McDermott Announces First Cargo From Cameron LNG Train 1 McDermott International Inc announced that the first cargo of liquefied natural gas has been shipped from the Cameron LNG project in Hackberry, La. On May 14, McDermott announced first liquid from Cameron LNG Train 1 and announcement of first cargo is a precursor to completion of Train 1. Mr Samik Mukherjee, group senior VP of projects for McDermott, said that "Shipping the first cargo from Train 1 is a tremendous achievement for McDermott and the joint venture project team, especially while maintaining a very strong safety record on such a large-scale and complex project. Moreover, this an impressive contribution to the needs of a growing, global LNG infrastructure market-something our entire organization is proud to be a part of." Toshiba Sells Stake In Freeport LNG Plant To Total Bloomberg reported that Toshiba Corp will transfer its rights to process natural gas at the Freeport LNG project in Texas to France’s Total SA. It will pay Total USD 815 million to hand over the 20 year liquefaction rights to the French major and expects to finalize the deal by March 2020. Total will also make a USD 15 million payment to Toshiba for the takeover of its US LNG business and assume its tolling charge commitment. Toshiba had obligations to pay fixed amounts regardless of whether or not it could sell the LNG, and faced billions in losses when the contract kicks off in 2020. It had been looking to sell the Freeport LNG liquefaction rights after an earlier agreement with ENN Group was scrapped in April after failing to receive approval from the Chinese company’s board. The deal is the latest in a line of acquisitions by Total as it sets sights on becoming one of the world’s biggest LNG players. The French company agreed in 2017 to a USD 1.5 billion deal for Engie SA’s upstream assets, which include interests in Cameron LNG, boosted its investment in Tellurian Inc and the Driftwood LNG venture to almost USD 1 billion in April and agreed to take over Anadarko Petroleum Corp.’s stake in an export project in Mozambique, among other LNG-related ventures. Mr Philippe Sauquet, president Gas, Renewables and Power at Total, said that “The takeover of Toshiba’s LNG portfolio is in line with Total’s strategy to become a major LNG portfolio player. Adding 2.2 million tonne per annum of LNG to our existing positions in the US, in particular Cameron LNG, will enable optimizations of the supply and operations of these LNG sources. Already an integrated player in the US gas market, Total is set to become one of the leading US LNG exporters by 2020 with a 7 million tonne per annum portfolio.” Meanwhile, Toshiba targets complete withdrawal from the LNG business by finalizing the Freeport LNG transfer and expects to take a 93 USD 859 million writedown. The US-China Trade War Is Impacting LNG Shipping As Well – Banchero Costa Despite more than positive predictions at the start of 2019, regarding the future prospects of the US LNG exports, unfortunately, Trump’s trade war with China has caught up, complicating things for US LNG exporters, who are now being forced to find other buyers. Last December, the EIA carried a report, declaring that US liquefied natural gas export capacity will reach 8.9 billion cubic feet per day by the end of 2019, making it the third largest in the world behind Australia and Qatar. Currently, US LNG export capacity stands at 3.6 Bcf/d, and it is expected to end the year at 4.9 billion cubic feet per day as two new liquefaction units called trains become operational. In a recent report, shipbroker Banchero Costa said that “The United States started exporting LNG from the lower 48 states in 2016 after the surge of natural gas production that followed the shale revolution and the development of new export capacity. In 2017 the US was already a net exporter of natural gas ranking 6 th in the top exporting countries’ list following Qatar, Australia, Malaysia, Nigeria and Indonesia. In 2018 exports grew a staggering 53% and Indonesia and Nigeria were overtaken. Exports boomed towards South Korea +91%, +118 billion cubic feet, Latin America (+46%, +97billion cubic feet, Japan +130%, 69 billion cubic feet, Europe +62%, +61 billion cubic feet and India +176%, +37 billion cubic feet.” According to the shipbroker, “in 2018 half of the US LNG exports went to Asia followed by a 28% to Latin America, 15% to Europe, 5% to the Middle East and 1% to Africa. Of the 51% that ended up in Asia the largest share was taken by South Korea, followed by Japan, China and India. Exports to China, the world’s second largest and the fastest growing importer of the fuel, were 10% lower, – 10blncf and so far this year only 2 vessels went from US to China compared to 14 in the same period in 2018. Last Monday China announced it would boost the tariff on US LNG imports from June to 25% from the current 10% in retaliation against the White House increasing tariffs on USD 200 billion worth of Chinese goods to 25% from 10%. CNOOC Entered Into A Share Purchase Agreement In Arctic LNG 2 LLC CNOOC Limited announced that the Company and CEPR Limited, a wholly-owned subsidiary of the Company, entered into a Share Purchase Agreement with Joint Stock Company Novatek and Ekropromstroy Limited Liability Company, a wholly-owned subsidiary of JSC Novatek, pursuant to which, CEPR shall acquire 10% equity interest in Arctic LNG 2 LLC held by Ekropromstroy. Pursuant to the Share Purchase Agreement, completion of the acquisition is conditional upon the approval of relevant government authorities of China and Russia and satisfaction of certain other conditions. The acquisition is expected to complete in the near future. However, JSC Novatek is principally engaged in the exploration, production, processing and marketing of natural gas and liquid hydrocarbons and has more than 20 years of operational experience in the Russian oil and natural gas sector. Meanwhile, Arctic LNG 2 LLC is a limited company incorporated in the Russian Federation engaging in the Arctic LNG 2 Project, the second large onshore conventional natural gas project led by JSC Novatek on the Gydan Peninsula in Russia, which contains the development and production of Utrenneye gas field and the construction and operation of three liquefied natural gas trains. Arctic LNG 2 LLC holds the liquefied natural gas licence that grants an exclusive right to export liquefied natural gas produced from gas extracted from the Utrenneye gas field. China’s First LNG Bunker Vessel To Feature Integrated Wärtsilä Solutions China’s first seagoing LNG bunker vessel will operate with a comprehensive and integrated package of highly efficient and environmentally sustainable solutions from the technology group Wärtsilä. The ship is being built by the Dalian Shipbuilding Industry Corporation for an affiliate of the ENN Energy holdings, one of the largest users of LNG in China. It has been designed by China Ship Design & Research Center Co Ltd. The orders with Wärtsilä were booked in Q1 2019. Wärtsilä will provide the vessel’s cargo handling system, the Wärtsilä 34DF dual-fuel main engine, the gearbox, controlled pitch propeller, shaft generator, two Wärtsilä 20DF dual-fuel auxiliary engines, and the ship’s sewage treatment plant. The integrated gas, propulsion, and waste treatment systems are designed to deliver high efficiency with stable and clean operations. The equipment is scheduled for delivery in early 2020. DNV GL Awards Approval to Kawasaki Heavy Industries for Floating LNG Power Plant Classification society DNV GL has awarded Kawasaki Heavy Industries an Approval in Principle for their LNG floating power plant. The LFPP is a decentralized energy generation solution that enables locations to tap into natural gas as part of their power mix. The LFPP concept is designed for installation in areas where energy demand is rapidly increasing, but onshore infrastructure is not feasible or commercially viable. Instead, the LNG would be offloaded from a carrier, stored onboard in two cylindrical (IMO type C) tanks, and then regasified for power generation and exported to the onshore grid. Regasification takes place in the fuel gas supply space facility located on the deck with the gas then fed into the gas engine power generation system, which is comprised of four gas fueled KHI engines. The LFPP concept has been developed based on KHI’s experience with onshore LNG receiving terminals and LNG containment systems. After carrying out both a hazard identification study and a review of the design according to its rules, DNV GL has been able to issue an Approval in Principle for the concept. The AIP finds that the design complies with the DNV GL rules for Gas Power Plants in Part 6, Chapter 5, Section 20, that were introduced in 2018. An Approval in Principle is an independent assessment of a concept within an agreed framework, confirming that the design is feasible and no significant obstacles exist to prevent the concept from being realized. The AIP is typically carried out at an early stage of a project to confirm its feasibility towards the project team itself, company management, external investors or future regulators. Nordics Opens The Biggest LNG Terminal In Tornio The biggest liquefied natural gas terminal in the Nordics is opened on June 11 in Röyttä harbour, Tornio. The new terminal answers to the growing demand for low emission LNG and strengthens LNG’s security of supply in the Northern Nordics. The new terminal significantly enhances the area’s competitiveness by ensuring the availability of energy that is affordable, has low emissions and can be used by the local industry, as well as maritime and heavy-duty traffic. The deployment of Tornio’s new LNG terminal will ensure shipments to Northern Finland and Sweden. The terminal is the result of multiple companies working together for several years through Manga LNG, a JV consisting of Outokumpu and SSAB steel companies, EPV Energy and the energy company Gasum. Wärtsilä was selected as the main contractor. Mr Kimmo Rahkamo, Vice President, Natural gas and LNG, Gasum, said that “Tornio terminal is a ground-breaking collaboration between several companies and its opening is a long-awaited milestone for all of us. The deployment of the new LNG terminal significantly supports the emission goals of Finland, as well as the entire Nordics. Sempra Energy Ships First LNG Cargo From Cameron LNG's Sempra Energy, the majority owner of the Cameron liquefied natural gas export facility, announced that the company had shipped its first cargo of LNG, becoming the fourth such facility in the United States to enter service since 2016. Upon completion of Phase 1 of the Cameron LNG project, US baseload operational LNG-export capacity increased to about 4.8 billion cubic feet per day. Cameron LNG’s export facility is located in Hackberry, Louisiana, next to the company’s existing LNG-import terminal. Phase 1 of the project includes three liquefaction units referred to as trains that will export a projected 12 million tons per year of LNG exports, or about 1.7 billion cubic feet per day. Currently, Train t1 is producing LNG, and the first LNG shipment departed the facility aboard the ship Marvel Crane. The facility will continue to ship commissioning cargos until it receives approval from the Federal Energy Regulatory Commission to begin commercial shipments. Commissioning cargos refer to pre-commercial cargo loaded while export facility operations are still undergoing final testing and inspection. Trains 2 and 3 are expected to come online in the first and second quarters of 2020, according to Sempra Energy’s first-quarter 2019 earnings call. Cameron LNG has regulatory approval to expand the facility through two additional phases, which involve the construction of two additional liquefaction units that would increase the facility’s LNG capacity to about 3.5 billion cubic feet per day. These additional phases do not have final investment decisions. Cameron LNG secured an authorization from the US Department of Energy to export LNG to Free Trade Agreement countries as well as to countries with which the United States does not have Free Trade Agreements. A considerable portion of the LNG shipments is expected to fulfill long-term contracts in Asian countries, similar to other LNG-export facilities located in the Gulf of Mexico region. Meanwhile, Cameron LNG will be the fourth US LNG-export facility placed into service since February 2016. LNG exports rose steadily in 2016 and 2017 as liquefaction trains at the Sabine Pass LNG-export facility entered service, with additional increases through 2018 as units entered service at Cove Point LNG and Corpus Christi LNG. Shell's First LNG Cargo Shipped From Prelude FLNG Shell, along with its Joint Venture Partners INPEX, KOGAS and OPIC, announced that the first shipment of Liquefied Natural Gas has sailed from Shell’s Prelude Floating Liquefied Natural Gas facility located 475 kilometers North East of Broome in Western Australia. This shipment will be delivered by the Valencia Knutsen to customers in Asia. Mr Maarten Wetselaar, Integrated Gas and New Energies Director said that “Today’s first shipment of LNG departed from Prelude FLNG, safely. Everyone involved should be very proud of the work taken to reach this important milestone. Prelude forms an integral part of our global portfolio and plays an important role in meeting the growing demand for more and cleaner energy for our customers around the world.” Zoe Yujnovich, Chairman Shell Australia said that “Prelude FLNG combines human endeavour and ingenuity from across the globe and here in Australia. Inpex Signs HOA On Abadi LNG Project With Indonesian Authorities Inpex Corporation announced that it has signed a Heads of Agreement with Indonesian authorities on behalf of the contractors with the endorsement of Shell Upstream Overseas Ltd on the basic principles regarding a revised Plan of Development for the Abadi LNG Project. The Project involves developing the Abadi gas field in the Masela Block located in the Arafura Sea in Indonesia. Inpex, as the operator of the Project and on behalf of the project's contractors, has been engaged in discussions with the authorities with the aim of submitting the revised POD. The HOA outlines the terms agreed upon with the authorities following discussions held after the completion of Pre-FEED work on a revised POD to achieve an economically competitive project. The cost estimation in the revised POD of the Project which will include the construction of onshore LNG plant, gas pipeline, and offshore facilities, is contained in the agreed terms of the HOA. The signing of the HOA acknowledges agreement between the parties of a revised POD that is sufficiently economically competitive. Transborders Energy Signs Joint Study Agreement With Kyushu Electric Power For FLNG Solution Transborders Energy said that it has entered into a Joint Study Agreement with Kyushu Electric Power Co Inc and its affiliate Kyushu Electric Australia Pty Ltd. The Joint Study Parties will work together to develop a Floating LNG Solution and pursue the deployment on a range of stranded offshore gas resource opportunities. Transborders’ FLNG Solution is a pre-determined FLNG and wells tie-back development concept with a package of streamlined commercial and regulatory approval frameworks. Mr Jack Sato, Transborders’ Chairman, said that “Transborders’ goal is to unlock stranded gas resources, develop a new LNG supply source, and offer alternative LNG solutions. Het voorstel betreft een groot project op het gebied van vloeibaar gemaakt aardgas (lng). Onderdeel van het plan is een verlenging van de afspraken over het Masela-veld met 27 jaar tot 2055, dat Inpex samen met Shell beheert. Het Brits-Nederlandse olieconcern heeft een aandeel van 35 procent en zijn branchegenoot 65 procent. Abadi maakt onderdeel uit van het grotere Masela-veld. Inpex verwacht dat het herziene plan snel een akkoord krijgt van de overheid in Indonesië. Als dat zover is, buigt het oliebedrijf samen met Shell zich over een definitieve investeringsovereenkomst. Dat kan enkele jaren in beslag nemen. De uiteindelijke productiecapaciteit van het totale lng-project is volgens het plan gelijk aan jaarlijks 9,5 miljoen ton lng.
CAPCO & HK Electric Sign Contract With Shell For Long-Term LNG Supply To Hong Kong Castle Peak Power Company Limited and The Hongkong Electric Co Ltd announced that an agreement has been entered into with Shell Eastern Trading Ltd, a subsidiary of Royal Dutch Shell, for long-term liquefied natural gas supply for the Hong Kong Offshore Liquefied Natural Gas Terminal. After completion of the project, Shell will supply LNG to both CAPCO and HK Electric from its worldwide LNG portfolio. With more than 50 years of experience in the industry, Shell is a leading independent producer and marketer of LNG with a globally diversified supply portfolio. Mr TK Chiang MD of CLP Power said that "The Government has established new emissions and carbon reduction targets, among which include setting a new proportion for natural gas in the fuel mix for power generation. This fuel supply contract will enable us to access price-competitive natural gas and broaden our sources of natural gas, ensuring a reliable and stable fuel supply for Hong Kong. INPEX Submits Revised Plan Of Development To Indonesian For Abadi LNG Project INPEX announced that through its subsidiary INPEX Masela Ltd, it has submitted to Indonesian government authorities a revised Plan of Development for the Abadi LNG Project. The revised POD is based on an onshore LNG development scheme with an annual LNG production capacity of 9.5 million tonne. The Project involves developing the Abadi gas field in the Masela Block located in the Arafura Sea in Indonesia. The submission of the revised POD follows a series of dialogues between the authorities and INPEX, as the operator of the project on behalf of the JV to secure the Project’s competitiveness through a Heads of Agreement signed with authorities on June 16, 2019. South Korean Shipbuilders Gearing Up For Massive LNG Carrier Orders In H2 2019 Yonhap, citing Industry insiders, reported that South Korea’s major shipbuilders are pinning high hopes on massive liquefied natural gas carrier orders to be placed in the H2 2019, as they aim to sweep global orders to cement their status in the sector. South Korean shipbuilders had secured 21 of 24 LNG carrier orders worldwide this year. With orders for more than 60 LNG carriers expected to be placed this year, industry insiders said South Korean shipbuilders will try to keep up the pace against their Asian rivals. According to industry sources, Samsung Heavy Industries Co is likely to be the first of the local shipyards to bag a new order in the second half as the company was reportedly named a partner for the Arctic LNG-2 project led by Russia’s top independent gas producer, Novatek. Samsung Heavy will reportedly join forces with Russian shipbuilder Zvezda to make ice-breaking LNG carriers for the LNG project. Jung Dong-ik, an analyst at KB Securities Co, said that “It was inevitable for Russia to work with South Korean shipbuilders considering their LNG carrier-building technologies. Although the details of the deal haven’t been announced, it’s expected that Samsung Heavy will be responsible for building 15 to 20 LNG carriers worth USD 3 billion to USD 4 billion.” Source : Yonhap
Woodfibre LNG Signs Sales & Purchase Agreement with BP Pacific Oil & Gas Limited announced that its wholly-owned subsidiary, Woodfibre LNG Export Pte Ltd, has signed a binding LNG Sales and Purchase Agreement with BP Gas Marketing Limited, a wholly-owned indirect subsidiary of BP Plc, for the delivery of liquefied natural gas from PO&G’s Woodfibre LNG export facility in Squamish, British Columbia. Under the terms of the SPA, BP will receive 0.75 million tonnes per annum of LNG over 15 years on a free on board basis, with first delivery expected in 2023. Concurrently, BP Canada Energy Group ULC and PO&G are working on an agreement for BP Canada to provide gas transportation and balancing services ensuring a reliable delivery of gas to the Woodfibre LNG export facility over the 15 year term. Mr Ratnesh Bedi, PO&G President, said that “We are honoured to have BP as a foundation customer of our Woodfibre LNG project. BP is a global LNG portfolio player and a pioneer in the international LNG business. We look forward to providing BP with a consistent supply of flexible Canadian LNG that can displace more carbon intensive fuels.” Mr Jonty Shepard, Chief Operating Officer of BP’s LNG global business, added “Society demands more energy delivered in better ways for a low carbon future. Okra Energy Achieves Production Milestone for Peru’s First LNG Facility Okra Energy marks a significant milestone with the production and delivery of more than three million gallons of LNG produced by its proprietary technology at its small-scale natural gas liquefaction facility, the first in Perú. The modular and scalable LNG plant installed in Piura is the first such facility in the country and one of only five in all of Latin America, enabling the regions’ natural gas energy reserves to be tapped and utilized even where no pipeline infrastructure exists. The facility’s output represents the majority of the LNG available to the country’s northern regions and nearly 20% of the available LNG supply for the nation overall. The entirety of Okra Energy’s LNG production has been presold, with subsequent liquefaction trains under contract. Pending contracts for additional plants by Okra Energy reflect the manufacturing sector’s demand in Latin America for safe and clean-burning natural gas, as well as for reductions in operating and transportation costs. One such beneficiary of Okra Energy’s Peruvian supply of LNG is Siderperú, a division of Gerdau, the largest long steel manufacturer in Latin America. McDermott & Cameron LNG Announce Agreement Regarding LNG Project in Louisiana McDermott International Inc announced it and its joint venture member Chiyoda have reached an agreement with Cameron LNG related to the construction of its LNG liquefaction project in Louisiana. Mr Samik Mukherjee, Group Senior VP Projects, said "Over the past year, we have further strengthened our relationship with Cameron LNG and our leadership, oversight, execution, forecasting and reporting on the project. In the last few months, the joint venture project team has made tremendous progress, including first liquid and first cargo from Train 1. We are extremely pleased with the agreement, which is a testament to the progress and the strong performance of our project team.
