    Stainless steel users seek time for implementation of amended BIS - PPMAI

    Process Plant and Machinery Association of India which represents the country’s capital goods industry and several stainless steel producers, has urged the government to further extend implementation date for amended BIS Standard No 2 IS 6911:2017 for stainless steel sheets, plates and strips, for which the last date for implementing the amendment for industry was October 27, 2018. Mr Yatinder Pal Singh Suri,President, Process Plant and Machinery Association of India and Country head of Outokumpu India, said “ The producers and end users are seeking extension for implementation of the amended BIS standards at least by Three months because it may take more time to implement than the deadline of October 27 given by BIS. The recent amendment being called No2 IS 6911:2017 was made in July 2018. The guidelines for implementing this amendment were published by BIS in mid-August and shared with producers, foreign supplier’s in September only.”

    Mr Suri said “As the time given for stainless steel companies to get certified as per new BIS amendment was October 27 but producing new grades of stainless steel as per new standard and getting them included in license takes time>As per previous experience it takes Three to Four month to get new amendment incorporated into production system in mills. The foreign mills have to send samples to BIS lab or its approved lab in India for testing and then approach BIS office for inclusion. In all previous amendments the industry has been given Six to eight months by BIS in the past, more over BIS is amending the standards too frequently and pushing industry to go through so much of paper work and follow up with BIS. The capital goods manufacturers mostly end users of these products are mostly project based companies, their supply of raw material stainless steel ends up in disruption of supplies as well as the projects.”

    Mr Suri said “Stainless steel associations like Indian Stainless Steel Development Association, Process Plant & Machinery Association have also written to BIS and met concerned officials personally for extending the date by at least Three months. But the BIS is adamant to demand of industry. BIS needs to take into account the BIS ways of working in the past and accordingly issue timelines to ensure that downstream industry does not close down.”

    He added “While the government is hell bent on EASE OF DOING BUSINESS, YOUR UNILATERAL DECISION is creating UNEASE OF DOING BUSINESS IN INDIA.”

    Eramet update for Nickel division in Q3

    Eramet announced that in Q3 2018, sales for the Nickel division ended at EUR 179 million, up 25% versus Q3 2017, mainly driven by the increase in nickel prices. Global stainless steel production is very dynamic, and was up 5.9%8 during the first nine months of the year versus the comparable 2017 period. This quarter remained overall stable worldwide (-0.8%8 versus Q3 2017), with a slowdown in production in China (-3.4%8), offset by strong growth in Indonesia (+70.5%8).

    Primary nickel demand grew 5%8 during the first nine months. It was also boosted by the good prospects for batteries development for electric vehicles, which grew significantly during the first nine months of the year versus the comparable 2017 period.

    Global primary nickel production was up 5.6%8 during the first nine months versus nine months 2017, driven by continued growth in nickel pig iron (NPI9) production in Indonesia (+56%8 during the same period).

    Nickel supply/demand thus remained in deficit overall as in 2017, with demand that should exceed supply by more than 100 kt of nickel in 2018. Nickel inventories at the LME10 and SHFE10 continued to decline during Q3 (-40% versus end-December 2017).

    LME average prices during the quarter thus increased by 26% to USD 6.02/lb (USD 13,266/t), versus an average of USD 4.78/lb (USD 10,528/t) in Q3 2017 but down versus H1 2018 (USD 6.30/lb, i.e. USD 13,871/t), with a further decline in October.

    In New Caledonia, since early August, the Kouaoua mining centre was subject to a physical blockade by a group of protesters contesting the start of operations for three deposits, authorised in May 2018 by the Northern Province, after in-depth consultation with the New Caledonian government and local customary authorities. Kouaoua, which is one of SLN’s four main mining centres, produces 20% of the ore required annually for ferronickel production in the Doniambo plant. Faced with this blockade situation and to ensure the safety of its employees and equipment, SLN has had to shut down operations in the mining centre. Following a dialogue process with all stakeholders, the mining centre has started to resume operations.

    In early October, activity at the Tiébaghi mine was also stopped for a few days in a disrupted local environment linked to the self-determination referendum to be held on 4 November.

    All these disruptions should have an impact on the Group current operating income, of approximately €15m for the 2018 financial year.

    Against this background, nickel metallurgical production in Doniambo was down 4% during the first nine months of 2018, whereas ferronickel sales’ volumes remained stable (+1% versus Q3 2017) and ended at
    40.2 kt year-to-date at end-September.

    Thanks to good mining production (excluding Kouaoua), SLN nonetheless achieved a record level of approximately 411 kt of exported ore in Q3 2018, +38% year-to-date at end-September. Exported ore is lower-grade in nickel and cannot be used for local metallurgical production.

    SLN cash-cost11 at real economic conditions stood at USD 5.75/lb12 during the quarter and USD 5.88/lb12 year-to-date at end-September, penalised versus 2017, mainly through changes in the Euro/US dollar exchange rate, the rise in the price of fuel, and difficulties in mining operations.

    Following the annual shutdown for large-scale maintenance works, the start-up in activity at the Sandouville plant is progressing slowly and posted improved performances during the last few weeks and a production capacity rate of more than 50%.

    EV growth to boost nickel consumption - Norilsk

    According to Russian producer Norilsk Nickel's regional analyst Dmitry Zamula, rapid growth in electric vehicle production and an increasing market share of high-nickel-content battery cathode materials will boost nickel demand in the long term. Nickel consumption in the power battery sector will increase to 370,000 t/yr in 2025, up sharply from around 34,000t in 2017, Mr Zamula told delegates at the China nickel and cobalt annual conference in Xiamen, Fujian province.

    Nickel demand from power battery manufacturers is growing fast, although it remains small among all applications for nickel.

    Asia, in particular China, has become the biggest market for EVs, including plug-in hybrid and pure electric. China sold 721,000 and produced 735,000 EVs during January-September this year, up by 81.1pc and 73pc year on year respectively. The country is on target to produce 1 million EVs this year.

    The Chinese government has tightened its regulations on EV subsidies, which are scheduled to be completely removed by the end of 2020. Beijing in February cancelled or cut subsidies for EVs with ranges below 300km and increased the subsidy for more expensive longer-range vehicles.

    China's production of lithium iron phosphate cathode materials fell by 12pc year on year during January-September, while production of nickel-cobalt-manganese cathode materials, which use more nickel, increased by 41pc year on year in the same comparison.

    More nickel briquette will be used to produce nickel sulphate and then used in lithium-ion batteries. Feedstock producers, including nickel sulphate and ore, are planning to develop production of downstream products.

    Don't include stainless steel flat products in RCEP - JSL

    ET reported that Jindal Stainless Limited has come out strongly against inclusion of stainless steel flat products in the Regional Comprehensive Economic Partnership (RCEP), a proposed free trade agreement (FTA) between 10 ASEAN countries and six Asia pacific states with which ASEAN has existing FTAs, since it is expected to pave the way for Chinese imports through zero duty access. Citing it as a grave concern for domestic stainless steel industry, JSL MD Mr Abhyuday Jindal said “As India’s largest stainless steel producer and the leading voice in the stainless industry, we strongly oppose inclusion of stainless steel flat products (HS code 7219 & 7220) in the RCEP agreement. The move will open flood gates of Chinese imports into India through zero duty access. Inclusion of stainless steel products in RCEP will result in a huge surge in imports from China. This may result in immediate shut down of small scale units and also impact the organised sector.”

    JSL said “Investments worth nearly INR 35,000 crore made by domestic industry in capacity building would be in jeopardy. The government must review its stand on including stainless steel products in RCEP and also consider the protectionist stance being opted by nations worldwide which in turn poses a threat for the Indian industry because of diversion of trade flows.”

    The company has issued this statement coinciding with the Inter-Ministerial Meet being held in Singapore on November 12-13, 2018, reportedly for drawing ‘substantial conclusions’ to the RCEP agreement between 16 countries, including China.

    Nickel slumps to 11 month low on stainless steel worries

    Reuters reported that nickel fell to an 11 month low on worries about stainless steel, while other base metals were pressured by uncertainty about the global economy. Three-month nickel on the London Metal Exchange shed 0.7 percent to USD 11,375 a tonne in official open outcry trading, its lowest since December 15 last year. Mr Peter Peng of CRU Group said that “Stainless steel prices dropped a lot in the last two weeks because production is too high ... Investors are quite bearish about the futures market.”

    Increasing nickel pig iron production and rising Shanghai nickel inventory also pointed to further nickel weakness in the short term, said analyst Helen Lau of Argonaut Securities.

    Mr Geordie Wilkes, head of research at Sucden Financial in London said that “The macro pressures continue to weigh on the downside, such as China’s growth situation, Europe’s political uncertainty and also the dollar’s pretty strong. People are now looking to the G20 for some sort of clarification, but I’m cautious about the negotiations on the (China-US) trade war.”

    In addition to the macro-economic concerns, nickel was weighed down by the stainless steel market, the main source of demand for the metal.

    Nickel prices continue to slump

    The Sudbury Star reported that nickel prices have sagged to the lowest they’ve been in nearly a year, in large part due to dynamics in China. Tough talk by the US president on various trade fronts probably hasn’t helped, as investors are typically spooked by market uncertainty. Mr Jean-Charles Cachon, a business professor at Laurentian University said that “I think it’s mostly related to China, which has a significant influence on global demand.”

    Mr Cachon said that production of NPI is expected to increase globally from 740,000 tonnes this year to 830,000 tonnes in 2019, according to the International Nickel Study Group.

    Mr Cachon said the country began stockpiling material after speculation drove prices sky-high in 2007 at the time, nickel was selling for USD 20 per pound and a few years later “prevented any strong price increase in iron ore by dumping some of their stockpiles on the market.”

    He said it’s difficult to know what materials China has laid up at the moment, or in what quantity, but “if prices tend to spike, it is most likely that the Chinese government has the means to act to maintain prices at what they consider a reasonably low price.”

    The Asian powerhouse needs lots of stainless steel, of which nickel is a key alloying agent, although China also produces its own crude version of the metal called nickel pig iron that is cheaper to extract and can be used to create a lower-value stainless steel. That supply undercuts the value of high-grade nickel, but China could also flood the market with reserves if it finds the commodity gaining too much in value.

    Global nickel market deficit widens in September - INSG

    Reuters reported that global nickel market deficit widened slightly to 9,200 tonnes in September from the previous month's revised deficit of 8,100 tonnes. International Nickel Study Group said that during the first nine months of the year the deficit widened to 108,300 tonnes from 72,800 tonnes in the same period of 2017.

    Jindal Stainless joins hands for rail infrastructure modernization

    ET reported that Jindal Stainless has joined hands with the Railways for modernizing rail infrastructure, particularly in the bridge segment. The company, which is one of the largest domestic stainless steel players and has a 60% market share in coaches, has partnered with Railways' arm Research Designs & Standards Organisation (RDSO) in the third edition of InnoRail India 2018. Jindal Stainless, Head-Sales, Vijay Sharma said. "RDSO keeps innovating ways and means to build safe and sustainable infrastructure. Stainless steel coaches and foot-over-bridges validate their movement in this direction. Jindal Stainless is proud to partner their journey by expediting conversion of coaches into stainless steel and strengthening rail infrastructure at the same time.”

    The first such stainless steel foot-over-bridge is coming at Bhayandar station in Mumbai next year. Over the next 4-5 years, Railways has plans to produce around 10:000 stainless steel coaches annually

    India's 7500-km coastline increases the need to use stainless steel infrastructure. High airborne salts in marine environments cause rapid corrosion and degradation of infrastructure. Bridges, especially in these areas, are exposed to severe risk of collapse. As per industry data, around 135,000 rail bridges exist in India, of which over 25% are over 100 years old and need immediate replacement.

    Nickel tumbles to 13-month low on demand fears

    Reuters reported that nickel prices on November 23 touched their lowest since October last year, pulled down by worries about a supply surplus in 2019 and weaker demand from China, the largest consumer of the metal.Most other base metal prices also fell sharply on concerns that US-China trade talks next week could fail, leading to weaker economic growth.Adding to the bearish mood for nickel was news that German chemicals giant BASF plans to use less of the metal in its electric car batteries. Electric vehicles have been touted as a major new source of demand.

    Benchmark nickel on the London Metal Exchange closed down 0.5 percent at USD 10,915 a tonne after touching a 13-month low of USD 10,735. It fell 3.9 percent this week.

    The most active nickel contract on the Shanghai Futures Exchange settled 2.2 percent lower on Friday and down 5.8 percent this week.

    CRU analyst Peter Peng said that “I heard some Chinese investors are shooting (down) the nickel price. They think nickel production in Indonesia will bring the market into surplus next year, and demand for stainless will be bad, adding that they expected the nickel price to fall to about USD 8,000.”

    NICKEL SUPPLY: Expectations of a supply avalanche hitting the nickel market next year due to new capacity in Indonesia have sent prices down more than 15 percent since September.

    Nickel weakness not going away - BMO Analyst

    Mining Journal quoted BMO analyst Colin Hamilton as saying that China’s steel industry will not support an improvement to the nickel price, with its malaise set to continue despite the "unsustainable" current level.BMO said that there's good ore supply right now, so what comes out here is not getting good prices

    Mr Hamilton said there was not much hope for an uptick from China over the winter. He said that "In our view, a weak stainless steel market is the main challenge, with Chinese 304-grade cold rolled material prices falling RMB200 (USD 28.80) per tonne in the past week.”

    He added that "[We] would expect to see up to 10% sequential declines in crude stainless output in December, which in turn is dissuading mills from purchasing nickel. We see nickel now trading at around the 80th percentile of the global cost curve, and while this is likely to be unsustainable, until the stainless cycle turns it will remain under pressure."

    The nickel price is at a 12-month low of USD 10,965 per tonne, after cracking USD 15,000 per tonne in the northern summer.

    Together the companies have agreed to co-develop spherical metal powdered feedstock for use in 3D printing and metal injection molding (MIM).

    The news follows Tekna’s $5.5 million investment in the expansion of production facilities in Sherbrooke, Québec.

    Kitco News reported that Marc-Antoine Audet Director & CEO of Sama Resources said that nickel plays an important role in electric vehicles, and with the electrification of the economy on the rise, investors can expect nickel demand to increase

    He told “Nickel is in great need for the future. When you think of an electric vehicle, it would be like 40 kilograms of nickel per battery for each vehicle. So you’re going to need in the future, lots of nickel. Nickle will become a commodity in high demand.”

    Indonesia grants two companies to resume nickel ore exports

    Today Online reported that Indonesia has granted permission for two commodity companies in the country to restart exports of nickel ore as they have made progress on smelter projects. Indonesia grants mineral ore export permits to firms building smelters and reviews their construction progress every six months.

    The Southeast Asian nation has large nickel laterite ore reserves, prized for nickel pig iron used in stainless steel production and also attractive to producers of battery materials.

    The mining ministry in August revoked export permits for a combined 4,222,119 tonnes of nickel ore shipments from PT Surya Saga Utama, PT Modern Cahaya Makmur and PT Integra Mining Nusantara, citing zero progress on their smelter developments.

    Modern Cahaya and Integra had "fulfilled conditions" after applying for renewals of their permits, so "they can export again", mining ministry spokesman Agung Pribadi told reporters.

    He added that the two had held permission to resume exports "since November".

    Export permits for two other companies, PT Surya Saga Utama and PT Lobindo Nusa Persada, had expired and not been renewed, Pribadi said.

    Throughout 2017, Indonesia issued permits to export more than 22 million tonnes of nickel ore and nearly 15 million tonnes of bauxite, the main ore for aluminium.

    Permits typically stand for one year and companies are allowed to renew them. Under current rules, no unprocessed ore exports will be allowed after January 2022.

    PHL nickel ore exports seen falling to 9 year low in 2019

    Business Mirror reported that Philippine nickel ore shipments in 2019 may fall by a fifth to a nine-year low of 24 million wet metric tonnes following the decision of the government to minimize the disturbed area of mining operations. Philippine Nickel Industry Association (PNIA) President Mr Dante R Bravo attributed the projected decline in nickel shipments to the policy of the Department of Environment Natural Resources. He told that “If you limit the open areas, that means you lose certain flexibilities because the mineralization is different across mining concessions.”

    Mr Bravo added that “There are areas that have bigger deposits, while there are areas wherein deposits are less. With that, it is likely that production would be reduced by 10 to 20 percent.”

    Based on government data compiled and computed by the BusinessMirror, the projected shipments of 24 million WMT of nickel ore for next year will be the lowest since 2010, when the country exported around 20.264 million WMT.

    Under the DENR’s Department Administrative Order (DAO) 2018-19, mining firms’ scale of operations would be limited depending on their annual metal output.

    Under the order, a mining firm producing a million WMT or less would be allowed to extract ore in a maximum of 50 hectares, while those producing 9 million WMT and above would have a maximum disturbed area of 100 hectares.

    Mr Bravo, who is also the president of the Global Ferronickel Holdings Inc., projected that nickel exports for this year would settle at around 30 million WMT, 20 percent lower than last year’s 40 million WMT.

    Philippine nickel shipments have been declining for the past three years. The country ships around 90 percent of nickel ore shipments to China.

    Latest data from the Mines and Geosciences Bureau of the DENR showed that the country’s nickel exports from January to September fell slightly to 22.170 million dry MT, or around 34.107 million WMT, from 22.401 million dry MT recorded in the same period last year.

    ISSDA hopes for stainless steel consumption boost with 'Smart Cities' projects

    Business Line reported that Indian Stainless steel players have pinned their hopes on urban consumption and central infrastructure initiatives such as ‘Smart Cities’, to boost the country's stainless steel consumption. On the sidelines of an awareness program in Ahmedabad, Mr KK Pahuja President of Indian Stainless Steel Development Association stated that “India's per capita stainless steel consumption stands at a meagre 2.2 kg, compared to the global average of 6 kg and 10 kg in China. There are two main challenges that our industry faces. First is the shortage of raw materials such as stainless steel scrap and ferronickel. Both have to be imported with a duty of 2.5 % each. Secondly, we face trade issues because India has a Free Trade Agreement with two of the major Stainless Steel producers.”

    Mr Pahuja added that "With 8-9% growth rate, India is the fastest growing stainless steel market globally with world average growth rate being in the range of 2-3%.”

    The largest consuming segment remains utensils and kitchenwares, with about 50% share in the overall consumption in the country. But the architecture, building, and construction segment along with automotive, railways, and transport are emerging as the fastest growing segments for stainless steel consumption.

    The Indian stainless steel industry, which has a combined installed capacity of about five million tonnes, is faced with challenges from cheap imports of products from neighboring countries. This poses a threat on the economic viability of operations and sustenance of the units, which are currently operating at an average 60-65% capacity.

    Jindal Stainless to commission cold rolled steel unit in Odisha

    Business Line reported that Jindal Stainless Group is expecting the first phase of its brownfield project for cold-rolled products at Jajpur in Odisha to be commissioned this month. According to Vijay Sharma, Senior Vice President and Head of Sales, the first unit with one lakh tonne capacity will go on stream this month, while the second unit of another one lakh tonne capacity is likely to be commissioned by the next fiscal. Mr Sharma said that “Ramping up of capacity of cold-rolled products will give us better margins.”

    The Jindal Stainless Group comprises Jindal Stainless Ltd and Jindal Stainless (Hisar) Ltd. The group currently produces close to 10.5 lakh tonnes of cold-rolled stainless steel across three units 4.5 lakh tonnes in Odisha, 4.5 lakh tonnes in Hisar and the remaining 1.5 lakh tonnes at its subsidiary PT Jindal Stainless in Indonesia.

    Taiyuan Iron and Steel develops 0.02mm steel sheet

    Xinhua reported that imagine folding a piece of A4-sized paper into a little paper airplane. You throw the paper plane and it flies in the air smoothly for several meters. Now imagine the "paper" is made of steel. That is exactly what Zhang Wanquan did in a factory of a subsidiary of Taiyuan Iron and Steel (Group) Co Ltd in Taiyuan, capital of north China's Shanxi Province. Zhang said his company has developed an extremely thin type of stainless steel. Mr Zhang said as he folded the "paper plane.” said that "This is interesting because stainless steel is usually much heavier than paper.”

    The steel is only 0.02 mm thick, or a quarter of an A4 paper's thickness. The company claims that it is the only one in the world able to produce stainless steel 0.02 mm thick and 600 mm wide. The steel, which can be torn apart as easily as paper, can be widely applied in areas such as space and aviation, automobiles and computers.

    Mr Zhang said that "Our technicians spent two years in research and conducted 711 experiments before we were able to make it. Mass production began in the latter half of last year."

    Taiyuan Iron and Steel (Group) Co Ltd focuses on making steel. It manufactures 4.5 million tonnes of stainless steel annually. However, the production of such paper-thin steel is limited. Currently, the company churns out 24,000 tonnes of such steel, which has been exported to the United States, Germany, Brazil and Turkey.

    China December stainless steel output down by 1.7pct

    SMM data showed that China produced 2.19 million tonne of stainless steel in December, down 1.74% month on month but up 4.42% year on year. This brought stainless steel output in January to December to stand at 25.69 million tonne, standing 5.58% higher than a year earlier. In December, output of #300 series stainless steel shrank 3.65% from November to stand at 1.13 million tonne. Tepid sales of such materials prompted some mills with high costs to cut output.

    Output of #400 series decreased 2.47% from a month ago and came in at 434,500 tonne for the same month.

    Two mills in east China slightly raised their production of #200 series, which lifted overall December output of such materials by 2.46% to stand at 625,000 tonne.

    Output of stainless steel is estimated to fall to 2.08 million tonne in January with that of #300 series down 8.77% to 1.03 million tonne.

    Nickel pig iron supply shortages at mills in the south, new production lines for hot-rolled steel and power transformer station issue would impact production of #300 series.

    Output of #200 series stainless steel is expected to dip 0.16% to 624,000 tonne with that of #400 series down 2.99% to 400,000 tonne.

    Pland Stainless celebrates 100th anniversary

    KBBDaily reported that UK stainless steel manufacturer Pland Stainless is celebrating its 100th anniversary this year, having been founded in 1919 on the same site from which it still operates on Lower Wortley Ring Road in Leeds. The company said it will be revealing “exciting plans” during the year to mark the occasion, including a large stainless steel logo to promote its centenary, which is set to be unveiled in March.

    Mr Steve Duree joint owner and managing director said that “We have a lot planned over the year, starting with a visit from the Lord and Lady Mayoress of Leeds at the end of January. We have a staff gathering organised to thank our most valuable asset and to continue the celebration theme, we’ll be running a number of competitions over the year.”

    He added that “We will also continue to push our Made in Britain campaign and with Brexit around the corner, there is proven to be a growing interest in our products and service.”
