    Queensland coal exports hit record high, Greens claim jobs numbers don't stack up

    ABC Net reported that Queensland's coal exports have reached a record high and yearly totals are predicted to continue growing. Queensland Resources Council said that 223 million tonnes of coal was shipped from Queensland ports to 30 different countries and territories last year, trumping the previous record set in 2016 by 2 million tonnes.

    QRC chief executive Mr Ian Macfarlane said big players and new entrants to the state's coal industry had driven billions of dollars in investment. He said that "There is a very strong demand out there which is underpinning our economic strength at the moment in Queensland.”

    Mr Macfarlane said based on early figures, demand and job numbers for this year were promising. He said that "It'll depend on how that demand holds up but even at this early stage we're seeing very strong demand, both for metallurgical coal and for thermal coal out of Queensland, we're still seeing lots of job advertisements for people.”

    He added that "We have a number of projects on the drawing boards in Central Queensland right across the Central Highlands and the Galilee Basin as well, so we are seeing very strong investment and very strong jobs growth that goes with it. We do have those extreme green activists who continually say coal is in decline but these figures clearly show that that is a lie, and the reality is that coal is continuing to grow and continuing to play an important part in our economy.”

    Despite the increase in exports, Greens senator Larissa Waters said the claims of more jobs for Queenslanders did not "stack up". She said that "It's been very interesting to see the coal industry in desperate PR overdrive in the last few weeks having a bit of a tantrum about my bill to keep the thermal coal in the Galilee Basin in the ground.”

    Germany biggest state wants at least USD 11.5 billion for exiting coal

    Reuters reported that North Rhine-Westphalia, one of Germany's coal-mining states, is demanding at least 10 billion euros (USD 11.5 billion) in structural support if coal-fired power stations are phased out. Germany is hammering out plans for how to abandon polluting coal stations in favour of renewables, which accounted for more than 40 percent of the energy mix last year, beating coal for the first time. North Rhine-Westphalia's Economy Minister Andreas Pinkwart told journalists said that "For North Rhine-Westphalia, we expect a double-digit billion euro amount for structural change and infrastructure over the next decades.” He said the exact sum could not be determined yet but added it would certainly be more than 10 billion euros. "Supported by Germany and the EU, the coal district can evolve into a model for how to safeguard energy and other resources."

    North Rhine-Westphalia, Germany's most populous state, is home to some of the country's largest energy groups, including RWE, Uniper and Steag, which all operate coal-fired power plants.

    So far, Germany's governing coalition has agreed to spend 1.5 billion euros to help regions affected by the planned exit from coal.

    Queensland coal exports in 2018 announced

    World Coal reported that new data from Queensland’s ports has revealed total coal exports of 223 million tonne, surpassing the last record by 2 million tonne set in 2016. Mr Ian Macfarlane, Chief Executive of the Queensland Resources Council, said that “Countries around the world are using our metallurgical coal to make steel needed for building modern cities and our high quality thermal coal is delivering tomorrow’s energy needs through high efficiency, low emission coal-fired power plants.”

    “Green activists continue to claim the world is turning away from coal but the data proves it’s an essential ingredient for the world economy to grow. Queensland coal was exported to 30 different countries or territories Argentina, Brazil, Chile, China, England, Finland, France, Germany, Hong Kong, India, Indonesia, Italy, Gibraltar, Japan, Malaysia, Netherlands, Philippines, Poland, Singapore, South Africa, South Korea, Spain, Sweden, Switzerland, Taiwan, Thailand, Turkey, Ukraine, Vietnam and Wales.

    “This record can only be achieved through the hard work and world-class standards set by the 215 000 Queenslanders who work in or with the coal industry. According to the International Energy Agency (IEA) Australia’s net exports of coal is forecast to increase by 20% by 2040 while the Office of the Chief Economist said Australia’s coal earnings are on target to generate more than AUD 67 billion in 2018 2019 making it Australia’s largest commodity export.”

    In addition, Queensland LNG from the Port of Gladstone recently set a new export record of 20.58 million t in 2018.

    Mr Macfarlane said that “Every tonne of coal and all resources exported brings in royalty taxes, which help pay for Queenslanders’ roads, schools and hospitals, and pay for the teachers that educate our children, the nurses and doctors who look after our health and the police force that keeps us safe.”

    QRC’s current economic data shows the coal industry contributed AUD 43.4 billion to the State’s economy in 2017/18 and invested AUD 13.1 billion with local businesses and community organisations.

    Romanian coal miners continue strike

    Romania Insider reported that the strike at Romanian coal mining and power generation company CE Oltenia spread across most of its mines as of January 14, with miners asking higher wages and benefits. Local Economica.net reported that they ask a 45% wage hike, doubling the bonus paid for working during the weekends and holiday vouchers.

    The company reported losses in the past years and in 2018. The management explained that the company remained in the red in 2018 because of the high price paid for the carbon emission certificates it is compelled to purchase. From a price of EUR 8 per certificate estimated by the European Commission initially, the price hit EUR 22 last year with a negative impact on the company’s bottom line, CEO head manager Sorin Boza explained.

    CEO accounts for some 20% of the country’s electricity production and the company ranks as the largest power producer after Hidroelectrica.

    DBCT coal exports hit record

    Mining News reported that Dalyrmple Bay Coal terminal exported 69.5 million tonne, while Port of Gladstone, which includes the Wiggins Island Coal Export Terminal and RG Tanna, exported 67.9million tonne. The total export figures surpassed the previous record by 2 million tonne, which was set in 2016.     Pacific American grows resource at Elko coking coal project

    Small Caps reported that North America focused Pacific American Coal has announced a boost in coal resources at its flagship Elko coking coal project in British Columbia, Canada. The company reported the JORC total resource for its 100%-owned project has increased 18% from 257 million tonnes to 303 million tonnes of coal, with the measured resource growing more than six times to 117 million tonnes. This upgrade has been the result of a successful 2018 drilling campaign, in which nine coal seams were confirmed, including the discovery of three new high-quality seams that added 35.7 million tonnes to the total resource.

    A large 95% of Elko’s resource sits in the Western and Central blocks, where the recent drilling program was focused. Potential upside has also been identified in the Central and Eastern blocks that warrant further drilling.

    According to Pacific, the quality of coal at the Elko project is “better than expected”, with all upper coal seams confirmed as high-quality low ash coking coal.

    The company said the new washed coal quality results are supportive that the Elko project contains a large coking coal resource with the potential ability to produce a range of coking and metallurgical coal products.

    Pacific chairman Geoff Hill said the increased certainty in the resource – being the growth of resources in the measured category – was “encouraging”. He added that “Most pleasing is the significant increase in tonnage in the high value top seams, including the newly identified Elk Formation coal seams, demonstrating excellent coal quality characteristics.”

    Pacific currently has permits in place to access the Elko resource for further drilling and exploration work in the coming Canadian summer.

    The company has invested heavily in building and upgrading roads and is applying for additional exploration permits that will allow further exploration in new areas within its licences.

    Coal Transportation Banned in Meghalaya - Supreme Court

    Guwahati Plus reported that Supreme Court has banned the transportation of coal in Meghalaya on Tuesday, January 15 and has questioned the Meghalaya government for prevailing reasons of continued illegal mining. It is to be mentioned that the Meghalaya Coal tragedy occurred on 13 December 2018 where 15 miners were trapped for 25 days in a flooded rathole mine at Ksan village in East Jaintia Hills district. Two miners were later found dead.

    A Supreme court bench of Justices which included Mr AK Sikri and Mr S Abdul Nazeer, refused to grant coal miners the right to transport coal and asked the Meghalaya state government to prevent illegal coal mining despite the ban already imposed by National Green Tribunal and to also file an affidavit.

    Since 2014, the Meghalaya Government has been seeking extensions for the transportation of coal.

    Former CM of Meghalaya, Mukul Sangma stated “Today's order of the Supreme Court shows that for the first time in the history of India, this court could no longer trust a state government and the leadership (Conrad Sangma) has to be held responsible.”

    Six People arrested in China coal mine accident

    Caixin Global reported that six people have been arrested after an accident killed 21 coal miners in China’s Shaanxi province last week. A roof collapsed at the Lijiagou coal mine in Shenmu on Saturday, when 87 people were underground, according to local authorities (link in Chinese). After the accident, 66 people were lifted to safety but 21 were trapped in the mine. All 21 people who remained underground were later confirmed dead, when the Shenmu government announced (link in Chinese) that their remains had been recovered from the mine, which is owned by Baiji Mining Co. Ltd.

    Local police have arrested the mine manager, its chief engineer and four others in connection to the accident, the official Xinhua News Agency reported Monday (link in Chinese).

    The Shenmu accident is one of the deadliest in recent months in an industry notorious for workplace deaths. In the last two weeks of 2018 alone, at least five people in Shaanxi and seven in the southwestern city of Chongqing were killed in coal mining accidents.

    Russian coal output up by 6pct in 2018

    Argus Media reported that Russian coal production rose by 6pc, or almost 24 million tonne, in 2018 compared to 2017 to 433.2 million tonne, according to data from state energy information agency CDU TEK. This exceeded the energy ministry's forecast of 425 million tonne. Thermal coal accounts for most of Russia's output, a large proportion of which is exported.

    Higher output in the Kemerovo region home to the Kuzbass coal basin and most of Russia's coal mining assets drove last year's rise. Output in the region rose by 5pc to 252.7 million tonne , accounting for almost 60pc of the country's overall production. The region exports over half its output.

    Output by small and medium-size Kuzbass-based producers was on the rise. But several large mining firms reduced production or kept it steady.

    Mining regions in east Siberia also helped drive to the overall rise in Russian output. But these regions, with the exception of Khakassia, send most of their output to the domestic market. Output in Russia's far east mainland regions rose slightly, while output and exports from Sakhalin island surged. Sakhalin producers hiked output by 43pc to 10.9 million tonne, CDU TEK data show, mainly because of higher production at East Mining's Solntsevsky opencast, the region's largest coal producer.

    Anthracite producers in west Siberia's Novosibirsk region Siberian Anthracite and Vostokugol's Vostochny opencast boosted output by a combined 34pc to 14.5 million tonne last year. Both export most of their output, mainly to Asia-Pacific.

    US quarterly western bituminous coal production reaches three year high - MSHA

    SP Global reported that US western coal production totaled over 17.4 million short tons in the fourth quarter of 2018, up 7.6% from the third quarter and up 3.6% from the year-ago quarter. US Mine Safety and Health Administration data showed that this was the highest quarterly production for the region, which includes Arizona, Colorado, New Mexico, and Utah along with mines in Montana and Wyoming, since Q4 in 2015.

    Production for the year totaled 63.3 million short tons, down 2.1% from 2017 production of 64.63 million short tons given weaker production levels in the first half of 2018.

    Signal Peak's Bull Mountains mine in Montana was the top producer in both the fourth quarter and for the year. The mine produced 2.2 million short tons in Q4, up 44.2% from the prior quarter and 22.3% from the year-ago quarter. Throughout 2018 the mine produced 7.6 million short tons, up 28.6% from 2017.

    Peabody's Kayenta mine in Arizona came in second for both the quarter and the year, producing 1.6 million short tons in Q4, down 6.3% from Q3, and 6.6 million short tons for the year. Compared with Q4 2017, production dropped 10.3%; although annual production rose 28.6% in 2018.

    Peabody's El Segundo mine in New Mexico had the third highest production for the quarter and year. Quarterly production totaled 1.5 million short tons, up 5.9% from Q3 and up 18.7% from the year-ago quarter. Annual production totaled over 5.5 million short tons, up 14.2% from 2017.

    Utah American Energy's Lila Canyon mine in Utah had the largest quarter on quarter rise, up 139.2% in Q4. Production for the quarter totaled 773,613 short tons, while the mine produced over 2.6 million short tons for the year, up 61.5% from the 2017 production.

    Bowie No. 2 mine, operated by Wolverine Fuels, had the largest production increase on an annual basis, up 241.7% with 2018 production of 441,876 st.

    Colorado produced over 3.3 million short tons in Q4 and 14 million short tons for the year. From Q3 production in the most recent quarter fell 7.8% and from the year-ago quarter production fell 10.7%. Annual production also dropped 6.8% from 2017 production.

    Arch Coal's West Elk mine was the top producer in Q4 and in 2018. In Q4 the mine produced over 1 million st, down 21% from the prior quarter and down 17.4% from the year-ago quarter. In 2018 production totaled 4.7 million short tons, down 3% from 2017 production.

    CBI reverses Verma orders, negates action against IAS officer in a coal scam case

    Indian Express reported that order issued Friday by officiating CBI Director M Nageswara Rao to reverse all decisions taken after Tuesday has negated the file signed by then Director Alok Verma in a coal scam case, allegedly involving a senior IAS officer. The CBI order declared four office orders issued on Wednesday and Thursday, after Verma was reinstated by the Supreme Court as CBI Director, as non-est (does not exist). It said that “consequently, all actions in pursuance thereof by all concerned are also declared hereby as null and void”.

    This nullified one of the files signed by Verma on Wednesday which could have led to the chargesheeting of Bhaskar Khulbe, a West Bengal cadre IAS officer, in a coal scam case. Currently Secretary to the Prime Minister, Khulbe is alleged to have been involved in the allotment of coal blocks to Ramsarup Lohh Udyog Limited in the Moira-Madhujore block of West Bengal.

    Mr Khulbe was then Advisor, Industries to the West Bengal government. His name had figured in CBI investigations in the coal scam and had parallels with the case of former Union Coal Secretary H C Gupta.

    Gupta was made an accused by CBI for offences under the Prevention of Corruption Act and Indian Penal Code, including cheating, criminal conspiracy and criminal misconduct in a coal block allocation case. An accused in 12 cases, he has been convicted in three cases and sentenced to prison terms of two, three and three years.

    The CBI filed chargesheets in connection with alleged irregularities in 40 cases of coal block allocations. In 2014, the Supreme Court had approved the appointment of a special judge to exclusively deal with all coal scam cases.

    Virginia coal exports rose in 2018

    WY Daily reported that three coal terminals in the Hampton Roads region saw double-digit increases in exports last year, but a global economy that shows signs of slowing worries some analysts. The biggest coal-exporting port in North America finished 2018 at nearly 43 million tons (39 million metric tons), a 22-percent rise from 2017 and what analysts call a “gravity-defying” 91.1 percent hike from 2016.

    However, exports dropped slightly in the fourth quarter, which IHS Markit’s Jim Thompson called an “anticlimactic” end to the year. He did caution that the slowdown didn’t mean it was a weak quarter.

    But a possible economic downturn could lead to a decrease in demand for steel, which would affect the metallurgical coal used to make it. It could also create obstacles for exports of thermal coal.

    EU allows Greece to postpone deadline for coal plant bids

    Reuters reported that European Commission has allowed Greece’s Public Power Corp to postpone to late January a deadline for binding bids for three coal-fired plants. Energy ministry source said that Public Power Corp is selling the plants in northern Greece and on the southern Peloponnese under the terms of Athens’ latest international bailout after an EU court ruled that PPC had abused its dominant position in the coal market.

    The bid deadline has been repeatedly pushed back since the tender was launched last year for different reasons.

    The Commission has approved a Jan. 23 deadline, an energy ministry official told Reuters on condition of anonymity.

    The new deadline gives PPC time to conclude a voluntary redundancy scheme, including about 1,400 people employed at the plants.

    PPC, which is 51 percent state-owned, and the energy ministry are handling the divestment and the European Commission is overseeing the process.

    Navy Recovers a Body From Meghalaya Coal Mine, Search Ops Continue

    The Quint reported that Navy on 17 January, recovered a body from the illegal coal mine at Ksan near Lytein River in East Jaintia Hills in Meghalaya. The body was found at a depth between 160 feet and 210 feet inside a rathole mine.

    Navy’s official Twitter handle said that “The body has been pulled up to the mouth of rathole mine and shall be extracted out of the mine under the supervision of doctors.”

    The Meghalaya Cabinet had discussed the ongoing rescue operations to trace the miners, who are trapped inside the illegal flooded coal mine for more than a month now.

    After the meeting, Chief Minister Conrad Sangma, who also handles the mining and geology department had said the rescue operations will continue.

    He had said that "Till this moment the experts are still on the job. Until and unless we get their views, we cannot say anything. Once that is done, then we will accordingly file affidavit in the Supreme Court.”

    South32 Q2 coking coal output nearly doubles

    Australian mining group South32 Ltd logged a near 100 percent spike in its second-quarter metallurgical coal output and raised its production guidance for a major mine in 2019. Production of coking or metallurgical coal, which is a key steel-making ingredient, rose to about 1.6 million tonnes in the December quarter from 788,000 tonnes a year earlier. The figure was substantially higher than a Citi estimate of 804,000 tonnes.

    The company raised its fiscal 2019 guidance for production from its Illawarra Coal Project by 7 percent to an expected 6.5 million tonnes. Illawarra accounts for most, if not all of South32's coking coal output.

    The company, which is also the world's largest manganese miner, clocked a small decline in production for the quarter with about 1.4 million wet metric tonnes of manganese ore produced.

    The diversified miner's aluminum production rose slightly to 247,000 tonnes in the quarter. Aluminum prices had slumped in late December after the United State's decision to lift sanctions on Russian behemoth Rusal.

    New bidder for Optimum Coal assets

    Mining Review reported that South Africa’s state-owned African Exploration Mining and Finance Corporation, or AEMFC is leading a consortium that will submit a bid for the highly contested Optimum Coal assets. The AEMFC believes that the Optimum Coal transaction will be fundamental to the country’s energy security, and is strongly supportive of ensuring that these assets are awarded in a transparent, responsible and fair manner.

    Mr Sizwe Madondo, Chief Executive of AEMFC said that “We believe there exists, through this consortium and within our bid for Optimum Coal and its associated assets, a significant potential to demonstrate the value inherent in a workable and sustainable South African Public Private Partnership. Our joint commitment to the transformation of the mining sector and our partner’s proven track-record of operational excellence can deliver meaningful and tangible growth for Optimum Coal.”

    He said that “Our successful bid would also ensure that through this PPP, the state not only demonstrates efficient joint custodianship of a strategic national asset, but also its investment in a proactive strategy to ensure energy security for all South Africans.”

    The consortium has also confirmed that is has the guaranteed funding ability and operational expertise to create a commercially viable business that optimises the asset to the benefit of its shareholders, the State and the people of South Africa.

    Furthermore, compensation of the workers is a critical priority of the consortium, as is achieving shared value by providing a structure in which the communities and workforce surrounding the assets will benefit from ownership in the asset and/or operations,

    Mr Madondo concludes that “We view this transaction of national significance, and through a team of reputable and experienced sector experts who invest in rigorous due diligence processes, together, we can build South Africa’s image; whilst instilling confidence within the local and global investor community that South Africa is open for business on commercially sound terms that benefit all South Africans.”

    Aspire Mining’s Ovoot product can help address forecast ‘fat’ coking coal shortage

    Proactive Investors reported that Aspire Mining Ltd is buoyed by an independent study that shows coking coal from its Ovoot project in Mongolia can help address a forecast shortage of quality ‘fat’ coking coal in China. This study by international coal market consultants Fenwei Energy Information Services Co Ltd forms part of a pre-feasibility study for Aspire’s Ovoot Early Development Plan.

    The Coal Quality Competitive Assessment of the OEDP in Chinese Markets report identifies an annual supply gap of 16–22 million tonnes for fat coking coal in China over the period to 2025.

    Fenwei’s report categorises the OEDP washed coking coal as a moderate ash, moderate sulphur fat coking coal.

    This indicative specification, which will be confirmed on release of the PFS results due shortly, puts Ovoot coking coal well within the marketable specification ranges for fat coking coal brands in China.

    The OEDP targets early production of washed coking coal via a truck and rail operation to end markets with 12 to 15 months of final operational and board approvals.

    Operational expansion at Ovoot can occur following construction of the Erdenet to Ovoot Railway, which is being progressed by Aspire’s subsidiary, Northern Railways LLC.

    Fenwei noted in its report: “Due to the stricter requirements on coke quality in large blast furnaces and the increasing blending ratio of hard coking coal, [the] fat coal market may see a large gap of 16-22 million tonnes (per annum) in 2018-2025, which needs to be filled by imported coal, especially low and medium sulphur fat coal.”

    Aspire’s chairman David Paull said that “The targeted 3 to 4 million tonnes per annum of washed fat coal production from the Aspire OEDP will go part of the way to meeting this deficit.”

    We won bid for Gupta mines 'fair and square' - new owners

    Fin24 reported that Project Halo, the consortium which won a bid for the mines owned by Tegeta Exploration & Resources, has rejected allegations of impropriety in the process to secure the assets. Project Halo Director, Paul Buckley said "Let it be stated clearly that we won the bid fair and square, based on our sound business proposal, which was assessed by the Business Rescue Practitioners as the best plan presented to them.”

    Buckley dismissed allegations that the consortium was linked to the Gupta family, saying it pegged its bid at ZAR 3 billion based on what we believe the company is worth. He said "The reality is that the assets under bid used to be part of the Tegeta Group, controlled by the Guptas. The assets were put into business rescue by the Gupta family after its access to cash dried up, following the withdrawal from South Africa of the only bank that would still offer banking facilities, India’s Bank of Baroda.”

    In December, the consortium put forward ZAR 3.6 billion for Optimum Coal Mine, Koornfontein Mine, and Optimum Coal Terminal, previously owned by a company linked to the Gupta family. The consortium said in a statement it had declared its expression of interest in the assets in March 2018, putting down a deposit of ZAR 250 million, as per Business Rescue Practitioners procedure, towards the end of 2018.

    The mining company had been under administration since February, after the firm ran into financial difficulties, leaving workers unpaid.

    The assets would be Project Halo’s first entry into coal mining, although individual directors have a wealth of experience in mining, finance, shipping and general logistics.

    Talcher coalfields shutdown affecting Odisha investment climate - Mr Goyal

    Economic Times reported that Coal Minister Piyush Goyal has written to Odisha Chief Minister Naveen Patnaik requesting speedy resolution of the issues that have caused an indefinite strike in the Talcher coalfields of state-run Mahanadi Coalfields Ltd that has disrupted production. The Talcher coalfields have been completely shut for the last three days owing to the indefinite strike called by the Talcher Surakshya Manch. Mr Goyal said that "It (strike) has reached the stage wherein mines safety has been adversely affected and may worsen as the machine deployed in mines may get submerged due to stoppage of pumping operations. This has already caused loss of coal production of more than 1 million tonnes at the rate of more than 3 lakh tonnes per day."

    Mr Goyal noted that in an earlier letter to Patnaik, he had pointed out how the frequent disruption in mining operations in Talcher were adversely affecting the investment climate in Odisha.

    Requesting the Chief Minister's support to end the "impasse", Goyal wrote that "By December 2018, MCL has already suffered production loss of nearly 20 MT, which has resulted in revenue loss of about INR 1,130 crore to the government of Odisha."

    Navy divers find body, skeletons in Meghalaya rat-hole coal mine

    The Pioneer reported that weeks after 15 miners got trapped in a flooded rat-hole coal mine in Jaintia Hills district of Meghalaya, the Navy divers, engaged in rescue mission, on Thursday found the body of one of the miners. Navy spokesperson DK Sharma said “The Navy divers detected the body using underwater remotely operated vehicles (ROV) at a depth of approximately 160 feet and 210 feet inside the rat-hole mine.”

    The Navy spokesperson said, “Divers are not able to go down due to the conditions in the mine. So a ROV has been employed by the divers for the search. One body detected by Navy divers using ROV at a depth of approximately 160 feet and 210 feet inside a rat-hole mine.”

    He also said “the depth is 160 feet and the body has been pulled up to the mouth of rat-hole mine and shall be extracted out of the mine under the supervision of doctors.”

    The miners were trapped in the illegal mine on December 13 last year after water flooded it. The State Government then launched a multi-agency rescue effort.
