    Albania should urgently diversify away from hydropower - European Commission

    Balkan Energy News reported that Albania is moderately prepared in the area of energy, according to the European Commission’s latest report on the country’s alignment with the EU acquis. Albania’s national energy strategy 2018-2030 has been adopted, the Chapter 15 section of the report notes. However, the country has delayed electricity market reforms and should accelerate implementation of the connectivity reform measures, especially by removing legal and contractual obstacles to the integration of energy markets, according to the European Commission.

    In the coming year, Albania should in particular:

    Diversify electricity production away from hydropower and promote alternative sources of renewable energy while complying with environmental standards, and establish an organized day-ahead electricity market;

    Finalize the unbundling of energy companies and abolish legal obstacles to the right of customers to change their electricity supplier;

    Fully align its Energy Efficiency Law with the acquis, set up an energy efficiency fund and draft and adopt secondary legislation implementing the Energy Performance of Buildings Directive.

    Albania’s electricity system has been interconnected with the neighboring systems of Greece and Montenegro since 2014, when the European Network of Transmission System Operators approved synchronous operation of the Albanian electricity transmission system with the continental European system. Electricity distribution losses in the Albanian power grid in 2018 were high at 24.4%, although they were lower than in 2017 when they stood at 27.5%, the report reads.

    Some progress has been achieved in the legal unbundling of the distribution-system operator OSHEE SA from its supply activity. This was achieved by the establishment of three new companies, but effective legal unbundling is pending due to delayed transfer of human resources to the new companies. Functional unbundling has been postponed by the Albanian Energy Regulator Entity decision till December 2020. In January 2018, the Energy Community Secretariat initiated an infringement procedure for non-compliance with Albania’s obligations on OSHEE’s unbundling.

    Electricity prices are still regulated but should be gradually liberalized once legislation is implemented. The freedom for all customers to switch suppliers is effectively prevented by amendments to the Power Sector Law; implementation is still lacking since most customers connected to 35kV are allowed to be supplied by the supplier of last resort, and all connected to lower voltage level by universal service supplier. The electricity market remains closed by a regulated contract between state-owned generation and supply companies. This contract must be terminated urgently, according to the report.

    SN Aboitiz signed USD 550 million hydro project

    Manila Times reported that renewable energy provider SN Aboitiz Power and the local government unit here signed a framework agreement for the proposed 390 MW, USD 550 million Alimit Hydropower Complex. Mr Mike Hosillos, SNAP vice president and chief corporate services officer, said the Lamut municipal council endorsed the project through Resolution 2019-18-041. He said that “With this, all four of the local government units hosting Alimit Hydro, namely the municipalities of Aguinaldo, Lagawe, Lamut and Mayoyao, have signified their approval for what is set to be Ifugao’s first large-scale hydropower facility.”

    The first phase of the project entails the construction of the 120-MW Alimit Plant and the 20-MW Olilicon Plant, while the second phase consists of the construction of the 250-MW Alimit storage facility.

    Mr Hosillos said that “The capital outlay for the first phase is expected to be between USD 450 million to USD 550 million.”

    Mr Joseph Yu, SNAP president and chief executive officer, said the agreement outlined the cooperation, collaboration and obligations between and among SNAP as project proponent and the municipalities as hosts during the development and operation phase of the project. He added that “We believe that meaningful collaboration with our stakeholders and communities can help propel our country toward a more energy-secure future.” He added that “We are thankful for the support and trust that the concerned local government units of Ifugao have extended to SNAP and the Alimit Project.”

    GE Renewable Inks Three Year Agreement With Enel Green

    GE Renewable Energy announced that it signed with the Enel Group's renewable business line Enel Green Power a three-year agreement to provide predictive Operation and Maintenance (O&M) capabilities to the group's hydro plants in Spain with a total capacity of up to 3.2 GW through a combination of digital tools and consultative services. This scope of work builds on a long-standing relationship between the two companies.

    Mr Pascal Radue, CEO of GE's Hydro Solutions said that "The Hydropower industry is shifting dramatically to a much more dynamic and data intensive approach to plant management. EGP is ahead of the industry in seeing the potential to improve O&M by harnessing data across a hydro plant in order to optimize OPEX, enhance plant efficiency and avoid failures."

    The project will start by evaluating the data coming from existing control and monitoring equipment, then it will collect data from individual plants gathering them in a centralized data lake. From there, data is continuously captured and analyzed with APM (Asset Performance Management) software. Predictive analytics from GE APM are gathered and combined with extensive real-world experience from the operation of hydro plants. GE's Hydro specialists will be supporting EGP in data analysis to make informed recommendations on areas for performance improvement and enhancement.

    This new contract highlights the growing development of GE Renewable Energy in the digital hydropower space. Today, more than 90 hydropower plants generating more than 30 GW are globally under management by GE's APM solutions.

    AIIB Approves Investment In Hydro Power Nepal

    The Asian Infrastructure Investment Bank’s Board of Directors has approved a loan of up to USD 90 million for the Upper Trishuli-1 Hydropower Project, AIIB’s first project in Nepal. The project will increase the country's power generation by almost 20 percent, helping to reduce acute power shortages in the country. This project is one of several steps AIIB is taking to support the development of Nepal’s electricity sector. The Bank has also provided Nepal with USD 900,000 for the proposed Tamakoshi V Hydroelectric Project and USD 1 million for the proposed Power Distribution System Upgrade and Expansion Project from its Project Preparation Special Fund which provides grants to support the preparation of projects in eligible AIIB members. These grants are part of AIIB’s overall efforts in Nepal to increase energy generation capacity, reduce the demand-supply gap, upgrade transmission infrastructure and reduce electricity system losses.

    AIIB Vice President and Chief Investment Officer DJ Pandian said that “We recognize that power supply shortages in Nepal have caused significant delays in the restoration of infrastructure and services impacted by the 2015 earthquake. By investing in hydropower and encouraging further private sector investment in the country, we will help drive economic growth and poverty alleviation efforts.”

    Cofinanced with the International Finance Corporation, Asian Development Bank and other development institutions, the project involves a USD 650 million investment, financed entirely by foreign capital. It aims to serve as an example of how to facilitate investments in the sector.

    AIIB Director General Dong-ik Lee said that “AIIB’s investment will provide much-needed, long-term financing for a vital infrastructure project. We are confident that our investment will demonstrate the viability of Nepal’s sustainable energy sector to other potential private-sector investors.”

    The Upper Trishuli-1 Hydropower Project is a 216-megawatt greenfield run-of-river hydropower plant to be developed on the Trishuli river under a build-own-operate-transfer model. The project will sell power to the Nepal Electricity Authority under a Power Purchase Agreement.

    DBSA Commits USD 4.9 Million To 143 MW Bumbuna Ii Hydropower

    The Development Bank of Southern Africa has committed USD 4.9 million to finance remaining project development activities for the 143-MW Bumbuna II hydropower project, entering the final stages of development in Sierra Leone. Bumbuna II, being developed by Joule Africa through local company Seli Hydropower, is a key part of the government of Sierra Leone’s long-term Energy Plan. Bumbuna II will be located on the Upper Seli River in northeast Sierra Leone. The project involves building an extension to the existing 50-MW Bumbuna I facility. When complete, Bumbuna II will provide Sierra Leone with a minimum of 80 MW of reliable, all-year-round affordable electricity.

    Bumbuna II will also feed into the Cote d’Ivoire, Liberia, Sierra Leone and Guinea extension to the West African Power Pool transmission line.

    Mr Mohale Rakgate, DBSA’s group executive for project preparation said that “Bumbuna II is a critical energy infrastructure project for Sierra Leone which will help to reduce the country’s dependence on fossils fuels and emergency power by providing affordable baseload power for Sierra Leone. It will double the national electricity generation capacity and go a long way to ensuring that the Government of Sierra Leone achieves its objective of ensuring that at least 30% of the population has access to electricity by 2030.

    “By providing development capital to the Bumbuna II project at this important time, as well as being a prospective senior lender to the project, we are helping to facilitate the bankability and ultimate success of this project. The development of the energy sector is critical to the socio-economic growth of Sierra Leone and is a key element for future planning in a country at the crossroads of major industrial investments.”

    Joule Africa is a developer owner-operator of sustainable power projects across Africa. In addition to Bumbuna II, Joule Africa is developing Kpep, a 285-MW hydro project in Cameroon.

    AIIB approves USD 90 Million Loan For Upper Trishuli-1 Hydropower Project

    Power Technology reported that Asian Infrastructure Investment Bank has agreed to provide financial support for the Upper Trishuli-1 hydropower project in Nepal. As part of this initiative, the AIIB board of directors approved up to $90m for Upper Trishuli-1, which is AIIB’s first project in the country. The 216MW hydropower project will be developed on the Trishuli river. The project is being developed by Nepal Water and Energy Development Company under a 35-year build own operate transfer model.

    Upon completion of the project, the energy generated from the hydro plant will be supplied to the Nepal Electricity Authority under a 30-year power purchase agreement (PPA).

    AIIB vice-president and chief investment officer Mr DJ Pandian said that “We recognise that power supply shortages in Nepal have caused significant delays in the restoration of infrastructure and services impacted by the 2015 earthquake. By investing in hydropower and encouraging further private sector investment in the country, we will help drive economic growth and poverty alleviation efforts.”

    The project objective is to increase the country’s power generation capacity to address acute power shortages.

    The project is being built with a USD 650m investment and will be co-financed with the International Finance Corporation, Asian Development Bank and other institutions.

    Class Turbine Unit For China's Baihetan Dam Completed

    China.org reported that China's million-kilowatt generating unit for the Baihetan hydropower project has seen its last core component, the water distributor, completed. The distributor weighed more than 870 tonnes and was developed by Dongfang Electric Machinery Co Ltd in southwest China's Sichuan Province, a leading Chinese electric machinery maker.

    As a key part of controlling the direction and volume of water inflow, the distributor has met high technical targets in terms of vertical gap and end gap of guide vanes and concentricity, the company said.

    Based on the successful experience of the construction of large hydropower plants such as the Three Gorges and Xiluodu, Dongfang Electric Machinery has made a series of technological innovations to improve product performance, reliability and expected service life.

    Gate leakage has been reduced to a tenth of the normal level to avoid significant losses in efficiency. The 0.05 mm concentricity of the installation was also above top-quality standards, the company said.

    Grote ondergrondse waterkrachtcentrale stap dichterbij

    De bouw van een grote ondergrondse waterkrachtcentrale in Limburg is een stap dichterbij. De zogenoemde Ondergrondse Pomp Accumulatie Centrale (O-Pac) kan in 2030 kostendekkend zijn en jaarlijks €140 mln opleveren door gunstiger stroomprijzen.

    Dat blijkt uit een rapport van Berenschot in opdracht van de Topsector Energie en de Rijksdienst voor Ondernemend Nederland.

    Of de bijna €2 mrd kostende waterkrachtcentrale er ook echt komt, hangt af van de uitkomst van het Klimaatakkoord en beschikbare subsidieregelingen of garanties. Er is een aantal potentiële investeerders, waaronder een groot Europees bouwconcern, maar die willen zekerheid.

    1400 meter diepte
    Een woordvoerder van het ministerie van Economische Zaken laat in een reactie op het onderzoek weten dat mogelijk gebruik kan worden gemaakt van verschillende innovatiefondsen, waaronder bijvoorbeeld de DEI+ (gericht op flexibilisering van het elektriciteitssysteem) 'en op termijn bijvoorbeeld de investeringsfaciliteiten van InvestNL.'

    O-Pac is een idee van Jan Huynen. Deze 86-jarige ondernemer doet al jaren onderzoek naar het systeem en promoveerde vorig jaar aan de Universiteit Utrecht op zijn eigen miljardenplan om windenergie op te slaan in de Limburgse ondergrond. Het idee is om op 1400 meter diepte in Limburg een waterreservoir te maken en aan de oppervlakte een klein meer.

    O-Pac kan in 2030 jaarlijks €140 mln opleveren door gunstiger stroomprijzen

    Installatie van €1,8 mrd
    Als het dan een periode hard waait, halen de Limburgse pompen met de door windmolens opgewekte stroom water uit de diepe ondergrond naar het bovengrondse meer. Als het daarna windstil is, valt het water via een buizensysteem weer naar beneden en drijft het een turbine aan die stroom opwekt. Zo blijft er vaker groene stroom beschikbaar, ook als het weer even niet meewerkt.

    De bouw van de wateraccu kost ongeveer € 1,8 mrd en de installatie heeft een vermogen van 1,4 gigawatt. Doordat dit vermogen afwisselend wordt afgenomen en terug geleverd, levert dit een ‘swing’ van 2,8 gigawatt op de elektriciteitsmarkt. Dit komt daarmee neer op ongeveer 10% van het totale huidige opgestelde vermogen in Nederland.

    Buffers creëren
    De wateraccu is volgens bedenker Huynen nodig omdat in de toekomst het elektriciteitssysteem grotendeels op groene stroom zal draaien die afkomstig is van windmolens en zonnepanelen. Voor de periodes dat het niet waait of de zon niet schijnt, moeten dan buffers worden gecreëerd.

    Dat kan via fossiele kolen- of gascentrales, batterijen of waterstof. Of waterkracht. Die laatste is in de vorm van het O-Pac-project een goedkopere oplossing om dagelijkse elektriciteitsoverschotten te benutten en tekorten af te dekken, dan waterstof, zo concludeert Berenschot. Bovendien is O-Pac al te realiseren vóór 2030. Van groene waterstof wordt substantiële ingroei pas na 2030 verwacht.‘Op termijn kan er gebruik worden gemaakt van de investeringsfaciliteiten van InvestNL’• Economische Zaken

    Minder windmolens nodig in Nederland
    Het voordeel van de ondergrondse waterkrachtcentrale is bovendien dat er minder windmolens hoeven te worden gebouwd, om het hetzelfde elektriciteitssysteem in de lucht te houden. Het gaat om een besparing van 1,3 gigawatt aan windvermogen, zo heeft Berenschot berekend. Dat zijn twee grote windparken in de Noordzee.
    Duurzaam geproduceerde elektriciteit wordt ook meer waard op de elektriciteitsmarkt door toevoeging van een O-Pac. 'Door O-Pac dalen de hoog geprijsde uren in prijs, terwijl laag geprijsde uren juist in waarde stijgen', aldus Berenschot. In totaal gaat het om een waardestijging van €140 mln per jaar.

    Klimaatakkoord
    Uit de doorrekening van het adviesbureau blijkt verder dat O-Pac in 2030 kostenneutraal kan zijn. 'Als er een programma komt om demonstraties van opslag te ondersteunen, zou O-Pac hierin zeker serieuze overweging verdienen. Deze technologie voldoet immers aan het criterium “kostendekkend zijn in 2030 tegen nutscriteria” – iets waar lang niet alle opslag technologieën aan voldoen', aldus Den Ouden. 'We hebben er met O-Pac een opslagoptie bij gekregen. Dat is mooi, want we denken dat dat er in de toekomst een combinatie van verschillende technieken nodig zal zijn.'

    Volgens Ruud Deckers, directeur van de ontwikkelingsmaatschappij O-Pac, is een groot Europees bouwbedrijf geïnteresseerd om mee te doen met O-Pac. 'En als we een deel van de €140 mln per jaar aan waardecreatie door het project op de een of andere manier zouden kunnen terugsluizen, dan zijn we nu meteen al los.'

    7 Workers Trapped Inside Hydropower Construction Site Rescued Alive In Nepal

    Xinhua reported that seventeen including six Chinese workers trapped inside the tunnel of an under-construction hydropower project in Nepal were rescued alive on Friday morning, 11 hours after the incident.

    Local administrator Mr Arjun Bhandari told Xinhua by phone they were stuck inside after the dry landslide that occurred in the construction site at 8:30 p.m. local time on Thursday blocked the entrance of the 4.18 kilometer long tunnel of Rasuwagadhi Hydropower Project in Nepal-China bordering district Rasuwa.

    Mr Bhandari said that "We have rescued trapped 11 Nepali and six Chinese workers alive this morning. All of them are safe. It took 11 hours to complete the rescue operation."

    He said that the workers were rescued safely because the landslide did not cause any damage to the tunnel where they were trapped. All the rescued laborers were brought to the construction site office of the hydropower project, some 200 meters down from the tunnel construction site.

    J&K Terminates Contracts For Lower Kalnai Hydropower Project

    Economic Times reported that Jammu and Kashmir Governor-led administration terminated the contracts of the construction of 48 megawatt Lower Kalnai hydro-electric power project in Doda district due to poor progress of work. The project was awarded on EPC basis in September 2013 to Coastal Projects Pro Limited and was scheduled to be completed in September, 2017.

    An official spokesman said that "The State Administrative Council which met here under the chairmanship of Governor Satya Pal Malik accorded sanction to the termination of the EPC (Engineering Procurement Construction) and PMC (Project Management Consultancy) contracts for the 48 MW Lower Kalnai HEP, updation of the DPR (detailed project report) and re-tendering of the balance works of the Project under EPC mode.”

    He said due to poor progress work and listing of coastal projects in the insolvency list of the RBI, the termination of the contract and encashment of performance bank guarantees (PBGs) was recommended.

    He added that the PMC contract of the project was awarded to ICCS-Rodic Consultants Consortium which was to be completed within 48 months. In view of poor progress of the main EPC contract, the PMC was asked to minimize its manpower deployment. Subsequently, the PMC demobilized its staff, handed over the records and formally closed services in August 2018.

    GE, PowerChina Set to Build USD 4 Billion Zambia-Zimbabwe Plant

    Bloomberg reported that Zimbabwe and Zambia chose General Electric Co and Power Construction Corp. of China to build a USD 4 billion hydropower project straddling their border, Zimbabwean President Emmerson Mnangagwa said.The 2,400-megawatt Batoka Gorge plant has been planned for years by the two southern African nations, both of which are struggling with electricity shortages after a drought curbed hydropower output. General Electric and Power China are in a consortium that was shortlisted in February to build the facility.

    Mr Mnangagwa said in an interview in Maputo said that “Zambia and Zimbabwe have agreed on this project. We have all agreed that we give it to GE -- China Power and GE together. It’s critical that we move fast on that front because it’s necessary that as we industrialize that we need electricity.”

    While the project will address electricity shortages, it’s on the same river -- the Zambezi -- that has left the downstream Kariba hydropower dam at less than 30% storage capacity and producing less than half its intended electricity. The Zambezi’s water flows in 2019 are near the lowest in half a century, and even worse than during the last severe drought in 2014-15.

    RusHydro begins construction of 2 Small hydropower plants in Karachay-Cherkessia Republic

    Russian power generator RusHydro has initiated construction work on a couple of small hydropower plants totalling 49.8 MW on Kuban river in Karachay-Cherkessia Republic. The Krasnogorskaya-1 and Krasnogorskaya-2 plants, each with a capacity of 24.9 MW, are being built downstream from RusHydro’s hydrid Zelenchukskaya hydro and pumped storage power plant and are expected to be commissioned in 2021-2022. The two new facilities have capacity supply agreements in place that guarantee project profitability.

    RusHydro said that the new plants will improve the hydrological regime of Kuban River and thus increase the limitations on capacity of Zelenchukskaya HPP-PSP that are currently set at 70 MW. On an annual basis, the regime optimisation will add 230 GWh to the output of the Kuban Cascade, RusHydro noted.

    Nikolay Shulginov, Chairman of the Management Board – General Director of RusHydro said that “Despite their small-scale these plants will have a significant positive impact on the power system of the Karachay-Cherkessia Republic.”

    Iren Makes Non-Binding Bid For Aosta Valley's Hydroelectric Assets

    Italian utility Iren made a non-binding offer to tie-up with regional peer Compagnia Valdostana delle Acque to create one of Italy's biggest hydroelectric players, a source close to Iren said.

    CVA, based in Italy's Aosta Valley Region, has almost 1,000 MW as well as solar, wind and power distribution assets.

    The proposal involves merging Iren's renewable assets with CVA to create a joint-venture that would be equally controlled by Iren and the Aosta Valley Region, the source said.

    Ontario Power Generation To Acquire Cube Hydro

    Ontario Power Generation said that it will buy US based hydropower company Cube Hydro for USD 1.12 billion to add to its existing US hydro platform. The deal is expected to generate operational synergies, including opportunities for further capital deployment.

    Cube Hydro operates 19 hydropower facilities, providing 385 MW of in-service capacity across New York, Pennsylvania, Virginia, West Virginia and North Carolina.

    The deal will be financed primarily through Ontario Power's corporate public debt program, the company said.

    The Ontario government owned power company is being advised by Goldman Sachs & Co LLC.

    Chinese Firm Hailed Over Progress In Construction Of Dam In Zambia

    Xinhua reported that a Chinese firm has been commended for the progress made on the construction of a dam in Zambia's Masaiti district on the Copperbelt Province. Ms Christine Chande, district chairperson said the council was happy with the works by China National Complete Engineering so far on the construction of the Kafulafuta dam, which are progressing well.

    Ms Chande said that "As a council we are happy with the progress being done by a Chinese company in building the water irrigation and supply system facility."

    She said that the dam once completed will bring about enhanced agriculture activities in the district and Copperbelt as a whole.

    Himachal to Sign MoU for 5 Hydro Power Projects with SJVN

    Himachal Chief Minister Jai Ram Thakur said the State Government is making best possible efforts to boost investment in hydro power sector as this sector is not only engine of growth but also has immense potential to provide employment. He said efforts are on to expedite the pace of execution of power projects in the state which had slowed down during the last few years.

    Chairing a meeting organised here to discuss the investment and progress in the hydro power projects in the state, Mr Thakur said that proper memorandum of understanding would be signed for five hydro power projects most likely in the month of August, this year, which have been allocated to the SJVNL. These include Luhri stage-1 (210 MW), Sunni Dam (382 MW), Dhola Sidh (66 MW), Luhri, stage-2 (172 MW) and Jangi Thopan (780 MW).

    He said that these five hydro power projects have the potential of investment of INR 15,000 crores and would provide employment to around 8,000 people. Keeping this in view, the government would ensure that execution of these projects is expedited and serious efforts are made to complete these.

    The Chief Minister said that the government would also develop the Chenab river basin which has the capacity of 3000 MW hydro power generation. The five projects allocated in the Chenab basin have been cancelled and now the government would consider the viability before further allocation of these projects and providing concession to the investors.

    Mangdechu Hydro Project Starts Commercial Operation of Unit 2

    Kuensel Online reported that Mangdechu Hydro Project Authority began selling the power generated from 180MW of Unit 2. It was learnt that the unit would be generating about Nu 18 million a day. The testing and commissioning of the unit was done on June 30. The first commercial operation of Unit 1 was carried on June 28 with the export of 180MW. The actual date for the commercial operation was scheduled for July 10 but was brought forward by two days. Project management claims this to be one of their significant achievements.

    Joint Managing Director of MHPA Chencho Tshering said no issues have arisen from the dam to the powerhouse. “Everything is going smoothly giving successful achievements,” he said.

    The testing and the commissioning of Unit 3 is scheduled for July 15 and the commercial operation date is scheduled on July 25 with the commissioning of last unit. On August 4, the power generated from the last unit will be officially exported.

    Each unit will generate 180MW earning Nu 533.9M every month. The power export tariff for the 720-mega watt Mangdechhu hydropower project was fixed at Nu 4.12 per unit.

    RP Global Sells 33 MW of Small Portuguese HPPs To Mirova

    Renewables Now reported that RP Global has sold a 90% stake in 33 MW of small hydropower plants in Portugal to Mirova, an infrastructure fund attached to French corporate bank Natixis SA. The portfolio consists of four operating small HPPs located in the District of Viseu, northern Portugal, RP Global informed on Tuesday. The multinational independent power producer (IPP) will remain tied to the plants as their operator. Financial details of the sale were not disclosed.

    The latest transaction marks the third partnership between Mirova and RP Global. In 2016 and 2017, RP Global sold a majority stake in its 77.9-MW wind pipeline on Croatia’s Dalmatian coast to Mirova.

    Platinum Power Partners with CFHEC to Build Hydropower Project

    Renewable energy investor Platinum Power, a unit of US private equity firm Brookstone Partners, has teamed up with China's CFHEC to build a USD 300 million hydropower plant in central Morocco. Platinum Power's chief executive Omar Belmamoun said that CFHEC, which is a subsidiary of state-owned construction firm CCCC, will partner with the Moroccan group to finance, build and run the 108-megawatt plant.

    The two companies have also agreed to partner on renewable energy projects elsewhere in Africa, where they both see growing demand for clean energy, Platinum Power said in a statement.

    Platinum Power is currently developing hydropower projects with a capacity of 325 MW in Morocco, 365 MW in Cameroon and 300 MW in Ivory Coast.

    By the end of last year, Morocco had installed 1,215 MW of wind energy, 1,770 MW of hydropower and 700 MW of solar capacity, according to official figures.

    Cabinet approves 2880 MW Dibang Multipurpose Project in Arunachal Pradesh

    The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi has approved the expenditure on pre-investment activities and various clearances for Dibang Multipurpose Project in Arunachal Pradesh for an amount of INR 1600 crore. The estimated total cost of Project is INR 28080.35 including IDC & FC of INR 3974.95 crore at Jun'18 price level. The estimated completion period for the project shall be nine years from receipt of Government sanction. The project shall generate 2880MW (12x240MW) power to produce 11223MU of energy in a 90% dependable year. This is the largest ever Hydro Electric Projects to be constructed in India. The dam is 278 metres high and will be the highest dam in India once completed.

    The Project is located on river Dibang, in Lower Dibang Valley District of Arunachal Pradesh. The project envisages construction of a 278 m high Concrete Gravity Dam (above deepest foundation level), 6 Nos. horseshoe-shaped Head Race Tunnels of length varying from 300 m to 600 m with 9 m dia., an underground Power House and 6 Nos. horseshoe-shaped Tail Race Tunnels of length varying from 320 m to 470 m with 9m dia.

    On completion, the Government of Arunachal Pradesh will get 12% free power from the project i.e. 1346.76 MU. 1% free power (i.e. 112 MUs will be given in Local Area Development Fund. The total value of benefit to Arunachal Pradesh from Free power and contribution to LADF will be INR 26785 crore over the project life of forty years.

    Dibang Multipurpose Project is envisaged as a storage based hydro-electric project with flood moderation as the key objective. The construction of Dibang MPP shall prevent the sizeable downstream area from floods. After implementation of master plan of Brahmaputra Board for flood moderation of all rivers contributing to river Brahmaputra, of which Dibang MPP is one of the component, sizable area will be protected from flooding and help in mitigating the perennial damage due to floods in Assam.
