    NHPC Inks Agreement for Acquisition of 500 MW Teesta VI HEP

    NHPC Limited India’s premier hydropower company has signed the Definitive Agreement for implementation of the Approved Resolution Plan submitted by NHPC for takeover and resolution of Lanco Teesta Hydro Power Limited, who was implementing the 500 MW (125 MW x 4) Teesta VI HEP on Teesta river in Sikkim. Mr Janardan Choudhary, Director (Technical), NHPC signed the agreement in the presence of Mr Balraj Joshi, Chairman & Managing Director, NHPC and Mr Aniruddha Kumar, Joint Secretary, Ministry of Power at New Delhi on 4th October 2019 on behalf of NHPC.

    National Company Law Tribunal , Hyderabad bench approved the resolution plan of NHPC on 26.07.2019 for the debt-ridden Lanco Teesta Hydro Power Ltd. NHPC has offered INR 897.50 Crore as Resolution Plan proceeds for the resolution of LTHPL under the Corporate Insolvency Resolution Process. The project will be implemented at an estimated project cost of INR 5,748.04 crore (at July 2018 price level), which includes a bid amount of INR 897.50 crore for acquisition. Earlier in March 2019, the Cabinet Committee on Economic Affairs had approved the proposal for acquisition of Lanco’s 500 MW Teesta Hydroelectric Power Project in Sikkim and execution of balance works for the Teesta VI Project. The project will be completed in a period of 5 years.

    EDF’s La Coche Hydro Savoie Plant Inaugurated

    The new La Coche power plant Savoie was inaugurated by Jean-Bernard Levy, the EDF Group’s Chairman and Chief Executive. The new plant will increase the total capacity of the La Coche pumped-storage hydro facility by 20%. Amounting to 150 million Euros in capital expenditure, this investment confirms the Group’s commitment to the development of hydro power, which is the world’s main source of renewable energy whilst accounting for 12.4% of France’s electrical output. The commissioning of this new facility, combined with upgrades being made to the existing pumped-storage plant, is also helping to further develop electrical power storage technologies, an area which is being strongly supported by the EDF Group via its Storage Plan.

    The second biggest hydro project in France after the one currently underway at Romanche-Gavet (Isere), this new facility features France’s most powerful Pelton wheel (240 MW). It comes in addition to La Coche’s underground power plant, which is already in operation. Commissioned in 1976, this pumped-storage plant pumps water from the Aigueblanche dam towards the La Coche impoundment, where it stores energy that is constantly available to meet demand spikes. It therefore plays a strategic role in balancing the power grid, more specifically supporting the integration of variable renewable-energy sources.

    With this new plant, La Coche’s hydro facilities will now generate as much power as that annually used by 270 000 inhabitants (tantamount to the size of a city like Strasbourg) thanks to a renewable, flexible and storable energy source.

    Of the 150 million Euros spent on this asset, 84 million Euros have gone towards supporting regional businesses including nearly 30 million Euros for Savoie. 500 local jobs have been created or maintained in the region thanks to project-related investments whilst 11 jobs have been created to support labour-market integration.

    Edevu Hydro Project to be Completed by the end of 2020

    The K500 million Edevu hydro power project at Brown River in the Kairuku-Hiri district of Central Province is expected to be completed at the end of 2020. Two Chinese hydro power construction companies (the China Gezhouba Group Corporation and East Vision Group of China) are backing up the project after being stalled for almost a year since its launching in 2017.

    According to the initiator and project developer, PNG Hydro Power Limited managing director Allan Gua, the project had been stalled while waiting for the State to guarantee trust and confidence to financiers of the project.

    The initial part of the project, which is the diversion tunnel, has been completed and was commissioned on Monday to pave way for the developers to build the 70m hydro dam. According to technical persons on the ground, the tunnel is 500 meters long where the river (the Brown River) will be channeled through when the power turbines are set.

    The hydro will be producing 50 megawatts coming from two power hydro machines that will be set up to produce 25 megawatts each.

    PPAF Commissions 4 Hydro Power Plants in KP

    Pakistan Poverty Alleviation Fund in collaboration with Agha Khan Rural Support Program and German Development Bank Kf successfully installed 306 KW hydro power plant in Gazeen, Chitral, providing renewable energy to hundreds of households. The Hydropower Plant installed will benefit 335 households and impact five villages namely Gazen, Dubargar, Unawich, Skermud and Kurkun. This plant is one of the PPAF’s four hydro power stations recently commissioned for communities in remote areas of KP.

    Wolfgang Mollers, Country Head KfW, said “KfW has always landed support to organizations working for improving the lives of underprivileged communities. I would like to congratulate PPAF on the completion of this monumental project and hope this is the beginning of a prosperous chapter for the region.”

    PPAF’s recently commissioned four Hydro Power plants with an aggregate power production of around 800 KW will provide access to energy to 1500 households in six districts of KP, and more than 20,000 people will now have 24/7 access to off-grid environment friendly electricity.

    The project is funded by Federal Republic of Germany through the German Development Bank KfW whereas Agha Khan Rural Support Program is the implementing partner.

    Austria to Invest in Two Hydropower Project in Nepal

    The Austrian government has made a commitment to invest in two hydropower projects with total installed capacity of 735MW, 635MW Dudhkoshi reservoir and 100MW Tamakoshi V projects. The Dudhkoshi project will be spread over an area of 19.8 square kilometres in Khotang and Okhaldhunga districts. As per NEA, the reservoir dam will be spread across 17 kilometres in Dudhkoshi, eight kilometres in Rawa Khola and 5.5 kilometres in Thotne Khola.

    Both the governments have also reached an agreement whereby Austria will provide technical assistance to enhance the capacity of the training centre of Nepal Electricity Authority.

    Romanian Hidroelectrica Inaugurates 12MW Power Plant in Hunedoara

    Romanian state owned Hidroelectrica has commissioned a 12MW power plant at Bretea ,on Strei river, in Hunedoara county in western part of Romania.
    This is also the first automated plant, remotely controlled, a technology that will be deployed to each of Hidroelectrica’s 200 hydropower plants in operation. The construction of the Bretea hydropower plant, which started in 2008, has involved investments of EUR 50 million.

    Hidroelectrica CEO Bogdan Badea said "I am glad that Hidroelectrica adds megawatts to the system, at a time when we need more and more power capacities and at a time when we witness such a quick transition from conventional energy towards green energy, which raises many problems for us and for the whole energy system,.”

    1061 MW Upper Arun Hydropower in Nepal gets License for Survey

    Nepal’s Ministry of Energy, Water Resources and Irrigation has issued a license to a Nepal Electricity Authority owned company to survey the 1,069 MW Upper Arun hydropower project. This comes seven years after the government decided to develop the peaking run-of-the-river project mobilising its own resources. With the decision, Upper Arun Hydropower Electric Ltd will now survey the project, whose detailed study is being undertaken with a concessional loan from the World Bank. The government has already said that the members of the public will also be allowed to invest in the mega project.

    NEA Managing Director Kulman Ghising said that the project will receive utmost priority and it will be developed as a game-changer in the field of energy. According to Ghising, the project shall be the biggest-ever undertaking of the NEA. The European Investment Bank and World Bank, along with the Employee’s Provident Fund and the Citizen Investment Trust, have also agreed to provide financing for the project. The NEA plans to complete the project in seven years.

    ADB to provide fund for Hydropower Plant in Nepal

    The Asian Development Bank has signed a USD 60 million financing package with Nepal Water and Energy Development Company Private Limited to help build and operate a 216 MW run of the river hydropower plant on the Trishuli River near the capital, Kathmandu. The financing comprises a loan from ADB and a loan from the ADB-administered Canadian Climate Fund for the Private Sector in Asia II. CFPS II was established by the Government of Canada to encourage private investment in climate change mitigation and adaptation projects in Asia and the Pacific. CFPS II funding was integral to the project’s financial viability as it helped attract private capital currently unavailable in the market.

    ADB is cofinancing the project with other multilateral development banks and development finance institutions including the International Finance Corporation; Export–Import Bank of Korea; Korea Development Bank; Asian Infrastructure Investment Bank; Commonwealth Development Corporation; Nederlandse Financierings-Maatschappij Voor Ontwikkelingslanden N.V.; OPEC Fund for International Development; and Société de Promotion et de Participation pour la Coopération Economique S.A.

    Once operational, the plant is expected to provide over 1,200 gigawatt-hours of clean electricity annually to the national grid. The project is aligned with ADB’s operational priorities outlined in Strategy 2030, notably to eradicate remaining poverty; reduce inequalities; tackle climate change; build climate and disaster resilience; and enhance environmental sustainability.

    Ethipoia Genale Dawa III Hydropower Project 99% Complete

    The Genale Dawa III hydropower project, located in Southeast Ethiopia, is set to be operational soon. According to Chief Executive Officer of the Ethiopian Electric Power Dr. Abraham Belay, the USD 451 million power project is 99% complete and will begin generation in less than two months’ time. Out of the total cost of the 254MW power project built on Dawa River, around USD 67.8 million was covered by the government of Ethiopia, while the remaining was covered by external loan. Genale Dawa III hydropower project Launched in 2010, the 110 meter high and 426 meter long dam has the capacity to hold 2.5 billion cubic meters of water.

    The project was suspended for more than a year due to problems associated with resettling of residents living near the dam. The project which was undertaken by China Gezhouba Group is expected to increase the country’s generation capacity to 4,514MW from the current 4,260MW.

    Hydropower GHG Emissions Higher than Facilities Burning Fossil Fuels

    On the whole, while hydroelectricity is certainly a cleaner energy production method compared to fossil fuels, findings from a new study published in the ACS’ journal Environmental Science & Technology say that some hydropower facilities emit more greenhouse gas emissions than those burning fossil fuels. The reason is that the climate impact of facilities that generate electricity from water varies across the world and over time. The amount of hydropower GHG emissions can go up or down depending on what is occurring in the surrounding landscapes. For instance, changes in carbon dioxide emissions occur when natural landscapes are flooded to generate reservoirs for hydropower plants. Additionally, there is near-term warming from associated methane emissions.

    Discovering that the majority of studies regarding hydropower’s climate impact have neglected specific factors, researchers Ilissa Ocko and Steven Hambrug decided to conduct a more in-depth analysis of the climate impacts that these alternative energy facilities can have over time. The researchers looked at 1,473 hydroelectric facilities in 104 countries and analysed the climate impacts over time of methane and carbon dioxide emissions. Additionally, they estimated emissions resulting from flooding the reservoir. They learned that emissions from hydropower were, on average, far higher and worse for the environment than emissions from solar, wind and nuclear power installations. However, they were better for the climate compared to emission from natural gas and coal utilities.

    That being said, there were some cases where certain hydroelectric plants were worse for the climate than coal and natural gas, both now and in the long term. The reason is that these facilities had high methane emissions, which have a large impact on global warming.

    Additionally, the researchers learned that emissions varied by region. For example, while in Western Europe new hydroelectric facilities had near-zero climate impacts, those in Western Africa were worse for the climate than natural gas and coal plant over all timescales. The researchers believe that their findings should be considered when developing and building new hydroelectric plants.

    BC Hydro John Hart Hydropower Project in Canada Revamped

    The first public-private partnership project in the hydropower sector in Canada houses a brand new underground powerhouse built to minimise the environmental footprint and offer higher safety in case of a seismic event. Located beside Elk Falls Provincial Park in Campbell River, British Columbia, the John Hart Generating Station Replacement Project was initiated in 2007 to achieve three project objectives reliability, safety from seismic events, and protection of downstream fish habitat from unplanned water flow events.

    Built in 1947, John Hart Generating Station was aging and needed to be replaced. The existing facility and penstocks were unlikely to withstand a moderate earthquake and the generating station was in a poor condition, leading to declining electricity output. Ninety-five percent of the lower Campbell River comes out of the John Hart Generating Station, which means that a new, more efficient, and more reliable facility was needed, including a new water bypass to ensure that if up to three of the new generators go offline, water flow can be maintained, protecting fish and fish habitat.

    SNC-Lavalin created a special purpose general partnership InPower BC to enter a P3 Project Agreement with Canadian electric utility BC Hydro to partially finance, design, and build a new generating facility and maintain it for 15 years. The team included several sub-contractors including ASLJV, Aecon SNC Lavalin Joint Venture, GE Renewable Energy, Frontier Kemper Constructors Inc, Archie Johnstone Plumbing & Heating Ltd, Co-Gen Mechanical Services Ltd, F&M Installations Ltd and Viking Fire Protection Inc.

    Partially financed by InPower BC, the CAD 1.093 billion project was the largest infrastructure project undertaken by BC Hydro since the 1980s, although the recent Site C Project is now the largest. The request for proposals from BC Hydro was issued in 2012, and the P3 design and construction contract was awarded in February 2014 with construction starting soon after. Several comparative assessments were conducted on alternative schemes during the initial phases of the proposal stage, convincing BC Hydro to include an underground powerhouse as part of the contractor-proposed scheme. The utility’s original intent was to have a surface powerhouse, which would have necessitated an extensive steel lined section of the underground power tunnel.

    NEA Announces More Limits for Small Hydropower Plants in China

    China's National Energy Administration announced that China will ban the construction of small hydropower plants in regions that already have an electricity surplus and encourage new dams in poor and remote locations with little grid access. NEA said “The draft rules aim to promote the orderly development of the hydropower sector after decades of rampant and poorly planned capacity growth. Small hydro plants would be banned in forest parks, scenic spots, habitats for rare fish and other ecologically fragile zones. It would also be restricted in regions where large amounts of power are wasted because of limited access to the grid.”

    China's hydropower sector is a major source of clean energy, with a capacity of about 350 GW or around 18% of the country's total. A third of the hydropower is classified as small, meaning plants with less than 50 MW of capacity. China started demolishing hundreds of small dams throughout the country last year to restore water flows and comply with new rules banning industrial development in nature reserves. The campaign came after an investigation showed there were at least 24,100 small hydropower plants along the Yangtze river and its tributaries, many causing severe environmental damage.

    60 MW Trishuli 3A Hydropower Project in Nepal Inaugrated

    Nepal's Prime Minister Mr KP Sharma Oli inaugurated Chinese Kachopa Group Limited Company constructed Upper Trishuli 3A Hydroelectric 60MW Project in Nepal. It is located 32 km from Chilong County, bordering the Tibet Autonomous Region of China. There are a total of two generator sets in this hydro power plant. Each has a production capacity of 30 MW. A total amount of USD 150 million was invested to prepare this project. In May and August this year, both generator sets started operating. Construction of this project started in June 2011.

    This hydro power plant will fulfill the electricity demand of about eight percent in Nepal.

    Bui Power Micro Hydropower Plant Starts in Ghana

    The Bui Power Authority has announced the completion of the 45kW Tsatsadu generating station in Ghana’s Volta region, the first micro hydropower plant in the country. Located at the Tsatsadu Waterfalls in the Hohoe District, the plant has the potential to add a further 45kW in the future. The run-of-river scheme consists of a concrete diversion weir, an intake structure, diversion channel, a forebay, 300mm diameter steel penstock, a powerhouse and a transmission line..

    In 2005 Ghana’s Ministry of Energy entered into a Memorandum of Understanding with the United Nations Industrial Development Organization and International Network on Small Hydro Power of China to undertake studies to develop the existing small hydro power potentials in the country. The Tsatsadu Waterfalls, located at Alavanyo Abehenease in the Hohoe District of the Volta Region, was selected to be developed as a pilot project. UNIDO subsequently donated a 30kW Turgo Turbine and associated electromechanical equipment for the project. The Ministry of Energy appointed the Bui Power Authority in 2016 to develop the project on its behalf. BPA then reviewed all available information on the project. This included site assessment surveys, detailed topographical surveys and the development of engineering drawings for the project.

    The electromechanical equipment donated by UNIDO were retrieved from the Volta River Authority and serviced. The project, which was initially designed as a 30kW stand-alone system, was upgraded to a 45kW grid-connection system. A new 45kW capacity A-synchronous generator and new load controller were therefore procured to replace the existing 30kW generator and load controller.

    APDA Awards Contract for 4320 MW Dasu Hydropower Project

    The Pakistan Water and Power Development Authority has announced that it has signed a contract worth PKR 52.5 billion (USD 734 million) with a joint venture of GE Hydro China and Power China Zhongnan Engineering Corporation for electro-mechanical works of Dasu Hydropower Project Stage I. The contract includes design, supply and installation of six Francis turbines, generators, main transformers, generator and station service switchgear along with related equipment.

    The 4320MW Dasu project is being constructed by WAPDA on the River Indus, upstream of Dasu Town in Kohistan District of Khyber Pakhtunkhwa Province. The project will be completed in two stages, each stage having a generation capacity of 2160MW. At present, Stage-I of the project is underway, with electricity generation from the project is expected to commence in 2024-25. Stage-I will contribute more than 12 billion units per annum to the National Grid. Stage-II will also provide another 9 billion units to the system every year.

    The World Bank is partially providing funds for construction of Stage-I to the tune of USD 588.4 million and Partial Credit Guarantee of USD 460 million. The remaining funds are being arranged by WAPDA from its own resources and with the sovereign guarantee of Government of Pakistan.

    BHEL Commissions First Renovated Unit of 3X60 MW Baira Siul Hydro Project

    Bharat Heavy Electricals Limited has renovated and modernised one unit of the 3x60 MW Baira Siul Hydro Power in Himachal Pradesh. Notably, Baira Siul is the first hydro station of NHPC Ltd to have been taken up for comprehensive Renovation & Modernisation. BHEL's scope in the project comprises design, manufacture, supply, replacement and commissioning of critical parts of Turbines & auxiliaries, Governors, Generators and Control & Monitoring. The equipment has been supplied from BHEL's manufacturing units at Bhopal, Bengaluru and Jhansi, while the on-site installation activities were carried out by the company's Power Sector - Northern Region division, Noida.

    Significantly, BHEL won the order for R&M of three units of the Baira Siul Hydro Power Station located in Chamba district of Himachal Pradesh, amidst stiff competitive bidding. R&M of the other two units is under various stages of execution.

    ENGIE, Crédit Agricole Assurances and Mirova win bid

    ENGIE, together with its consortium partners Crédit Agricole Assurances and Mirova, an affiliate of Natixis Investment Managers, announces it has won a competitive process conducted by EDP for the acquisition of Portugal’s second largest hydroelectric portfolio, for an enterprise value and consideration of EUR 2.2 billion. The hydroelectric portfolio has a generation capacity of 1.7 GW with a weighted average remaining concession term of 45 years, and includes three newly commissioned pump storage units along with three recently repowered run-of-river plants.

    ENGIE, as the industrial partner for the consortium, will operate and maintain the hydroelectric portfolio and also provide energy management services. ENGIE has a strong track record of operating hydro generation assets, with a current global hydro capacity of 20 GW and is the 2nd largest engineering company in hydro related projects on a global basis.

    The acquisition of the hydroelectric portfolio is instrumental to the deployment of ENGIE’s zero-carbon strategy, bringing flexible renewable capacity which complements ENGIE’s existing Iberian portfolio of onshore wind (1.1 GW) and solar (50 MW) power, most of which is already in partnership with Mirova.

    Batang Toru Hydropower Project in Indonesia Halts Work Over Coronavirus

    The Jakarta Post reported that the development of the Batang Toru hydropower plant PLTA in South Tapanuli regency in North Sumatra in Indonesia has been temporarily shut down as workers from mainland China are unable to fly to the country amid a travel ban implemented by the government over fears of the Covid-19 outbreak. The company that will operate the plant, PT North Sumatra Hydro Energy said it had suspended the construction project in August last year after Chinese technical workers from contractor Sinohydro were terminated because they were unable to properly carry out their duties.

    PT North Sumatra Hydro Energy senior advisor Ms Emmy Hafild said the company had arranged for 125 replacement workers, but they were unable to reach the Batang Toru project site because of the travel ban. Ms Emmy told The Jakarta Post “We don’t know when the Batang Toru project can continue as it depends on when the government will lift the travel ban to and from mainland China.”

    She said “The company had so far been working on tunnelling for the project, which was mainly handled by Chinese workers. Therefore the absence of Chinese workers had disrupted the current stage of construction. We hope to complete the Batang Toru project by 2022. But seeing the current conditions, we are certain that we will miss the target.”

    Pakistan Proposes Support for 15 Hydropower Projects in PSDP 2020-21

    Pakistan’s Ministry of Water Resources is likely to propose an allocation of PKR 140 billion for 15 Hydropower Projects of WAPDA with the total cost of RPKR 1363 billion in the Public Sector Development Programme 2020-21. Of the total demand of PKR 140 billion, PKR 38 billion is Foreign Exchange Component while PKR 102 billion is local component.
    For three hydropower projects in initial stage with the generation capacity of 3698 MW and total estimated cost of PKR 620 billion, allocation of PKR 100 billion in next PSDP has been proposed. For the refurbishment of four Hydro Power stations of 580 MW, the demand for allocation in coming fiscal is PKR 14.67 billion. The total cost of the project is PKR 80.72 billion. For the feasibilities of two hydropower projects worth PKR 1.020 billion, demand for allocation is PKR 350 billion. For other three hydro projects worth PKR 1.742 billion, the proposed allocation is PKR 836 million.

    Regarding the current portfolio of the power projects of WAPDA, the documents reveals that only ten percent of the total cost of 17 Hydropower projects worth PKR 1364.50 billion has been allocated in the PSDP 2019-20

    Rwanda has secured a USD 214 million loan from China's Export-Import Bank to build a new 43.5 megawatts hydropower plant that will help it reduce reliance on non-renewable energy sources and stabilise the grid. Rwanda’s Finance Minister Uzziel Ndagijimana said "In addition to the current 224 MW generation capacity, combined with the pipeline of power projects, Nyabarongo II Hydropower will increase grid generation capacity to an estimated 513.5 MW.”

    The project will take nearly five years to complete and the cash will also be used to build a substation and 110KV transmission line covering 19.2 km from the plant to the Rulindo substation located in the north

    The terms of the loan were not given.
