Dutch Elections: Socialists take the lead, heet het rapport van Deutsche Bank. Altijd leuk om te zien wat de researchafdeling van een grote buitenlandse bank denkt van onze land én onze verkiezingen van 12 september. Helemaal van een Duitse bank, onze traditionele bondgenoten sinds WOII bij de Europese integratie.
Deutsche Bank is somber. Niet alleen vreest ze de socialisten, maar ziet ook een risico dat ons land lang zonder slagvaardige regering komt te zitten, terwijl de economie verslechtert. Wat de gevolgen daarvan kunnen zijn leest u in de eerste regel van dit stukje: Brussel wordt net zo´n besluiteloze kippenren als Den Haag.
Anti-austerity
In de eigen woorden van de Duitse bankiers:
"Is Merkel about to lose another important ally? After the French electorate ejected France’s Nicolaus Sarkozy, it seems the Dutch electorate is more likely to reject PM Mark Rutte. Opinion polls point to the anti-austerity Socialist Party now being the most popular party in the Netherlands."
"Unlike France, Dutch politics remains fragmented. Despite the support, there is no guarantee the Socialists will end up in power. Nevertheless, the success of the Socialists’ ‘anti-austerity’ message could influence Dutch policymaking in general."
"The Queen has an amount of discretion in choosing who to offer the mandate for rule. The trouble is, none of the ‘standard’ coalition combinations currently secures a majority. Forming a new government could take months. In the meantime the outgoing (minority) government remains responsible."

Opvallend is dat Deutsche Bank in het rapport vooral haar pijlen richt op de SP als risico voor EU en markten en eens niet op de PVV, wat de laatste jaren gewoon begon te worden. Pijlen, want de bankiers steken hun aversie - het Maoïstische verleden wordt fijntjes opgerakeld - niet onder stoelen of banken. Hun conclusie:
"Under Socialist Party leadership, Germany would lose a key ally among the ‘core’ countries. Like Germany, SP are dismissive of the notion of Eurobonds. But whereas German Chancellor Merkel talks of the need for “more Europe”, the Socialists have spoken out against integration."
"The leader of the party has accused others of using the euro crisis to “roll the Netherlands into a political union” and has expressed concern about ‘banking union’ and being made bear liabilities for banks elsewhere."
Hold-up
Deutsche Bank vreest niet alleen de SP, maar ook dat ons land volkomen onbestuurbaar wordt door - voor buitenlandse begrippen - de enorme Haagse politieke versplintering en ingewikkelde en langdurige formatieprocedures en -tradities. Met alle gevolgen van dien voor de markten en de EU:
"The scenario that could test markets would be a long, drawn out government formation process at a time when the euro area needs to collectively approve steps towards greater integration. Until a new government has been formed, the outgoing VVD/CDA minority government remains responsible."
"Indeed, the five-party coalition has shown fractures since the deal in April. There is a risk that ‘big’ euro area policy (e.g., banking union) might suffer delays until a new Dutch government has been formed. It may be wrong to think that Germany will be the main source of hold-up."
"Nee!"
Kortom, volgens Deutsche Bank kan dit najaar niet Griekenland, Spanje, Italië (of Duitsland) het meest in de EU-spotlights staan, maar Nederland. Misschien dat dan "Nee!" in plaats van "Nein!" een gevleugeld woord wordt in Europa. De opinie van Deutsche Bank is duidelijk ("Achtung"), u trekt uw eigen conclusie.
Jammer dat de bank zich in dit rapport alleen niet uitlaat wat de gevolgen zijn voor bijvoorbeeld de aandelenkoersen, obligaties en de euro bij de verschillende regeringsscenario's, zoals ze die zelf in de tabel schetst (kijk eens wie daarvan de bron is!). Gelukkig hebben we daarvoor de IEX Koffiekamer, toch? Roep maar.
