    European mills increase scrap surcharges for sections
    European section mills have implemented large increases in their scrap surcharges for September, they tell Steel Business Briefing.

    Germany's Peiner Träger, the sections producing arm of the Salzgitter group, has raised its surcharge on beams to €115/tonne ($165/t) for September, up €28/t from €87/t in August.

    Turkish scrap booking slows, prices remain firm
    Turkish steel mills have slowed their booking of scrap from the global market after the Chinese market started to slow down and because of the current Ramadan period, Steel Business Briefing learns from market players.

    After six deep sea cargoes were booked in the third week of August, no significant transaction has been reported, and international traders state that the recent slowdown in Chinese market made Turkish buyers stay away from the market and wait and see the future direction of the Chinese market. Because of Ramadan, the steel market in the Middle East is also slowed down.

    EU AVERAGE STAINLESS STEEL PRICES - LATEST FORECASTS FROM MEPS

    Alloy surcharges for austenitic grades are set to move up significantly in September. This could restrict the ability for local mills to push through further basis price rises. Indeed, basis numbers may come under negative pressure as a result of the anticipated jump in transaction figures. Stainless steel production is likely to grow over the coming months. This could create oversupply in the market if mills bring capacity back on stream too quickly. End-user consumption is also expected to remain low for the remainder of 2009. Consequently, some price slippage is forecast for the final quarter of 2009. A drop in nickel costs could add to the downward movement over this period.

    Daily average cash nickel values on the LME soared over August, temporarily breaking through the $US20000 mark. These gains appeared to ignore market fundamentals. LME stock levels moved back above 110000 tonnes, despite the ongoing strike at the Sudbury nickel mine and rising demand due to stainless steel production. Investors speculated further as Chinese buyers continued to stockpile the metal. The monthly average figure is set to increase by over $US3500 per tonne in August. However, concerns regarding underlying demand resulted in numbers slipping recently. Weak fundamentals and economic uncertainty could result in sustained price falls in the short term. Oversupply is likely to continue over the next few months. Chinese imports are also expected to slow in the second half of 2009. Consequently, we still believe that nickel values will decline in the fourth quarter of 2009. However, further speculation by funds could keep prices high. Restocking by stainless steel distributors may help to limit some of the declines. A stronger recovery is then forecast for the beginning of 2010. A healthier world economy, coupled with easier access to credit, should lift cash nickel values throughout the first two quarters of 2010.

    Government stimulus projects are likely to boost stainless demand by the beginning of 2010. A rise in consumer spending could also help to improve consumption, particularly in the appliance sector. This should give distributors more confidence to further their inventory rebuilding plans. Consequently, we forecast the price recovery to resume early in 2010 with advances predicted to continue up to the summer.

    Turkish rebar exports quiet, mills struggle to cover costs
    Turkish rebar exporters say buyers are still quiet as they still find the market prices high. The price level that the buyers accept do not seem to be satisfactory and still below costs, Turkish producers say.

    Mills state that only prices $510-525/tonne and above can cover the costs of scrap that was bought for $310-320/t. But the Egyptian market is just willing to pay $485-490/t cfr, and some transactions from this level have been heard. Dubai is only paying $500-515/t cfr, which is not above the costs, Turkish producers say.

    More European mills raise sections and plate prices
    Corus is increasing its sections and plate prices for all newly booked UK deliveries from 4 October, it tells Steel Business Briefing.

    It aims to raise sections prices by £25/tonne (€29/t) due to “improving demand” and is targeting increases of £30/t (€34/t) for commodity plate and of £40/t for non-commodity plate. The rises also reflect recent increases in raw material costs, such as scrap, the company says.

    European mills could restart 20m t/y of capacity by year-end
    With more and more steel producers across western Europe announcing the restart of idled blast furnaces, the market could see more than 20m tonnes/year of theoretical production capacity brought back on stream before the end of the fourth quarter, according to a survey by Steel Business Briefing.

    Although not all the restarts will be at full capacity, one leading steel trader says his company is nervous as to whether the additional production will be matched by sustainable demand.

    Severstal sees ‘fragile’ improvement in steel markets
    Miner and steelmaker Severstal has seen some signs of improvements in its markets since June, with production volumes and prices increasing across the group in the third quarter. It has production facilities in Russia, Ukraine, Italy, France, the UK and the US.

    Order visibility has also improved over the summer, the company says, and it expects restocking in the US and Russia and economic stimulus plans announced by many national governments to support demand for the rest of the year.

    Bank of China could tighten credit to steel sector
    Bank of China (BOC), a major Chinese state-owned bank, has threatened to tighten credit to the steel sector in the second half of this year if its bad loan ratio deteriorates, local reports say.

    This strategy was revealed at BOC’s risk assessment conference. BOC issued new bank loans of RMB 901.9bn ($132bn) in the first half of this year, of the RMB 7.36 trillion issued in total in China.

    EU ends dumping case against hollow section imports
    The European Union has terminated its anti-dumping investigation against imports of hollow sections from three countries, after EU producers withdrew their complaint. In a notice obtained by Steel Business Briefing, the EU said yesterday that the complainant – the Defence Committee of the Welded Steel Tubes Industry of the EU – cited changed market conditions as the reason for withdrawing.

    The EU producers filed their complaint against Belarus, Turkey and Ukraine a year ago, claiming that imports during the period 1 October 2007-30 September 2008 had been dumped at unfairly low prices. Since then, the notice said, demand for hollow sections in the EU has collapsed and imports have declined.

    MMK sees output returning to full capacity
    Russia's Magnitogorsk Iron & Steel (MMK) expects its output to grow by 35% in the third quarter of this year from 2.2m tonnes in the second quarter. Capacity utilisation of rolled steel in Q3 should reach 94% of its Q3 2008 levels, with a 100% capacity utilization rate in September, the company says in a results statement sent to Steel Business Briefing.

    In Q3 domestic shipments are expected to rise by over 30% from the April-June quarter. Q2 09 saw MMK's domestic sales rising to 55% in volume and 64% in monetary terms, with 30% of it being higher added value products, as compared to 21% in Q1, MMK says.

    Less than expected activity in Europe for ferro-vanadium
    There has been little European buying in ferro-vanadium in the past week, and the start of September has not seen the activity that had been anticipated, a UK based trader tells Steel Business Briefing.

    The trader says he had a couple of “inquiries last week, but nothing was done though.” FeV is currently around $32-33/kilogram, (€21-22/kg) up slightly from $28-30/kg at the beginning of August.

    The European molybdenum price continued to decline this week to around $14.75/pound (€10.11/lb) after rallying in mid-August to $17/lb. “Three weeks ago people were quite bullish about moly”, which now appears to have been “overly optimistic” a trader tells Steel Business Briefing.

    He says the market may also be “nervous” about the upcoming introduction of a moly contract on the London Metal Exchange in February 2010. This is seen as likely to bring a greater degree of transparency to the market and it could be affecting buying patterns.

    ArcelorMittal opts for ‘cautious’ production restarts in EU
    ArcelorMittal CEO Lakshmi Mittal says that the world’s largest steelmaker is bringing back production “cautiously” and “in line with demand.”

    According to presentations made by Mittal and other company executives seen by Steel Business Briefing, ArcelorMittal will restart idled plants and units progressively, principally reflecting real demand. Unit performance and cost will also be considered, as well as market position.
