    China may have raised trade tariffs on US exports during its recent trade war with the Trump administration, but it has been quietly lowering tariffs for other countries, according to analysis by a group of leading economists.

    Beijing has cut tariffs on competing products from other nations it trades with to an average of 6.7 per cent since the start of last year, according to the Peterson Institute for International Economics.

    This compares to a 20.7 per cent average tariff rate on American products over the same period, the US-based group found in its latest report.

    Deaths Rise To 6 In Accident At Fangda Special Steel Company In Nanchang

    Xinhua reported that the death toll has risen to six after a gas pipe exploded at a steel factory in the city of Nanchang, capital of eastern China's Jiangxi Province as two more people succumbed to serious injuries, adding to the previously reported four deaths, and four other injured were still receiving treatment. The accident occurred on May 29 at the Fangda special steel company, when an exploded pipe caused an outburst of burning coke, killing one person on the spot.

    Jiangxi's safety watchdog has criticized Fangda for neglecting its duty to ensure the safety of its employees and the public, citing that 10 accidents that caused casualties have occurred in the company since 2016.

    China Researcher Developed New Lithium Ion Battery

    Chinese researchers have developed a high-energy Lithium-ion Battery technology, which could enable a running distance of 300 km per 10 minutes of charging. The debut of a passenger car loaded with the 50-kWh battery pack was held in Hangzhou in eastern China's Zhejiang Province. Mr Zhou Xiaoping, Professor of Chemical Engineering at Hunan University and Chief Scientist at Zhejiang Folta Technology Co Ltd said that "The key to this fast-charging technology is the R&D of fast lithium-ion conducting materials.” He added that the materials mainly consist of low-impedance ionic compounds that could not only raise power cell efficiency but bring down safety risks caused by lithium precipitation during charging and discharging.

    A third-party evaluation report issued by the independent testing company TUV SUD showed that the life cycle of the power cells using the new technology has hit 5,000 times in a 150-ampere charge-discharge performance test and is expected to exceed 6,000 times since the cycle testing continues.

    Folta has also finished joint tests on the new LIB products with a Chinese automobile manufacturer and is ready for industrial production, the company said.

    Industry insiders believe that the breakthrough in fast charging technology will help popularize pure electric vehicles by providing a shorter charging time, a smaller battery load in limited spaces and more safety.

    China copper output falls in May - NBS

    Argus Media quoted data from the country's National Bureau of Statistics as saying that refined copper output in China fell in May compared with year earlier, but lead, zinc and aluminium production increased. Output of refined copper increased to 711,000 tonne in May, down by 5.2% compared with the same month last year. Production in the first five months of 2019 rose by 4.4% on the year to 3.704 million tonne.

    Refined lead production in China increased by 7.1% to 452,000 tonne last month, and increased by 16% to 2.38 million tonne in January to May. Output of refined zinc rose by 7.4% to 480,000 tonne in May, but fell by 0.6% on the year to 2.27 million tonne in the first five months if this year.

    China's primary aluminium production edged up by 2.4% YoY to 2.98 million tonne in May, while output between January and May was up by 2.7% to 14.45 million tonne.

    The country produced 6.24 million tonne of alumina last month, up by 0.1% compared with the same month last year, while output rose by 6.9% on the year to 30.78 million tonne in the first five months of 2019.

    China produced 6.82 million tonne of sulphuric acid in May, up by 2.4% on the year, while output increased by 2.8% to 35.08 million tonne in January to May.

    ANDRITZ To Supply Two New Continuous Annealing And Processing Lines To Qinghai Zhuofeng

    International technology Group ANDRITZ has received an order from Qinghai Zhuofeng New Material Co Ltd China, to supply two continuous annealing and processing lines, each with an annual capacity of 110,000 tonnes. The new lines will produce high-quality, flat aluminum product for the automotive industry. They are equipped with a range of different coating technologies (Ti/Zr as well as Arconic 951) to be applied flexibly and with fast and easy change-over to suit the various needs of the automotive industry. Furthermore, the lines have been designed for lowest operating cost and prepared for installation of advanced recovery technologies from ANDRITZ. The ANDRITZ scope of supply also comprises automation and commissioning.

    Qinghai Zhuofeng New Material Co Ltd was established in July 2017. The company is located in Ganhe Industrial Park, Xining (national level) Economic and Technological Development Zone. The total investment is CNY 1.6 billion, covering 8 km2, with an expected annual sales volume of CNY 5.5 billion.

    China's Home Prices Growth Fastest In 5 Months - NBS

    According to Reuters calculations based on National Bureau of Statistics data, new home prices in China rose at their fastest pace in five months in May, complicating government efforts to keep frothy housing markets under control as it rolls out more stimulus for the slowing economy. Average new home prices in China's 70 major cities rose 0.7% in May from the previous month, picking up from a 0.6% rise in April and the quickest pace since December. That marked the 49th straight month of price gains. Sixty-seven of the total 70 cities surveyed by the NBS reported higher prices in May, the same as April.

    On an annual basis, home prices increased 10.7% in May, unchanged from April's growth rate.

    Beijing has repeatedly urged local governments to keep runaway prices under control, but a recent easing in credit conditions, pent-up demand for housing, and an implicit government mandate to prevent a collapse have kept the market surprisingly resilient. But further curbs on home buyers would risk adding to pressure on China's economy, which has seen sales slowing due to weaker domestic demand and an escalating trade war with the United States.

    Data last week showed the biggest drop in property sales in nearly two years in May, and markedly slower growth in investment and new construction starts, pointing to further economic weakness ahead and more government growth boosting measures.

    Zhang Dawei, a Beijing-based analyst of property consultancy Centaline, wrote in a note "If the market becomes overheated policymakers will definitely rush to regulate it.

    Beijing New Airport Highway To Finish Construction This Month - Report

    China.org.cn, citing local transport authorities, reported that the construction of the Beijing Daxing International Airport highway is expected to be completed by the end of this month. The Beijing Municipal Commission of Transport said construction of the north-south new airport highway and the middle section of an east-west highway to the north of the airport will be finished and open to traffic.

    With a length of 27 kilometer and four lanes in each direction, the north-south airport highway links the city's South Fifth Ring Road and ends at the north side of the new airport, only taking 20 minunte to travel its length. The new airport is located 46 kilometer south of downtown Beijing and was designed to take the pressure off the overcrowded Beijing Capital International Airport in the northeastern suburb.

    Class Turbine Unit For China's Baihetan Dam Completed

    China.org reported that China's million-kilowatt generating unit for the Baihetan hydropower project has seen its last core component, the water distributor, completed. The distributor weighed more than 870 tonnes and was developed by Dongfang Electric Machinery Co Ltd in southwest China's Sichuan Province, a leading Chinese electric machinery maker.

    As a key part of controlling the direction and volume of water inflow, the distributor has met high technical targets in terms of vertical gap and end gap of guide vanes and concentricity, the company said.

    Based on the successful experience of the construction of large hydropower plants such as the Three Gorges and Xiluodu, Dongfang Electric Machinery has made a series of technological innovations to improve product performance, reliability and expected service life.

    Gate leakage has been reduced to a tenth of the normal level to avoid significant losses in efficiency. The 0.05 mm concentricity of the installation was also above top-quality standards, the company said.

    China CMC To Build CEE’s Largest Solar Plant In Hungary

    Emerging Europe reported that China National Machinery Import and Export is building central Europe’s largest solar plant in Hungary, worth EUR 100 million. The project will support the country’s climate policy targets, including making Hungary a country that can produce energy in a carbon neutral way by 2050. CMC is planning to establish a regional centre in Hungary, from which it will manage the preparations for further development in 16 Central and Eastern European countries. The 100-megawatt solar power plant will be built in Kaposvár and will be able to satisfy the electricity demand of a city with 50,000 inhabitants.

    Mr László Palkovics, Hungary’s innovation and technology minister said that “The solar park will contribute to developing a well-balanced and sustainable energy mix in Hungary and guaranteeing the country’s energy security.” He added that “Hungary is sometimes classified as a climate change-sceptical country, but if we look at the Hungarian people and at the performance of the Hungarian economy in terms of sustainability, we have no reason to be ashamed: Hungary has reduced its carbon dioxide emissions by 32% since 1990, achieving the 40 per cent reduction target for 2030.”

    BHP Upgrades Coal To Dodge China Ban

    Financial Review reported that BHP is working on a plan to change the types of coal it produces in NSW in response to the Chinese import curbs that shocked coal markets earlier this year. China is the main buyer of export thermal coal from BHP's Mt Arthur mine in the Hunter Valley, but unofficial import restrictions on Australian coal shipments this year have prompted BHP to study ways to produce more of the coal specification demanded by Japanese customers.

    S&P Global Platts senior editor for Asia thermal coal Mike Cooper said that there had been no sign of China relaxing the import restrictions on Australian coal that have typically manifested as lengthy customs clearance at Chinese ports.

    Aside from finding a more reliable customer for its thermal coal, the plan could enable BHP to access higher prices for the coal it exports from NSW while fitting with the company's broader mission to reduce the carbon intensity of its business.

    The coal Mt Arthur sells to China typically contains 5500 kilocalories of energy per kilogram. Japanese and many Korean customers typically prefer coal with at least 6000 kilocalories of energy per kilogram, and BHP has been trialling ways to upgrade the raw product from Mt Arthur to that higher energy level.

    Washing costs extra

    Trials at Mt Arthur have successfully produced coal with higher energy content, with the process involving extra washing of coal. It was unclear how much of Mt Arthur's production could be elevated to the higher energy level but if adopted permanently, it is understood the project would change the proportions of the various coals produced at Mt Arthur, rather than deliver a wholesale change to the product offering.

    The trade-off from the coal upgrades is expected to come in the form of higher unit costs; washing of coal adds to production costs, while the proportion of saleable coal produced from the total volume mined would be lower. But if price premiums for coal with higher energy content continue to track above historic levels, as they have done during the past year, BHP may be able to justify the higher unit costs.

    S&P Global Platts said that 6000 coal from the Hunter Valley was selling on spot markets for about USD 17 per tonne more than the price of 5500 coal, which has slumped to a three-year low near USD US50 per tonne.

    According to Mr Cooper, that USD 17 per tonne premium is wider than the traditional premium, which has historically been closer to USD 10 per tonne. The premium soared to more than USD 50 per tonne in the Australian winter of 2018, about the same time as prices for 6000 coal from the Hunter Valley were at 6 year highs.

    China Is Not A Market Economy - Alacero

    Latin American steel association Alacero said that faced with the information released this week on the fact that China has withdrawn its claim against the European Union to be recognized as a market economy by the World Trade Organization. Latin American Steel Association stated that this fact is very important because it implies a precedent for all the steel products that come from China since it confirms what the steel industry has been affirming for many years: China is not a market economy.

    Alacero said that “We've known for a long time that China has been a problem due to all the subsidies its industry receives which have distorted the global steel market. This has been generating a loss of employment and industrial development in Latin America because the local industry can not compete in unfair and uneven competition. The world has sought to defend itself from the global overcapacity caused by China and many countries have imposed measures to mitigate the effects of this unfair trade.”

    The current anti-dumping cases show that there is a Latin American reaction towards China's Unfair Trade, although the mechanism has not appeared to be sufficient or effective. Currently there are 10 anti-dumping cases in steel in progress (66 in force) in Latin America, of which 65% are against China. The withdrawn of China from this demand against the European Union provides a new and solid argument to advance in the defense of markets increasingly affected by unfair competition.

    China's Fuzhou Port Tightens Coal Import Restrictions

    Platts reported that customs officials for the Fuzhou port in China's southeastern Fujian region said only coal end-users such as local steel mills or power plants will be able to obtain customs clearance for imported coal. Traders said that the decision came into force and effectively prohibits end-users from using their import quotas to bring in thermal coal for users located outside Fuzhou. Hence, coal imports without the backing of local end-users could be refused customs clearance at Fuzhou, market sources said.

    A southeastern China-based trader added that "This signals to me the start of coal import restrictions, and just like last year, there will not be any official documentation."

    An Australia-based miner said that "This seems to be a warning to Chinese imports and the demand from China will now reduce."

    Fuzhou customs officials did not disclose the amount of seaborne-traded thermal coal that end-users will be able to import into the port, said various southeastern China-based sources.

    Sources added that more coal imports were being declared to customs authorities away from the home district of the end-users.

    A southeastern China-based trader said that "This happens more often at eastern China customs."

    Chongqing's High Rises Buck Downtrend In China

    AFP reported that in many Chinese cities, government restrictions have cooled formerly feverish property markets, but in the south-western city of Chongqing, construction is booming and sales soaring as investors rush in. One of the newest additions to the city's skyline is a mega-project of eight futuristic high-rises, 6 of which are connected by a vertiginous skybridge.

    The Raffles City Chongqing, a project by Singapore real estate developer CapitaLand looms over a bend in the Jialing river, where its dark-green waters meet the muddy currents of the grand Yangtze. The 73 storey towers, part of a project built at a cost of USD 4.8 billion, are proof that a slowdown which has seen sales slump nationwide has not taken hold in Chongqing.

    In recent years, Beijing has banned capital flight, curbing investments in foreign projects such as a luxury development built by Chinese developers in Malaysia. Authorities have tightened regulations in the country's main cities, requiring buyers to show proof of residence before purchasing homes.

    Baosteel To Build Aluminium Smelter Test Project In Henan Province

    China’s Henan province will be the home of an alumnium test project operated by Baoshan Iron and Steel Co Ltd. The Sanmenxia City Urban and Rural Integration Demonstration Zone said that the initial phase of the project would consist of a plant with a capacity of 300 thousand metric tons per annum. The first phase would come with a price tag of CNY6.14 billion (USD 889.35 million)

    Construction is expected to take nearly a year, with first production slated for next June. Overall the project is seeking sales revenue of CNY 6.08 billion (USD 880.68 million) per year with an ultimate nameplate capacity of 600 thousand tonnes per annum.

    According to experts, China’s steel industry is ramping up efforts at diversification due to concerns over the future of demand growth from the downstream sector. Baosteel has already gone on record at pursuing efforts at breaking into the automotive aluminium game, and it has begun making inroads in the sector already, as affiliate Baosteel Metal recently purchased a portion of aluminium alloy maker Nanjing Yunhai Special Metals.

    China Announces 2019 Subsidies For New Energy Vehicles

    In late March, China announced the 2019 adjustment to its decade-long central subsidy program for new energy vehicles. The program was introduced as the Ten Cities, Thousand Vehicles project in 2009, and is set to be phased out after 2020. NEVs are battery electric, plug-in hybrid, and fuel cell vehicles, and this adjustment explains how to determine the subsidy granted to consumers who buy a new battery electric or plug-in hybrid vehicle in 2019. (Unlike prior adjustments, it does not apply to fuel cell vehicles or new energy buses.) The figure below uses real-world examples to illustrate 2019 subsidy amounts alongside those from 2018 for different vehicle types. As shown, the subsidy size of most of the vehicle types got slashed by half or more.

    The incremental phase down and ultimate elimination of NEV subsidies serves to make NEV market growth in China less dependent on fiscal support. It also relieves the financial burden on the central government. Together with a new NEV mandate policy that requires a certain percentage of electric vehicles in new fleets starting in 2019, this has the potential to drive China’s electric vehicle market after 2020.

    Shanxi Orders 82 Coal Mines To Halt Production Or Construction

    Reuters, citing two provincial government agencies, reported that Northern China's Shanxi province ordered 82 coal mines in the first five months of the year to either stop production or construction after uncovering hidden safety dangers at their sites. The authorities carried out 2,167 inspections in Shanxi over the January-May period, with 32,612 hidden dangers and 99 major hidden dangers found, said the Shanxi Coal Mine Safety Administration and the provincial emergency management department in a joint statement. Total fines imposed were nearly CNY 61 million.

    The National Bureau of Statistics said that Shanxi is China's second-biggest coal-producing region after Inner Mongolia, with an output of over 893 million tonnes in 2018.

    Nouryon maakt meer elastisch plastic

    (ABM FN-Dow Jones) Nouryon kan een kwart meer produceren van zijn grondstof voor elastische plastics na een uitbreiding in China. Dat maakte de voormalige chemiedivisie van Akzo Nobel dinsdag bekend.

    De fabriek in Ningbo in China produceert dialkylperoxide onder de merknaam Perkadox 14. Met deze organische peroxide worden sportschoenzolen maar ook industriële draden en kabels gemaakt.

    Het materiaal geeft weinig geur af en dat is goed voor consumentenproducten zoals schoenzolen en yogamatten. Daarom stijgt de vraag in Azië en elders, zei Markus Majoor van Nouryon. Met de uitbreiding versterkt Nouryon zijn leidende positie in deze markt, volgens Majoor.

    Het voormalige Akzo Nobel Specialty Chemicals, dat werd overgenomen door The Carlyle Group, gaat sinds vorig jaar door het leven als Nouryon.

    China Passenger Vehicles Sales Likely to Decline in 2019 - Fitch Ratings

    China's passenger vehicle unit sales are likely to decline by low-single-digits in 2019, says Fitch Ratings in a new report. We lowered our forecast after year to date market performance trailed our previous forecast of roughly flat growth in 2019. A recovery in demand is likely to be mild in 2H19 on an extension of the grace period for 'China 5' vehicle registration and increased licence plate quotas in large cities.

    Consumers pulling back on spending amid macroeconomic uncertainties and their anticipation of potential stimulus measures led to PV sales falling by 15.2% yoy in 5M19. Fifteen local governments said they would adopt early the 'China 6' emission standards with a short transition period. This exacerbated the demand/supply imbalance as some consumers avoided higher polluting 'China 5' vehicles due to potential obstacles of vehicle registration after July 1, shorter lifespan and lower residual value in second-hand markets, while newer 'China 6' vehicles were in short supply.

    Fitch expects policy stimulus to help PV sales growth begin to pick up after a record low 2Q19. China's National Development and Reform Commission and other regulators released the 2019-2020 consumption upgrade stimulus measures in June 2019. These allowed local officials to relax purchase restrictions on internal combustion engine vehicles in nine major cities. Guangzhou and Shenzhen became the first movers in late May to increase their annual licence plate quotas for ICEVs. We think other cities may follow suit, although there could be some resistance from tier 1 cities with heavy traffic congestion.

    Fitch estimates 200,000-250,000 additional PV unit sales in 2019, if the nine cities increase their ICEV licence quota by an average 25% in June-December 2019 from the full-year 2018 quota. This would represent about 1pp of China's total PV unit sales in 2018. The nine cities accounted for 13.5% of total PV sales in 2018. We think the policy stimulus will have limited impact on demand in lower-tier cities and rural areas where demand has been excessively pulled forward by tax incentives in 2015-2017.

    Fitch expects Chinese automakers and dealers to remain under profit pressure in the near-term from the continued destocking of 'China 5' inventories. Dealers have suffered significant profit pressure from the destocking, but we expect manufacturers to repurchase some inventories and offer additional dealer subsidies to alleviate the strains on dealers' cash flows. Local regulators may consider extending the grace period for 'China 5' vehicle registration by one-three months, but retail discounts could stay deep as brands fight for incremental demand.
