    Top court asks Meghalaya miners' families if they want bodies to be recovered

    Press Trust of India reported that the Supreme Court sought to know from the relatives of miners, who were trapped in an illegal mine in Meghalaya three months ago, whether they want to recover the bodies which might have been "decomposed" by now. A total of 15 miners were trapped on December 13 last year in an illegal coal mine at Ksan in East Jaintia Hills district of Meghalaya, about 3.7 km deep inside a forest, when water from the nearby Lytein river gushed into it. Only two bodies have been recovered from the mine so far.

    The top court is hearing a plea which had sought urgent steps for rescuing the miners trapped in the rat-hole mine.

    A bench of Justices SA Bobde and SK Kaul told the petitioner to ask the family members of the trapped miners as to whether they want to get the bodies recovered.

    The bench said in its order "The petitioner is directed to ascertain from the relatives of the deceased if they wish to have the bodies recovered having regard to the fact that they may be already in a completely decomposed condition."

    The top court also directed Dr Sudhir Kumar, Hydrologist of Roorkee's National Institute of Hydrologist to visit the site and after re-appraisal, submit a report pointing out if pumping of water being done there for de-watering is adequate.

    The bench said, and posted the matter for further hearing in first week of April "The hydrologist may also suggest what needs to be done in the future for recovering the bodies."

    For the first time since 2014, no power plant facing critical coal stock - CEA

    TOI reported that for the first time in recent history no coal-fired power stations in the country is starving for fuel, a far cry from 2014 when 66% of the units monitored by the Central Electricity Authority were doddering due to critical coal inventory.

    Government officials said the total inventory at power stations reached 29 million tonne, good for keeping plants running for 17 days, on Sunday as a result of a coordinated and sustained push by the coal and railway ministries under Mr Piyush Goyal’s watch.

    Comfortable fuel stock at power plants ahead of summer leaves will strengthen the case to hold states accountable for ensuring 24X7 supplies from April 1 deadline under the ‘Power for All’ agreement. Adequate fuel stock arms power plants to meet higher summer demand and leaves no excuse for utilities to avoid buying power by resorting to load-shedding.

    TOI had on February 26 first reported coal inventories rising to roughly 15 days’ operation and the number of plants with precarious inventory dropped 86% to just four from 29 on October 31 last year after the government scrambled additional supplies to meet a sudden demand spike and build up stock for high summer load.

    BNP Paribas' insurer Cardif reduces exposure to coal

    Reuters reported that the Cardif insurance division of BNP Paribas, France's largest bank, outlined new targets to reduce its exposure to coal as companies around the world step up fossil fuel divestment plans to improve the environment. Cardif, which has already sold stakes worth 200 million euros in coal-fired power generation companies, will no longer finance power generation companies where coal-fired power accounts for more than 30 percent of installed capacity.

    Cardif said that it intends to invest EUR 3.5 billion in green projects by 2020, up from an earlier pledge of EUR 2.4 billion.

    Fossil fuel divestment has gathered pace since the 195-nation global climate agreement was signed in Paris in 2015 with a goal of phasing out the use of fossil fuels this century, prompting pension funds, sovereign wealth funds and universities to sell their oil, gas and coal investments.

    Norway's USD 1 trillion sovereign wealth fund, the world's largest, is barred from investing in companies that gain more than 30 percent of their business from coal and two weeks ago it said it would sell its stakes in oil and gas explorers and producers.

    European coal price is “oversold”, nearing a floor – Mr Brannvoll

    Montel citing, Mr Frank Brannvoll, the head of trading advisory firm Brannvoll, saying that European front-quarter coal prices looked "technically oversold" as they breached USD 70/t but could fall slightly further.

    Mr Brannvoll at a Coaltrans conference in Cairo, said that “The market is extremely oversold. It may decline a few more percentage points, thanks to fundamental factors, but overall we’re very close to a floor.”

    South Africa's coal transporters ask court not to sign deals with independent power producers

    Eskom's deals with independent power producers came under scrutiny when the Coal Transporters Forum asked the high court in Pretoria to prevent the parastatal from signing any agreements with the producers. The forum has asked the court to stop Eskom from signing power purchase agreements with a number of independent power producers pending the National Energy Regulator of SA's decision on granting generation licences to the IPPs.

    The IPPs themselves, Eskom, the energy minister and Nersa have all opposed the application, and on Monday called for it to be dismissed with costs. The matter was set down to be heard over two days, but it was finalised in less than two hours on Monday. Judgment has been reserved.

    While the forum wanted to interdict Eskom from signing the power purchase agreements, it did not ask the court to review the decision by Nersa in granting generation licences to the IPPs.

    New Hope Group announces 2019 half year results

    New Hope Group has delivered a record half year Net Profit After Tax before non-regular items of AUD 159.8 million, an increase of 33% above the AUD 120.3 recorded in the six months to January 2018. Total revenue for the period was AUD 616.7 million up 21% on the PCP. Managing Director, Mr Shane Stephan, said, “This strong result is due to a number of factors, not the least being the Company’s increased stake in the Bengalla coal mine. The acquisition of an additional 30% interest in Bengalla has brought our ownership to 70%. Increased production at Bengalla saw the mine deliver a Net Profit Before Tax of AUD 126.6 million for the period. Queensland mining operations contributed a Net Profit Before Tax of AUD 110.9 million and ensured a record first half result for the Company. Coal production at Bengalla (equity share basis) was 2.4 million tonnes, 23% above the PCP in 2018.”

    Mr Stephan said that “After reaching agreement to acquire Mitsui’s 10% share in the Joint Venture, New Hope will hold an 80% interest in the project, with a view to transitioning to active management of the operation in the near term.”

    Before non-regular items, basic earnings for the six months ended 31 January 2019 were 19.2 cents per share compared to 14.5 cents per share for the PCP.

    Mr Stephan said the increased share in Bengalla and a five year debt financing package will deliver certainty of funding to underpin the Group’s growth initiatives over the medium term whilst maintaining a conservatively geared balance sheet.

    He said that “However we will continue our careful cost management over coming periods as improving commodity prices start to impact across the industry on the cost of both labour and materials. The Company’s commitment to maintaining long term relationships with suppliers is providing a strong competitive advantage as surplus capacity in these markets is consumed.”

    He added that “To ensure uninterrupted supply to our many international and domestic customers, we need to secure the necessary approvals for the continuation of the New Acland Mine. The Queensland Land Court decision to recommend the approval of Stage 3 and subsequent decision by the Department of Environment and Science to grant the application to amend the Environmental Authority is welcomed. However we have a number of other steps to go through before the future of the mine is secured. Our focus for the future remains on safe and efficient production at existing operations, enabling commencement of mining operations at the Lenton Joint Venture Burton Mine and extending the life of operations at New Acland.”

    Federal agency approve West Elk Mine coal mine's expansion in the North Fork Valley

    The Daily Sentinel reported that a federal agency has approved a proposal to let the West Elk Mine produce coal from beneath some 1,700 acres of national forest roadless acreage in the North Fork Valley. The Office of Surface Mining Reclamation and Enforcement, or OSMRE, has approved a mining plan modification for the mine, owned by Arch Coal. The company still must obtain approval by the Interior Department assistant secretary for land and minerals management, but Jeremy Nichols with the conservation group WildEarth Guardians said he expects that approval probably will be issued imminently.

    Conservation groups including WildEarth Guardians continue to challenge the expansion in court. A federal district court judge ruled against them in August, but they are appealing the decision.

    West Elk employs some 300 people and is the last coal mine still operating in the North Fork Valley. The enforcement office estimates that the expansion would add about two years to the mine's life and allow for the mining of 10 million tons of federal coal.

    The mine's underground operations would have surface impacts in the Sunset roadless area because of the need to drill holes to vent methane liberated during mining. Venting helps protect miners from the potential of underground explosions.

    In Colorado, a state-specific national forest roadless rule is in effect, rather than the 2001 national roadless rule. It includes a North Fork Valley exemption for coal mine operations to build temporary roads.

    Coal exporters forced to divert ships as China port delays intensify - Report

    The re-routing of lucrative shipments had increased recently due to the time it is taking for Australian coal to be unloaded and clear customs in China. Indian buyers have been offered some of the coal. Australian coal exports to China are facing longer unloading and customs clearance times.

    The latest news about extra testing of Australian coal at the Fangcheng port follows news last month that the port of Dalian, in north east China, had imposed limitations on Australian coal imports.

    Observers said that the tougher approach by China to Australian coal exports means that Chinese energy companies are paying more for coal from Chinese producers instead of Australian, high quality energy coal.

    One source said that "What it's doing is it's creating uncertainty and forcing a discounting of the shipments that are diverted elsewhere."

    The source said that "What is quite clear to us is there is a political element to this."

    Australian thermal coal exports to China under pressure

    ABC.net reported that Australian thermal coal exports to China are under increasing pressure, with indications import restrictions are spreading to other key ports. Platts reported restrictions targeting Australian thermal coal had spread to the southern port of Fangcheng. It follows reports last month thermal coal imports were being held up indefinitely by customs officials at the northern port of Dalian. The Platts report quoted unnamed sources saying customs officials were conducting tests for radioactivity in Australian coal. Platts' source suggested the impact of the new test regime could see coal taking three months to finally clear customs.

    An Australia-based trader told Platts "The price movement is not really due to the effect of market forces, but more policy-related. Australian producers are looking to sell their cargoes, but there's not a lot of business, so prices will likely to further soften if this persists."

    The commodities team at investment bank Credit Suisse says importers are now avoiding some lines of thermal coal destined for China's power generation industry. Credit Suisse said "Australian high-ash coal designed for the China market is being belted relative to competitor coals, suggesting that prospective buyers are steering clear on the fears of being stranded with a distressed cargo if they can't land the material in China."

    Both the Chinese and Australian governments have played down talk of import bans, but many market observers suggest Australian coal appears to have been targeted either officially, or unofficially.

    Chinese coking coal imports in Feb plunge to 45 month low

    My Steel reported that according to the data from China’s General Administration of Customs, the total volume of coking coal China imported in February plunged by a huge 60.5% on month or by 5% on year to 2.91 million tonnes, a 45-month low. Besides the disruptions caused by the long Chinese New Year holiday in February, the slow-down or suspension of Customs clearance on all types of foreign coal also impacted the country’s coking coal imports from late January

    For February, Australia and Mongolia remained China’s top two overseas sources of coking coal. Nevertheless, the volume of Australian coal cleared through Chinese ports plunged 73.3% on month to 1.2 million tonnes, and that of Mongolian coal fell 31.6% on month to 1.4 million tonnes.

    164 coal miners killed in one year in Balochistan - Report

    Pakistan Today reported that as many as 164 labourers working in coal mines have lost their lives and 300 more were facing serious injuries during the last one year in various mines of Balochistan. President of All Pakistan Labour Federation, Sultan Muhammad Khan told APP that in most of the incidents, labourers were digging 300 feet deep in coal mines where they reportedly suffocated to death owing to lack of oxygen. Sultan said around 33 cases of death and 70 cases of injuries had been reported during this year in the province due to negligence of the authorities concerned. He said the main reason of the deaths in the mines was the lack of oxygen and explosion due to methane gas.

    He urged the governments to take the issue more seriously and make efforts to implement the law for overcoming coal mine incidents.

    He said about 0.3 million labourers were employed across the province as each site consists of more than 1,000 mines including Chamalang, Luni, Harnai, Mach, Duki, Marwar and Low range area of the province.

    Australian thermal coal prices slip amid China disruptions

    Platts reported that benchmark Australian coal prices for delivery to Asia retreated last week amid concerns China has extended import restrictions to other ports. Global Coal’s Newcastle index fell 3% on the week to USD 90.96/t. The benchmark for high grade (6,000 kcal/kg) Australian coal deliveries to northeast Asia touched its lowest level in nearly two years on Monday when it hit USD 89.75/t. The market for lower grade 5,500 kcal/kg calorific coal was also down nearly 3% on the week at USD 58.50/t for March delivery, according to the API 5 index, a reflection of Newcastle exports to China.

    Media reports this week suggested China had extended quarantine checks for Australian coal to the southern port of Fangcheng. Until now, delays of up to 40 days for clearing Australian coal shipments have been confined to five ports operated by Dalian customs in the north.

    Optimum Coal Mine to resume supply to Eskom

    IOL reported that Optimum Coal Mine is set to supply Eskom with coal again after its business rescue practitioners secured R1billion in funding to resume operations. Kurt Knoop and Johann Louis Klopper, who were appointed as rescuers in February 2018, told Business Report this week that they had accepted an offer from an investor. Knoop said the investor would provide funding and post commencement finance to resume operations before the end of the month. He said negotiations between the business rescuers and Eskom management for coal supply were at an advanced stage and both parties would be signing agreements soon.

    The developments come as Eskom battles intermittent power cuts across the country which have forced the utility implementing stage 4 load shedding to stabilise the grid.

    The National Union of Mineworkers Highveld regional chairperson Nelson Ratshoshi said the union welcomed any funding that would revive operations at Optimum.

    Coal lifts Washington H Soul Pattinson first-half profit 22.6%

    AAP reported that rising coal prices boosted returns from Washington H Soul Pattinson's stake in miner New Hope, in turn lifting first-half profit 22.6%. The investment company lifted profit for the six months to January 31 to AUD 179.2 million from AUD 146.2 million a year earlier, driven by a 27.3% increase in contributions from its half stake in New Hope. New Hope increased its interest in the Bengalla coal mine to 70 per cent during the reporting period.

    Chairman Robert Millner said "New Hope is enjoying continued strength in thermal coal prices in addition to increasing its production volumes in recent years through the well-timed acquisition of the Bengalla coal mine.”

    * First-half net profit up 22.6% to AUD 179.2 million
    * Revenue up 31.6% to AUD 723.3 million
    * Interim dividend up one cent to 24 cents, fully franked.

    Peabody Energy lays off 40 miners at Kayenta coal mine in Arizona

    AZ Central reported that Peabody Energy laid off about 40 miners, representing about 12% of the mine's workforce, at the Kayenta coal mine on Navajo and Hopi land in Arizona last month in preparation for the mine's closure later this year. Peabody Director of Corporate Communications Charlene Murdock said "Based on current business needs, Peabody’s Kayenta Mine reduced its workforce in February, affecting about 40 workers. The company regrets the impact this action has had on impacted workers and their families."

    The mine near Kayenta supplies coal to the Navajo Generating Station power plant about 80 miles away outside of Page, on the shore of Lake Powell. Salt River Project runs the power plant for multiple owners, who decided in 2017 to close the plant because it is a money loser.

    Mr John Schadan is the new President of Conuma Coal Resources

    Energetic City reported that Conuma Coal Resources Limited announced that the Company has hired John Schadan as President. Schadan will be the second President following Mark Bartkoski who will step down from this position March 31, 2019.

    Founded in 2016, Conuma employs nearly 900 people, being a growing employer in the province in the past three years. The company has three operations: Brule, Wolverine and Willow Creek mines, all of which produce high-quality, metallurgical coal, which is a key ingredient in steelmaking.

    Donkin coal mine looking for underground workers

    CBC News reported that Nova Scotia's Donkin coal mine, which has been operating at limited capacity since January due to safety concerns, is looking for more workers willing to go underground. The Nova Scotia Labour Department temporarily shut down the mine over safety concerns in January after roof cave-ins last year. The mine is back in operation at limited capacity while the province considers its new safety plan.

    The coal shafts extend several kilometres under the Atlantic Ocean off the coast of Donkin, but operator Kameron Coal is only allowed to work on a section that is less than 500 metres long due to unstable roof rock.

    CFE to buy 360,000 tonnes of thermal coal for two plants in Mexico

    Argus Media reported that Mexico's state-owned power company CFE will buy 360,000t of coal from Coahuila state producers to fuel two plants in that state's Nava municipality. The announcement comes after a 30 January comment from state governor Miguel Riquelme, who said CFE would resume coal purchases and buy a total 400,000 tonnes from local producers after halting purchases in December.

    Mines in Coahuila have by far the country's largest coal production by volume, according to Mexico's geological society SGM. Total domestic coal output was 7.23 million tonnes in 2017, 11% less than 2016. Mexico imported 10.4 million tonnes of coal for power generation in 2017, according to energy ministry Sener. Total coal imports totaled USD 815 million in 2017.

    China boosts coal mining capacity despite climate pledges

    Reuters reported that according to National Energy Administration, China added 194 million tonnes of coal mining capacity in 2018, to hike total coal mining capacity in the country to 3.53 billion tonnes per year by the end of 2018, as compared to 3.34 billion tonnes at the end of 2017. However, the total amount of coal mines in China declined to 3,373 in 2018 from 3,907 in 2017

    The NEA said that excludes 1.03 billion tonnes per year of approved coal capacity currently under construction and 370 million tonnes per year under trial operation. Additionally, the NEA has approved another seven coal mining projects with a combined capacity of 22.5 million tonnes per year since the beginning of 2019.

    China produced 3.55 billion tonnes of coal in 2018, up 5.2% from a year ago, while generating 4.979 trillion kilowatt-hours of electricity from coal-fired power plants, up 6% from the 2017 level.

    Seaborne coal supply growth to outstrip demand in 2019 – Mercuria

    Montel reported that according to Mercuria’s director of commodity analysis, thermal coal prices will remain under pressure in 2019 with global seaborne supply growth likely to outstrip incremental demand by 11 million tonnes. Fabio Gabrieli told IHS Markit coal conference in Cartagena, Colombia “Supply could grow 17 million tonnes year on year, while import demand rises 6 million tonnes.”

    He added “Indonesia, Russia and Australia could see exports rising 10 million tonnes, 7 million tonnes, and 6 million tonnes, respectively, offsetting a 5 million tonne decrease from the US and 2 million tonnes less from South Africa.”
