A: We moeten hierin twee tot drie dingen doen

Fitch’s in latest Sector Outlook said that improving China was quick to strongly support its domestic economy in response to the downturn triggered by worldwide lockdowns. Fitch forecasts steel output in China at an all-time high of 980 million tonnes in 2020 and 2021, up by 72 million tonne from 2019 due to demand from infrastructure and construction. Fitch said “In the rest of the world, economic stimulus measures were more moderate and steel production lower by more than 100mt for an estimated output of 745 million tonne in 2020. We expect activity levels to reach pre-pandemic levels towards end-2022 outside of China, with forecast output of 815 million tonne in 2021. The approval and deployment of vaccines against COVID-19 in Europe and North America, where the pandemic continues to disrupt society and many steel companies have been challenged by high cost bases and overcapacity, should reduce downside risks from the demand forecast. A global recovery in key end-markets (such as automotive, manufacturing, construction and infrastructure) and some consolidation in major steel markets will increase capacity utilisation and support margins in 2021, leading to Fitch’s view of an improving outlook.”

Rating Outlook: Stable The portfolio includes six issuers on Negative Outlook and three on Positive Outlook. Earnings and cash flow generation for those entities as per 2020 interim results have been better or in line with our rating forecasts. Stabilisation of Negative Outlooks is dependent on management teams prioritising debt reduction over capex and dividends, but a qualitative assessment indicates that potential negative and positive rating actions could be balanced.

Reuters reported that Nippon Steel Corp is planning to raise output capacity in overseas markets such as India and the United States and reduce it in Japan to align with future demand levels. Nippon Steel Executive Vice President Mr Katsuhiro Miyamoto told Reuters in an interview “Our imported intent task is to improve our overseas profits by capitalising on recovering global demand from automobiles. In the mid-term, we want to expand our production capacity overseas where demand is expected to increase.”

Mr Miyamoto told “Nippon Steel is also considering to build a new electric furnace at its US joint venture with ArcelorMittal in Calvert in Alabama. We may build a furnace of 1.5 million tonnes of annual output capacity as a first step.”

Nippon Steel and ArcelorMittal jointly bought India’s bankrupt Essar Steel last year, which has an annual capacity of 9.6 million tonnes. The companies plan to boost the capacity of the new venture, ArcelorMittal Nippon Steel India, to 12-15 million tonnes as planned and further in the future. AMNS India will also look to expand capacity at its pellet plant on the east coast of India.

NCLAT Stays NCLT Order on Payment for Odisha Slurry Pipeline Usage

India’s National Company Law Appellate Tribunal has stayed NCLT order directing ArcelorMittal India Private Limited to pay INR 1,300 crore by Strategic Research Institute

India’s National Company Law Appellate Tribunal has stayed NCLT order directing ArcelorMittal India Private Limited to pay INR 1,300 crore by December 15, 2020 as corporate insolvency resolution process cost to Odisha Slurry Pipeline Infrastructure for using its assets till the next date of hearing. A two-member bench of Justice Bansi Lal Bhat, Acting Chairperson and Justice Anant Bijay Singh, Member (Judicial) said "As an ad-interim the operation of the impugned order as regards making of payment by the Appellant to OSPIL by 15th December 2020 shall remain stayed till next date of hearing."

Senior council Mr Harish Salve, representing ArcelorMittal, argued that the appellant ArcelorMittal India Private Limited had been directed to make payment of charges as IRP costs to an entity which had not claimed it during the CIRP of Essar Steel India or even thereafter.

The matter is listed ‘for admission’ on January 22.

The Ahmedabad Bench of the NCLT had passed an order on November 10, on an application moved by a financial creditor Srei Infrastructure Finance which recognised the charges for the use of slurry pipeline for running Essar Steel as a going concern as CIRP costs by December 15, failing which, NCLT could pass a liquidation order against Essar Steel subsequently renamed AMNS India.

Odisha Slurry Pipeline Infrastructure, 69% owned by India Growth Opportunities Fund, a scheme of Srei Multiple Asset Investment Trust, and balance with Essar Steel, owns and operates a 253 km slurry pipeline, which is a critical asset for AMNS India. It connects AMNS India’s iron ore beneficiation plant in Dabuna with the 12-million tonne pellet plant in Paradip. It was leased to Essar and the arrangement captured in the right to use agreement. However, OSPIL landed up in NCLT and ArcelorMittal submitted INR 2,359 crore resolution plan, which was approved by the Cuttack Bench of the NCLT earlier this year.

The Government of India has signed an agreement with the Government of Karnataka and the Ministry of Steel to extend Donimalai Iron ore lease to NMDC. The mine is extended for 20 years with effect from November 2018. NMDC said that “The decision has not only paved way for operationalisation of the mine but is also a timely decision taken in a situation when the steel companies are facing a shortage of supply of iron ore.”

NMDC has been operating the mine, but operations were suspended since November 2018. Donimalai iron ore mine, which has a total concession area of 597.54 hectares and estimated resources of 149 million tonnes, will increase the annual iron ore production by 7 million tonnes per annum.

Neelachal Executive Association Challenges NINL Divestment in HC

The Orissa High Court has sought response from the Central PSU Minerals and Metals Trading Corporation Limited on a petition challenging the disinvestment

The Orissa High Court has sought response from the Central PSU Minerals and Metals Trading Corporation Limited on a petition challenging the disinvestment in loss making Neelachal Ispat Nigam Limited steel plant at Kalinganagar in Jajpur district. The Court issued the direction on the petition filed by Neelachal Executive Association seeking intervention against the disinvestment plan which the Union Cabinet had approved on January 8. The singe judge bench of Justice BR Sarangi asked the MMTC’s counsel to obtain instructions or file counter affidavit and directed for listing of the matter after two weeks.

Neelachal Executive Association alleged that the decision was illegal and arbitrary. As promoters were not interested to infuse money to run the plant following approval for disinvestment, there was severe liquidity crunch. This resulted in shutdown of the plant and near starvation of the employees during the Covid-19 pandemic. The association, while seeking direction for payment of salary and merger of NINL with Steel Authority of India, alleged that more than 10,000 families have been adversely affected as salaries of employees had been stopped for more than nine months.

MMTC holds majority stake of 49.78 per cent in NINL while Odisha Mining Corporation and Industrial Promotion and Investment Corporation of Odisha Ltd have 20.47 per cent and 12 per cent stakes respectively. Three other CPSUs NMDC, MECON and BHEL hold minor share in NINL.

China Steel Corporation Orders Coke Dry Quenching from NipponSteel

Nippon Steel Engineering Co Ltd has received an order from China Steel Corporation of Taiwan for one of the largest coke dry quenching in the world

with the wet quenching type with water sprinkling, CDQ improves environmental performance by reducing the generation of dust when cooling the coke, and the recovered steam can be utilized to generate electricity, which also contributes to energy saving and reduction of CO2 emissions.

The coke cooling capacity of the CDQ is the largest in the world is 260 tonnes per hour and is unique to the NSE Group, which has supplied four units in the past. Generally, the uniform cooling of coke inside the cooling chamber becomes more technically challenging as CDQ gets larger, but NSE has conducted long years of research and development via full scale prototypes and simulation analysis for ensuring a uniform flow of cooling gas and coke in order to achieve unique technology that provides stable operation while maintaining cooling efficiency at large scales.

With this order, the NSE Group has received orders for a total of 140 CDQ units over the world, including Japan, China, South Korea, and India.

Looking ahead, NSE will continue to greatly contribute to the protection of the environment and development of the iron and steel industry all over the world as the top supplier of environmental and energy-saving technologies.
