a decrease in prices by $50 or so.

The nickel price dipped below $4 in late November. On that occasion as well, the mills had seen that customers might have requested a decrease in prices. However, surprisingly, there were no customers to require a price cut. Although it was partly due to a return of the nickel price to the level of $4 soon, overall, it was because customers entered a wait-and-see attitude.

During that time, China's Baoshan Iron & Steel set out its domestic prices of cold-rolled (CR) austenitic stainless steel sheets for December shipment and reduced them by 400 CNY ($63) from the previous month. Taiwan's YUSCO is reported to have also reduced its domestic prices by NT$2,500 (around US$75).

As such price decreases appeared, it can be said that there will certainly be no factors for prices to recover before the New Year. There are also no moves to replenish even certain quantity of inventory. Negotiations before the New Year are in a state to have virtually ended.

The Japanese mills have given up their wishful thinking of a recovery in prices of the nickel to the level of $4 within the year and are expecting a price recovery of nickel in March after the New Year.

Stainless steel to be used in construction of new Champlain Bridge

The federal government will spend an extra $60 million dollars on construction of the new Champlain Bridge by using stainless steel instead of galvanized steel on key sections of the bridge including the deck.

The Journal de Montreal says about 15,000 tons of stainless steel will be needed.

The director of the new Champlain Bridge Project Vincent Jarry says the extra cost will create a structure with a lifespan of 125 years.

The Quebec galvanized steel industry is upset with the decision saying that the Champlain Bridge will be a North American showcase structure made with foreign material.

Baosteel puts Shanghai Krupp Stainless 55% stake on the block

Reuters reported that China's Baosteel Group has put a 40 percent stake in a Shanghai-based stainless steel joint venture up for sale, with a price tag of CNY 1.93 billion (USD 298 million).

The planned stake sale was reported by local media on Monday, after Baosteel announced it on the exchange on Dec. 11.

The decision follows the sale of a 55 percent stake in the venture, Shanghai Krupp Stainless (SKS), by Finland's Outokumpu in October, as Europe's largest stainless steel company looked to reduce debt.

SKS has an annual capacity of 290,000 tonnes of cold-rolled stainless steel, state-owned China Securities Journal reported. Outokumpu retained a 5 percent stake in the company.

Shanghai-based SKS lost 1.29 billion yuan in 2014 and 97.2 million yuan in 2013, according to a statement published on the Shanghai United Assets and Equities Exchange.
