Cyber attackers target Iran oil platforms

Cyber attackers have targeted communication networks on Iranian offshore oil and gas platforms in the past few weeks but their attacks have been repelled.

Iran, the world's No 5 oil exporter has tightened cyber security since its uranium enrichment centrifuges were hit in 2010 by the Stuxnet computer worm which Tehran believes was planted by Israel or the US.

Mr Mohammad Reza Golshani head of information technology for the Iranian Offshore Oil Company said that a cyber attack had targeted the offshore platforms' information networks. This attack was planned by the regime occupying Jerusalem (Israel) and a few other countries. Iranian experts were able to repel the attacks.

Mr Reza Golshani said that "Currently telephone operations on the platforms and in the areas of Iran's oil and gas operations in the Gulf are normal and have no problems."

In April Iranian authorities said in April that a computer virus was detected inside the control systems of Kharg Island which handles the vast majority of Iran's crude oil exports, but the terminal remained operational.

Iran to tap two oilfields in near future

Tehran Times reported that 2 oilfields namely Sarvestan and Saadat Abad located in central parts of Iran will start production in the near future with the total projected output of around 15,000 barrels per day.

Mr Mehdi Fakour MD of the National Iranian Central Oilfields Company said that the fields have started early production. The output will finally reach 25,000 barrels per day. The two oilfields hold an estimated in situ reserve of 1.402 billion barrels of crude oil.

Mr Fakour said that Iran will start early production at the two oilfields by the next 3 months. To date, 10 wells have been drilled at the oilfields and two other will soon become ready for being injected with natural gas.

Mr Ahmad Qalebani MD of National Iranian Oil Company has said that the country’s daily oil and gas outputs should amount to 5 million barrels and 1.47 billion cubic meters by 2015.

Mr Rostam Qasemi oil minister of Iran said that the Iranian government should consider plans for the development of joint oilfields. The government should increase the budgets for the development of joint oilfields. The oil industry's infrastructure needs more than IRR 500 trillion of investment to achieve objectives of the 20 Year Outlook Plan."

Further sanctions on Iran unlikely to impact world gas market - Exp

Mr James M Dorsey senior fellow at Nanyang Technological University's S Rajaratnam School of International Studies said that it is unlikely that further sanctions on Iran would have a major impact on the world gas market.

Mr Dorsey said that Iran, being world's second country by natural gas reserves after Russia is suffering already from the sanctions that have impacted its oil exports. Iran is already finding it difficult to export and that many of its clients have sought alternative suppliers.

Diplomats said that the European Union is poised to ban imports of Iranian gas into Europe as part of its efforts to ratchet up pressure on the Islamic Republic over its nuclear program.

Diplomats from EU member states have started preparing a package of sanctions against Iran with a goal of formally adopting them at a meeting of foreign ministers on October 15th 2012 in Luxembourg.

EU diplomats said that they reached a preliminary deal to ban gas imports the first measure to win approval in the package which also consists of various finance and energy related proposals.

Iran ready to help Turkey with natural gas

Tehran Times reported that Iran was ready to make up for any natural gas shortages in Turkey following a pipeline explosion near the border.

Turkish officials last week blamed militants for an attack on the Baku Tbilisi Erzurum natural gas pipeline. BP Azerbaijan a subsidiary operating in the Shah Deniz natural gas field offshore Azerbaijan suspended deliveries to Turkey as a result.

Mr Majid Boujarzadeh a spokesman for the National Iranian Gas Company said that Iran was on standby should Turkey require additional supplies. Whenever the flow of gas exports into Turkey faces a problem Iran will be ready to make up for the reduced imports.

The region's Trend news service reported that Ankara said it wouldn't take on more gas from other suppliers because there was no shortage. The news service added that Tehran however was eager to work with Ankara on delivering natural gas to European markets.

Europe is examining gas supplies from Azerbaijan piped through Turkey. Iran said that it could play a role in potential European transit networks though Western governments have said Tehran was limited by economic sanction.

South Pars daily gas output to surpass 300 million cubic meters

He previously rejected some news claiming that Qatar is extracting natural gas twice of Iran from the South Pars gas field saying that Iran will outpace Qatar in exploiting reserves of the South Pars.

Mr Souri said that some people even claim Qatar's share of exploiting the South Pars is 100 times of Iran's share. But the claim is absolutely unjustified.

Mr Sardar Akbari MD of Shahid Rajaii Institution, a subsidiary of the Khatam ol Anbiya Construction Headquarters said that headquarters has made drastic measures to develop the South Pars gas field's Phases 15 and 16.

British Petroleum has published a report in which it has estimated Iran's and Qatar's gas reserves at 33.1 trillion cubic meters and 25 trillion cubic meters respectively.

Iran extracts just around 35,000 barrels of crude oil from the South Pars gas field which is associated with Qatar while the Qatari side exploits as much as 450,000 barrels per day. The South Pars oil layer is estimated to hold some 1.6 billion barrels of crude. The South Pars gas field is shared by Iran and Qatar.

Naturgaz denies sending Iranian gas to EU

Turkish natural gas transporter Naturgaz denied sending Iranian gas into the European Union via Greece, casting doubt on EU plans to ban Iranian gas imports which may not exist.

Mr Ali Arif Akturk MD of Naturgaz said that Iranian gas imported into Turkey under long-term deals was consumed domestically at a considerable remove from the Greek border. In practice Iranian gas is not reaching Greece. It was most likely consumed in Turkish regions bordering Iran.”

The European Union is poised to ban imports of Iranian gas as part of a set of new measures to ratchet up pressure on the Islamic Republic over its nuclear program.

Diplomats from EU member states have started preparing a package of sanctions against Iran with a goal of formally adopting them at a meeting of foreign ministers on October 15th 2012 in Luxembourg.

Mr Akturk said that gas exported from Turkey to Greece is most probably of Russian origin a major supplier to Turkey alongside Azerbaijan both of which deliver gas under long term deals.

Russian export pipelines arrive in Turkey very close to the Greek border. Turkey is contracted to export limited volumes of 750 million cubic meters annually to Greece under a deal signed in 2007 but in practice has been sending less.

European governments and the United States are searching for fresh ways to pressure Tehran into scaling back its nuclear program after diplomacy foundered earlier this year. Tehran denies its nuclear work has any military intention.

Iran to resume gas exports to Turkey in 5 days

Trend News Agency cited Mr Hamid Ahmadian Maku Governor as saying that the full repair of the Iran to Turkey gas pipeline is forecast to last 5 days.

During the past 3 years, seven terrorist attacks were carried out on the Iran and Turkey gas pipeline halting the flow of Iranian gas into Turkey for 42 days. The 42 day halt reduced at least one billion cubic meters from Iran's total gas exports to Turkey.

According the 25 year agreement between the 2 countries, Iran is obliged to supply Turkey annually with 10 billion cubic meters of natural gas and if either side fails to fulfil its commitment it is liable for compensation.

Iran will have the capacity to boost gas exports to Turkey and other European countries once the sixth cross country gas pipeline comes on stream. The pipeline which is projected to extend 1300 kilometers will increase the capacity to transfer natural gas to Turkey to 80 million cubic meters per day from around 30 billion cubic meter. Daily gas production in Iran is about 600 million cubic meters and this is projected to increase to 1.2 billion cubic meters in the future.

According to the National Iranian Gas Company, the country's oil and natural gas reserves account for 10% and 16% respectively of the total world reserves. Iran, with 155 billion barrels of recoverable oil reserves, ranks fourth worldwide after Venezuela, Saudi Arabia and Canada. With 34 trillion cubic meters of natural gas reserves, Iran has the world's second largest natural gas reserves after Russia.

Lakshmi Mittal group emerges top Iran oil buyer

Reuters reported that India's HMEL, part owned by steel tycoon Lakshmi Mittal has emerged as a new oil client of sanctions-hit Iran, potentially complicating New Delhi's bid for a renewal of its waiver from US sanctions for buying crude from Tehran.

Two sources with knowledge of the deals said that HPCL Mittal Energy has taken two shipments of Iranian oil since the start of September to maximize margins at its 180,000 barrels per day Bathinda refinery in northern India. The purchases came to a total 2 million barrels.

In June Washington granted India a waiver on sanctions that would have cut it off from the US financial system because it had reduced its purchases of the OPEC nation's oil. India's waiver from the sanctions which are designed to dissuade Tehran from pursuing its nuclear program will only be renewed in December if imports have been cut further.

Mr Mark Dubowitz US lobbyist for tougher sanctions on Iran and head of the Foundation for Defence of Democracies said that HMEL was taking a significant risk in buying this oil. The US government in December will be looking to see whether India has indeed significantly reduced its purchases of Iranian oil and the addition of one more customer especially with significant exposure to the US and Europe will raise eyebrows in Washington."

A spokesman for Mittal said that he could not confirm or deny the purchase but said that being a minority shareholder, Mittal himself would not be involved in such decisions. While India's state run refiners are adhering to the government's verbal order to cut imports from Iran by at least 15% their efforts could be undermined by private refiner Essar and now HMEL.

An official at a state run refiner said that "We are cutting imports from Iran at the cost of our bottom line and private refiners are increasing volumes at our cost. This may hit the plan to get the waiver renewed and shows discord between private and public companies. We are the only ones helping the country."

Essar sources however said that their Iranian crude purchases would average 85,000 barrels per day in financial 2012 to 2013 a decline of 15% from an originally contracted 100,000 barrels per day. From April to August Essar has bought an average 102,000 barrels per day.

Iran to boost South Pars gas output

Trend News Agency cited Mr Reza Almasi director of the National Iranian Gas Transmission Company as saying that Iran plans to increase South Pars gas field's output in order to use the produced gas domestically.

Mr Mohammad Ali Abdollahzadeh member of Iran's Parliament said that Iran is daily losing some USD 2.4 billion in its joint oil and gas fields. Since Iran has not invested enough money in its joint oil and gas fields, the nation is now lagging behind neighbors in production.

Mr Ahmad Qalehbani director of NIOC said that the National Iranian Oil Company attaches the top priority to the development of joint oil and gas fields. He referred to the key role of explorations in the oil sector adding, development plans at border areas are of high importance.

According to national development plans, crude oil and natural gas output should reach 5.1 million barrels and 1.4 billion cubic meters per day by 2015 respectively. Iran has attached priority to boosting gas production capacity from its joint oilfields with Qatar and Saudi Arabia.

Mr Rostam Qasemi oil minister of Iran has ordered all contractors of the South Pars gas field development projects to work round the clock in three shifts to complete development of all phases, especially the phases 12, 15, 16, 17 and 18.

The South Pars gas field is shared by Iran and Qatar. The Iranian share which is divided into 29 phases has about 14 trillion cubic meters of gas or about 8% of the total world reserves and more than 18 billion barrels of liquefied natural gas resources.

Iranian gas flow to Turkey resumes after blast

Reuters reported that the gas flow on a pipeline carrying Iranian natural gas to Turkey resumed almost a week after it was halted by an explosion in eastern Turkey.

Mr Taner Yildiz energy minister of Turkey said that "The Turkey to Iran natural gas pipeline just started to pump this morning. Turkey is currently getting natural gas from Russia, Iran and Azerbaijan and we did not have any supply problems."

Turkish energy officials said that the blast last Monday occurred in the area of Dogubayazit, a town in Agri province near the Iranian border. The outlawed Kurdistan Workers Party has claimed responsibility for repeated attacks on pipelines in Turkey in its 28 year old armed campaign against the Turkish state which has claimed more than 40,000 lives.

Flows have also been halted several times on the Kirkuk Ceyhan pipeline carrying crude oil from Iraq to Turkey in recent months due to suspected sabotage blamed on the PKK, deemed a terrorist organization by Turkey, the United States and the European Union.

Iran denies steep plunge in oil exports

Reuters reported that Iran's oil exports have remained steady in recent months.

Mr Mohammad Ali Khatibi Iran's OPEC governor said denying a report from the International Energy Agency that Iran is struggling to arrest a decline in its oil sales.

The IEA estimated Iran's exports falling to a new low of 860,000 barrels per day in September, a huge plunge from 2.2 million barrels per day at the end of 2011.

The drop in Iranian supply is supporting oil prices and hurting Tehran's revenues, deepening hardship for a population deprived of basic imports and adding to pressure on the government over its nuclear program.

Mr Khatibi said that the IEA's data was faulty and ran counter to data provided to OPEC by Iran. Iran's oil exports are the same as previous months and the situation is stable.

Mr Khatibi also denied that the only buyers of Iranian oil were China, India, South Korea, Japan and Turkey. The market for Iranian oil is beyond the mentioned countries. We are always exploring new markets but we don't publicize them much because it may be detrimental.
